Types of Travel Plan - Levels
Strategic level
Strategic level thresholds relate to larger developments which are
referred to the Mayor, and which are identified from PPG13 (Transport)
Local level
Smaller developments that fall below the strategic-level threshold but
which typically employ 20 or more staff must also produce an
ATTrBuTE-compliant travel plan.
NB. Boroughs may also adopt their own travel plan requirements for
developments that are below the default local-level threshold.

Full
For any occupier/land use over the strategic/
local level thresholds
Framework
For developments comprising more than one
land use above the thresholds, or when outline
permission is sought
Travel Plan Statements
For individual occupiers covered by a
Framework travel plan that fall below local
level thresholds

Levels of Prescription in the Updated
Guidance
• The Guidance has combined and significantly shortened the
previous two guidance documents.
• It is designed to be more readable and allow boroughs to
introduce borough and site specific requirements for developers
• More details on specific elements of travel plans and DSPs will
be available on the New Way to Plan website along with case
studies and examples of best practice.

Travel Plan Co-ordinator
The Travel Plan Co-ordinator will:
• Implement the action plan
• Monitor the travel plan through surveys
• Report progress
Contact details must be provided (initially a consultant, but
transferring to the management company in some cases)
no matter what stage the travel plan is at.

Funding
Physical measures should be in place on completion of the
construction of the development
Other elements need funding for the life of the travel plan
• Travel Plan Co-ordination
• Marketing, Information & Events
• Monitoring & Review
• Maintenance & Increasing Physical Measures
NB. Who is responsible for funding each element of the
travel plan must be made clear e.g. Responsibility for
monitoring may transfer to the management company

Monitoring – Why Survey?
• Required by TfL and boroughs for new development
• Important and valuable input to travel plan – both at
development stage and on-going:
• Enables better understanding of users and can identify the
most appropriate and effective measures
• Enables realistic targets to be set
• Enables monitoring of progress towards targets

What are TfL’s Survey Requirements?
TRAVL
Required for all strategic level travel plans the majority of which are
larger and more complex sites
Also to be used in cases where absolute number of vehicles accessing a
site is as important as the mode split
iTRACE
Required for all local level travel plans to complete baseline and
monitoring surveys
NB. Boroughs can require either/both types of survey depending on their
local policy and site specific conditions.

Monitoring Deliveries and Servicing
Although TRAVL includes some monitoring of delivery and
servicing vehicles, freight surveys are still in development.
Boroughs are encouraged to request monitoring of the following:
• Number of delivery/servicing vehicles arriving in peak hours
• Vehicles arriving daily through a week/month by type
• Number of suppliers that are FORS registered
• Origins and onward destinations of trips
