SHORT TERM TENDER NOTICE
Item rate tenders in two bid system, i.e Technical-Commercial bid and Financial bid are <strong>invited</strong>
<strong>by</strong> Managing Director <strong>SIIDCUL</strong> from approved and eligible contractors of State & Central
PWD, MES, Railways, Central & State Govt. undertaking for the work of Annual Operation &
Maintenance of Tipri-Madan Negi Ropeway Old Tehri Town, Uttarakhand.
1.1 The work is estimated to Cost Rs. 3.75 lacs per month (Approx.) (Rupees Three lacs
Seventy Five Thousands only)
1.2 Eligibility Criteria for Tenderer : Contractors who fulfill the following requirements
shall be eligible to submit the Tender:
1.2.1 Each member of team of bidder must have at-least three years of
experience in operation and maintenance of Cable Car.
1.2.2 Complete list of technically qualified personnel is required and life
insurance of all workers/officers/employed/engaged with this jobs
essential.
1.2.3 The bidder should have experience of operation and maintenance in
Uttarakhand for at-least three years.
1.2.4 Bidder should have experience of same type of work in Uttarakhand.
2.0 The time allowed for carrying out the work will be 12 months.
3.0 The site for the work is available.
4.0 The last date of receipt of applications for issue of tender forms and submission of
tender documents will be as follows:
i) Last date for issuing tender forms 25.12.2012 upto 16.00 hours.
5.0 Tender documents consisting of plans, specifications, the schedule of quantities of the
various classes of work to be done and the set of terms and conditions of the contract
to be complied with <strong>by</strong> the Contractor whose tender may be accepted and other
necessary documents, can be seen in the office of the Managing Director, 29-IIE (IT
Park), Sahastradhara Road, Dehradun between 11.00 hours & 16.00 hours from
13.12.2012 to 25.12.2012 everyday except on Sundays and Public Holidays. Tender
documents will be issued from the office of Managing Director, 29-IIE (IT Park),
Sahastradhara Road, Dehradun during the hours specified above on providing the
following:-
(i)
Rs.1135/- (including VAT) in cash or in the form of crossed demand
draft in favour of <strong>SIIDCUL</strong> payable at Dehradun.

6.0 Tenders, which should always be placed in sealed envelope, in the manner detailed at
para 10 below, supported <strong>by</strong> prescribed annexures will be received <strong>by</strong> the Managing
Director, <strong>SIIDCUL</strong> upto 15.00 Hrs. on 26.12.2012 and Techno-Commercial bid will
be opened <strong>by</strong> him or his authorized representative in his office on 26.12.2012 at 1530
Hrs.
7.0 Price bid of those contractors who will be declared as Technically qualified shall be
opened on 28.12.2012 at 1530 Hrs.
8.0 The description of the work is as follows:-
Annual Operation & Maintenance of Tipri-Madan Negi Ropeway Old Tehri Town,
Uttarakhand.
9.0 Submission of tender:-
9.1 The “Techno-Commercial Bid” and “Price Bid” shall be placed in two separate sealed
envelopes marked “Techno-Commercial Bid” and “Price Bid” respectively.
9.2 The EMD in favour of MD, <strong>SIIDCUL</strong> payable at Dehradun shall be placed in the
envelope marked as “Techno-Commercial Bid” alongwith other prescribed annexures.
9.3 In case the tender document is downloaded from <strong>SIIDCUL</strong> website, the cost of Tender
shall be placed in the envelope marked Techno-Commercial Bid alongwith the EMD.
9.4 The two sealed envelopes of “Techno-Commercial Bid” and “Price Bid” shall be placed
in another sealed envelope with following written on it:
(i) Name of work
(ii) Name of tenderer
(iii) Last date of receipt of tender
9.5 The downloaded tender document in which rates are quoted should be properly bound,
serially numbered and sealed. Loose/spiral bound submission shall be rejected out
rightly. Any correction/addition/alteration/omission in tender document downloaded
from the website shall be treated as non-responsive and shall be summarily rejected.
10.0 Copies of other drawings and documents pertaining to the work will be open for
inspection <strong>by</strong> the tenderers at the office of the above mentioned officer.
11.0 Tenderers are advised to inspect and examine the site and its surroundings and satisfy
themselves before submitting their tenders as to the nature of the ground and sub-soil
(so far as is practicable), the form and nature of the site, the means of access to the
site, the accommodation they may require and in general, shall themselves obtain all
necessary information as to risks, contingencies and other circumstances which may
influence or affect their tender. A tenderer shall be deemed to have full knowledge of
the site whether he inspects it or not and no extra charges consequent on any
misunderstanding or otherwise shall be allowed. The tenderer shall be responsible for
arranging and maintaining at his own cost all materials tools & plants, water, electricity,

