BOARD OF DIRECTORS MEETING MINUTES<br />

<strong>April</strong> 17, <strong>2012</strong><br />

Meeting was called to order by President, Dave at 7:15 p.m. at the home of Andy Saxe.<br />

MINUTES of the March 14 meeting were not available and Dave will try to reconstruct them. There<br />

was some effort to recall pending issues. Bev offered to take the minutes of this meeting. Bruce will<br />

take minutes of the May meeting.<br />

TREASURER’S REPORT: Mary<br />

Mary presented balance sheets for the SPHA accounts for the period ending March 31, <strong>2012</strong>. The<br />

current balance on hand in the bank for the General Account is $76,930.58. There is $196, 092.13<br />

in the Water Account and Mary reported that both accounts are in good shape. She will contact the<br />

one delinquent property owner who is one year behind in paying the water bill. Mary brought the<br />

ledger if anyone wanted to review it. The board unanimously accepted Mary’s reports.<br />

ROAD REPORT: In Road Chairman, Jack Conant’s absence (family emergency), Dave<br />

made the report<br />

• Chipper Day: Tim Segault had a four-man crew doing fire safety clean-up in some of the<br />

common land beginning this week with the stipulation of spending no more than $5,000.<br />

Tim will return on Thursday to begin chipping the piles. There is a total of $9,000 budgeted<br />

for chipping/mowing.<br />

• Lower Road: Dave will be meeting with Island Excavating to obtain the estimated cost if we<br />

wanted to go forward with chip seal. While the lower road is not too bad, we want to<br />

determine all that should be done before summer; no grading necessary just filling potholes. In<br />

June the road will be due for lignicite for dust control. $16,700 is left in road maintenance<br />

with $5,000 in Capital Costs.<br />

• Mary reported she received a call from Wally Gudgell, local realtor, regarding <strong>Spring</strong> <strong>Point</strong><br />

road fees. Discussion followed regarding the property in question which is at the end of<br />

Logans Run.<br />

Water Systems Report:<br />

• Surface Plant:<br />

There is approximately $5,000 left in Pond Ops & Maintenance budget. John Ryberg<br />

indicated the reverse osmosis system needs about $1,000 to repair a pump and to purchase<br />

needed chemicals.<br />

John could use help with the intake hoses (Andy and Bruce will help). John plans to cut off<br />

the fittings. Dave will check on disposing of old motors/metals, etc.<br />

There has also been a higher loss of water in the last quarter and Dave believes there may be a<br />

leak at the top of the Beaver Slide.<br />

• Dock Float: John indicated it will be moved in the next 30 days and a check will be made if<br />

any repairs are needed; i.e. hinges. Dave indicated that Chris Betcher could be asked to dive<br />

and check out the flotation blocks.<br />

• Slow Sand Filter: Within the next three months, Dave will spend up to $50,000. Two<br />

weeks ago Dave received the design details and will get Will Gossett to do the structural<br />

analysis for the County. The County’s involvement:<br />

Land Use permit, $1,000<br />

A building permit for each of the two buildings which is based on the estimated cost to<br />

construct each building. Both the Filter House and the Aerator House are<br />

straightforward designs with no windows.<br />

• Water line: Dave indicated that we should think about replacing the rubber boot that is used<br />

to bring water from the dam to the water plant. A potential problem was noted by the pond<br />

divers.<br />

• McVay contributions: Suggestion made to honor the McVays for the many, many years of<br />

water meter readings. This could be done at the annual meeting on August 18.<br />

ARCHITECTUAL REVIEW COMMITTEE: Millie and Andy<br />

• Millie is looking for the initial building application. She has the renovation application.<br />

Bruce and Andy will search and Jack Conant and Bonnie Ward will be contacted.<br />

• Barbara Bedell has volunteered to be on the Committee. Alayne Goodhart will also be<br />

approached.<br />

PROJECTS:<br />

• Website: Bruce<br />

He has a new architectural page and homeowners’ page to welcome new residents to<br />

<strong>Spring</strong> <strong>Point</strong>.<br />

The CC&R’s can be accessed by realtors without a password.<br />

• Directory: Bruce<br />

65% of the residents have responded to his request to okay their listing in the<br />

director. Some prefer to stay anonymous. If they do not respond, then their current<br />

information will be used.<br />

He will check with Bedell who coordinated the directory last time.<br />

• Annual Report: Bruce said he is working on it and has a good template<br />

• Beach Improvements:<br />

Andy reported that Bruce Wiscomb has promised to get to us soon. We will need a board<br />

member to oversee the work that was proposed by Don McVay:<br />

Path to the dock, $2,900<br />

Bottom step, $800<br />

Don also wants to enlarge the parking area by draining and cleaning out the swamp. It<br />

could cost $5,000 and the board decided to postpone the decision to go forward with<br />

this work until the Annual Meeting.<br />

Bruce agreed to take pictures of the way the beach looks now so that we would have a<br />

record of the need to make these necessary repairs, should anyone ask.<br />

NEW BUSINESS<br />

• Tree Felling<br />

Dilling Tree Request: The Board reiterated its e-mail approval for Dave to remove<br />

the big tree that poses a danger to his home and family.<br />

Barbara Bedell Request: John Olson has written a letter to Barbara indicating that two<br />

of her trees need to come down. Motion made by Bruce, and second by Mary to<br />

allow Barbara to proceed with felling the trees.<br />

Andy reported he had to cut an Alder tree that was posing a hazard.<br />

The Board always approves tree removal if safety is the issue.<br />

• New Treasurer: Suggestions were made to ask Susan Chadwell and/or Linda Harris.<br />

• Dogs:<br />

Linda Peth had previously sent an e-mail to the Board that her tenant had been<br />

frightened by the Hamaker dog. Dave spoke to both Bob and Jody Hamaker. Millie<br />

will talk to the tenant.<br />

<strong>Spring</strong> <strong>Point</strong> currently does not require dogs to be on a leash.<br />

There is no enforcement possible on our part.<br />

There should be a friendly reminder on the Web page and perhaps in other<br />

communication to all dog owners:<br />

1. Be responsible for your own dog.<br />

2. Pick up after your dog.<br />

3. Obey the County rules<br />

4. Have a license for your dog.<br />

If this problem continues, the Board could ask for more control<br />

• Lundeen: Bev will send a get well card to Bob.<br />

NEXT MEETING: Tuesday, May 22 at Bruce’s home.<br />
