Dear Friend of <strong>Early</strong> <strong>Care</strong> <strong>and</strong> <strong>Education</strong>:<br />

The Westchester County 2006 Child <strong>Care</strong> Utilization Study found that the high cost of child care is a burden for many families while the high cost of<br />

doing business in the County stresses our child care businesses. Parents are willing to pay for higher quality <strong>and</strong> flexibility of schedule. Our early care <strong>and</strong><br />

education system needs to be more responsive to parent needs. The Child <strong>Care</strong> Council must play a stronger leadership role as “keeper of the vision.”<br />

The Council fully embraced the study’s findings, working closely with child care leaders, County government <strong>and</strong> other stakeholders to begin to<br />

strengthen Westchester’s business of educating <strong>and</strong> caring for our children. At the Council we exp<strong>and</strong>ed our own expertise <strong>and</strong> affiliated with new<br />

partners to be more effective in our work <strong>and</strong> develop a greater underst<strong>and</strong>ing of child care as an industry. Through the <strong>Early</strong> <strong>Care</strong> <strong>and</strong> <strong>Education</strong> (ECE)<br />

Forward initiative funded by the Westchester County Department of Social Services, the Council launched several new projects, including:<br />

■ A leadership retreat to engage key child care directors <strong>and</strong> professionals in new approaches;<br />

■ Exp<strong>and</strong>ed business training with a focus on finance <strong>and</strong> marketing;<br />

■ An intensive quality improvement/financial sustainability consultation service;<br />

■ A strategic planning <strong>and</strong> long-term systems change process;<br />

■ Assistance to child care businesses in preparing for Universal Pre-Kindergarten collaborations with school districts.<br />

With the help of the IBM Global Work/Life Fund, we introduced new shared services demonstrations involving consolidated purchasing <strong>and</strong> debit card<br />

technology to encourage use of dependent care assistance plans, which help parents finance child care.<br />

All across the country, as in Westchester, early care <strong>and</strong> education is re-inventing itself in response to changing parental needs <strong>and</strong> expectations,<br />

increased interface with other systems, the spread of quality rating systems, <strong>and</strong> greater recognition of the importance of children’s early years, <strong>and</strong> the<br />

lifelong impact of quality early care <strong>and</strong> education experiences. Our own child care community underst<strong>and</strong>s that although change may be difficult, it is<br />

inevitable, <strong>and</strong> that we must come together in new ways to achieve the highest quality of services for children <strong>and</strong> parents.<br />

As we continue to move forward, we are grateful to our colleagues in early care <strong>and</strong> education, our government partners, our funders <strong>and</strong> the many<br />

individuals, businesses <strong>and</strong> organizations that share our vision for a bright future for all Westchester’s children – which begins with quality early care <strong>and</strong><br />

<strong>Early</strong> <strong>Care</strong> <strong>and</strong> <strong>Education</strong> FORWARD<br />

New thinking <strong>and</strong> services to help child care businesses succeed…<br />

The Council’s new initiative, ECE Forward, funded by Westchester County through the Department of Social Services, embodies our passionate<br />

commitment to reshaping <strong>and</strong> strengthening the business of educating <strong>and</strong> caring for Westchester’s children. ECE Forward challenged the<br />

Council to develop new skills <strong>and</strong> ways of approaching problems so that our training, technical assistance <strong>and</strong> consultation are more responsive<br />

to the multiple <strong>and</strong> sometimes overwhelming issues faced by child care businesses. While continuing to emphasize our work promoting effective<br />

practices with children, as highlighted on the pages that follow, the Council offered new support <strong>and</strong> resources in the business of child care,<br />

which is linked to <strong>and</strong> inseparable from the educational experience itself.<br />

2007 Highlights<br />

■ Held an exciting Leadership Retreat with more than 60 leaders in the Westchester child care industry to develop strategies for<br />

improving quality <strong>and</strong> business sustainability.<br />

■ Provided new business-focused workshops for over 100 participants, addressing child care finance, shared services, small business resources,<br />

<strong>and</strong> marketing.<br />

■ Provided 28 students with scholarships to achieve the Child Development Associate (CDA) credential.<br />

■ Awarded $48,000 in direct grants <strong>and</strong> $25,000 in a shared grant, to support new quality improvements in child care businesses.<br />

■ Facilitated Universal Pre-K collaborations between school districts<br />

<strong>and</strong> community-based child care providers.<br />

■ Began the pilot of the Quality Forward initiative, an in-depth<br />

assessment of business management <strong>and</strong> program quality, with<br />

collaborative improvement planning <strong>and</strong> technical assistance.<br />

