for dependents of deceased police officers.<br />
10. To ensure uniformity of state traffic laws and to promote general public<br />
safety.<br />
11. To inform government officials and state legislators of the problems of law<br />
enforcement officers as related to their working conditions and salaries.<br />
12. To defend and publicize the integrity of the vast majority of Illinois police<br />
officers who, at great personal sacrifice, are devoting their lives and<br />
careers to the noble profession of law enforcement.<br />

Well, we have turned to a new year and a lot of changes have been made and are still taking place as you read this<br />
article. Before I get started with my article I want to take the time to compliment all of our Law Enforcement Officers for doing<br />
a great job. Throughout our Country, especially in our own state, counties and towns, we have seen a decrease in crimes.<br />
That shows our hard work. Just about this time of year statistics are beginning to be published, grant(s) and grant monies are<br />
becoming available and we have been able to wash away some of the old and start anew.<br />
The Governor has been replaced, we have a new President, a National wave of hope and prosperity seems to be on<br />
the horizon. As all of our politicians have been quoted saying “we still have a difficult road in front of us.” I believe that “us”<br />
working individuals will be able to see and be part of this new beginning. Just pray that all of our <strong>Police</strong> Officers, Firefighters,<br />
and Military personnel are safe and return home to family and loved ones. We also must pray for our politicians so that they<br />
take this new direction and that corruption is a thing of the past.<br />
The Executive Board is trying to hammer out a new budget. The process is not easy as we have to take into<br />
consideration a probable drop in revenues. So, in an attempt to off set some of those planned budgetary items, we have<br />
filed for articles of incorporation for our philanthropic foundation, the Illinois <strong>Police</strong> Foundation (IPF). A copy of the articles is<br />
available at the office for all to review.<br />
Hopefully by the time you read this we will have had a meeting with the new Governor, Pat Quinn. I am optimistic<br />
that the <strong>Association</strong> goals along with our legislative platform will be met with sincerity and a willingness to work with law<br />
enforcement to further our efforts to improve our quality of life.<br />
I have announced to my Executive Board my candidacy for a second term as your President. I hope that I have not<br />
let anyone down and have kept my promise to you to make our association better. I have been looking forward to serving this<br />
<strong>Association</strong> as President and have found that there are still some things that I believe our <strong>Association</strong> needs and I would like to<br />
see them through. With your help we will be able to accomplish our <strong>Association</strong> mission by promoting the welfare of the police<br />
families in our association.<br />
We have begun the New Year in a fragile economy. I believe our organization is sound and I have every intention of<br />
keeping it that way. We have, as an organization made, commitments to support our namesake’s, one being The National<br />
Law Enforcement Museum. We have less than $2,000.00 in that account and for this year we need to come up with<br />
another $18,000.00 which will keep us on track with our pledge of $100,000.00 in five (5) years. We have made our first two<br />
installments bringing us to $40,000.00 paid. The Board has taken a look at some options, one being a “Special Assessment”<br />
which our bylaws provide for. I am not willing to do this at this time provided our local Units step up and provide donations<br />
as in years past. I will be sending a letter to each local President asking for some help. With that help I believe the “Special<br />
Assessment” will be a non-issue. So, bear with me!<br />
Everyone will be receiving a postcard about our magazine. One of the ways to cut our overhead is by trimming our<br />
magazine costs. We had started producing our magazine last year which allowed us to receive a bigger cut from MPI. The two<br />
biggest items for producing the magazine is the printing cost and postage. The only way to curb those costs is to reduce the<br />
number of printed issues, which will result in a reduction of printing cost and postage. So, when you receive your card please<br />
make an informed decision to help us curb the cost. Our Magazine, as well as some prior magazines, are posted on our web<br />
site for your viewing and reading at your leisure.<br />
We had an opportunity to make a step toward something great, to be a main Law Enforcement sponsor for the Illinois<br />
Torch Run, Special Olympics. With the financial status of the nation it did not seem we were going to be able to pull the funding<br />
together to be that top organization. It would have required a lot of work and a lot of money. With all of our prior commitments<br />
we may not have been able to reach that goal at which time the <strong>Association</strong> would have been liable for the contribution. I am<br />
staying in close contact with Jeff Henson, the Torch Run Director. Hopefully we can make this happen next year.<br />
Since our Legislature has been tied up of late we should soon see some movement on programs, bills and other<br />
proclamations that we may need to support or oppose. As soon as the ball starts rolling I will be sure to keep everyone advised.<br />
I am sure there will be numerous labor laws, pension laws and criminal laws that will need to be reviewed by our staff and<br />
positions made on each one. As they always say “stay strong, don’t loose the faith and believe in your values.” I hope all of us<br />
will faithfully discharge our duties and responsibilities providing a way for a better life.” God Bless and keep you all.<br />

