M<strong>on</strong>ey/Security Deposit will be forfeited at any stage whenever it is so noticed.<br />

11- In case, at any stage later, it is found there is difference in our downloaded tender<br />

document from the original, I/We may also be debarred for further participati<strong>on</strong> in<br />

SHORT TERM TENDER NOTICE<br />

Item rate tenders in two bid system, i.e Technical-Commercial bid and Financial bid are <str<strong>on</strong>g>invited</str<strong>on</strong>g><br />

<str<strong>on</strong>g>by</str<strong>on</strong>g> <strong>Managing</strong> <strong>Director</strong> <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> from approved and eligible c<strong>on</strong>tractors <strong>of</strong> State & Central<br />

PWD, MES, Railways, Central & State Govt. undertaking for the work <strong>of</strong> Annual Operati<strong>on</strong> &<br />

Maintenance <strong>of</strong> Tipri-Madan Negi Ropeway Old Tehri Town, Uttarakhand.<br />

1.1 The work is estimated to Cost Rs. 3.75 lacs per m<strong>on</strong>th (Approx.) (Rupees Three lacs<br />

Seventy Five Thousands <strong>on</strong>ly)<br />

1.2 Eligibility Criteria for Tenderer : C<strong>on</strong>tractors who fulfill the following requirements<br />

shall be eligible to submit the Tender:<br />

1.2.1 Each member <strong>of</strong> team <strong>of</strong> bidder must have at-least three years <strong>of</strong><br />

experience in operati<strong>on</strong> and maintenance <strong>of</strong> Cable Car.<br />

1.2.2 Complete list <strong>of</strong> technically qualified pers<strong>on</strong>nel is required and life<br />

insurance <strong>of</strong> all workers/<strong>of</strong>ficers/employed/engaged with this jobs<br />

essential.<br />

1.2.3 The bidder should have experience <strong>of</strong> operati<strong>on</strong> and maintenance in<br />

Uttarakhand for at-least three years.<br />

1.2.4 Bidder should have experience <strong>of</strong> same type <strong>of</strong> work in Uttarakhand.<br />

2.0 The time allowed for carrying out the work will be 12 m<strong>on</strong>ths.<br />

3.0 The site for the work is available.<br />

4.0 The last date <strong>of</strong> receipt <strong>of</strong> applicati<strong>on</strong>s for issue <strong>of</strong> tender forms and submissi<strong>on</strong> <strong>of</strong><br />

tender documents will be as follows:<br />

i) Last date for issuing tender forms 25.12.2012 upto 16.00 hours.<br />

5.0 Tender documents c<strong>on</strong>sisting <strong>of</strong> plans, specificati<strong>on</strong>s, the schedule <strong>of</strong> quantities <strong>of</strong> the<br />

various classes <strong>of</strong> work to be d<strong>on</strong>e and the set <strong>of</strong> terms and c<strong>on</strong>diti<strong>on</strong>s <strong>of</strong> the c<strong>on</strong>tract<br />

to be complied with <str<strong>on</strong>g>by</str<strong>on</strong>g> the C<strong>on</strong>tractor whose tender may be accepted and other<br />

necessary documents, can be seen in the <strong>of</strong>fice <strong>of</strong> the <strong>Managing</strong> <strong>Director</strong>, 29-IIE (IT<br />

Park), Sahastradhara Road, Dehradun between 11.00 hours & 16.00 hours from<br />

13.12.2012 to 25.12.2012 everyday except <strong>on</strong> Sundays and Public Holidays. Tender<br />

documents will be issued from the <strong>of</strong>fice <strong>of</strong> <strong>Managing</strong> <strong>Director</strong>, 29-IIE (IT Park),<br />

Sahastradhara Road, Dehradun during the hours specified above <strong>on</strong> providing the<br />

following:-<br />

(i)<br />

Rs.1135/- (including VAT) in cash or in the form <strong>of</strong> crossed demand<br />

draft in favour <strong>of</strong> <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> payable at Dehradun.


6.0 Tenders, which should always be placed in sealed envelope, in the manner detailed at<br />

para 10 below, supported <str<strong>on</strong>g>by</str<strong>on</strong>g> prescribed annexures will be received <str<strong>on</strong>g>by</str<strong>on</strong>g> the <strong>Managing</strong><br />

<strong>Director</strong>, <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> upto 15.00 Hrs. <strong>on</strong> 26.12.2012 and Techno-Commercial bid will<br />

be opened <str<strong>on</strong>g>by</str<strong>on</strong>g> him or his authorized representative in his <strong>of</strong>fice <strong>on</strong> 26.12.2012 at 1530<br />

