P RESIDENT’ S MESSAGE BY MIKE RYAN<br />
Dear Lieutenant,<br />
WELCOME<br />
Congratulations to the newly promoted<br />
additions to the <strong>Chicago</strong> <strong>Police</strong><br />
Lieutenant’s <strong>Association</strong>. It has<br />
been just shy of 2 years since the last<br />
class of lieutenants was made. The<br />
26 additions to our rank are: Tami<br />
Andersen, Dwayne Betts, Kenneth<br />
Bigg, Stephen Chung, Andrew<br />
Costello, Tony Escamilla, Ron<br />
Forgue, David Harris, David Haynes,<br />
Don Jerome, Kevin Johnson, Sean<br />
Joyce, Crystal King-Smith, Phillip<br />
Kwasinski, Sam Manto, Brian<br />
McDermott, Rich McFarlane, Carlos<br />
Mostek, John O’Callaghan, Dan<br />
O’Shea, Joseph Poland, Warren<br />
Richards, Michael Rigoli, Valery<br />
Roytman, Fabian Saldana, and David<br />
Wu. Although we are far from fullstrength,<br />
it is a step in the right direction.<br />
Hopefully, there will be more<br />
promotions to come. Section 31.4 of<br />
our contract states that “Incumbent<br />
<strong>Lieutenants</strong> shall be given the opportunity<br />
to transfer to vacant District or<br />
watch bid assignments prior to the<br />
promotion of new <strong>Lieutenants</strong> to<br />
fill such bid assignments.” Unfortunately<br />
there were no Unit bid<br />
assignments available for bid at<br />
this time. However, the Department<br />
did offer a “process” for<br />
movement of management <strong>Lieutenants</strong><br />
prior to assignment of the<br />
new class. As of this writing, the<br />
new assignments had not been<br />
completed. We will be looking at<br />
the outcome of this process.<br />
CONTRACT<br />
The negotiations toward a new<br />
agreement have begun. The Sergeants<br />
<strong>Association</strong> has been meeting<br />
with Department and City representatives<br />
in the past couple of<br />
weeks. We anticipate that our contract<br />
discussions will begin in the<br />
near future. I know that there are<br />
many rumors going around with<br />
regards to the contract meetings,<br />
but anything mentioned is just thatrumor.<br />
Until there is an agreement,<br />
it is speculation that gets everyone’s<br />
blood pumping. It serves no<br />
purpose to get emotional about<br />
anything heard. When the time<br />
comes, either both parties will<br />
come to an agreement, or it will<br />
head to arbitration. And no one<br />
knows what will come out of the<br />
latter. So don’t get too wound up<br />
until there is something in writing,<br />
it’s not worth the aggravation. Although<br />
we have put our initial pro-<br />

posal together, suggestions for<br />
improvements in work conditions<br />
should be forwarded to your area<br />
Representatives. As you are all<br />
well aware, it is prohibited for the<br />
negotiating team to discuss specifics<br />
at this point.<br />
PLEASE COPY US<br />
On a final note, ensure that copies<br />
of any grievances or bid or assignment<br />
requests get forwarded to the<br />
CPLA so that we may track progress,<br />
and assist in a desirable<br />
resolution. We can’t be of any assistance<br />
if we don’t know what is<br />
going on, and the only way for<br />
that to happen is for the membership<br />
to keep the Board informed.<br />
It would be appreciated if any<br />
members submit PARs for the reassignment<br />
process mentioned<br />
above could also have a copy forward<br />
to me in 022, or copies of<br />
grievances to Dean Stone in 013.<br />

Get the Most from your Membership<br />
Reprinted from a previous edition:<br />
Twice each month, every <strong>Chicago</strong><br />
<strong>Police</strong> lieutenant contributes<br />
through payroll deduction to the<br />
<strong>Chicago</strong> <strong>Police</strong> Lieutenant's <strong>Association</strong>.<br />
Are you getting the most<br />
from your membership The<br />
CPLA holds quarterly membership<br />
meetings for all members that<br />
provide the opportunity to share a<br />
meal, exchange information and<br />
catch up with old friends. These<br />
meetings are sometimes the only<br />
opportunity we have to find out<br />
what is happening on the opposite<br />
side of the City that affects our<br />
members. Your Union website is<br />
updated to include articles relevant<br />
to the membership concerning<br />
social activities, pension legislation<br />
updates and Recognized<br />
Vacancy Announcements.<br />
However, perhaps the single most<br />
important function of your Union<br />
is the preservation of our collective<br />
bargaining rights. For years,<br />
<strong>Lieutenants</strong> had no collective bargaining<br />
rights; we were treated<br />
carelessly by management and<br />
assigned without regard to seniority.<br />
Prior to collective bargaining,<br />
<strong>Lieutenants</strong> often performed the<br />
functions of superior ranks without<br />
compensation; our working<br />
hours were assigned by management<br />
and were subject to change<br />
at any time, and we enjoyed virtually<br />
no protection from false allegations<br />
by the public or management.<br />
It was only through the extremely<br />
hard work of our founding<br />
predecessors that things began to<br />
change. NOTHING was acquired<br />
easily; EVERY protection lieutenants<br />
currently enjoy under our collective<br />
bargaining agreement was<br />
acquired after a hard-fought battle.<br />
With that in mind, are you getting<br />
the most from your membership<br />
EVERY time a lieutenant<br />
"voluntarily" works outside of the<br />
confines of the collective bargaining<br />
agreement, the rights of other<br />
lieutenants are deteriorated. Remember,<br />
if the Department ASKS<br />
you to volunteer, you are NOT<br />
volunteering! EVERY time a lieutenant<br />
elects not to submit an<br />
overtime slip when it was earned,<br />
out rights are deteriorated.<br />
EVERY time a lieutenant thinks<br />
that an issue is too small or too<br />
insignificant to pursue through the<br />
grievance process, our rights are<br />
deteriorated.<br />
I encourage all lieutenants to get<br />
in touch with any Board Member<br />
if they have a question regarding<br />
their protections under the collective<br />
bargaining agreement. If you<br />
are enduring situations that are<br />

