The Director-General is notified of any extension granted within ten days, and<br />

<strong>MEL</strong> Approval<br />

New <strong>MEL</strong> and amendments to existing <strong>MEL</strong> will only be approved by the Director-General<br />

in accordance with this <strong>HKAR</strong>-<strong>M<strong>MEL</strong></strong>/<strong>MEL</strong> Subpart C.<br />

<strong>HKAR</strong> <strong>M<strong>MEL</strong></strong>/<strong>MEL</strong>.90<br />

Operations Outside the Scope of the <strong>MEL</strong><br />

(See Appendix 1 to <strong>HKAR</strong> <strong>M<strong>MEL</strong></strong>/<strong>MEL</strong>.90)<br />

(a)<br />

Notwithstanding <strong>HKAR</strong> <strong>M<strong>MEL</strong></strong>/<strong>MEL</strong>.81, under certain specified conditions and<br />

circumstances operators may be allowed by the Director-General to introduce and<br />

implement Special Procedure for operations outside the conditions of the <strong>MEL</strong>. The<br />

Special Procedure will in no circumstances be used to permit flights outside the<br />

constraints of the relevant <strong>M<strong>MEL</strong></strong>.<br />

(b)<br />

Where an operator has been allowed to apply this Special Procedure for a particular<br />

aircraft type, this will be clearly stated as a condition on the <strong>MEL</strong>.<br />

(c)<br />

When allowed by the Director-General, operators with extensive experience of a<br />

particular aircraft type and the necessary operational management and engineering<br />

support facilities may exercise the Special Procedure to operate an aircraft strictly for<br />

the purpose of returning to a place where rectification can be made, with<br />

unserviceabilities of systems or equipment not permitted by the <strong>MEL</strong>.<br />

(d)<br />

In such circumstances, alternative compensatory factors like increased fuel reserves<br />

and enhanced weather minima, may need to be applied.<br />

(e)<br />

In cases where an operator intends to operate an aircraft where the requirements of the<br />
