Summary<br />

The main objective of the project is to undertake applied<br />

research that tests good practice community interventions in the<br />

safe use of alcohol in specific geographic areas where over<br />

consumption takes place. A stepped programme of interventions<br />

is planned, including elements that will be managed by the health<br />

authorities, local authorities, local partnerships and police<br />

authorities. Good practice work packages may include the<br />

following:<br />

• reducing alcohol related hospital admissions and<br />

attendance<br />

• managing the number of alcohol outlets in the area and<br />

encouraging responsible service in licensed premises<br />

• agreeing enforcement to reduce underage drinking<br />

• agreeing approaches to managing the safety of the<br />

environment and reducing crime and antisocial<br />

behaviour, including evening transport<br />

• agreeing effective campaigns to reduce harm, including<br />

social norms marketing<br />

Evidence suggests that most efforts to reduce alcohol<br />

consumption either don't work or haven't been evaluated. There<br />

have been a number of recent attempts to pilot the<br />

implementation of relatively short term approaches to the<br />

management of alcohol consumption in the night time economy.<br />

However, evidence indicates that the systematic establishment of<br />

key baseline data against which progress can be measured have<br />

been less than successful. In addition most of these initiatives<br />

have run into difficulties, for example, the geographic area for the<br />

pilot was found to be too large, there was no control group or no<br />

hypotheses was tested.<br />

This project will build upon the results of existing and recently<br />

completed research in this area (including ECAT and other similar<br />

programmes) and will test the results through a partnership of<br />

practitioners.<br />

The expected outcomes are yet to be confirmed but are expected<br />

to include a reduction in the amount of alcohol consumed within<br />

targetted geographical areas, a greater understanding of the<br />

implications of alcohol consumption amongst consumers, reduced<br />

consumption by young people and a reduction in alcohol related<br />

crime and health incidents.<br />

Potential partners able to implement similar elements of a<br />

stepped approach to managing alcohol consumption would be<br />

very welcome. The pilot area includes elements of Newcastle and<br />

Gateshead where alcohol consumption is high. Whilst we<br />

understand that it is very difficult to identify equivalent<br />

geographical areas to undertake similar programmes of good<br />

practice we believe it may be possible to identify partners who<br />

may wish to target these good practice programmes at priority<br />

groups or who may wish to undertake a range of elements of the<br />

programme. In addition partners interested in informing and<br />

evaluating the research, to take on board transnational<br />

experience and other relevant aspects are also welcome.<br />

Expressions of interest from others who have relevant experience<br />

that could contribute to this work are also welcome.<br />
