The Physical Plant & Equipment 

Levy, PPEL, is the 

main revenue source used to 

maintain infrastructure investments. 

It is a property tax 

that allows local schools to 

support infrastructure and 

equipment needs. 

Legal uses for PPEL funds: 

• purchase and improvement 

of grounds 

• construction of schoolhouses 

or buildings 

What is PPEL?

Growth Increased Square Footage 

Since 1998, the District’s facility square footage has increased from about 550,000 to just over 

1,000,000 SF, thanks to community support for the 1 cent sales tax and bond issues. 

The Challenge: Protect & Sustain the Infrastructure 

Because of the increase in square footage, the amount of PPEL dollars per square foot of 

facilities has decreased from $1.24 in 1998 to $.83 in 2010. 

How much money will this levy generate? 

The additional $.67 cents will generate approximately $1.1 to $1.2 million each year for the 

next 4 years based on the District’s taxable valuation increasing by an estimated 5% each year. 

How will the District use the additional funds? 

• Bus and vehicle replacements 

• Maintain and replace roofs 

• Install energy efficient windows in older 

buildings 

• Parking lot repairs and replacements 

• Complete remaining HVAC upgrades at 

the High School 

• Energy efficiency projects

voters will be asked at the 

polls on Tuesday, February 1.

If you haven’t been on 

the main Linn-Mar campus 

these days you may be in 

for a shock. The stadium 

and surrounding parking lot 

are nearly complete and the 

sight of the home stands 

towering above the newly 

reconstructed Tenth Street is 

breathtaking. Looking at the 

stadium you can’t help but 

feel a sense of Lion’s pride! 

The parking lot, which is 

expected to open in January, 

will provide more than 

500 more parking places for 

students and staff. The stadium, 

which is expected to 

be open for the spring soccer 

and track seasons, will 

offer seating for 5,000 fans 

on the home side. It will be 

the home of soccer, track, 

football and band competitions. 

A grand opening celebration 

is planned for August

In preparation for the 

construction of the multipurpose 

stadium, many other 

changes needed to happen. 

First, Transportation and 

Operations and Maintenance 

had to move. Their 

new location at 490 62nd 

Street, Marion provides 

ample parking for buses 

and other school vehicles, 

two new hydraulic hoists, 

enough electrical outlets for 

each bus to be plugged in 

during cold winter weather, 

and a wash bay for buses. 

Novak Elementary was open and ready for students on the first 

day of school. 

The Operations and Maintenance 

Department also 

has mechanical bays, workshops 

for the trades areas, a 

large storage area for district 

equipment and furniture, 

and a planning room with 

ample space for district facility 

documents. 

Then, Novak Elementary 

moved down the street 

to their brand new school 

building at 401 29h Avenue 

which was built in just under 

twelve months. Students 

and staff are happily enjoying 

their new school which

stadium, the Educational 

Services Center was demolished 

in July. Central office

while classrooms on the 

second floor were remodeled 

into office spaces. 

COMPASS Alternative Center 

and the Home School 

Assistance Program moved 

into the building as well, 

and can be found on the 

first floor. If you are visiting 

the new Learning Resource 

Center, please enter through 

the double doors on the east 

side of the building, just off 

the new parking lot. 

“The former Novak provides 

adequate space for 

district offices and programs 

and will for many years to 

come. The office and the 

community meeting spaces, 

including the Board Room, 

are much more accommodating 

for a District the 

size of Linn-Mar,” remarked 

Superintendent Katie Mulholland. 

These projects are funded 

by the SAVE, the School 

Infrastructure Local Option 

Sales Tax approved by Linn 

County voters in 2007. 

As the District continues 

to grow the Board has 

targeted the next projects: 

a varsity softball and baseball 

complex, a community 

recreation/pool and education 

facility, and an addition 

to Westfield Elementary 

School. On November 8, 

the Board of Education 

approved a prioritized list of 

construction projects including 

funding for the baseball/ 

softball fields, a pool which 

is included in the community 

project, Westfield classroom 

additions, and Oak Ridge 

cafeteria, classroom and 

gym additions.

The stadium proper is 

still a construction site. As 

always, construction sites 

pose potential risk to public 

safety. Trespassing is unacceptable 

and violators will 

be prosecuted to the fullest 

extent of the law. 

Therefore, any unauthorized

site will be charged 

with trespassing. The District 

will cooperate fully with the 

Marion Police department 

to ensure the safety of individuals 

and protection of the

Linn-Mar Awarded Matching 

Grant for School Bus 

Seven school districts have been 

selected to receive grants from Iowa’s Bus 

Emissions Education Program (BEEP) for 

the reduction of diesel emissions from their 

bus fleets: Belle Plaine, Camanche, Carlisle, 

George-Little Rock, Linn-Mar, Waverly-Shell 

Rock and Wayne Community School Districts. 

Selected school districts will receive 

$38,000 each to replace a school bus 

model 1993 or older with a new school bus that meets 2010 EPA certification. 

Linn-Mar Transportation manager, Brian Cruise, submitted the 

winning grant.

2010 Annual Smart 

Money Campaign

The Linn-Mar School Foundation exists to help bridge the gap 

between what public support (in the form of tax dollars) provides 

and what students and teachers need to succeed in the classroom. 

Our mission is to support Linn-Mar’s tradition of educational excellence 

by channeling private support into innovative new programs 

and curriculum areas. 

The Foundation is aware of several areas of fundamental needs 

in our elementary, middle and high schools. Reading readiness, 

math support and technology programs are the focus of our Smart 

Money fundraising campaign this year. Each of these projects or 

needed resources fell outside of this year’s district budget, yet hold 

promise leading our students to higher levels of learning, progress 

and achievement. 

How can you help? 

Whether you have $1 or $100, we hope you will support the 

Linn-Mar schools with a gift today. A gift of any size to Smart 

Money, the Annual Fund for Linn-Mar, will be invested in classroom 

projects and curriculum needs today. If you did not receive a Smart 

Money letter and you’d like to give, please contact the Linn-Mar

Linn-Mar School Foundation awards 

$10,000 for classroom grants 

The Linn-Mar School Foundation 

is pleased to present 

$10,000 in classroom grants 

this year to the District to be 

used for creative and innovative 

projects for our students. Each 

school is eligible for a $1,000 

grant. The funding is made possible 

from income generated 

from our Beyond endowment 

and Smart Money campaign 

donors. 

The Foundation challenged 

each school administrator to 

fund projects that support a 

school improvement goal or 

advance the student learning 

experience relating to foreign 

language, culture or science 

based initiatives. 

Linn Grove Elementary will be 

investing in high definition document 

projection cameras that will 

enable teachers to bring classroom 

projects to life! Science 

lessons, math manipulatives, 

art work and much more will be 

enhanced with this technology. 

Novak Elementary has plans 

to complete an interactive outdoor 

classroom to help ignite 

passion for nature, gardening, 

leadership & life skills for students. 

We are truly looking forward 

to awarding additional grants for 

our remaining schools. Watch 

for the Linn-Mar School Foundation
