MINUTES OF THE REGULAR SCHOOL BOARD MEETING
OF THE BOARD OF EDUCATION OF
LINCOLN SCHOOL DISTRICT 156 - FEBRUARY 25, 2013
The Regular Meeting ofthe Board ofEducation School District 156, Cook County, Illinois was
duly called to order and held on the 25 th day of February 25, 2013 at 6: 10 p.m., in the Lincoln
Elementary School Building, 410 - 157 m Street, Calumet City, Illinois, within the boundaries of
said District.
President Kidd called the meeting to order with a Roll Call followed by the Pledge ofAllegiance.
The following members were present:
Duncan, Hatcher, Kidd, Ross and Rawls
Absent: Flowers and Hathorn
Also Present: Superintendent D. Taylor, Mrs. G. Oatman, Mr. D. Higgins, Dr. A. McLaughlin,
Ms. A. Kasal, and Mrs. S. Aschinger (Board Clerk) and Members ofthe Community.

the appointment, employment, compensation, and dismissal of specific employees ofthe public

Member Ross moved, seconded by Member Rawls, to accept the resignation of Michael
McGowan as Supervisor of Technical Support Systems, effective February 22, 2013.

It is the Superintendent's recommendation to approve employment of the above
mentioned personnel subject to successful completion ofthe medical examination
and forms, as required by Section 24-5 ofthe School Code, a Child Abuse Registry
check, and submission ofall forms, documents and certifications required by law
and/or requested by the District.

H. Contracts: The Board approved the following contracts and/or service agreements:
1. Manifestations by Design, Inc. to present the following two workshops for parents:
a. Creating Family "Agreements" Your Family Will Love on March 7, 2013.
b. Understanding Sensory Overload - ADHD vs. Sensory Overload on March 14,
2013. The fee for the workshops is $350 each (Total $700) and will be paid
through the Early Childhood Grant.
2. SimplexGrinnell Service Agreement for the testing and inspection of Lincoln
Elementary School's Fire Alarm System from 11112013 - 12/3112013 at a fee of$3,795.
3. Public Consulting Group, Inc. License Agreement to provide Lincoln Elementary School
District 156 with Section 504 module to create and manage the plan in the EasyIEP
system. The initial one-year agreement shall continue until the 28 th day of February
2014. The annual fees associated with Public Consulting Group, Inc. will be $1.00 x
1,073 total student enrollment $1,073 for the first year.

a). Administrators plan to recognize Kim Spivey at the Next Early Dismissal
as recipient ofthe Making-A-Difference Award for her work in Lincoln's
Rainbow and Peer Mediation Programs.
C. The Board was provided with Gallagher Bassett Collective Liability Insurance Report dated
February 1,2013 for liability, property and technology insurance to review.
D. Country Companies Worker's Compensation Report was provided to the Board for
review. The National Council on Compensation Insurance, Inc. (NCCI) Workers
Compensation Experience Rating from 7/1112012 to 2/1112013. District 156 received an
experience mod rating of .93 compared to 1.05 for the same time frame in 201112012. The
District should anticipate in their insurance rate for worker's compensation.
E. IASB - 2013 Constitution & Position Statements were provided to Board Members.

F. Freedom ?fInformation Request (FOIA) - Todd Glickman. Information requested was sent
to Mr. Ghckman on February 6, 2013. A copy ofthe District's response letter was provided
to the Board for review.

I. District Feeder Schools Explore Test Results Fall 2011 - Winter 2013:
I. The Explore Test Results are for current District 215 9 th Grade Students per the primary
school they had attended.
J. Board Members were asked to complete the Evaluation ofData Sharing Survey regarding
Administrations Presentation at the January School Board Meeting.

Member Rawls moved, seconded by Member Hatcher, to reaffirm the action ofthe
Superintendent to have Planera Architects Inc. to proceed with a Request for Proposal (RFP) for
the coordination and possible planned service agreement for Lincoln Elementary School's
HVAC.

assist Lincoln ESD #156 with creating a HV AC Planned Service Agreement with items indicated
in the plan at a fee for service not to exceed $9,350.

C. The Board has scheduled a Special Meeting to be held on March 4, 2013 at 6:00 p.m. for the
purpose ofcompleting Dr. Taylor's performance evaluation. Dr. Taylor provided the Board
with a letter agreeing to his evaluation be conducted after the March 1 st deadline identified
in his employment contract.
D. Training Workshops for Elected School Board Members

2. Build a Legacy of Leadership Workshop
IASB has provided School Boards with dates professional development workshops will be
held for newly elected school board members and first time board members to attend after
the April 9, 2013 Consolidated Election.
E. The Board will review the October 2012 PRESS Issue as a "Committee ofthe Whole" at the
March 25, 2013 Regular School Board Meeting.
F. School Board Member Rawls informed Board Members not able to attend the IASB - Data
First Workshop on February 15 and 16,2013 was extremely informative. The focus ofthe
workshop was to provide information on how to interrupt student data test scores. The
workshops also stressed the importance ofteacher quality and distribution of the
teachers as a key to instructing students.
Member Ross moved, seconded by Member Duncan to go into Closed Session at 7:14 p.m. for
the appointment, employment, compensation, and dismissal of specific employees of the public

excused from the Regular Board Meeting at 7: 14 p.m.
The Board returned to Open Session at 8:43 p.m.
Member Ross moved, seconded by Member Rawls, to confirm the action ofthe Superintendent
to request Staff Member #13011521 and Staff Member #13022522 to complete Family and
Medical Leave Act (FMLA) documents due to their current health condition. The activation date
ofFMLA will be their first day of leave.