Hrs.<br />

7.0 Price bid <strong>of</strong> those c<strong>on</strong>tractors who will be declared as Technically qualified shall be<br />

opened <strong>on</strong> 28.12.2012 at 1530 Hrs.<br />

8.0 The descripti<strong>on</strong> <strong>of</strong> the work is as follows:-<br />

Annual Operati<strong>on</strong> & Maintenance <strong>of</strong> Tipri-Madan Negi Ropeway Old Tehri Town,<br />

Uttarakhand.<br />

9.0 Submissi<strong>on</strong> <strong>of</strong> tender:-<br />

9.1 The “Techno-Commercial Bid” and “Price Bid” shall be placed in two separate sealed<br />

envelopes marked “Techno-Commercial Bid” and “Price Bid” respectively.<br />

9.2 The EMD in favour <strong>of</strong> MD, <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> payable at Dehradun shall be placed in the<br />

envelope marked as “Techno-Commercial Bid” al<strong>on</strong>gwith other prescribed annexures.<br />

9.3 In case the tender document is downloaded from <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> website, the cost <strong>of</strong> Tender<br />

shall be placed in the envelope marked Techno-Commercial Bid al<strong>on</strong>gwith the EMD.<br />

9.4 The two sealed envelopes <strong>of</strong> “Techno-Commercial Bid” and “Price Bid” shall be placed<br />

in another sealed envelope with following written <strong>on</strong> it:<br />

(i) Name <strong>of</strong> work<br />

(ii) Name <strong>of</strong> tenderer<br />

(iii) Last date <strong>of</strong> receipt <strong>of</strong> tender<br />

9.5 The downloaded tender document in which rates are quoted should be properly bound,<br />

serially numbered and sealed. Loose/spiral bound submissi<strong>on</strong> shall be rejected out<br />

rightly. Any correcti<strong>on</strong>/additi<strong>on</strong>/alterati<strong>on</strong>/omissi<strong>on</strong> in tender document downloaded<br />

from the website shall be treated as n<strong>on</strong>-resp<strong>on</strong>sive and shall be summarily rejected.<br />

10.0 Copies <strong>of</strong> other drawings and documents pertaining to the work will be open for<br />

inspecti<strong>on</strong> <str<strong>on</strong>g>by</str<strong>on</strong>g> the tenderers at the <strong>of</strong>fice <strong>of</strong> the above menti<strong>on</strong>ed <strong>of</strong>ficer.<br />

11.0 Tenderers are advised to inspect and examine the site and its surroundings and satisfy<br />

themselves before submitting their tenders as to the nature <strong>of</strong> the ground and sub-soil<br />

(so far as is practicable), the form and nature <strong>of</strong> the site, the means <strong>of</strong> access to the<br />

site, the accommodati<strong>on</strong> they may require and in general, shall themselves obtain all<br />

necessary informati<strong>on</strong> as to risks, c<strong>on</strong>tingencies and other circumstances which may<br />

influence or affect their tender. A tenderer shall be deemed to have full knowledge <strong>of</strong><br />

the site whether he inspects it or not and no extra charges c<strong>on</strong>sequent <strong>on</strong> any<br />

misunderstanding or otherwise shall be allowed. The tenderer shall be resp<strong>on</strong>sible for<br />

arranging and maintaining at his own cost all materials tools & plants, water, electricity,


access facilities for workers and <strong>on</strong> all other services required for executing the work<br />

unless otherwise specifically provided for in the c<strong>on</strong>tract documents. Submissi<strong>on</strong> <strong>of</strong><br />

tender <str<strong>on</strong>g>by</str<strong>on</strong>g> a tenderer implies that he has read this notice and all other c<strong>on</strong>tract<br />

documents and has made himself aware <strong>of</strong> the scope and specificati<strong>on</strong>s <strong>of</strong> the work to<br />

be d<strong>on</strong>e and <strong>of</strong> c<strong>on</strong>diti<strong>on</strong>s and rates at which stores, tools and plant, etc. will be issued<br />

to him <str<strong>on</strong>g>by</str<strong>on</strong>g> the <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> and local c<strong>on</strong>diti<strong>on</strong>s and other factors having a bearing <strong>on</strong> the<br />

executi<strong>on</strong> <strong>of</strong> the work.<br />

12.0 <strong>Managing</strong> <strong>Director</strong> <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> does not bind himself to accept the lowest or any other<br />

tender, and reserves to himself the authority to reject any or all <strong>of</strong> the tenders received<br />

without the assignment <strong>of</strong> a reas<strong>on</strong>. All tenders, in which any <strong>of</strong> the prescribed<br />

c<strong>on</strong>diti<strong>on</strong>s is not fulfilled or any c<strong>on</strong>diti<strong>on</strong> including that <strong>of</strong> c<strong>on</strong>diti<strong>on</strong>al rebate is put forth<br />