■ Hired a subsidy specialist who helped child care providers <strong>and</strong><br />

families to successfully navigate the Westchester County Child <strong>Care</strong><br />

Subsidy process.<br />

■ Finalized a 5-year Strategic Plan for the Partnership for <strong>Early</strong> <strong>Care</strong><br />

<strong>and</strong> <strong>Education</strong>.<br />

■ Provided focus-group input for development of a statewide Quality<br />

Rating System currently under development, with the possibility of<br />

becoming a pilot site for the rating system in late 2008.<br />

Making quality early care <strong>and</strong> education more accessible for parents …<br />

As Westchester’s only child care resource <strong>and</strong> referral agency, the Council connected parents to the most appropriate child care for their<br />

individual family needs. Using NACCRRAware, our extensive database with detailed information on every type of child care, the Council’s child<br />

care specialists guided parents through the overwhelming information on early care <strong>and</strong> education options, including state regulations, staffchild<br />

ratios, quality indicators, financial assistance, <strong>and</strong> the selection process. As mentioned earlier, the Westchester County 2006 Child <strong>Care</strong><br />

Utilization Study found that the high cost of child care is a burden for many families. The Council exp<strong>and</strong>ed its financial support to families<br />

through the addition of a new staff position <strong>and</strong> increased scholarship assistance. The Council’s new subsidy specialist helped parents obtain<br />

child care subsidies <strong>and</strong> child care businesses manage <strong>and</strong> receive their subsidy reimbursements. The three child care scholarship programs<br />

administered by the Council – the Westchester County Child <strong>Care</strong> Scholarship, the Sally Ziegler Scholarship <strong>and</strong> the United Way Scholarship for<br />

Special Populations – opened up regulated child care options for hundreds of parents.<br />

2007 Highlights<br />

■ The Council’s referral service received 4,035 requests for child care.<br />

■ 4,137 children were referred to child care through the Council, up from 4,069 in 2006.<br />

■ Over half of our callers used the Council’s website referral request form.<br />

(www.Child<strong>Care</strong>Westchester.org).<br />

■ 235 families whose income exceeded the cap for the public subsidy received the Westchester<br />

County Child <strong>Care</strong> Scholarship, benefiting 292 children. Awards averaged $3297 per<br />

household.<br />

■ The Council distributed United Way Scholarships to children enrolled at 19 child care centers.<br />

Recipients included children of immigrant families, children with special needs, children of<br />

teen parents, or children from households with financial needs.<br />

■ The Council’s Sally Ziegler Scholarship awarded 17 scholarships to working parents whose<br />

incomes were above the income limit for public child care subsidies, enabling them to place<br />

their children in Office of Children & Family Services-regulated programs.<br />

■ 406 children <strong>and</strong> 246 adults were enrolled in the Child <strong>and</strong> Family Health Plus public health<br />

insurance programs by the Council’s facilitated enrollment specialist.<br />

■ Through a grant from the Westchester County Board of Legislators, the Resource <strong>and</strong><br />

Referral Department updated NACCRRAware <strong>and</strong> added nursery school information.<br />

Maintaining a healthy supply of programs <strong>and</strong> providers…<br />

The Council recognizes the important link between a quality child care experience <strong>and</strong> children’s future success, including improved school<br />

performance, increased rates of high school graduation, college enrollment, <strong>and</strong> increased earnings potential. To solidify that connection, the<br />

Council helps establish <strong>and</strong> strengthen quality, affordable child care programs for families throughout the County. We provide new start-up<br />

assistance, staff credentialing, a range of professional development activities year round, financial resources, <strong>and</strong> advisement – all striving to<br />

support a range of child care options for parents at all income levels.<br />

2007 Highlights<br />

■ Westchester County gained 299 regulated child care slots for a total of 26,444, which included: 13,111 licensed child care centers, 9,882<br />

registered school age programs, 1,393 registered family child care providers, <strong>and</strong> 2,058 licensed group family child care providers.<br />

■ Funded by the Westchester County Office for Women, an Infant Toddler Expansion Grant was<br />

awarded to Royal Day <strong>Care</strong> in New Rochelle for 8 infant slots <strong>and</strong> to Little Friends Day <strong>Care</strong><br />

Center in Ossining for 9 toddler slots.<br />

■ 10 start-up grants were provided to assist newly-registered or licensed providers in establishing<br />

quality programs.<br />

■ 125 family <strong>and</strong> group family child care providers participated in the Child <strong>and</strong> Adult <strong>Care</strong> Food 2007 Infant Toddler Expansion Grant Awardees<br />

with Child <strong>Care</strong> Advocate Brenda Resnick Spano.<br />

Program, <strong>and</strong> served nutritious meals to children in their care.<br />

