P RESIDENT’ S MESSAGE BY MIKE RYAN
Dear Lieutenant,
WELCOME
Congratulations to the newly promoted
additions to the Chicago Police
Lieutenant’s Association. It has
been just shy of 2 years since the last
class of lieutenants was made. The
26 additions to our rank are: Tami
Andersen, Dwayne Betts, Kenneth
Bigg, Stephen Chung, Andrew
Costello, Tony Escamilla, Ron
Forgue, David Harris, David Haynes,
Don Jerome, Kevin Johnson, Sean
Joyce, Crystal King-Smith, Phillip
Kwasinski, Sam Manto, Brian
McDermott, Rich McFarlane, Carlos
Mostek, John O’Callaghan, Dan
O’Shea, Joseph Poland, Warren
Richards, Michael Rigoli, Valery
Roytman, Fabian Saldana, and David
Wu. Although we are far from fullstrength,
it is a step in the right direction.
Hopefully, there will be more
promotions to come. Section 31.4 of
our contract states that “Incumbent
Lieutenants shall be given the opportunity
to transfer to vacant District or
watch bid assignments prior to the
promotion of new Lieutenants to
fill such bid assignments.” Unfortunately
there were no Unit bid
assignments available for bid at
this time. However, the Department
did offer a “process” for
movement of management Lieutenants
prior to assignment of the
new class. As of this writing, the
new assignments had not been
completed. We will be looking at
the outcome of this process.
CONTRACT
The negotiations toward a new
agreement have begun. The Sergeants
Association has been meeting
with Department and City representatives
in the past couple of
weeks. We anticipate that our contract
discussions will begin in the
near future. I know that there are
many rumors going around with
regards to the contract meetings,
but anything mentioned is just thatrumor.
Until there is an agreement,
it is speculation that gets everyone’s
blood pumping. It serves no
purpose to get emotional about
anything heard. When the time
comes, either both parties will
come to an agreement, or it will
head to arbitration. And no one
knows what will come out of the
latter. So don’t get too wound up
until there is something in writing,
it’s not worth the aggravation. Although
we have put our initial pro-
posal together, suggestions for
improvements in work conditions
should be forwarded to your area
Representatives. As you are all
well aware, it is prohibited for the
negotiating team to discuss specifics
at this point.
PLEASE COPY US
On a final note, ensure that copies
of any grievances or bid or assignment
requests get forwarded to the
CPLA so that we may track progress,
and assist in a desirable
resolution. We can’t be of any assistance
if we don’t know what is
going on, and the only way for
that to happen is for the membership
to keep the Board informed.
It would be appreciated if any
members submit PARs for the reassignment
process mentioned
above could also have a copy forward
to me in 022, or copies of
grievances to Dean Stone in 013.
NEXT MEETING
Our next General Membership
meeting is 18 September, 1800 hrs
at Mirabell Resturant (3454 W
Addison). Hope to see you there.
Most importantly, let’s not forget
to watch out for our people.
Get the Most from your Membership
Reprinted from a previous edition:
Twice each month, every Chicago
Police lieutenant contributes
through payroll deduction to the
Chicago Police Lieutenant's Association.
Are you getting the most
from your membership The
CPLA holds quarterly membership
meetings for all members that
provide the opportunity to share a
meal, exchange information and
catch up with old friends. These
meetings are sometimes the only
opportunity we have to find out
what is happening on the opposite
side of the City that affects our
members. Your Union website is
updated to include articles relevant
to the membership concerning
social activities, pension legislation
updates and Recognized
Vacancy Announcements.
However, perhaps the single most
important function of your Union
is the preservation of our collective
bargaining rights. For years,
Lieutenants had no collective bargaining
rights; we were treated
carelessly by management and
assigned without regard to seniority.
Prior to collective bargaining,
Lieutenants often performed the
functions of superior ranks without
compensation; our working
hours were assigned by management
and were subject to change
at any time, and we enjoyed virtually
no protection from false allegations
by the public or management.
It was only through the extremely
hard work of our founding
predecessors that things began to
change. NOTHING was acquired
easily; EVERY protection lieutenants
currently enjoy under our collective
bargaining agreement was
acquired after a hard-fought battle.