Durbin REPLACES BIDEN AS Chair<br />
OF Judiciary Subcommittee on Crime and Drugs<br />
U.S. Senator Dick Durbin (D-IL) has been named the Chairman of the Senate Judiciary Committee’s Crime and Drugs<br />
Subcommittee today, giving him control of the broadest jurisdiction of any Judiciary Subcommittee. The Chair was<br />
previously held by Vice President Joe Biden.<br />
“Our criminal justice system impacts every American,” Durbin said. “I look forward to working closely<br />
with law enforcement, crime victims and community leaders to ensure that Congress is doing everything<br />
we can to keep Americans safe and to ensure that our criminal justice system is consistent with American<br />
values.”<br />
Among the issues that Durbin intends to examine in the Subcommittee are federal support for state and local law<br />
enforcement, gang violence, and racial disparities in the criminal justice system.<br />

PB&PA Attorney Sean Smoot met with Senator Durbin at his Springfield office shortly after his elevation to Chairman.<br />
According to Smoot, “This is an extremely important position for law enforcement. Virtually every bill<br />
that affects our members flows through this subcommittee.”<br />
In congratulating Durbin, Smoot impressed upon the Senator the need for a strong relationship and good<br />
communication.<br />
“Both the PB&PA and NAPO, our national affiliate, have enjoyed a very close relationship with Vice<br />
President Biden the previous Chair. I expect that our relationship with the new Chairman, will continue<br />
along this path . . . if not . . . I know where you live Senator.” Smoot who is Durbin’s neighbor said<br />
jokingly.<br />

Are you nearing retirement after serving your<br />
local department for 20 years or more?<br />
Would you like to become a lifetime member<br />
with the PB&PA of IL, but your unit is less than<br />
20 years old?<br />
Did you know that you can “buy-out”, at halfprice,<br />
the years of membership dues that you<br />
would need to reach your 20-year minimum<br />
with the <strong>Association</strong>?<br />
For example: Adams County Sheriff’s Department,<br />
Unit #155 joined the <strong>Association</strong> in 1996.<br />
If one of their officers retired now after being on<br />
that department for 20 years and having paid<br />
<strong>Association</strong> dues since 1996, he or she would only<br />
have 12 years with the PB&PA of Illinois. If he or<br />
she wanted to pay for the remaining eight years in<br />
advance to become a lifetime member and receive<br />
his/her gold card, he or she would need to pay<br />
$168 (8 years x $42 per year divided by 2). He or<br />
she also has the option to continue paying yearly<br />
dues at the full membership rate (currently $42)<br />
until such time as he or she reached the 20-year<br />
minimum and receives his/her gold card at that<br />
time.<br />

POLICE OFFICER OF THE YEAR<br />
Help the PB&PA honor your department’s top cop(s) by sending your<br />
nomination for the PB&PA <strong>Police</strong> Officer of the Year today!<br />
This award shall be given to an individual police officer or group of officers who, in the opinion of the<br />
selection committee, are worthy of recognition for their accomplishments. In addition to the award itself, there<br />
will be two individual police officers or groups of officers selected to receive Honorable Mention Awards.<br />
Any member of the PB&PA may nominate any certified peace officer employed full-time in any<br />
agency in Illinois for the <strong>Police</strong> Officer of the Year Award. Membership in the PB&PA is not required to<br />
be nominated or to win. The nomination simply requires a letter from a member identifying the officer(s)<br />
nominated as well as completely and accurately describing the incident(s) in which the officer(s) was (were)<br />
involved where he or she demonstrated outstanding service, exemplary job performance or heroism.<br />
All nominations and supporting documentation must be submitted to the Executive Office of the PB&PA<br />
no later than September 1, <strong>2009</strong>.<br />
The nominations should be for heroics or outstanding service that has taken place<br />
during the period of July 1, 2008, through July 1, <strong>2009</strong>.<br />
These awards will be presented to the recipients at the banquet on the<br />
Saturday night of the PB&PA’s Annual Convention in October.<br />