■ The Registration Department completed 52 family day care initial<br />

applications, 5 school age initial applications, 75 family child care<br />

renewals <strong>and</strong> 56 school age renewals.<br />

Developing <strong>and</strong> sustaining a skilled <strong>and</strong> professional workforce…<br />

A trained <strong>and</strong> highly motivated professional staff is the unmistakable foundation for any <strong>and</strong> all quality early care <strong>and</strong> education programs. Ongoing<br />

professional development is critical. As part of ECE Forward, the Council introduced new business-focused workshops in child care finance,<br />

shared services, small business resources, <strong>and</strong> marketing strategies. The Child Development Associate credential programs exp<strong>and</strong>ed to include<br />

concentrations on infant/toddler or preschool children. Providers were encouraged to attend local <strong>and</strong> state level conferences to broaden their<br />

perspectives, exp<strong>and</strong> learning opportunities <strong>and</strong> network with other professionals in the early child care field. Several Council staff gave<br />

presentations at local, state <strong>and</strong> pre-eminent national conferences.<br />

2007 Highlights<br />

■ Following the successful Infant/Toddler Child<br />

Development Associate (CDA) class, the Council<br />

introduced its first Preschool CDA class with 13<br />

participants. To date, 26 men <strong>and</strong> women have<br />

completed the Council’s CDA program. Ten<br />

Infant Toddler CDA c<strong>and</strong>idates <strong>and</strong> 13 Preschool<br />

CDA c<strong>and</strong>idates recently graduated <strong>and</strong> await<br />

their final review.<br />

CDA Graduates<br />

■ Funding for the CDA programs came from three sources: the Westchester County<br />

Office for Women, the Westchester County Department of Social Services, <strong>and</strong> the IBM<br />

Global/Work Life Fund.<br />

■ The Board of Regents of the University of the State of New York<br />

National Program on Non-Collegiate Sponsored Instruction (PONSI)<br />

recommended the Council’s CDA for up to 6 college credits. The<br />

Council's program is the first in the country to achieve this status.<br />

The Council <strong>and</strong> PONSI hope that college credit for CDA training<br />

will increase access to higher education for adult learners.<br />

Council’s CDA Program is recommended for six college credits by<br />

National PONSI.<br />

■ The Council delivered over 160 workshops attended by 3,180 child care professionals.<br />

■ An all-day Saturday seminar, “Play… Back to Basics: A Day-Long Seminar,” was designed<br />

specifically for experienced providers, based on the American Academy of Pediatrics report “The<br />

Importance of Play in Promoting Healthy Child Development <strong>and</strong> Maintaining Strong Parent-Child<br />

Bonds.” Filled to capacity, participants in the seminar discussed the value <strong>and</strong> benefits of play,<br />

reflected on their own program, <strong>and</strong> learned strategies to emphasize this information with<br />

parents.<br />

■ The Professional Development Department promoted use of the Environment Rating Scales as a<br />

vehicle for quality improvement by including an overview in all relevant Calendar workshops.<br />

■ With funding from IBM Global Work/Life Fund <strong>and</strong> in partnership with National Institute<br />

on Out-of-School Time, ISACC presented “Making the Most of the Middle School Years:<br />

Effective Afterschool Programming,” a one day symposium that engaged almost 100<br />

middle school practitioners, explored best practices, <strong>and</strong> promoted the growth of youth<br />

serving programs in the County.<br />

■ The Council’s Infant Toddler Conference, the only conference<br />

in Westchester that provides specific information, research<br />

<strong>and</strong> strategies for the teachers of our youngest children,<br />

attracted nearly 130 participants, representing a total of 38<br />

child care programs. The theme of the conference focused<br />

on the importance of positive parent-caregiver/teacher<br />

relationships <strong>and</strong> effective policies <strong>and</strong> strategies for<br />

establishing a partnership.<br />

■ A MetLife Foundation grant funded resources for a<br />

Community <strong>Education</strong> Department literacy improvement<br />

program. Twenty providers received mini-libraries <strong>and</strong><br />

additional training to encourage greater frequency of literacy<br />

activities in their programs. Parent materials were also<br />

included. Council early childhood consultants delivered<br />

training, modeling <strong>and</strong> coaching.<br />

■ With generous support from the IBM Global Work/Life Fund, the Council’s Professional<br />

Development Department developed a train-the-trainer kit to support the training of<br />

infant <strong>and</strong> toddler teachers, promote language development, <strong>and</strong> encourage the highest<br />

quality child care. Fifteen center directors <strong>and</strong> trainers attended the workshop; twelve<br />

participants attended a three month follow-up workshop <strong>and</strong> reported that infant <strong>and</strong><br />

toddler staff had responded positively to the training.<br />

■ With a grant from the New York Life Foundation <strong>and</strong> in partnership with Southern<br />

