2. Program\Clinical Chief Reports 

2.1 EmergencylAmbulatory Care Program 

Further to Dr. Williams' verbal report to Board of Trustees on April 24, 2006,20 of the 21 

resignations received from the Emergency Room Physicians have been rescinded. One 

resignation will not be rescinded. 

3. Report from the COOs· SI. John's 

Members of the Medical Advisory Committee raised concerns about the inadequacy of funding in 

the budget for medical capital equipment. Members felt that equipment is kept far beyond its life 

span. There is anever-ending process of upgrades to equipment. Some equipment is being 

funded through operating funds. This problem not only impacts our ability to deliver timely and 

adequate medical services, but also impacts negatively upon Medical School education, our ability 

to recruit and retain specialists and on the accreditation process. Given that we have over $100 M 

dollars in medical capital equipment, with the normal lifespan of some 10 years it is impossible to 

plan for the timely replacement of this equipment without adequate funds being available on an 

annual basis. Members of the MAC felt strongly that the Board of Trustees should be advised of 

this serious situation and that this matter should be brought to the attention of Government so that 

this can be rectified both in the short and long term.

Acute Care Hospitals- St. John's 

October 25, 2006 

There has been one meeting of the Medical Advisory Committee, Acute Care 

Hospitals - St. John's since the last meeting of the Board of Trustees held on 

October 11, 2006. 

CONFIDENTIALITY 

Dr. Rockwood reported that disciplinary action, with respect to mishandling of electronic 

charting, is occurring within the Day Surgery section of the Perioperative Program. It is 

recognized that confidentiality and inappropriate use of patient electronic record access 

is a serious concern. The Department of Surgery is extremely concerned with the 

methodology presently being used to discipline personnel in this area. This has already 

had serious implications, not only for the people being disciplined, but for the clinical 

care for patients in the Day Surgery Department. There is likely a significant ripple-down 

effect that will impede patient care throughout the hospital. Dr. Rockwood did not 

condone inappropriate access of information by personnel, but it was felt that the 

discipline process being used engenders a climate of fear and intimidation. 

There was considerable discussion at the meeting about patient record access by 

nurses, physicians, educators, researchers, etc. Specific concern was raised over the 

Federal Privacy Act and its implications for all parties as of January 1, 2007. Several 

education programs are contemplating actions in preparation for January 1, 2007. It was 

suggested that the Medical ,Staff Association could also plan education sessions on this 

important and far-reaching topic. 

RECRUITMENT - MEDICAL STAFF OFFICE 

Dr. Scott Wilson stressed the need for an appropriate professional, comprehensive 

recruitment program/office for recruitment of physicians to Eastern Health. The 

physician recruitment market is very competitive and he felt that Eastern Health was not 

as organized or professional in its approach to physician recruitment as other 

institutions, Dr. Howell advised that he will be reviewing the entire recruitment process 

for Eastern Health. It was agreed that a personal approach and clinical chief involvement 

should continue to be important factors in a well-organized and comprehensive 

recruitment program.