Foot pursuit restrictions<br />

in the Austin <strong>Police</strong> Department.<br />
From now on, offi<br />
ficers in that agency<br />
will have to ask themselves a long list<br />
of questions before chasing criminal<br />
suspects by foot.<br />
According to a report in the Austin<br />
American Statesman<br />
by Tony Plohet-<br />
ski, Austin police offi<br />
ficers must evalu-<br />
ate the immediate danger, consider<br />
whether a suspect is known and can<br />
be arrested later, and ask themselves<br />
what would be gained from pursuing<br />
the suspect before beginning foot<br />
chases.<br />

Fahey was one of a kind<br />

be cops. Walter Fahey, a legendary<br />
Boston police officer who recently<br />
passed away, was one of those individuals.<br />

recently paid tribute to Fahey in an<br />
article that illustrated just how much<br />
influence a cop can have on the job,<br />
in his city and as an example for<br />
others to follow.<br />

and the backing of a statewide police<br />
union is like confronting an armed<br />

The PBLC commitment<br />
The PBLC is a not for profit corporation<br />
affiliated with the PB&PA. Our highly<br />
trained, specialized staff includes<br />

of directors, also known as the State<br />
Labor Committee, is organized by and<br />

The PB&PA took the lead in securing<br />
collective bargaining rights for law<br />
enforcement officers in Illinois. By<br />
helping draft the Illinois Public Labor<br />
Relations Act and then spearheading<br />
its passage, the PB&PA has been at the<br />
forefront of police labor issues. The<br />
PBLC was created to further advance<br />
the PB&PA’s police representation and<br />
protection goals. Since its inception,<br />
the PBLC has led the way in preserving<br />
the rights and enforcing the collective<br />
bargaining agreements of Illinois law<br />
enforcement professionals.<br />

The PBLC is not concerned with<br />
making a profit at the expense of hard<br />
working police officers. That’s why<br />
police officers from every corner of<br />

Protecting your interests<br />
Collective Bargaining:<br />
Your bargaining unit is unique. The<br />
PBLC represents each individual<br />
bargaining unit based upon the needs,<br />
goals and expectations of that Unit.<br />
Your PBLC Labor Representative<br />
provides assistance, advice and<br />
advocacy at the bargaining table.<br />
Contract maintenance:<br />
Once an agreement is reached, the<br />
PBLC monitors employer/employee<br />
actions during the term of the contract<br />
to ensure compliance. Your Labor<br />
Representative takes a proactive stance<br />
by meeting periodically with both the<br />
bargaining unit and management<br />
to address concerns and prevent<br />
misunderstandings.<br />
Interest arbitration:<br />
If a satisfactory bargaining agreement<br />
cannot be reached, the PBLC will<br />
provide an experienced attorney to<br />
represent your bargaining unit at<br />
interest arbitration at no additional<br />
expense to the unit.<br />
Grievance processing:<br />
Through a Labor Representative and,<br />
in some cases, Legal Counsel, the<br />
PBLC provides advice and assistance<br />
to bargaining units and individual<br />
members in filing and processing<br />
grievances.<br />
Grievance arbitration:<br />
There are occasions in which a<br />
compromise cannot be reached<br />
amicably. If your contract provides for<br />
grievance arbitration, the PBLC will<br />
provide and experienced attorney to<br />
represent your bargaining unit or an<br />
individual member at binding grievance<br />
arbitration at no additional cost to the<br />
unit.<br />
Unfair labor practices:<br />
The PBLC will process all unfair labor<br />
charges against your employer and<br />
argue before the State Labor Relations<br />
Board at no additional cost the unit or its<br />
member.<br />
Defending your rights:<br />
Legal advice is as close as a phone call<br />
The Legal Defense fund is a pre-paid,<br />
pre-planned legal service available to<br />
all certified PBLC members in good<br />
standing.<br />
The Legal Defense Benefit includes:<br />
• Representation at discipline and<br />
discharge proceedings at Arbitration<br />
or before the <strong>Police</strong> and Fire Board or<br />
Civil Service Commission.<br />
• Representation during internal<br />
investigation interviews.<br />
• Representation during criminal<br />
investigations and proceedings in<br />
which the criminal offense allegedly<br />
occurred during the performance of<br />
the member's official police duties.<br />
• Initial consultation and advice in<br />
civil rights violation cases, including<br />
referral to a reputable civil rights<br />

