ICCAT REPORT <strong>2006</strong>-20<strong>07</strong> (I)<br />

Panel 3<br />

The Panel did not submit any proposal.<br />

The Report of Panel 3 was adopted by the Commission and is attached as ANNEX 9.<br />

Panel 4<br />

The Chair of Panel 4 presented the measures approved by the Panel:<br />

− Supplemental Recommendation by ICCAT to Amend the Rebuilding Program <strong>for</strong> North Atlantic Swordfish<br />

(ANNEX 5, [Rec. 06-02]).<br />

− Recommendation by ICCAT on South Atlantic Swordfish Catch Limits (ANNEX 5 [Rec. 06-03]).<br />

− Recommendation by ICCAT to Further Strengthen the Plan to Rebuild Blue Marlin and White Marlin<br />

Populations (ANNEX 5 [Rec. 06-09]).<br />

− Supplementary Recommendation by ICCAT Concerning the Conservation of Sharks Caught in Association<br />

with Fisheries Managed by ICCAT (ANNEX 5 [Rec. 06-10]).<br />

Dr. Hogarth thanked the Panel Chair <strong>for</strong> the ef<strong>for</strong>t put <strong>for</strong>th to reach consensus on these important<br />

recommendations.<br />

The Delegate of the EC expressed his concern because the breakdown of quotas made could mean an increase in<br />

capacity, by the possible development of new fisheries, or it could promote chartering agreements, since<br />

countries that did not have a fleet could obtain quotas. In order to avoid this last item, the EC proposed that<br />

future regulations should establish measures to control chartering arrangements, similar to the current ones <strong>for</strong><br />

bluefin tuna.<br />

The delegations that had obtained swordfish quotas <strong>for</strong> the first time expressed their disagreement with the EC<br />

reservations and insisted on their right to participate in these fisheries.<br />

For their part, the Contracting Parties with historical participation in the fisheries expressed their concern since<br />

the ef<strong>for</strong>t made in years past <strong>for</strong> the recovery of the stocks could be jeopardized with the increase in the number<br />

of Contracting Parties involved.<br />

The Delegate of Mexico expressed his appreciation <strong>for</strong> the work carried out by the Panel Chair, considering that<br />

it was an example of good application of the allocation criteria, and agreed with the EC in considering the<br />

chartering arrangements as a potential problem.<br />

The Recommendations were adopted.<br />

The Commission supported the Work Plan proposed by the SCRS, including holding a meeting to assess the<br />

stock of Mediterranean swordfish, a shark data preparatory meeting, and the postponement of the sharks<br />

assessment to 2008, the last two proposals included in the Supplementary Recommendation by ICCAT<br />

Concerning the Conservation of Sharks Caught in Association with Fisheries Managed by ICCAT (ANNEX 5<br />

[Rec. 06-10]).<br />

Uruguay expressed its wish to host the data preparatory meeting on sharks. The Chair thanked Uruguay <strong>for</strong> its<br />

invitation.<br />

The Report of Panel 4 was adopted and is attached as ANNEX 9.<br />

11. Report of the Conservation and Management Measures Compliance Committee (COC) and<br />

consideration of any proposed recommendations therein<br />

The Chair of the Compliance Committee, Mr. Friedrich Wieland, in<strong>for</strong>med that the Compliance Committee had<br />

reviewed and adopted the Compliance Tables, with the exception of those corresponding to bluefin tuna, the<br />
