7.0 Conclusion<br />

The <strong>Army</strong> has experienced dramatic changes in its business and financial operations in the last<br />

three years and more are coming. These changes are moving the <strong>Army</strong> in the right direction<br />

towards audit readiness. OASA(FM&C) has a sound, resourced plan, high levels of leadership<br />

engagement, and effective governance in place to meet its audit readiness goals.<br />

Changes to the business environment come at a time of great challenge to all of the military<br />

services. In addition to the strain of war, we are challenged by the reduction of defense budgets<br />

and spending caps established by the Budget Control Act of 2011. These constraints make<br />

improved financial operations and strengthened fiscal stewardship top priorities throughout the<br />

enterprise.<br />

In <strong>FY</strong> <strong>2013</strong>, we will build on the momentum created through these financial improvement<br />

initiatives by demonstrating progress towards our audit readiness goals, strengthening asset<br />

accountability, and advancing a culture of accountability across the <strong>Army</strong>. We are implementing<br />

efficient and adaptive processes, while making the <strong>Army</strong> a more agile and cost-effective<br />

organization. Holding ourselves to the highest standards of accountability in our business<br />

operations is essential. We owe it to Congress, the American taxpayers, and our very own<br />

Soldiers to succeed.<br />