access facilities for workers and on all other services required for executing the work
unless otherwise specifically provided for in the contract documents. Submission of
tender <strong>by</strong> a tenderer implies that he has read this notice and all other contract
documents and has made himself aware of the scope and specifications of the work to
be done and of conditions and rates at which stores, tools and plant, etc. will be issued
to him <strong>by</strong> the <strong>SIIDCUL</strong> and local conditions and other factors having a bearing on the
execution of the work.
12.0 Managing Director <strong>SIIDCUL</strong> does not bind himself to accept the lowest or any other
tender, and reserves to himself the authority to reject any or all of the tenders received
without the assignment of a reason. All tenders, in which any of the prescribed
conditions is not fulfilled or any condition including that of conditional rebate is put forth
<strong>by</strong> the tenderer, shall be summarily rejected.
13.0 Canvassing whether directly or indirectly, in connection with tenders is strictly
prohibited and the tenders submitted <strong>by</strong> the contractors who resort to canvassing will
be liable to rejection.
14.0 Managing Director <strong>SIIDCUL</strong> reserves with himself the right of accepting the whole or
any part of the tender and the tenderer shall be bound to perform the same at the rate
quoted.
15.0 If the date of submission/opening is holiday, then the tenders shall be received/opened
on next working day on same venue and time.
16.0 If after award of work, tenderers do not start work within seven days of date of start, the
EMD shall be forfeited in favor of <strong>SIIDCUL</strong>.
17.0 The company or firm or any other person shall not be permitted to tender for works in
<strong>SIIDCUL</strong> if his near relative (s) (directly recruited or on deputation) is/are posted in any
capacity either non-executive or executive employee in <strong>SIIDCUL</strong>. Near relative (s) for
this purpose is/are defined as:
(i) Member of Hindu Undivided family (HUF)
(ii) Husband and Wife
(iii) Father, mother, son(S) & Son‟s wife (daughter-in-law), Daughter(s), Daughter‟s
husband (son-in-law), brother(s), brother‟s wife, sister(s), sister‟s husband
(brother-in-law).
The contractor shall also intimate the names of persons who are working with him in any
capacity or are subsequently employed <strong>by</strong> him and who are near relative to any executive
employee/gazetted officer in the <strong>SIIDCUL</strong>.
All the intending tenderers will have to give a certificate that none of his/her such near relative
(s) as defined above is/are working in the concerned <strong>SIIDCUL</strong> where he is going to apply for
tender/work. The format of the certificate is an under:

“I, …………………………… s/o Shri ………………………………………….. Resident of
……………………………………….. here<strong>by</strong> certify that none of my relative(s) as defined above
is/are employed in <strong>SIIDCUL</strong>. In case at any stage, it is found that the information given <strong>by</strong> me
is false/incorrect, <strong>SIIDCUL</strong> shall have the absolute right to take any action as deemed fit
without any prior intimation to me.”
The certificate in case of Proprietorship Firm shall be given <strong>by</strong> the proprietor, for Partnership
Firm certificate shall be given <strong>by</strong> all partners and in case of Limited Company, <strong>by</strong> all Directors
of the company. However, Government of India/Financial Institution nominees and
independent non-official part-time Directors appointed <strong>by</strong> Govt. of India or the Governor of the
State are excluded from the purview of submission of this certificate while submitting tenders
<strong>by</strong> Limited Companies.
Any breach of these conditions <strong>by</strong> the Company or Firm or any other person, the tender/work
will be cancelled and Earnest Money Security Deposit will be forfeited at any stage, whenever
it is so noticed. <strong>SIIDCUL</strong> will not pay any damages to the company or Firm or the concerned
person but damages arising on account of such cancellation to be borne <strong>by</strong> the contractor.
The Company or Firm or the person will also be debarred for further participation in the tender
in the <strong>SIIDCUL</strong>. Further, any breach of this condition <strong>by</strong> the tenderer would also render him
liable to be removed from the approved list of contractors of <strong>SIIDCUL</strong>. If however the
contractor is registered in any other Department he shall also be debarred from tendering in
<strong>SIIDCUL</strong> for any breach of this condition.
18.0 No Engineer of Gazetted rank or other Gazetted Officer employed in engineering or
administrative duties in an Engineering Department of the Government of India/State
Government or PSU‟s is allowed to work as a contractor for a period of two years after
his retirement from Govt. service, without previous permission of the Govt. of India or
<strong>SIIDCUL</strong> in writing. This contract is liable to be cancelled if either the contractor or any
of his employees is found any time to be such a person who had not obtained the
permission of the Govt. of India/State Government or PSU‟s as aforesaid before
submission of the tender or engagement in the contractor‟s service.
19.0 The tender for the work shall remain open for acceptance for a period of 60 Days from
the date of opening of the tenders. If any tenderer withdraws his tender before the said
period or issue of letter of acceptance/intent, whichever is earlier, or, makes any
modifications in the terms and conditions of the tender which are not acceptable to the
<strong>SIIDCUL</strong>, then the <strong>SIIDCUL</strong> shall without prejudice to any other right or remedy, be at
liberty to forfeit 50% of the said earnest money as aforesaid.

