Similarly Bradbury, Mayer, and Case analyze the effects of property tax limitations resulting from<br />
Massachusetts’ Proposition 212 (2001). Their analysis sought to identify whether towns that<br />
were more restricted in their ability to generate revenue tended to spend less on local services,<br />
effectively reducing the town’s attractiveness to potential home buyers. They found that school<br />
spending was affected the most and their analysis revealed that cities with “good schools” - as<br />
measured by 1990 test scores - saw significantly greater rates of appreciation in home values.<br />