• Peace of mind in knowing that if you<br />
are accused, you have someone to<br />

Attorney-client relationship<br />
Any member who uses this benefit<br />
becomes the client of the individual<br />

independent professional judgment in<br />

Our By Laws clearly state, “The purposes for which this <strong>Association</strong> is organized are . . . to<br />
protect and promote the general welfare of its members by honorable and legislative means.”<br />
What does it take to accomplish our purpose – it takes a top notch Executive Board to set<br />
the association’s goals and policies and it takes a top notch staff to implement them. We are<br />
fortunate to have a staff of committed professionals working for us every day. I will work to<br />
insure that we continue to retain the best and brightest we possibly can.<br />
As your President I intend to lead the Executive Board in holding down expenses whenever<br />
possible. In times like these all businesses are trying to do more with less. This association is<br />
no different. I have served on the Executive Board for going on five terms now, two terms as<br />
your Treasurer. During that time, and under the leadership of other Great Presidents, we were<br />
able to turn the association’s finances around in a very significant way. I intend to continue<br />
down that path of fiscal responsibility. Of course, I will also continuously search for new<br />
revenue streams.<br />
Rosalynn Carter once said “You have to have confidence in your ability, and then be tough<br />
enough to follow through.” I agree with this, I feel I have the confidence in my ability to be<br />
President of this Great organization, and the toughness to lead this organization in the time<br />
of need. I also believe this Organization has the confidence to be great through it’s ability to<br />
improve our pension rights, strengthen our rights as police officers and recruiting new members,<br />
and I believe in the tough times to come, we as the Great Organization we are will have the<br />
toughness to survive these hard times.<br />
As your President I will work with our lobbyist and attorney to keep our association focused<br />
on the legislative process, and working with the legislative committee towards the following<br />
goals:<br />

• The preservation of our pensions<br />

NAPO Elected Officers Attend Inaugural Events<br />
Counsel for the PB&PA of Illinois, is a long time<br />
acquaintance of the President. He and his wife<br />
Teresa attended both the Inauguration Ceremony<br />
at the Capitol and President Obama’s Home States<br />
Inaugural Ball. NAPO President Tom Nee was<br />
invited to watch the Inaugural Parade with President<br />
Obama, his family, and other national dignitaries in<br />
the Presidential Review Stand.<br />
Tuesday January 20 th <strong>2009</strong> was a historical day for all<br />
Americans. It was particularly momentous for the<br />
elected officers of the National <strong>Association</strong> of <strong>Police</strong><br />
Organizations (NAPO). NAPO is the largest coalition<br />
of police unions and associations in the United States<br />
which serves to advance the interests of America’s law<br />
enforcement through legislative and legal advocacy,<br />
political action and education. NAPO, which has a long<br />
standing relationship with Vice-President Joe Biden,<br />
endorsed the Obama/Biden ticket months before the<br />
election.<br />
On Monday, January 19 th , several of NAPO’s elected<br />
officers met with Vice-President Biden during his<br />
observance of the National Day of Service. Treasurer<br />
Sean Smoot, who is also the Director and Chief Legal<br />
Prior to the Inauguration, NAPO’s leadership played a<br />
significant role during the Presidential transition. Executive<br />
Director, Bill Johnson was placed on the agency review<br />
team for the Departments of Justice, Labor, and Homeland<br />
Security. President Nee advised the Presidential Transition<br />
Team regarding both agency and personnel review. Treasurer<br />
Sean Smoot was policy advisor to the Presidential Transition<br />
Team regarding state & local police, public safety, and labor<br />
relations.<br />
Since the Inauguration NAPO has taken the lead role in<br />
assisting the new administration with a host of public<br />
safety related issues and appointments including, the recent<br />
confirmation of Attorney General Eric Holder, and securing<br />
financial support for state and local law enforcement agencies<br />
through COPS funding as part of the proposed stimulus<br />
package.<br />