With that in mind, are you getting
the most from your membership
EVERY time a lieutenant
"voluntarily" works outside of the
confines of the collective bargaining
agreement, the rights of other
lieutenants are deteriorated. Remember,
if the Department ASKS
you to volunteer, you are NOT
volunteering! EVERY time a lieutenant
elects not to submit an
overtime slip when it was earned,
out rights are deteriorated.
EVERY time a lieutenant thinks
that an issue is too small or too
insignificant to pursue through the
grievance process, our rights are
deteriorated.
I encourage all lieutenants to get
in touch with any Board Member
if they have a question regarding
their protections under the collective
bargaining agreement. If you
are enduring situations that are
Saving Money
Saving money seems to be the mantra coming out of City Hall these days. Every city department is suffering.
In upcoming contract talks, the mayor has indicated that even the sacrosanct police and fire departments
will have to give in and "do more with less."
Here in the CPD we have already seen these cuts. Districts 21 and 19 have already closed and merged with
others. The 13 th District is expected to close soon and that will revamp district boundaries throughout the
city.
The detective division has seen the same cuts, consolidating into three Areas instead of five.
Now at this point we can stop further discussion and just simply address how effective and how well these
ideas are working. There is not enough time in this magazine to properly cover these issues so let's just say
we have to deal with what we were given by downtown. And let's get back to saving some money.
The fire department is also looking at closing stations and consolidating fire companies as well as downsizing
their truck crews. They are as happy about that as the police department is about our own situation.
Right or wrong every city agency has been asked to do more with less, except for one. That one is the City
Council.
Even though the 2012 U.S. Census stated that Chicago lost some 200,000 residents, there has been no effort
to decrease the 50-person City Council in size. Why
With salary, expense accounts and discretionary funds, the Better Government Association (BGA) states
that each aldermanic office is valued at about $350,000 dollars per year.
Each alderman represents about 57,025 constituents. That's unbelievable, considering the following information,
also from the BGA:
City Council Size Constituents
New York City 51 164,547
Los Angeles 15 255,458
Houston 14 161,280
And our favorite,
Chicago 50 57,025
I think that before there are any more cuts to the schools, fire department and police department, the Mayor
should call for the reduction of the City Council by half. With only 25 Aldermen, they still would be serving
a constituency of only 114,050 on the average. That is far smaller than the other big cities identified
above.
By eliminating 25 Aldermen, the city would save an estimated $8,750,000 per year. That's some real
money. As a matter of fact that money could evenly be divided to fund the pension plans of both the fire
department and police department to the tune of about $4,300,000 for each plan.
Saving Money - cont.
Continued from previous page
The Mayor's office continues to
espouse the 311 system so Aldermen
already have less to do. It
should be easy for them to handle
the inquiries and needs of some
114,000 people. I mean the police
department is handling an increased
amount of work with
some 1,100 less officers, so
maybe the aldermen should too.
Every union in this city, as well as
every voter, should inundate the
mayor's office with a request to
reevaluate and then decrease the
size of the City Council. The city
can start by eliminating 5 wards in
January 2013. Then eliminate another
5 in Jan 2014 and the remaining
15 in January 2015.
Ahhh, I'll even give in a bit and
the city only has to eliminate 20
wards and aldermen's offices. Get
it all done by 31 Dec 2013. I
would be happy with that. Then I
would be ready to sit down at the
negotiating table and discuss givebacks
and cuts; once the city looks
to the City Council and eliminates
the real waste.
HAVE AN IDEA
FOR THE
SENTINEL
Due to escalating printing
and postage costs we have decided to
cease printing and mailing the Sentinel
Newsletter. Instead we will be
only offering it online on our website
www.cpdlts.com.
Not only will this be a substantial
cost savings to the CPLA but
will allow us to include benefits that
we could never in the print media.
Obviously you have noticed the use
of color through out this edition.
Color printing costs have always
been far to high for us to even consider
in the past. Additionally you
will notice in the articles words that
are different in color and underlined.
These are links that will take you to
more information. Each Board
Member’s name is underlined and
clicking on the name will take you to
your email program and allow you to
email the Board Member.
Because of the versatility of
the electronic media we can offer
many new features in the Sentinel. If
there is something you would like to
see in the Sentinel please drop us a
line at sentinal@cpdlts.com. We are
always looking for a good idea, or at
least a new idea to keep things fresh.