Westchester BOCES, the Council’s Literacy, Science <strong>and</strong> Math, Oh My! Program increased<br />

school age program capacity by bringing literacy, science <strong>and</strong> math training <strong>and</strong> resources<br />

to 15 programs for school age children.<br />

Literacy, Science <strong>and</strong> Math made fun thanks to<br />

New York Life.<br />

■ The Council provided support for the Middle School Director’s Network, a resource for<br />

program leaders who work with middle school youth. The group exp<strong>and</strong>ed to include<br />

community leaders <strong>and</strong> middle school personnel.<br />

■ The Community <strong>Education</strong> Department conducted 211 technical assistance visits to providers using either the National Association of<br />

Family Child <strong>Care</strong> (NAFCC) Accreditation Readiness Tool or the Get Ready to Read Family Child <strong>Care</strong> Literacy Environment Checklist to<br />

generate improvement plans <strong>and</strong> support by the Council. This program was funded by the Westchester County Department of Social<br />

Services.<br />

■ 96 participants attended <strong>and</strong> passed the Medication Administration Training Course conducted at the Child <strong>Care</strong> Council of Westchester.<br />

■ 6 programs received Health <strong>Care</strong> Planning Grants to help<br />

them attain certification to administer medications.<br />

■ The Professional Development Department developed<br />

SNAPSHOTS, a train-the-trainer kit to promote language<br />

development <strong>and</strong> encourage the highest quality of care in<br />

those environments. Supported by the IBM Global Work/Life<br />

Fund, this new resource features photographs of infants <strong>and</strong><br />

children, <strong>and</strong> a variety of activities to help new infanttoddler<br />

caregivers.<br />

<strong>Early</strong> <strong>Care</strong> <strong>and</strong> <strong>Education</strong> FORWARD<br />

Effective advocacy to build support <strong>and</strong> resources …<br />

The Council continued to champion policies <strong>and</strong> call for resources that strengthen the child care community in partnership with other advocates<br />

<strong>and</strong> stakeholders. The Council worked closely with Westchester County government to develop ECE Forward <strong>and</strong> refine the County Child <strong>Care</strong><br />

Scholarship Program, supported state policy initiatives through its membership on the New York State Child <strong>Care</strong> Coordinating Council, <strong>and</strong><br />

provided testimony <strong>and</strong> public information on the benefits of a quality early care <strong>and</strong> education system to the whole region. The Council also<br />

continued its collaborations with many other groups on broad community issues that impact children <strong>and</strong> families through its participation on<br />

the Westchester Women’s Agenda, the Task Force on Child Abuse <strong>and</strong> Neglect, the Campaign for Kids, the <strong>Early</strong> Childhood Planning Group, <strong>and</strong><br />

the Integrated Services Planning Committee.<br />

2007 Highlights<br />

■ The Council developed a PowerPoint presentation that clearly outlines how participants – both employers <strong>and</strong><br />

employees – save money by enrolling in a Dependent <strong>Care</strong> Assistance Plan (DCAP), a flexible spending account<br />

plan.<br />

■ The Council joined with groups across the state in calling for the elimination of the child support requirement<br />

for families seeking subsidized child care.<br />

■ The Council organized community meetings for the release of<br />

the Westchester County 2006 Child <strong>Care</strong> Utilization Report<br />

to encourage underst<strong>and</strong>ing of the key findings <strong>and</strong> adoption of<br />

its recommendations.<br />

2007 Unsung Hero Awardees<br />

■ Founded 30 years ago by the Child <strong>Care</strong> Council <strong>and</strong> the Mental Health Association of Westchester<br />

County, the Westchester Task Force on Child Abuse <strong>and</strong> Neglect held its 30th Annual Unsung Heroes<br />

Luncheon, honoring outst<strong>and</strong>ing individuals whose contributions significantly impact the lives of<br />

vulnerable children. The event was co-chaired by Dr. Barbara Bernstein, Director of Training at the<br />

Mental Health Association of Westchester <strong>and</strong> Kathy Halas, Executive Director of the Child <strong>Care</strong><br />

Council. The keynote speaker was Judge Rory Bellantoni.<br />

■ ISACC led a delegation of Westchester school<br />

age professionals <strong>and</strong> students/consumers to<br />

After-School Advocacy Day in Albany, where<br />

they met with a number of Westchester<br />

legislators.<br />

■ The entire Professional Development<br />

Department presented workshops at the Annual NYSAEYC Conference in 2007. Topics<br />

included learning environments, building bridges across cultures, <strong>and</strong> block play.<br />