Greetings from Rockford, Unit #6 –<br />
The last time I wrote we were still without a contract that, has changed and but also hasn’t. The 2006, 2007 and<br />
2008 contract, excluding the ability to grieve discipline, was settled by way of an arbitration award. But as with<br />
most things between the city and Unit #6, it isn’t over ‘till it’s over. We are still hammering out insurance issues<br />
and the ability to grieve discipline matters. Sean Smoot was in Rockford on Jan 29 th and 30 th to work on and<br />
advise our board on those issues among others. Thanks to Sean and the entire PBLC for their continued good<br />
work.<br />
The important thing to remember is that Rockford is the host Unit for the <strong>2009</strong> State Convention. For most<br />
of you the easiest way to keep up with the issues and events pertaining to the convention will be to check our<br />
website, www.pbpa6.org, as there will be a section on our site in the future that will allow you stay current<br />
regarding all aspects of the convention.<br />
I would like to take a moment to thank Detective Harold Combs, “Bub”. He has taken the task on again of<br />
organizing the Supply Our School program whereby Unit #6 provides needed school supplies to District 205.<br />
Detective Combs, after consulting with a representative of District #205, provided District 205 with boxes of<br />
pens and pencils which the District will distribute to the students throughout the District. Unit #6, by partnering<br />
with District 205, hopes to be part of the successful education of those attending District 205’s schools.<br />
Additionally, Detective Combs is again heading up the Cops n Bobbers program which is intended to get kids<br />
hooked on fishing, not on drugs. This year’s event, held on June 20 th , will again be held at Rock Cut State Park.<br />
If you’re close enough to stop by I am sure Bub would love to have you do so. If you are one of Unit #6’s<br />
members, please contact Bub to help with this worthy event.<br />
Well, it is with heavy heart that I must inform those of you reading that one of our finest has passed away.<br />
Retired Captain Rich Peterson passed away on 12/23/2008. Also, for those of you who remember retired<br />
Officer Leroy Sholl. Leroy’s wife, Viola, passed away on January 23, <strong>2009</strong>. Our sympathy’s goes out to both<br />
families in their time of loss.<br />

upcoming convention and are making plans now to send your delegates to Rockford in October.<br />

Cancer Three Day occurs in several United States cities, and each<br />
participant walks sixty miles to promote breast cancer awareness,<br />
prevention, and to honor those who lost the fight against breast<br />
cancer. With a generous sponsorship from Danville Unit #11, Linda<br />
accomplished her goal of raising $2,200.00. Unit #11 has sponsored<br />
Linda on her last three breast cancer walks. Linda and Eric wish to<br />
thank all of Unit #11 members for their support.<br />

The PB and PA Unit #14 was recognized as an outstanding supporter of the Illinois Chapter<br />
of the C.O.P.S. program. The board members of the Illinois Chapter of Concerns of <strong>Police</strong><br />
Survivors established an annual recognition award called The Eternal Flame Award. The<br />
Eternal Flame Award represents a commitment to keeping our officer’s memories burning<br />
bright forever. The Alton <strong>Police</strong> Department, P.B. & P.A. of IL. (Unit #14) has provided<br />
generous support to the C.O.P.S. Cycle Across Illinois providing lodging, meals, and escort<br />
vehicles for portions of the ride that extend far beyond what is typically asked of a police<br />
department/organization.<br />

For the second year in a row Unit 21 went head to head with the local fire department, Local 49, in<br />
the Guns & Hoses Hockey Game. Unfortunately, Unit 21 fell to the Hoses in a shootout. The game<br />
supports the Law Enforcement Torch Run. Over $9,500.00 was raised and donated to the Special<br />
Olympics. The Unit is practicing and looking forward to next years Guns and Hoses game!<br />
Unit 21 again had a family Christmas movie day. This year the movie was held at the new<br />
Wherenberg Theater. Children, and their parents, were delighted to watch the animated action<br />
movie Bolt.<br />
On an additional hockey note... Congratulations goes to Sgt. Mark Blain, Unit 21’s goalie. On New<br />
Years Eve, Sgt. Blain dressed out as the Bloomington Prairie Thunder’s back up goalie. The Thunder<br />
are Unit 21’s local IHL hockey team.<br />
Unit 21 donated $5,000.00 to the Children’s Foundation for child seats. This donation was to purchase<br />
a varying array of child seats including infant seats, toddler seats, and booster seats. This is<br />
to specifically address the need of at risk families who do not have proper child care needs due to<br />
financial constraints.<br />

