隨 航 班 架 次 增 長 強 勁 , 本 部 航 空 通 訊 組 年
內 處 理 的 訊 息 量 顯 著 上 升 。 通 過 固 定 航 空 通
訊 服 務 處 理 的 訊 息 達 38 238 351 個 , 較 上
一 年 度 增 加 10.7%。 在 航 空 氣 象 廣 播 服 務 方
面 , 年 內 為 飛 行 中 的 航 機 提 供 的 天 氣 訊 息 合
共 336 161 個 , 較 上 一 年 度 增 加 1%。
安 全 管 理 系 統
As a result of robust growth in flight movements in the year, the total
number of messages handled by the Telecommunications Unit of the
Division increased significantly. On Aeronautical Fixed Service, 38 238 351
messages were handled in the year. This represented an increase of 10.7%
as compared with last year. On Aeronautical Broadcast Service, the total
number of weather messages broadcast to aircraft in flight increased by 1%
to 336 161.
SAFETY MANAGEMENT SYSTEM
本 部 致 力 推 行 安 全 管 理 系 統 , 以 期 全 面 提 升
安 全 表 現 。 為 此 , 本 部 根 據 國 際 民 航 組 織 的
條 文 和 民 航 處 的 監 管 規 定 , 積 極 推 行 安 全 風
險 管 理 和 安 全 保 證 。 在 對 航 空 交 通 管 理 系
統 、 儀 器 和 程 序 作 出 重 大 變 動 前 , 本 部 會 先
進 行 安 全 風 險 評 估 和 採 取 緩 解 措 施 。 此 外 ,
本 部 定 期 進 行 安 全 評 估 和 審 查 , 以 確 保 各 個
主 要 職 能 範 疇 內 的 所 有 層 面 都 符 合 安 全 管 理
系 統 的 要 求 。 年 內 , 本 部 進 行 了 四 次 內 部 安
全 審 計 。
The Division endeavours to enhance the overall safety performance through
effective implementation of Safety Management System (SMS). This is
accomplished by proactive application of safety risk management and
safety assurance in compliance with ICAO provisions and CAD regulatory
requirements. Safety risk assessments are conducted and mitigation
processes introduced before any significant changes to the air traffic
management systems, equipment and procedures can be implemented.
In addition, regular safety assessments and safety surveys are conducted to
ensure the compliance of SMS principles at all levels in every major functional
area. Four internal audits were carried out during the report period.
