Submittal <strong>and</strong> Review Requirements for Overtopping Protection<br />

Utilizing <strong>Articulated</strong> <strong>Concrete</strong> <strong>Block</strong>s (ACBs) For NJDEP –Bureau<br />

<strong>of</strong> Dam Safety & Flood Control<br />

• NJ has permitted the use <strong>of</strong> overtopping protection for embankment dams since<br />

the 80’s <strong>and</strong> permitted the first use <strong>of</strong> ACBs for overtopping in 1984. Overtopping<br />

protection <strong>and</strong> ACB’s did not become common until the late 90’s <strong>and</strong> early 2000’s,<br />

following a couple <strong>of</strong> large storm events that caused many dam failures due to<br />

overtopping.<br />

• As with any new technology, the pros, cons <strong>and</strong> problem spots are not always<br />

foreseen. Practical experience, our own research <strong>and</strong> discussions with industry<br />

leaders led NJ to develop the following set <strong>of</strong> guidelines. The guidelines were<br />

initially intended for use in‐house, but eventually were provided to the dam<br />

engineering community working in NJ.