Unit 22 has been very busy this holiday season. On November<br />
24 th over 20 members and their families delivered Thanksgiving<br />
Baskets to those individuals in the community who were in<br />
need. All in all this dedicated group of members delivered 80<br />
Thanksgiving dinners which included: turkey, cranberry sauce,<br />
corn, green beans, rolls, and pumpkin pie. This year marked a<br />
new partnership with PB and PA unit 135 Illinois State University<br />
<strong>Police</strong>. Thank you to all that participated. A special thanks to<br />
Kroger for their continued support of this event.<br />
In December Unit 22 was back at it again with the annual “Cops<br />
with Kids” shopping program. This event was held on December<br />
20 th at Target. Over 15 members and their families took the<br />
afternoon and shopped with several children in our community<br />
who were in need of a Christmas wish. This year 34 children met with an Officer and tore through Target on a shopping<br />
spree. The event ended with a pizza party at Tobin’s Pizza. Thank you to Target and Tobin’s for their continued support<br />
of this successful program.<br />
On February 7 th , <strong>2009</strong> Unit 22 sponsored three lanes at Circle Lanes Bowling for the <strong>2009</strong> Spina Bifida Bowl. This<br />
event is near and dear to our hearts as one of our members’ daughters suffers from this devastating disease. Unit 22<br />
helped to raise some very important funding for this cause.<br />
Thank goodness for those bumpers! We would like to<br />
encourage those members of the PB and PA to help support<br />
this all important cause.<br />

POLICE UNION LEADERS ADDRESS<br />
HARVARD’S EXECUTIVE SESSION<br />
ON POLICE AND PUBLIC SAFETY<br />
On November 20 th and 21 st , the Harvard’s Kennedy School of<br />
Government hosted the Executive Session on <strong>Police</strong> and Public Safety.<br />
The Executive Session is a project of the National Institute of Justice, US<br />
Department of Justice, and the Program in Criminal Justice Policy and<br />
Management at the Kennedy School. Previous Executive Sessions have<br />
resulted in several major changes to police operational philosophy and<br />
operations – most notably the community policing movement.<br />
Historically, participation in these programs has been limited to major<br />
city chiefs, academics, and DOJ officials. As a result of interaction between<br />
police union leaders, who participated in Harvard’s Big 50 <strong>Police</strong> Union<br />
Leadership Program, and Christine Cole, the Executive Session’s Facilitator,<br />
three nationally recognized union leaders were invited to attend the program<br />
and speak on the 21 st .<br />
The Union officials selected for participation were Rick VanHouten,<br />
President of the Fort Worth <strong>Police</strong> <strong>Association</strong>, Mark Sexton, a trustee with the<br />
Oklahoma City FOP Lodge, and Sean M. Smoot, Director & Chief Counsel<br />
for the PB&PA of Illinois. Smoot, who is also the elected Treasurer of the<br />
National <strong>Association</strong> of <strong>Police</strong> Organizations, lead a panel discussion about the<br />
change in demographics of new police hires and its impact on all facets of law<br />
enforcement operations. The title of the presentation was “A New Generation<br />
of Cops – The Changing Environment of the Officer.”<br />
Session attendees expressed their appreciation to the Union<br />
representatives for providing “labor’s view” on the various topics discussed.<br />
All three representatives of police labor thanked the Executive Session hosts<br />
for the unprecedented opportunity to participate in this prestigious meeting of<br />
recognized criminal justice experts. They also expressed the importance of<br />
having the voice of labor organizations involved in future Sessions.<br />