20.0 In case of works having estimated cost below Rs. 6,00,000/- the successful tenderer
shall be required to execute an agreement with the Engineer-in-Charge in the Performa
annexed to the tender document, within 15 days of the issue of letter of acceptance <strong>by</strong>
the <strong>SIIDCUL</strong>. In the event of failure on the part of the successful tenderer to sign the
agreement, the earnest money will be forfeited and tender cancelled. In case of works
of estimated of cost Rs. 6,00,000/- and above, the successful tenderer shall, upon
issue of letter of acceptance of Tender, shall be required to furnish irrevocable Bank
Guarantee of requisite amount to the Engineer-in-Charge in the Performa annexed to
the tender document, within 15 days of the issue of letter of acceptance of Tender <strong>by</strong>
the <strong>SIIDCUL</strong>. In the event of failure on the part of the successful tenderer to furnish
the bank Guarantee within 15 days, the earnest money will be forfeited and tender
cancelled.
21.0 This Notice Inviting Tender (<strong>SIIDCUL</strong>) shall form a part of the Contract Document. In
accordance with clause 1 of the contract, the letter of intent shall be issued first in
favour of the successful Tenderer/Contractor. After submission of the performance
guarantee, the letter for commencement of work shall be issued. The contract shall be
deemed to have come into effect on issue of communication of acceptance of the
tender. On such communication of acceptance, the successful Tenderer/Contractor
shall within 15 days from such date, formally sign the agreement consisting of:
a) The Notice Inviting Tender, all the documents including, General Conditions,
additional conditions, specifications and drawings, if any,
forming part of the tender, and, as issued at the time of invitation of tender and
acceptance thereof together with any correspondence leading thereto.
b) Standard <strong>SIIDCUL</strong> Form 8 on <strong>SIIDCUL</strong> website www.sidcul.com.
c) Agreement signed on non-judicial stamp paper as per Performa annexed to the
tender document.
22.0 First Running Account bill shall be paid only after
(a) signing of the Agreement/Contract <strong>by</strong> both the parties, and
(b) Progress chart has been prepared as required under clause 5 and approved <strong>by</strong>
the competent authority.
23.0 If a contractor after purchasing the tender does not quote consecutively on three
occasions, the contractor may be debarred for further purchase of tenders for a period
of six months.
24.0 General conditions of contract for works in <strong>SIIDCUL</strong> are available on website
www.sidcul.com as well as in the office.
25.0 A declaration in the proforma annexed herewith is to be given <strong>by</strong> tenderers who are
submitting the tender documents downloaded from the website. Every page of

downloaded tender document shall be signed <strong>by</strong> the tenderer with stamp (seal) of his
firm/organization.

Term & Conditions :-
1- Intending bidders who fulfill the above requirements are advised to visit the site on their
own cost and familiarize themselves with the site conditions.
2- Not-withstanding anything stated above, department reserves the right to reject any or
all the bids or split the work enhance or dilute the qualifying requirement and assess the
capacity and capability of the bidders in the overall interest of department without
assigning any reason whatsoever.
3- Ropeway will be operated for 8 hrs per day in two shifts.
4- Ropeway will be operated in night hours.
5- Annual maintenance will be borne <strong>by</strong> the successful bidder.

