Types of <strong>Travel</strong> Plan - Levels<br />

Strategic level<br />

Strategic level thresholds relate to larger <strong>development</strong>s which are<br />

referred to the Mayor, and which are identified from PPG13 (Transport)<br />

Local level<br />

Smaller <strong>development</strong>s that fall below the strategic-level threshold but<br />

which typically employ 20 or more staff must also produce an<br />

ATTrBuTE-compliant travel plan.<br />

NB. Boroughs may also adopt their own travel plan requirements <strong>for</strong><br />

<strong>development</strong>s that are below the default local-level threshold.

Monitor<strong>in</strong>g – Why Survey?<br />

• Required by TfL and boroughs <strong>for</strong> <strong>new</strong> <strong>development</strong><br />

• Important and valuable <strong>in</strong>put to travel plan – both at<br />

<strong>development</strong> stage and on-go<strong>in</strong>g:<br />

• Enables better understand<strong>in</strong>g of users and can identify the<br />

most appropriate and effective measures<br />

• Enables realistic targets to be set<br />

• Enables monitor<strong>in</strong>g of progress towards targets


What are TfL’s Survey Requirements?<br />

TRAVL<br />

Required <strong>for</strong> all strategic level travel plans the majority of which are<br />

larger and more complex sites<br />

Also to be used <strong>in</strong> cases where absolute number of vehicles access<strong>in</strong>g a<br />

site is as important as the mode split<br />

iTRACE<br />

Required <strong>for</strong> all local level travel plans to complete basel<strong>in</strong>e and<br />

monitor<strong>in</strong>g surveys<br />

NB. Boroughs can require either/both types of survey depend<strong>in</strong>g on their<br />

local policy and site specific conditions.


Monitor<strong>in</strong>g Deliveries and Servic<strong>in</strong>g<br />

Although TRAVL <strong>in</strong>cludes some monitor<strong>in</strong>g of delivery and<br />

servic<strong>in</strong>g vehicles, freight surveys are still <strong>in</strong> <strong>development</strong>.<br />

Boroughs are encouraged to request monitor<strong>in</strong>g of the follow<strong>in</strong>g:<br />

• Number of delivery/servic<strong>in</strong>g vehicles arriv<strong>in</strong>g <strong>in</strong> peak hours<br />

• Vehicles arriv<strong>in</strong>g daily through a week/month by type<br />

• Number of suppliers that are FORS registered<br />

• Orig<strong>in</strong>s and onward dest<strong>in</strong>ations of trips