3 on 3 tournament in <strong>2009</strong> or 2010<br />
Teams consist of 5 players entry fee will be $100/team.<br />
Games played on half court. A basket counts as 1 pt, 3 pt shot is 2 pts. Free<br />
throws from standard line are 1 pt, 2pts from 3 pt line. If you miss at<br />
standard line you get ball back, if you miss from 3 pt line, ball is in play<br />
after shot.<br />
Game is to 21 points<br />
No date has been set for this tournament as trying to find out how much<br />
interest is shown. So far I have Unit 5 and 12 interested. If your unit can<br />
get a team or you know 4 other PBPA members who like to play basketball<br />
then get in contact with me. Once I have an appropriate number of teams, I<br />
will get dates together.<br />
Not sure yet on where games will be played, that too will be determined on<br />
the number of teams we have. Host hotel will NOT be same as we had for<br />
Softball Tournament. We have a new Holiday Inn and a newly remodeled<br />
hotel that will be better suited for us.<br />

NAPO meets with Vice<br />
President Biden<br />
On February 11, <strong>2009</strong>, NAPO leadership was in Washington, D.C. for separate meetings<br />
with Attorney General Eric Holder and Vice President Joe Biden. In the morning of the<br />
11th, NAPO President Tom Nee and Executive Director Bill Johnson had a private meeting<br />
with the Attorney General to discuss NAPO’s priorities and the direction the association<br />
would like to see the Justice Department go on those issues.<br />
Later that afternoon, NAPO’s elected officers met with Vice President Biden in his office for<br />
an informal discussion of the law enforcement priorities of the Obama/Biden administration.<br />
Although several other law enforcement organizations were represented, the Vice<br />
President singled out NAPO for its exceptional work in promoting and working for the law<br />
enforcement community’s biggest issues. Vice President Biden also singled out Tom Nee<br />
as his close friend and partner over the years in fighting for the needs of law enforcement.<br />
“Although I love all of you guys, if I had to pick one guy to be in a foxhole with, it would be<br />
Tommy Nee and NAPO,” said the Vice President. This continues the special recognition<br />
of NAPO as “the leader of America’s national law enforcement organizations” as stated by<br />
President Obama.<br />
NAPO looks forward to continuing and strengthening our relationships with the Attorney<br />
General Holder and Vice President Biden as we work closely with the new administration<br />
over the coming years.<br />

Hobart “Curley” Rogers Scholarship Fund<br />
for the School Year 2010/2011<br />
Section 1. The purpose of the creation of this scholarship fund is to honor the memory of Hobart “Curley”<br />
Rogers and to provide financial assistance to the children of members of our <strong>Association</strong>. The By-laws<br />
Committee was designated as the Scholarship Committee and set forth the rules and regulations which shall<br />
determine those individuals eligible for each scholarship. The mandatory minimum guidelines shall be used<br />
to determine who receives the scholarships each year as follows:<br />
1) The scholarship fund shall commence in the year 1995. Four (4) $1,000.00 scholarships shall be issued to<br />
four eligible applicants entering or enrolled in undergraduate studies.<br />
2) Each year thereafter, four (4) additional scholarships shall be added until a total of sixteen (16)<br />
scholarships will be awarded by the year 1998.<br />
3) Once the sixteen (16) scholarships have been issued, the number of scholarships issued per year shall<br />
not exceed sixteen (16).<br />
4) All applicants must be a son or daughter of a PB&PA member in good standing with the <strong>Association</strong>.<br />
The term “son or daughter” shall be defined by the Scholarship Committee. The Scholarship<br />
Committee defines “son or daughter” to include stepson, stepdaughter, foster son, foster daughter,<br />
and legal dependents of the PB&PA member. PB&PA members are not eligible for the scholarships for<br />
themselves.<br />
5) The Scholarship Committee shall determine when all applications must be received and set forth<br />
when the award shall be issued. The application deadline is March 1 of each year. The Scholarship<br />
Committee will meet between March 15 and May 15 of each year to review applications and determine<br />
scholarship recipients. Scholarship recipients will be notified by the Scholarship Committee within two<br />
(2) weeks following the Committee meeting.<br />
6) Scholarship applications will be made available to each local PB & PA unit.<br />
7) Scholarship applicants must include an essay or personal biography of no more than three pages with<br />
their application.<br />
8) Scholarship funding will be disbursed by semester ($500.00 per semester).<br />
9) Upon receipt of the scholarship, all scholarship recipients must complete at least twelve (12) hours of<br />
course work per semester. Recipients failing to complete twelve (12) hours of course work per semester,<br />
or equivalent thereof, will not be issued payment for those semesters. Any recipient who fails to<br />
complete twelve (12) hours per semester, or equivalent thereof, for two (2) consecutive semesters shall<br />
have their scholarship revoked. Any recipient who fails to complete two (2) twelve (12) hour semesters<br />
within two (2) consecutive years from the date of the scholarship issuance, shall have their scholarship<br />
revoked. In either case, an alternate, selected by numerical rating and validated by the Scholarship<br />
Committee for the current year in which the revocation would take place, shall receive the remaining<br />
term of the original scholarship granted the primary recipient, provided the alternate meets all of the<br />
requirements at the time of such approval.<br />
10) Scholarship recipients must maintain a “C” average each semester and provide the office of the<br />
Executive Director of the PB&PA with a transcript of their grades each semester to maintain their<br />
scholarship, for a maximum of four (4) consecutive years.<br />
11) Each scholarship recipient must provide proof of school registration or enrollment prior to receiving<br />
funding.<br />
12) Educational institutions that scholarship applicants are requesting funding for must be accredited and<br />
approved by the Scholarship Committee.<br />
13) The Executive Board retains the right to overrule any scholarship award issued by the Scholarship<br />
Committee.<br />
14) It is expressly understood by all scholarship recipients that he or she possesses no property interest in<br />
the scholarship and said scholarship may be revoked at any time. The Scholarship Committee shall<br />
have the authority to recommend the revocation of any scholarship at any time and for any reason<br />
whatsoever.<br />
Section 2. The Executive Board may, in its discretion, create guidelines for and award additional<br />
scholarships, provided that the scholarship committee shall set forth rules and regulations which<br />
shall determine those individuals eligible for each scholarship.<br />

