Dear Readers,<br />

I welcome you all to the fourth issue <strong>of</strong> the DES<br />

Quarterly Newsletter for the year 2011-12 that aims to<br />

update its readers on activities <strong>of</strong> the <strong>Directorate</strong> <strong>of</strong><br />

<strong>Economics</strong> & Statistics, Rajasthan. The newsletter<br />

covers highlights, activities, publications and releases<br />

at the <strong>Directorate</strong> for the quarter, January to March ,<br />

2012.<br />

In this quarter, it gives me immense pleasure to inform<br />

you that for the first time, the 19th Conference <strong>of</strong><br />

Central and State Statistical Organization (COCSSO)<br />

was organized by the DES in Jaipur during January 30-<br />

31,2012.<br />

In this quarter, the <strong>Directorate</strong> has released the “Budget<br />

Study 2012-13”, “Budget at a Glance 2012-13”,<br />

“Economic Review 2011-12,” and other important<br />

publications. During the Quarter, the <strong>Directorate</strong> has<br />

also prepared an E-publication namely Economic<br />

Review 2011-12.<br />

These publications cater to data requirements <strong>of</strong> a wide<br />

range <strong>of</strong> pr<strong>of</strong>essionals including policy planners,<br />

researchers, civil society organizations and the<br />

general public.<br />

I hope that you will find this newsletter useful and<br />

informative. I request readers to send in their feedback<br />

for the next issue.<br />

HIGHLIGHTS<br />

1.Price Index <strong>of</strong> Rajasthan:<br />

A.Wholesale Price Index (WPI) <strong>of</strong><br />

Rajasthan:<br />

The wholesale prices <strong>of</strong> selected<br />

commodities viz; agricultural, minerals,<br />

fuel, power, light & lubricants and<br />

manufactured products are collected<br />

on every friday from 76 selected centers<br />

for 154 items and 384 quotations. 29<br />

District Statistical Offices and 47<br />

Krishi Upaj Mandies, provide<br />

information on prices in respect <strong>of</strong> their<br />

commodities from corresponding<br />

market / centers. The <strong>Directorate</strong> uses<br />

these prices for compiling monthly<br />

index series <strong>of</strong> wholesale prices for<br />

Rajasthan on the basis <strong>of</strong> weights<br />

assigned to all commodities on existing<br />

Base year 1999-2000=100.<br />

The weighted index is broadly classified<br />

for all commodities in the following<br />

three groups: -<br />

i) Primary Articles,<br />

ii) Fuel, power, light & lubricants, and<br />

iii) Manufactured Products.<br />

All Commodities: -<br />

The Index <strong>of</strong> All Commodities <strong>of</strong><br />

Wholesale Prices during February,<br />

2012 stood at 232.63 against 211.15 in<br />

February, 2011 showing an annual<br />

increase <strong>of</strong> 10.17 percent over the last<br />

year.<br />

● Index <strong>of</strong> Primary Articles group<br />

increased by 11.93 percent, due to<br />

Price increase in Pulses, Milk, ’Eggs,<br />

meat & fish’, other Food Articles, Oil-<br />

Seed and Others Non-Food Articles.<br />

Similarly, in Minerals sub group, price<br />

increase in Gypsum, Lime Stone,<br />

Phosphorite, Silver, Steatite (Soap<br />

Stone), Building Stone, Lime Stone<br />

(burn) and Brick Earth (Bricks) over<br />

corresponding month <strong>of</strong> last year.<br />

While Index <strong>of</strong> Cereals, Fruit &<br />

vegetables, ‘Condiments & Spices’,<br />

Fibers, Lead concentrate and Zinc<br />

concentrate decreased in Primary<br />

Articles Groups over corresponding<br />

month <strong>of</strong> last year.<br />

● Index <strong>of</strong> ‘Fuel, Power, Light &<br />

Lubricants’ group increased by 8.92<br />

percent due to Price increase in ‘Petrol,<br />

Diesel & L. P. Gas & Lubricants’ and<br />

Electricity Sub-Groups over<br />

corresponding month <strong>of</strong> last year.<br />

● Index <strong>of</strong> manufactured products<br />

