Pawn Shop Detail<br />

The Pawn Shop Detail is responsible for working<br />

with all pawn shops and second-hand stores within<br />

the city. Daily inspections <strong>of</strong> area pawn shops and<br />

second hand stores are conducted to ensure that businesses<br />

are complying with city ordinances and state<br />

law. In 2011, the city passed a new ordinance that<br />

will make reporting to the police department more<br />

consistent and accurate. This will allow for better<br />

prosecution and record keeping from both pawn<br />

shops and second-hand stores. Using Leads-On-Line<br />

(the record management/reporting system) for second-hand<br />

stores and pawn shops, the detail recovered<br />

$244,655 <strong>of</strong> stolen merchandise.<br />

Family Crimes Unit<br />

Family Crimes Unit cases focus on child abuse, domestic<br />

violence and missing persons. Child abuse refers<br />

to cases involving sexual abuse, physical abuse<br />

or physical neglect <strong>of</strong> minors. Domestic violence<br />

crimes concern incidents in which abuse occurs<br />

among roommates, dating couples, family members<br />

or former in-laws. The unit also investigates all missing<br />

persons cases, whether it involves a juvenile or an<br />

adult.<br />

Family Crimes Unit<br />

2011 Highlights<br />

• Handled 8,306 cases: 6,705 domestic violence<br />

reports and 1,601 juvenile incidents.<br />

• This unit, along with the efforts <strong>of</strong> the Patrol<br />

Division, completed 1,121 arrests involving<br />

domestic violence.<br />

• The six investigators assigned to this unit<br />

made a total <strong>of</strong> 311 arrests subsequent to<br />

their follow-up investigations <strong>of</strong> 1,496<br />

cases .<br />

• Five YWCA advocates and two <strong>KPD</strong> counselors<br />

provided personal assistance to 2,421<br />

victims.<br />

• Distributed 2,636 information packets to<br />

domestic violence victims with information<br />

regarding the warning signs <strong>of</strong> abusive behavior,<br />

safety planning and resources available<br />

through the <strong>Knoxville</strong> Family Justice<br />

Center.<br />

• Made 48 presentations to 1,391 individuals<br />

to educate about domestic violence related<br />

issues.<br />