The grants must be used for a youth-oriented program sponsored by the local unit such as athletic<br />
sponsorship, educational programs, etc. The specific type of program must be listed on the application.<br />
At the 1992 Convention, the State Executive Board made a recommendation that the Youth Grant should<br />
not be used in conjunction with an agency-sponsored program. The Board felt that the intent of the grant is<br />
to provide assistance to the local PB & PA Unit sponsored programs, and not to subsidize a program that is<br />
administered by a governmental agency.<br />
At the 1996 Convention, held in Champaign, a resolution was passed by the delegates present, which raised<br />
the amount of the grants. The resolution stated that local units could apply for a youth grant requesting up to<br />
$1,000.<br />
If you have sent your request in, please double check with the Springfield office. The master file will be kept at<br />
the office in Springfield and will than be brought to the Convention for review by the Executive Board.<br />

PBPA Executive Board Policy<br />
Regarding the Payment of Death Benefits<br />
Adopted - January 28, 2006<br />
1. Member death benefits shall be paid to the member’s designated beneficiary, or in the event no<br />
beneficiary is designated, to the member’s estate in the following amounts:<br />
a. Members 70 years of age or over shall be paid a benefit amount of five hundred dollars ($500).<br />
b. Members under the age of 70 shall be paid a benefit amount of one thousand dollars ($1,000).<br />
c. Members under the age of 70 killed as the result of an accident shall be paid a benefit amount of<br />
two thousand dollars ($2,000).<br />
d. Members killed in the line of duty shall be paid a benefit amount of three thousand dollars<br />
($3,000).<br />
e. No benefit shall be paid when a member’s death is caused by suicide.<br />
2. All claims for a member death benefit must be made within 1 year of the member’s date of death. In<br />
cases where an actual date of death cannot be determined, claims must be received within 1 year of the<br />
date of a judicial finding of presumption of death. Claims not made within this time limitation shall not<br />
be paid.<br />
3. Except in cases where the Executive Board determines that exigent circumstances exist which justify<br />
immediate payment of a member death benefit the following payment policy shall apply. All claims<br />
received by the Financial Secretary on or after January 1 and on or before June 30 shall be paid in the<br />
following month of July. All claims received by the Financial Secretary on or after July 1 and on or<br />
before December 31 shall be paid in the following month of January.<br />

When was the last time you updated your PB&PA of IL membership information? Have you moved? Have<br />
you married or divorced? Do we have your date of birth (month, day and year)? Do you wish to change your<br />
beneficiary? Do we have your beneficiary’s social security number? Do we have your beneficiary’s date of birth?<br />
It is very important that we have a current, signed beneficiary designation<br />
card on file at the Springfield Office for all of our members.<br />