<str<strong>on</strong>g>by</str<strong>on</strong>g> the tenderer, shall be summarily rejected.<br />

13.0 Canvassing whether directly or indirectly, in c<strong>on</strong>necti<strong>on</strong> with tenders is strictly<br />

prohibited and the tenders submitted <str<strong>on</strong>g>by</str<strong>on</strong>g> the c<strong>on</strong>tractors who resort to canvassing will<br />

be liable to rejecti<strong>on</strong>.<br />

14.0 <strong>Managing</strong> <strong>Director</strong> <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> reserves with himself the right <strong>of</strong> accepting the whole or<br />

any part <strong>of</strong> the tender and the tenderer shall be bound to perform the same at the rate<br />

quoted.<br />

15.0 If the date <strong>of</strong> submissi<strong>on</strong>/opening is holiday, then the tenders shall be received/opened<br />

<strong>on</strong> next working day <strong>on</strong> same venue and time.<br />

16.0 If after award <strong>of</strong> work, tenderers do not start work within seven days <strong>of</strong> date <strong>of</strong> start, the<br />

EMD shall be forfeited in favor <strong>of</strong> <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g>.<br />

17.0 The company or firm or any other pers<strong>on</strong> shall not be permitted to tender for works in<br />

<str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> if his near relative (s) (directly recruited or <strong>on</strong> deputati<strong>on</strong>) is/are posted in any<br />

capacity either n<strong>on</strong>-executive or executive employee in <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g>. Near relative (s) for<br />

this purpose is/are defined as:<br />

(i) Member <strong>of</strong> Hindu Undivided family (HUF)<br />

(ii) Husband and Wife<br />

(iii) Father, mother, s<strong>on</strong>(S) & S<strong>on</strong>‟s wife (daughter-in-law), Daughter(s), Daughter‟s<br />

husband (s<strong>on</strong>-in-law), brother(s), brother‟s wife, sister(s), sister‟s husband<br />

(brother-in-law).<br />

The c<strong>on</strong>tractor shall also intimate the names <strong>of</strong> pers<strong>on</strong>s who are working with him in any<br />

capacity or are subsequently employed <str<strong>on</strong>g>by</str<strong>on</strong>g> him and who are near relative to any executive<br />

employee/gazetted <strong>of</strong>ficer in the <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g>.<br />

All the intending tenderers will have to give a certificate that n<strong>on</strong>e <strong>of</strong> his/her such near relative<br />

(s) as defined above is/are working in the c<strong>on</strong>cerned <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> where he is going to apply for<br />

tender/work. The format <strong>of</strong> the certificate is an under:


“I, …………………………… s/o Shri ………………………………………….. Resident <strong>of</strong><br />

……………………………………….. here<str<strong>on</strong>g>by</str<strong>on</strong>g> certify that n<strong>on</strong>e <strong>of</strong> my relative(s) as defined above<br />

is/are employed in <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g>. In case at any stage, it is found that the informati<strong>on</strong> given <str<strong>on</strong>g>by</str<strong>on</strong>g> me<br />

is false/incorrect, <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> shall have the absolute right to take any acti<strong>on</strong> as deemed fit<br />

without any prior intimati<strong>on</strong> to me.”<br />

The certificate in case <strong>of</strong> Proprietorship Firm shall be given <str<strong>on</strong>g>by</str<strong>on</strong>g> the proprietor, for Partnership<br />

Firm certificate shall be given <str<strong>on</strong>g>by</str<strong>on</strong>g> all partners and in case <strong>of</strong> Limited Company, <str<strong>on</strong>g>by</str<strong>on</strong>g> all <strong>Director</strong>s<br />

<strong>of</strong> the company. However, Government <strong>of</strong> India/Financial Instituti<strong>on</strong> nominees and<br />

independent n<strong>on</strong>-<strong>of</strong>ficial part-time <strong>Director</strong>s appointed <str<strong>on</strong>g>by</str<strong>on</strong>g> Govt. <strong>of</strong> India or the Governor <strong>of</strong> the<br />

State are excluded from the purview <strong>of</strong> submissi<strong>on</strong> <strong>of</strong> this certificate while submitting tenders<br />

<str<strong>on</strong>g>by</str<strong>on</strong>g> Limited Companies.<br />

Any breach <strong>of</strong> these c<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>by</str<strong>on</strong>g> the Company or Firm or any other pers<strong>on</strong>, the tender/work<br />

will be cancelled and Earnest M<strong>on</strong>ey Security Deposit will be forfeited at any stage, whenever<br />

it is so noticed. <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> will not pay any damages to the company or Firm or the c<strong>on</strong>cerned<br />

pers<strong>on</strong> but damages arising <strong>on</strong> account <strong>of</strong> such cancellati<strong>on</strong> to be borne <str<strong>on</strong>g>by</str<strong>on</strong>g> the c<strong>on</strong>tractor.<br />

