Section 2 Site and Surrounding Area granted for a hotel. To the south is the golf course and to the west is agricultural land. The golf course and agricultural land are not within the applicant’s ownership. Site Location Drayton Manor Park is located within the County of Staffordshire, within Lichfield District. The Park is located about 0.5km to the south of the village of Fazeley and is accessed off the A4091 which connects to the A5 to the north and junction 9 of the M42 to the south. Drayton Manor Park is a major amusement/theme park which was first opened in 1950 and since this date has developed into the family attraction it is today. The park extends to some 116 hectares, of which around 40 hectares is occupied by the theme park, zoo and function suites. The main theme park and zoo attractions open between March – September although the Park is host to functions, weddings etc within the banqueting suites all through the year. The Park also hosts a number of rallies and events, for which the campsites are utilised throughout the year. To the north of Drayton Manor Park there is a narrow strip of agricultural land that separates the Park from the village of Fazeley. To the south of the Park is a golf course which separates the park from the village of Drayton Basset, approximately 0.9 km to the south of Drayton Manor Park. Agricultural land lies beyond the woodland area to the west of the Park whereas to the east there is a large factory site known as Foseco site. The majority of the Park is designated within the Local Development Plan as a Major Developed Site within the Green Belt, however the application site lies outside the MDS. The Green Belt washed over the whole of the southern part of the District. Section 3 Proposed Development There is an existing campsite within the woodland area located to the south west of the main theme park area. The site has 75 pitches on close mown grass and provides on site facilities including toilets, showers, disabled facilities and Elsen points. An alternative campsite is required at The Park due to the current campsite being located within the site of the approved hotel. Construction of the hotel is expected to commence in Spring 2010, therefore alternative campsite arrangements are required for the 2010 season. Access to the site would be obtained via the existing gate which leads onto the Ley Field from the wooded area. This road leads directly to the main entrance. Drayton Manor Park currently operate a strict code of conduct on their campsite which restricts the types of groups who stay at the site (family units only) and restricts noise, music and vehicle speeds on the site. The same code of conduct will be applied to the proposed campsite. It should be noted that under permitted development rights, The Park would be able to operate the campsite on the Ley Field for up to 28 days a year without obtaining specific planning permission. However the applicant is keen to secure permission for the use for as much of the year as is currently provided within the existing woodland campsite. The proposed campsite is to be located on the southern part of the Ley Field, as shown on the site location plan submitted with this application. The proposed camp site will, like the existing campsite, be maintained to a very high standard on close mown grass. The campsite will be informally laid out with campers being able to choose where they set up. The campsite will therefore not contain any serviced pitches. Today’s modern caravans generally have their own amenities by way of WC etc, however the proposal includes the provision of amenity buildings with toilets and showers and disabled facilities. It is proposed that the exact specifications and locations of these buildings could be determined through conditions attached to the permission. With regards sewerage and chemical disposal, a series of Elsen points will be provided along the northern boundary of the application site. From this point all the waste deposited either from mobile caravans or from the facilities buildings will be pumped to the main tank provided as part of the hotel development. It is considered that the precise details could be dealt with through the use of conditions attached to the permission. It is not intended to provide an on site office, at present bookings and enquiries regarding camping facilities go through the general Drayton Manor Park office. This arrangement will not change.
