SUBSTANCE ABUSE AND MENTAL<br />

HEALTH PROGRAM OFFICE<br />

The Circuit 15 Substance Abuse and Mental Health (SAMH) Program Office is<br />

responsible for <strong>the</strong> operational management <strong>of</strong> substance abuse and mental health<br />

services throughout Palm Beach County. The <strong>of</strong>fice contracts with community<br />

agencies <strong>to</strong> provide an array <strong>of</strong> mental health services for Palm Beach County<br />

children and adults like case management, in-home and outpatient- based<br />

counseling, day treatment, psychiatric services, residential services, inpatient/crisis<br />

stabilization, and specialized <strong>the</strong>rapeutic foster care/residential placement for<br />

children. The Circuit 15 SAMH Program Office is also responsible for substance<br />

abuse licensure, regulation, and contracting which plays a significant role in <strong>the</strong><br />

provision <strong>of</strong> effective substance abuse treatment services.<br />

During FY08, figures indicate more than 37,000 people have received<br />

substance abuse or mental health services in Palm Beach County.<br />

The Substance Abuse and Mental Health Program Office (SAMH) continues <strong>to</strong> work with<br />

community-based service provider agencies <strong>to</strong> transform public substance abuse and mental<br />

health programs and services — <strong>to</strong> a consumer- and family-driven system that embraces<br />

prevention, resiliency and recovery as guiding principles. In FY07, <strong>the</strong> agency developed a<br />

Consumer Advisory Council, comprised <strong>of</strong> consumers and/or family members. During FY08,<br />

<strong>the</strong> Council provided input in<strong>to</strong> service provision and assisted with programmatic moni<strong>to</strong>ring<br />

sessions. The Circuit 15 SAMH Program Office in Palm Beach County, through <strong>the</strong> Consumer<br />

Advisory Council, <strong>to</strong>ok part in <strong>the</strong> Underage Drinking Forum held in March and hosted two<br />

community awareness events that drew 2800 individuals and families.<br />
