<strong>ARC</strong> was part of the overall<br />
Planning Program Management<br />
team with responsibilities for the<br />
review and critique of the <strong>Baggage</strong> <strong>Handling</strong> <strong>Systems</strong> (BHS) design, functionality,<br />
performance, contract documents and specifications. We were specifically were<br />
retained to perform Contract Documents review with the objective of providing an<br />
overall BHS system analysis, with the development of debugging, testing and<br />
maintenance programs. As in any BHS project numerical analysis of the <strong>Airport</strong><br />
<strong>Baggage</strong> Projected flows and integration of these flows into comprehensive schematics<br />
are essential to baggage handling systems functionality; these processes were<br />
analyzed on <strong>ARC</strong> developed BHS processing software. The basic system design was<br />
specified to meet specific baggage handling rates and capacities, these rates were not<br />
being accomplished and the assistance <strong>ARC</strong> provided in debugging and testing of the<br />
baggage handling systems was invaluable in identifying solutions to improving system<br />
function, processing rates and overall system specification compliance. Programmable<br />
Logic Software review and critique identified specific problem areas within the BHS<br />
operations software that upon redesign provided improved system performance. <strong>ARC</strong><br />
also participated in the development and review of the maintenance manuals for the<br />
airport maintenance department. The critiques and debugging operations performed<br />
with the <strong>Airport</strong> Maintenance staff resulted in improved tilt-tray repair and debugging<br />
operations, parts stocking procedures and preventive maintenance scheduling<br />
programs.<br />
Sydney <strong>International</strong> <strong>Airport</strong>’s existing baggage handling system consists of standard<br />
check-in and transport of baggage conveyor belt system to the sortation systems.<br />
Terminal domestic baggage is sorted by a <strong>Baggage</strong> Belt - Pusher system to secondary<br />
baggage accumulation lines for the final manual sortation to aircraft gate loading<br />
positions. The <strong>International</strong> baggage is sorted by an upper and lower Tilt-Tray sortation<br />
system to secondary baggage accumulation flat plate conveyor loops.<br />
<strong>Baggage</strong> processing is one of the key components of any operational airport and today<br />
an essential part of overall airport security. The international baggage handling system<br />
had provisions for baggage x-ray screening that were implemented and provided hold<br />
baggage screening for any specified aircraft flight.<br />

the <strong>Baggage</strong> <strong>Handling</strong> <strong>Systems</strong>. Douglas J. Tobin was retained as the <strong>Baggage</strong><br />
<strong>Handling</strong> <strong>Systems</strong> expert to review and critique the <strong>Baggage</strong> <strong>Handling</strong> <strong>Systems</strong><br />
Specifications and perform numerical analysis of the overall BHS operation and design<br />
reviews of the proposed <strong>Baggage</strong> <strong>Handling</strong> <strong>Systems</strong>. Our reports documented<br />
expected system performance levels, and uncovered a number of critical planning<br />
design issues assisting in the overall terminal handling and operations troubleshooting.<br />
<strong>ARC</strong> was also responsible for the qualitative evaluation reports for the selection of the<br />
systems to be utilized for 100% hold baggage screening. Senior management<br />
presentation of these reviews of building and system integration of the proposed<br />
baggage screening X-ray systems received from Heimann <strong>Systems</strong>, Rapiscan Security<br />
Products, EG&G Astrophysics, Vivid Technologies and Radio Frequency tagging by<br />
Logan Fabricom allowed selection and contract award.<br />