SCOPE OF WORK OPERATION:
Ropeway will be operated under supervision of ropeway in-charge who
will get the instruction of the owner.
Ropeway in-charge will take owner’s approval for unscheduled closure
of Ropeway while he will be authorized to take independent decision to
stop Rope- way operation in case of any of the following abnormality
arises such as:
‣ Problem in machinery
‣ Failure of safety system
‣ Bad weather condition
‣ Fire hazards
‣ Riot/Mishap/Stampede

‣ Natural Disaster
MAINTENANCE:
Maintenance of the plant will be the responsibility of Ropeway in-charge or
the officiating Officer designated in absence of Ropeway in-charge.
Maintenance of Ropeway will be carried out as follows-
Maintenance practices in the Tehri unit will be as per existing system in
other passenger Ropeways.
Record of maintenance will be maintained in log books.

Natural disaster-Flood, earthquake ,land-slide, cyclone/ storm,
heavy rainfall and heavy electrical discharge.

List of important telephone numbers to be kept with Ropeway incharge
and also to be displayed in general notice board.
All guidelines to be kept safely and displayed in technical
information board.
All rescue equipment to be kept safely and their locations to be
displayed in notice board.
Work instructions to be displayed in notice board at both stations.
SAFETY PRACTICES AND MEASURES UNDERTAKEN
For safe and smooth functioning of ropeway, various safety measures such
as-Planned & scheduled, maintenance, test & inspections <strong>by</strong> internal and
external teams, ISO & Technical Audits, Rescue Drills and schedule training
of employees.
The maintenance of plants is carried out as per various planned
maintenance schedules:-
DAILY: Thorough checking of Ropeway operation before opening for
customers.
WEEKLY: Checking of wire-rope ,cabins ,various adjustments.
FORYNIGHTLY: Engine inspection ,Bearings checking, Parameters
monitoring.
QUARTELY: Greasing of Sheaves, Bearing and Carriages.
HALF-YEARLY: Planned shutdown ,corrective actions on various
observations.
ANNUALY: Planned shutdown ,Overhauling of different assemblies,
corrective actions of various observations.
TESTS AND INSPECTIONS:
NON DESTRUCTIVE TEST- Ultrasonic and magnetic testing of all critical
parts.
RADIOGRAPY TETS- Radiography of Haulage Rope.

designs, drawings and instructions in writing referred to in Rule-1 of the General Rules and Directions
and in Clause 11 of the conditions of contract and with such materials as are provided for, <strong>by</strong>, and in
respects in accordance with, such conditions so far as applicable.
We agree to keep the tender open for sixty (60) days from the due date of its opening and not to make
any modifications in its terms and conditions.

Further, if I/we fail to commence work as specified, I/we agree that MD, <strong>SIIDCUL</strong> or his successors in
office shall without prejudice to any other right or remedy available in law, be at liberty to forfeit the said
earnest money and the performance guarantee absolutely, otherwise the said earnest money shall be
retained <strong>by</strong> him towards security deposit to execute all the works referred to in the tender documents
upon ordered upto maximum of the percentage mentioned in Schedule „F‟ and those in excess of that
limit at the rates to be determined in accordance with the provision contained in clause 12.2 and 12.3 of
the tender form.
Further, I/we agree that in case of forfeiture of earnest money or both Earnest Money & Performance
Guarantees as aforesaid, I/we shall be debarred for participation in the re-tendering process of the
work.

with the work as secret/confidential documents and shall not communicated information derived there
form to any person other than a person to whom I/we am/are authorized to communicate the same or

(i) Earnest Money : Rs. 90000/-
(ii) Performance Guarantee: The contractor shall be required to deposit an amount equal to
5% of the tendered value of the work as performance
guarantee in the form of an irrevocable bank guarantee bond of
any scheduled bank or State Bank of India in accordance with
the form prescribed or fixed deposit receipt etc., as in the case
of recovery of security deposit within period specified in
schedule F from the date of issue of letter of acceptance but
before award of work. This period can be further extended <strong>by</strong>
the Engineer-in-Charge up to a maximum period as specified in
schedule F on written request of the contractor.
(iii) Security Deposit :
A sum @ 10% of the gross amount of the bill shall be deducted
from each running bill of the contractor till the sum along with
sum already deposited as earnest money will amount to
security deposit of 5% of the tendered value of the work (Bank
guarantee is not to be accepted as security deposit).
