The outcomes we seek and the changes we will initiate are:<br />

Balanced approach where environmental values and recreation demand<br />

are both considered<br />

Undertake constraints assessments to identify natural areas suitable for<br />

recreation access (see also the <strong>Warringah</strong> Recreation <strong>Strategy</strong> and the<br />

<strong>Warringah</strong> Biodiversity Conservation and Restoration Plan).<br />

Identify good practice regarding management of recreation in natural areas<br />

from other regions to help inform <strong>Warringah</strong>’s approach.<br />

Adopt a decision-making framework to enable appropriate environmental<br />

assessments of new recreational access to natural areas under <strong>Council</strong><br />

ownership or control.<br />

Ensure recreation is considered in the preparation of future Plans of<br />

Management for all natural areas under <strong>Council</strong> ownership or control.<br />

Up-skill staff in the assessment and sustainable management of recreational<br />

access (both community/public and commercial) on natural areas under<br />

<strong>Council</strong> ownership or control.<br />

Recreation facilities that are integrated and connected<br />

Develop and manage walking tracks, pedestrian pathways, linkages,<br />

cycleways and multi-use trails in accordance with our Bike Plan, Multi-use<br />

Trail <strong>Strategy</strong> and Recreation <strong>Strategy</strong>.<br />

Encourage a regional approach to the planning of recreation assets in natural<br />

areas so that there is consistency across jurisdictions.<br />

Determine our role of providing off-road cycling facilities in accordance with<br />

the Recreation <strong>Strategy</strong> and relevant Plans of Management.<br />

Implement environmental monitoring programs in areas subject to<br />

recreational access (both commercial and non-commercial).<br />

Apply asset-management planning to the maintenance of trails.<br />

Networks between user groups<br />

o<br />

Identify recreation groups that access natural areas and understand and<br />

evaluate their needs.<br />

o<br />

Work with user groups so they understand the potential impacts of<br />

recreational activities on natural areas and the behaviours needed to avoid<br />

these impacts.<br />

Identify any conflicting uses or requirements and negotiate outcomes that<br />

protect the natural environment.<br />
