MINUTES OF REGULAR MEETINGOF THE BOARD OF EDUCATION OFLINCOLN SCHOOL DISTRICT 156 - NOVEMBER 26, 2012The Regular Meeting ofthe Board ofEducation School <strong>District</strong> 156, Cook County, Illinois was dulycalled to order and held on the 26 th day ofNovember, 2012 at 6:07 p.m., in the <strong>Lincoln</strong> <strong>Elementary</strong>School Building, 410 - 157th Street, Calumet City, Illinois, within the boundaries ofsaid <strong>District</strong>.President Kidd called the meeting to order with a Roll Call. The following members were present: Duncan, Flowers, Hatcher, Hathorn, Kidd, and Rawls Absent: School Board Member Valencia Ross President Kidd appointed Rosalyn Hathorn Secretary Pro-Tern. Also Present: Superintendent D. Taylor, Mrs. G. Oatman, Mr. D. Higgins, Mrs. B. Walker, Dr. A. McLaughlin, Ms. A. Kasal, Mr. M. McGowan, Mr. T. Beck and Mrs. S. Aschinger (Board Clerk). Interest Income - The interest income earned by the School Treasurer's Office for thefiscal year, first quarter ending September 30,2012 was $260,482.71. <strong>District</strong> 156's share was$24,465.21. The <strong>District</strong>'s bank service charges from First National Bank have been waived.

Contractual agreement with Julie Fink as a Title I Parent Liaison for K-8 Grade at $10.77 anHour with a 30 minutes non-paid lunch period each full day worked. No benefits are to beprovided. Ms. Fink began on November 5, 2012 and will work through the end ofthe 2012­2013 school year pending final approval by the Board. Ms. Fink's salary will be fundedthrough the Title I Grant. A copy ofMs. Fink's resume, Recommendation to Hire and jobdescription was attached for the Board's review.J. Koch, Ed.D.,IL State Superintendent of Education, that Dr. Taylor sent to School Administrators regarding a growthof schools not making Adequate Yearly Progress under NCLB for the FY12 school year. Illinois ispreparing to replace the IL Standards Achievement Test in Math and English Language Arts with thePartnership for Assessment ofReadiness for College and Careers (PARCC) assessments. An articleregarding the new ISAT Cut Scores/Transition to P ARCC Assessments Talking Points was provided tothe Board for their review and discussion. Dr. Taylor also provided the Board with a copy ofan emailhe sent to <strong>Lincoln</strong> Staff encouraging them to continue to prepare <strong>Lincoln</strong>'s students for success on thenew test assessment.Member Hatcher moved, seconded by Member Duncan, to approve the Assessing Indicators ofEffectivePractice for <strong>Lincoln</strong> <strong>Elementary</strong> School <strong>District</strong> 156 as identified in the Rising Star Model forcontinuous school and district improvement including ELL and technology.Roll Call:Ayes: Duncan, Flowers, Hatcher, Hathorn, Kidd, and RawlsNays: NoneAbstainlPresent: NoneMotion carriedBoard Member IssueslReports:A. Motion carried.The Board returned to Open Session at 8:06 p.m.Member Flowers moved, seconded by Member Hatcher, to uphold the Superintendent's decision to suspend without pay Staff Member # 12112621effective October 30,2012 and tenninate their employment effective November 26, 2012 for misconduct that is detrimental to the School <strong>District</strong>. Dr. Taylor provided the Board with an article the <strong>District</strong> recently received from Perspectives that contained responses to questions pertaining to their Employee Assistance Program.
