On behalf of the Board of Trustees, members and staff of <strong>Historic</strong> <strong>Savannah</strong> <strong>Foundation</strong>,<br />
I am pleased to present the <strong>2010</strong> Edition of the HSF Green Pages. This is your one-stopsource<br />
for finding the services you need to live, work and play in the Hostess City.<br />
We strongly encourage you to support these businesses not only because they support<br />
preservation and HSF, but because they are local. The Green Pages includes scores of local<br />
professionals and small businesses that pump millions of dollars into <strong>Savannah</strong>’s economy.<br />
The dollars they generate are leveraged and recycled in <strong>Savannah</strong> over and over, and for<br />
that we are grateful.<br />
You may notice a new look for the Green Pages…featuring <strong>Historic</strong> <strong>Savannah</strong><br />
<strong>Foundation</strong>’s new logo. We are in the midst of a re-branding campaign to freshen our look<br />
and reintroduce this venerable organization to the community. This is the first of several<br />
updates and improvements—not the least of which will be a forthcoming revamping of<br />
our website (www.historicsavannahfoundation.org) that should come on-line in early summer.<br />
We welcome and value your feedback into this process; do not hesitate to share your<br />

HSF highlights these to point out the best of restoration, rehabilitation, stewardship and<br />
infill. We commend the award recipients for their excellent work. In 2011, HSF will<br />
introduce a new format for the awards program—making it a stand alone event separate<br />
from its traditional place in the annual meeting. We want to celebrate these bar-setting<br />
projects and laud them in an event dedicated just to them. Consequently, we will not be<br />
soliciting nominations for awards in <strong>2010</strong>. Stay tuned to HSF for more details as we<br />
develop this new event.<br />

Then and Now<br />
<strong>Historic</strong> <strong>Savannah</strong> <strong>Foundation</strong>, Inc. (HSF) is a local, non-profit preservation organization<br />
dedicated to protecting and preserving <strong>Savannah</strong>’s heritage. Borne out of threats to demolish<br />
the Davenport House for a parking lot, HSF was organized and chartered in 1955 to preserve<br />
the buildings, squares and neighborhoods in the City of <strong>Savannah</strong>. Originally, HSF focused<br />
most of its attention on saving endangered buildings in the National <strong>Historic</strong> Landmark<br />
District. Over the last few decades, the organization has expanded its programs and service<br />
area to include all of <strong>Savannah</strong> and Chatham County - which now boasts more than a dozen<br />
historic districts.<br />
HSF is the voice for preservation in <strong>Savannah</strong>. It focuses on advocacy, education and community<br />
involvement in fulfilling its mission. With a membership of more than 800, a professional<br />
staff of 10 and a diverse 30-member Board of Trustees, HSF is a strong and stable organization.<br />
Located in the Abraham Sheftall House (c.1818) on Columbia Square, HSF is recognized<br />
for its outstanding programs, its award-winning Isaiah Davenport House Museum,<br />
and, perhaps most of all, its acclaimed Revolving Fund. HSF buys at-risk historic properties,<br />
stabilizes them and sells them to preservation-minded buyers with protective covenants. To<br />
date, HSF has saved nearly 400 properties through purchase and resale, stabilization and conservation<br />
easements. It is this fee simple intervention which distinguishes HSF from many<br />
other local preservation organizations. HSF puts its money where its mouth is and takes an<br />
ownership interest in protecting, preserving and stewarding <strong>Savannah</strong>.<br />
The same demolition threats that sparked HSF’s birth in 1955 are as ever-present in <strong>2010</strong>. It<br />
is important to remember that downtown was once blighted but, thanks to HSF and some<br />
visionary leaders, the answer was not removal. The answer, and the reason <strong>Savannah</strong> is what<br />
it is today, was preservation. Fifty years hence, historic neighborhoods to the east, west and<br />
south of downtown are experiencing the same pressures that once faced the Landmark District.<br />
They are being ‘pock-marked’ by neglect. And, sadly, the short-sighted, knee-jerk reaction is<br />
still demolition and removal.<br />
Fortunately, <strong>Savannah</strong>’s more enlightened leadership sees that past can be prologue in terms of<br />
saving the community’s heritage. Heritage—history, architecture and the Oglethorpe Plan—<br />
is what distinguishes <strong>Savannah</strong> from other cities, and it is the fulcrum of the local economy.<br />
But success needs to be managed. <strong>Savannah</strong> is so good at promoting itself that the Landmark<br />
District must absorb a crush of tourists, unsympathetic alterations and increases in height,<br />
scale and density pressures…which bring a whole new set of challenges.<br />
HSF is up to the task; it works with the City, MPC, Chamber of Commerce and private property<br />
and business owners throughout <strong>Savannah</strong> to find common ground. We work to bring<br />
resolution to issues. With your help and membership, we can fulfill our mission and improve<br />
<strong>Savannah</strong>’s economy. Please join us.<br />