Saving Money<br />
Saving money seems to be the mantra coming out of City Hall these days. Every city department is suffering.<br />
In upcoming contract talks, the mayor has indicated that even the sacrosanct police and fire departments<br />
will have to give in and "do more with less."<br />
Here in the CPD we have already seen these cuts. Districts 21 and 19 have already closed and merged with<br />
others. The 13 th District is expected to close soon and that will revamp district boundaries throughout the<br />
city.<br />
The detective division has seen the same cuts, consolidating into three Areas instead of five.<br />
Now at this point we can stop further discussion and just simply address how effective and how well these<br />
ideas are working. There is not enough time in this magazine to properly cover these issues so let's just say<br />
we have to deal with what we were given by downtown. And let's get back to saving some money.<br />
The fire department is also looking at closing stations and consolidating fire companies as well as downsizing<br />
their truck crews. They are as happy about that as the police department is about our own situation.<br />
Right or wrong every city agency has been asked to do more with less, except for one. That one is the City<br />
Council.<br />
Even though the <strong>2012</strong> U.S. Census stated that <strong>Chicago</strong> lost some 200,000 residents, there has been no effort<br />
to decrease the 50-person City Council in size. Why<br />
With salary, expense accounts and discretionary funds, the Better Government <strong>Association</strong> (BGA) states<br />
that each aldermanic office is valued at about $350,000 dollars per year.<br />
Each alderman represents about 57,025 constituents. That's unbelievable, considering the following information,<br />
also from the BGA:<br />
City Council Size Constituents<br />
New York City 51 164,547<br />
Los Angeles 15 255,458<br />
Houston 14 161,280<br />
And our favorite,<br />
<strong>Chicago</strong> 50 57,025<br />
I think that before there are any more cuts to the schools, fire department and police department, the Mayor<br />
should call for the reduction of the City Council by half. With only 25 Aldermen, they still would be serving<br />
a constituency of only 114,050 on the average. That is far smaller than the other big cities identified<br />
above.<br />
By eliminating 25 Aldermen, the city would save an estimated $8,750,000 per year. That's some real<br />
money. As a matter of fact that money could evenly be divided to fund the pension plans of both the fire<br />
department and police department to the tune of about $4,300,000 for each plan.<br />

The Mayor's office continues to<br />
espouse the 311 system so Aldermen<br />
already have less to do. It<br />
should be easy for them to handle<br />
the inquiries and needs of some<br />
114,000 people. I mean the police<br />
department is handling an increased<br />
amount of work with<br />
some 1,100 less officers, so<br />
maybe the aldermen should too.<br />
Every union in this city, as well as<br />
every voter, should inundate the<br />
mayor's office with a request to<br />
reevaluate and then decrease the<br />
size of the City Council. The city<br />
can start by eliminating 5 wards in<br />
January 2013. Then eliminate another<br />
5 in Jan 2014 and the remaining<br />
15 in January 2015.<br />
Ahhh, I'll even give in a bit and<br />
the city only has to eliminate 20<br />
wards and aldermen's offices. Get<br />
it all done by 31 Dec 2013. I<br />
would be happy with that. Then I<br />
would be ready to sit down at the<br />
negotiating table and discuss givebacks<br />
and cuts; once the city looks<br />
to the City Council and eliminates<br />
the real waste.<br />

cease printing and mailing the Sentinel<br />
Newsletter. Instead we will be<br />

Not only will this be a substantial<br />
cost savings to the CPLA but<br />
will allow us to include benefits that<br />
we could never in the print media.<br />
Obviously you have noticed the use<br />
of color through out this edition.<br />
Color printing costs have always<br />
been far to high for us to even consider<br />
in the past. Additionally you<br />
will notice in the articles words that<br />
are different in color and underlined.<br />

your email program and allow you to<br />
email the Board Member.<br />
Because of the versatility of<br />
the electronic media we can offer<br />

Wellness Program<br />
Hopefully everyone has signed up for the Wellness Program at chicagoliveshealthy.com.<br />
There are still some steps left to do, which are, complete a Biometric Screening, either at<br />
various sites across the city or with your own physician, by 19 OCT 12, complete the Well-<br />
Being Assessment, online health questionaire, between 03 OCT 12 - 16 NOV 12 and participate<br />
in a Health Check-In Call by 16 JAN 13.<br />
The Wellness Program also requires ongoing participation from us. We are required to do<br />
either one of the two steps listed below after we complete the Well-Being Assessment:<br />
