Project Proposal: Targetted Alcohol Programme
Preliminary Title of Project
Outline of the project idea
Targetted Alcohol Programme
Summary
The main objective of the project is to undertake applied
research that tests good practice community interventions in the
safe use of alcohol in specific geographic areas where over
consumption takes place. A stepped programme of interventions
is planned, including elements that will be managed by the health
authorities, local authorities, local partnerships and police
authorities. Good practice work packages may include the
following:
• reducing alcohol related hospital admissions and
attendance
• managing the number of alcohol outlets in the area and
encouraging responsible service in licensed premises
• agreeing enforcement to reduce underage drinking
• agreeing approaches to managing the safety of the
environment and reducing crime and antisocial
behaviour, including evening transport
• agreeing effective campaigns to reduce harm, including
social norms marketing
Evidence suggests that most efforts to reduce alcohol
consumption either don't work or haven't been evaluated. There
have been a number of recent attempts to pilot the
implementation of relatively short term approaches to the
management of alcohol consumption in the night time economy.
However, evidence indicates that the systematic establishment of
key baseline data against which progress can be measured have
been less than successful. In addition most of these initiatives
have run into difficulties, for example, the geographic area for the
pilot was found to be too large, there was no control group or no
hypotheses was tested.
This project will build upon the results of existing and recently
completed research in this area (including ECAT and other similar
programmes) and will test the results through a partnership of
practitioners.
The expected outcomes are yet to be confirmed but are expected
to include a reduction in the amount of alcohol consumed within
targetted geographical areas, a greater understanding of the
implications of alcohol consumption amongst consumers, reduced
consumption by young people and a reduction in alcohol related
crime and health incidents.
Type of partners you are
looking for and their expected
roles in the project
3 years
Potential partners able to implement similar elements of a
stepped approach to managing alcohol consumption would be
very welcome. The pilot area includes elements of Newcastle and
Gateshead where alcohol consumption is high. Whilst we
understand that it is very difficult to identify equivalent
geographical areas to undertake similar programmes of good
practice we believe it may be possible to identify partners who
may wish to target these good practice programmes at priority
groups or who may wish to undertake a range of elements of the
programme. In addition partners interested in informing and
evaluating the research, to take on board transnational
experience and other relevant aspects are also welcome.
Expressions of interest from others who have relevant experience
that could contribute to this work are also welcome.