REVOLVING FUND PROGRAM<br />
<strong>Historic</strong> <strong>Savannah</strong> <strong>Foundation</strong>'s Revolving Fund is nationally recognized for<br />
saving hundreds of historic buildings in <strong>Savannah</strong>. HSF started its Revolving<br />
Fund in 1959 and saved blocks and blocks of buildings in Pulaski, Monterey,<br />
and Troup Wards. It is also the single most important program that HSF has<br />
ever implemented.<br />
Like most traditional revolving funds, HSF purchases endangered historic<br />
structures and holds them for resale to a new owner committed to preservation.<br />
HSF retains a restrictive covenant on the property to assure its future<br />
preservation and maintenance.<br />
Here's How It Works:<br />
1. Donations to HSF's Revolving Fund are used to purchase an endangered property.<br />
2. HSF sells the property to a person who promises to rehabilitate the building.<br />
3. HSF ensures preservation of the building by attaching protective deed covenants.<br />
4. HSF uses the money from the resale to purchase another property.<br />
How does HSF decide which buildings it will save?<br />
HSF's Revolving Fund Committee uses four criteria to make these critical<br />
decisions. In order to qualify for acquisition the building must be:<br />
* Endangered: It must be threatened with demolition either by its physical<br />
condition, development pressure or other reason.<br />
* Significant: It must be either listed on the National Register of <strong>Historic</strong><br />
Places or eligible for listing.<br />
* Obtainable: The owner of the building must be willing to sell the building.<br />
If not, other preservation strategies must be employed.<br />
* Marketable: The building must be in a condition that rehabilitation is feasible<br />
and the sales price would be reasonable. If not, the committee must<br />
decide if it wants to subsidize the acquisition of the building.<br />
In addition to these four main criteria, other factors play a role as well.<br />
Choosing locations where the Revolving Fund can have the most impact, such<br />
as street corners, is extremely important. The property also must be vacant,<br />
as the Fund avoids displacement of people.<br />

What is a preservation easement?<br />
A preservation easement is a legal interest which regulates changes to a historic<br />
building and its land. It may be given or sold by a property owner to a charitable<br />
organization. Once recorded, an easement becomes part of the property's<br />
chain of title and 'runs with the land' in perpetuity, thus binding not only<br />
the present owner who conveys it but all future owners as well. A preservation<br />
easement gives <strong>Historic</strong> <strong>Savannah</strong> <strong>Foundation</strong> (HSF) the legal authority<br />
to enforce its terms. These terms create restrictive covenants prohibiting the<br />
owner from making alterations to the property without prior review, consultation<br />
and approval by HSF. The easement also imposes positive covenants<br />
that require the owner to maintain the property in a certain physical condition.<br />
What are the benefits of donating an easement?<br />
Donating an easement protects a significant property even after an owner has<br />
sold or bequeathed it. If the property is located in a local historic district, the<br />
easement provides additional and, in some cases, more stringent protections.<br />
Easement donations provide income, gift and estate tax advantages for the<br />
donor. Most importantly, it protects historic properties for future generations.<br />
How does an easement protect property? Easement properties are documented<br />
and inspected annually by the HSF staff. The easement holder<br />
(HSF) has the right to review, consult and approve (or disapprove) proposed<br />
alterations to a structure or its setting and to enforce the terms of the easement<br />
in the event of a violation.<br />
How is an easement valued?<br />
Valuation, made by a professional appraiser, is typically the difference between<br />
the fair market value of the property before and after the grant of easement.<br />
An easement may reduce the market value of a property because it restricts<br />
development rights. How does a property qualify for an easement deduction<br />
under federal tax law? Certified historic structures are eligible; most often they<br />
are listed on the National Register of <strong>Historic</strong> Places or are ‘contributing’ to a<br />
National Register or local historic district.<br />

What are the possible tax consequences of an easement donation?<br />
For federal income tax purposes, the most important benefit is that the value<br />
of the donated easement may be deducted as a charitable contribution (thereby<br />
reducing the donor’s taxable income). The donor receives a one-time charitable<br />
deduction on federal income tax for the potential reduced value of the<br />
property. In addition to the income tax deduction, federal estate taxes may<br />
also be reduced if the fair market value of a property is reduced by a preservation<br />
easement.<br />
For state (GA) income tax purposes, the Georgia Conservation Tax Credit<br />
Program allows a tax credit equal to the value of the easement donation;<br />
capped at 25% of the fair market value of the donated property (not to exceed<br />
$250,000 for individuals and $500,000 for corporations). An easement may<br />
also decrease a property’s local tax assessment and thus its local property taxes.<br />
NOTE: The complexities of the federal tax code and the applicable IRS regulations<br />
are not easily encapsulated in a short summary, so prospective donors are<br />
strongly advised to seek the advice and assistance of an attorney with experience in<br />
such matters.<br />
