Successive governments have recognized the need<br />

for a coord<strong>in</strong>ated <strong>and</strong> comprehensive policy <strong>on</strong> <strong>SME</strong>s.<br />

A number of attempts have been made at<br />

elaborat<strong>in</strong>g such a policy (2008 be<strong>in</strong>g the most<br />

recent). This latest policy proposal will be the subject<br />

of my presentati<strong>on</strong>.<br />

Over the years, support for <strong>SME</strong>s has been<br />

implemented <strong>in</strong> an ad hoc <strong>and</strong> haphazard manner


Overview of the MSE Sector<br />

Accord<strong>in</strong>g to a 2006 Study by the GCIC, <strong>SME</strong>s<br />

account for at least 50% of all employment <strong>in</strong><br />

<strong>Grenada</strong><br />

<strong>SME</strong>s operat<strong>in</strong>g <strong>in</strong> <strong>Grenada</strong> span a variety of<br />

bus<strong>in</strong>ess activities (agriculture, fisheries,<br />

manufactur<strong>in</strong>g, c<strong>on</strong>structi<strong>on</strong>, tourism, mechanical<br />

eng<strong>in</strong>eer<strong>in</strong>g, wholesale & retail etc.)

The Sector c<strong>on</strong>t<strong>in</strong>ues to face numerous c<strong>on</strong>stra<strong>in</strong>ts,<br />

<strong>in</strong>clud<strong>in</strong>g lack of access to f<strong>in</strong>ance, high cost of<br />

producti<strong>on</strong>, the absence of an appropriate legal<br />

<strong>and</strong> <strong>in</strong>centives framework to name few<br />

There are a number of agencies provid<strong>in</strong>g various<br />

levels of support to the Sector.<br />

Over the years the level of support to <strong>SME</strong>s have<br />

dw<strong>in</strong>dled.


Importance of the Sector<br />

It is widely recognized that <strong>SME</strong>s can c<strong>on</strong>tribute<br />

significantly to poverty alleviati<strong>on</strong> <strong>and</strong> employment<br />

creati<strong>on</strong>.<br />

Government’s stated positi<strong>on</strong> that the ec<strong>on</strong>omy must<br />

be private sector driven.<br />

The Sector c<strong>on</strong>tributes to over 50% of employment<br />

<strong>in</strong> the Country.

Traditi<strong>on</strong>ally, Commercial Banks have not been a huge lender<br />

to Small <strong>and</strong> Medium Sized Bus<strong>in</strong>ess (high risk <strong>and</strong> cost<br />

<strong>in</strong>efficiencies)<br />

Credit Uni<strong>on</strong>s, NGOs <strong>and</strong> other <strong>Micro</strong>f<strong>in</strong>ance <strong>in</strong>stituti<strong>on</strong>s are<br />

the pr<strong>in</strong>cipal agencies that lend to <strong>SME</strong>s but their reach is<br />

limited due to the paucity of resources.<br />

The Government has played a role <strong>in</strong> the sector by <strong>in</strong>troduc<strong>in</strong>g<br />

a number of microf<strong>in</strong>ance programmes, such as <strong>Micro</strong><br />

Enterprise, Agricultural Development Fund, Fish<strong>in</strong>g Industry<br />

Fund, Irrigati<strong>on</strong> Loan Scheme, the GYEI, the Youth Enterprise<br />

Development Fund


2008 <str<strong>on</strong>g>Policy</str<strong>on</strong>g> <strong>on</strong> <strong>SME</strong>s<br />

In 2008, a <str<strong>on</strong>g>Policy</str<strong>on</strong>g> <strong>on</strong> Small Bus<strong>in</strong>ess was develop<br />

through a participatory approach under the Public<br />

Sector Modernizati<strong>on</strong> Project. This project was cofunded<br />

by the World Bank.<br />

In 2009, Cab<strong>in</strong>et approved the adopti<strong>on</strong> of the<br />

<str<strong>on</strong>g>Policy</str<strong>on</strong>g>.<br />

This policy statement is expected to serve as the<br />

basis for the enactment by Parliament of a Small<br />

Bus<strong>in</strong>ess Development Act.

The Goal of the <strong>Grenada</strong> Small Bus<strong>in</strong>ess<br />

Development <str<strong>on</strong>g>Policy</str<strong>on</strong>g> is to generate wealth <strong>and</strong> an<br />

improved quality of life for more families <strong>and</strong> to<br />

<strong>in</strong>crease better-bus<strong>in</strong>ess skills, competencies <strong>and</strong><br />

competitiveness <strong>in</strong> the workforce <strong>on</strong> the isl<strong>and</strong><br />

The purpose is to stimulate the susta<strong>in</strong>able<br />

development, growth <strong>and</strong> expansi<strong>on</strong> of viable<br />

micro, small <strong>and</strong> medium-scale enterprises <strong>and</strong> to<br />

create appropriate c<strong>on</strong>diti<strong>on</strong>s for entrepreneurial<br />

spirit <strong>and</strong> culture to flourish <strong>in</strong> urban, sub-urban<br />

<strong>and</strong> n<strong>on</strong>-urban communities throughout <strong>Grenada</strong>

The Way Forward: Next Steps<br />

Expedite the Small Bus<strong>in</strong>ess Development Bill to the<br />

Parliament. This is <strong>on</strong>e of the targets set <strong>in</strong> the 2011<br />

Estimates of Revenue & Expenditure<br />

Meanwhile, c<strong>on</strong>t<strong>in</strong>ue to implement reforms that do<br />

not require legislative amendments ( for e.g. the<br />

Small Entrepreneurs Fund was <strong>in</strong>troduced <strong>in</strong> 2010<br />

<strong>and</strong> was exp<strong>and</strong>ed this year
