Reviewed appeals of decisions rendered by department officials and administrative law judges,<br />

adverse to persons claiming some right to or interest in the public lands. Researched and<br />

analyzed issues presented on appeal to determine the legal sufficiency of the decision.<br />

Responsible for drafting a decision which entailed research and analysis of issues raised under<br />

the various federal statutes relating to public lands including the Federal Land Policy and<br />

Management Act of 1976, the Mineral Leasing Act, as well as other statutes, regulations, judicial<br />

and Board precedent related to the disposition of the public lands and their resources.<br />

Responsible for the efficient administration of judge's docket. Regularly monitored new appeals<br />

to determine whether jurisdiction of the Board was properly invoked. Reviewed pending cases<br />

to insure that parties complied with procedure relative to timely submission of pleadings and<br />

adequacy of service. Recommended assignment of priority of cases for disposition. Drafted<br />

preliminary motions, dispositive orders, responded to citizen letters, congressional inquiries, and<br />

attorneys' case status requests.<br />

Reviewed appeals filed by Federal employees challenging decisions issued by the heads of<br />

agencies, bureaus, commissions and various departments of the Federal government<br />

involving employment discrimination complaints filed pursuant to Title VII of the Civil<br />

Rights Act of 1964, the Equal Pay Act, and the Rehabilitation Act, to determine whether the<br />

decision adequately considered and applied the applicable statutes, rules and regulations.<br />

Prepared evidentiary requests to complainants and agencies to clarify record. Conducted<br />

investigations to assure that the agency decision was based on a complete and documented<br />

record. Drafted memoranda which analyzed and resolved complex and simple legal issues<br />

raised in the complaints. Framed Commission position and recommended disposition of the<br />