The Company or Firm or the pers<strong>on</strong> will also be debarred for further participati<strong>on</strong> in the tender<br />

in the <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g>. Further, any breach <strong>of</strong> this c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>by</str<strong>on</strong>g> the tenderer would also render him<br />

liable to be removed from the approved list <strong>of</strong> c<strong>on</strong>tractors <strong>of</strong> <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g>. If however the<br />

c<strong>on</strong>tractor is registered in any other Department he shall also be debarred from tendering in<br />

<str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> for any breach <strong>of</strong> this c<strong>on</strong>diti<strong>on</strong>.<br />

18.0 No Engineer <strong>of</strong> Gazetted rank or other Gazetted Officer employed in engineering or<br />

administrative duties in an Engineering Department <strong>of</strong> the Government <strong>of</strong> India/State<br />

Government or PSU‟s is allowed to work as a c<strong>on</strong>tractor for a period <strong>of</strong> two years after<br />

his retirement from Govt. service, without previous permissi<strong>on</strong> <strong>of</strong> the Govt. <strong>of</strong> India or<br />

<str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> in writing. This c<strong>on</strong>tract is liable to be cancelled if either the c<strong>on</strong>tractor or any<br />

<strong>of</strong> his employees is found any time to be such a pers<strong>on</strong> who had not obtained the<br />

permissi<strong>on</strong> <strong>of</strong> the Govt. <strong>of</strong> India/State Government or PSU‟s as aforesaid before<br />

submissi<strong>on</strong> <strong>of</strong> the tender or engagement in the c<strong>on</strong>tractor‟s service.<br />

19.0 The tender for the work shall remain open for acceptance for a period <strong>of</strong> 60 Days from<br />

the date <strong>of</strong> opening <strong>of</strong> the tenders. If any tenderer withdraws his tender before the said<br />

period or issue <strong>of</strong> letter <strong>of</strong> acceptance/intent, whichever is earlier, or, makes any<br />

modificati<strong>on</strong>s in the terms and c<strong>on</strong>diti<strong>on</strong>s <strong>of</strong> the tender which are not acceptable to the<br />

<str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g>, then the <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g> shall without prejudice to any other right or remedy, be at<br />

liberty to forfeit 50% <strong>of</strong> the said earnest m<strong>on</strong>ey as aforesaid.


20.0 In case <strong>of</strong> works having estimated cost below Rs. 6,00,000/- the successful tenderer<br />

shall be required to execute an agreement with the Engineer-in-Charge in the Performa<br />

annexed to the tender document, within 15 days <strong>of</strong> the issue <strong>of</strong> letter <strong>of</strong> acceptance <str<strong>on</strong>g>by</str<strong>on</strong>g><br />

the <str<strong>on</strong>g>SIIDCUL</str<strong>on</strong>g>. In the event <strong>of</strong> failure <strong>on</strong> the part <strong>of</strong> the successful tenderer to sign the<br />

(ii) Performance Guarantee: The c<strong>on</strong>tractor shall be required to deposit an amount equal to<br />

5% <strong>of</strong> the tendered value <strong>of</strong> the work as performance<br />

guarantee in the form <strong>of</strong> an irrevocable bank guarantee b<strong>on</strong>d <strong>of</strong><br />

any scheduled bank or State Bank <strong>of</strong> India in accordance with<br />

the form prescribed or fixed deposit receipt etc., as in the case<br />

<strong>of</strong> recovery <strong>of</strong> security deposit within period specified in<br />

schedule F from the date <strong>of</strong> issue <strong>of</strong> letter <strong>of</strong> acceptance but<br />

before award <strong>of</strong> work. This period can be further extended <str<strong>on</strong>g>by</str<strong>on</strong>g><br />

the Engineer-in-Charge up to a maximum period as specified in<br />

schedule F <strong>on</strong> written request <strong>of</strong> the c<strong>on</strong>tractor.<br />

(iii) Security Deposit :<br />

A sum @ 10% <strong>of</strong> the gross amount <strong>of</strong> the bill shall be deducted<br />

from each running bill <strong>of</strong> the c<strong>on</strong>tractor till the sum al<strong>on</strong>g with<br />

sum already deposited as earnest m<strong>on</strong>ey will amount to<br />

security deposit <strong>of</strong> 5% <strong>of</strong> the tendered value <strong>of</strong> the work (Bank<br />

guarantee is not to be accepted as security deposit).<br />
