<strong>Coventry</strong> - Our Plans<br />
6a Long-term outcomes<br />
• Housing in <strong>Coventry</strong> will be more suited to peopleʼs needs and aspirations with a better mix of the type<br />
and tenure of housing in neighbourhoods<br />
• The quality of the existing housing stock in <strong>Coventry</strong> will improve and it will be more energy efficient<br />
• All new build housing stock will be carbon neutral<br />
• New housing developments will be ʻclimate-proofedʼ - contributing towards reducing the carbon foot-print<br />
of the city and adapted to cope with the ill-effects of climate change<br />
6b Short-term priorities<br />
• Planning to achieve a balance of housing type – mixed developments / communities<br />
• Ensuring the planned growth of the cityʼs housing stock contributes towards sustainability, meets future<br />
housing targets and provides affordable homes for local people<br />
• Improving the existing housing stock to meet the decent homes standard so that better housing<br />
contributes to peopleʼs health and well being<br />
• Improving the energy efficiency of existing stock, especially in the private sector<br />
• Tackling homelessness in the city to keep levels to an absolute minimum<br />
6c Some indicators we will use to help us measure success<br />
Net additional homes provided; number of affordable homes delivered; processing of planning applications;<br />
supply of ready to develop housing sites; changes in housing benefit/council tax benefits; time taken to<br />
process housing benefit/council tax benefits; tackling fuel poverty – people receiving income based benefits<br />
living in homes with a low energy efficiency rating; adults with learning disabilities in settled<br />
accommodation; care leavers in suitable accommodation; adults in contact with secondary mental health<br />
services in settled accommodation; young offenders and offenders under probation living in settled and<br />
suitable accommodation<br />
6d Opportunities and challenges of growth<br />
Growth should provide an increased number and type of housing to meet the needs and aspirations of local<br />
people and their families and attract people to live and work in the city. The growth should also provide high<br />
quality, well designed housing which enhances neighbourhoods and the personal well-being of residents.<br />
This includes the opportunity to design out crime and ensure new developments contribute to residents<br />
feeling safe and secure. Housing growth must be complemented by jobs growth and infrastructure<br />
development to reduce commuting and minimise congestion.<br />
We recognise that we also need to focus on enhancing the quality and sustainability of existing housing and<br />
existing neighbourhoods as well as on the provision of new housing as at least 75% of the homes that are<br />
likely to be present in 2026 exist now.<br />
6e Equality of opportunity; community cohesion and neighbourhoods<br />
It will be important to ensure that new housing provision includes affordable housing and that it meets the<br />
needs of vulnerable people and that we improve our housing stock and neighbourhoods. To support the<br />
policy of promoting independence and maintaining people in their own homes we need to ensure that new<br />
developments are built to lifetime standards to accommodate changing needs and different types of<br />
households.<br />
The availability of appropriate, high quality housing can have a positive impact on quality of life, including<br />
health, well-being and independence, as well as perceptions of safety and security. Therefore, good<br />
housing and its immediate environment are critical to ensuring that quality of life is improved in local<br />
neighbourhoods. The development of mixed communities where there is equality of access to services will<br />
support community cohesion and reduce inequalities.<br />