group increased by 9.42 percent due to<br />

Price increase in Food Products,<br />

‘Beverage & Tobacco’, ‘Spinning,<br />

Weaving & Finishing’, ‘Wood & Wood<br />

Products’,<br />

Chemical, Non<br />

metallic Minerals Products, ‘Basic<br />

Precious & Ferrous Metals’, General<br />

Purpose Machinery and Motor Vehicles<br />

over corresponding month <strong>of</strong> last year.<br />

While Index <strong>of</strong> Publishing decreased<br />

over corresponding month <strong>of</strong> last year.<br />

The percentage Variation <strong>of</strong> Wholesale<br />

Price Index in December 2011 over<br />

March 2010 increased by 11.47<br />

percent and in January 2012 over<br />

January 2011 by 10.43 percent and in<br />

the month February 2012 over<br />

February 2011 by 10.17 percent.<br />

2. Agriculture Statistics<br />

(January to March, 2011)<br />

B. Consumer Price Index for<br />

Industrial Workers (Base Year<br />

2001=100)<br />

Labour Bureau, Shimla is compiling<br />

and releasing the Consumer Price<br />

Index for Industrial Workers at Jaipur,<br />

Ajmer and Bhilwara centres <strong>of</strong> the<br />

State. At Jaipur, Ajmer and Bhilwara<br />

centres, the respective index for the<br />

month <strong>of</strong> January, 2012 stood at 200,<br />

202 and 203 against 190, 185 and 188<br />

in January, 2011, showing increase 10,<br />

17 and 15 points respectively over<br />

corresponding month <strong>of</strong> last year.<br />

C. Collection <strong>of</strong> Prices through Web<br />

Portal<br />

An <strong>online</strong> data transmission S<strong>of</strong>tware<br />

has been prepared for the data entry <strong>of</strong><br />

the Prices <strong>of</strong> Wholesale, Retail,<br />

‘Building Material & Labour rate’, ‘Live<br />

Stock products & Fodders’ on the basic<br />

<strong>of</strong> weekly/ monthly/<strong>quarterly</strong> from<br />

District Statistical Office and various<br />

• Under the Timely Reporting<br />

Scheme, the estimates <strong>of</strong> area <strong>of</strong><br />

principal crops viz. Wheat, Barley,<br />

Gram, Rape & Mustard, Taramira and<br />

Linseed etc. in the State for Rabi<br />

season for the year 2011-12 have been<br />

prepared on the basis <strong>of</strong> 98.92 percent<br />

(8,845 out <strong>of</strong> 8,942 selected villages)<br />

filled schedules received from<br />

Patwaries. These schedules were<br />

scrutinized, coded and tabulated at the<br />

<strong>Directorate</strong> level. Under this, estimates<br />

are worked out by both the ratio and<br />

unbiased methods <strong>of</strong> estimation. The<br />

prepared estimates are sent to various<br />

departments <strong>of</strong> State / Central<br />

Government.<br />

• The preliminary Report on<br />

estimating area under Principal Crops<br />

for Kharif Season 2011-12 is under<br />

progress.<br />

• Under the Improvement <strong>of</strong> crops<br />

Statistics scheme, the work <strong>of</strong><br />

preparation <strong>of</strong> Tables A1 to A20 and Y1<br />

to Y13 <strong>of</strong> Kharif crops viz. Rice, Jowar,<br />

Bajra, Maize, Cotton, Groundnut etc.<br />

for the year 2011-12 is under progress.<br />

3. National Sample Survey:<br />

• For the State Sample <strong>of</strong> 62-68th<br />

round tabulation s<strong>of</strong>tware has been<br />

provided by NSSO, DPD Kolkata.<br />

• Data Entry and Validation <strong>of</strong> 62-<br />

65th round has been completed.<br />

• Pre Data Entry scrutiny work <strong>of</strong><br />

66th round <strong>of</strong> 520 samples has been<br />

completed.<br />

• The data entry <strong>of</strong> 66th round<br />

has been started and out <strong>of</strong> 520<br />

samples, data entry <strong>of</strong> 289 samples<br />

and validation <strong>of</strong> 249 samples have<br />

been completed.<br />

• Pre data entry scrutiny work <strong>of</strong><br />

67th round is under progress out <strong>of</strong><br />

696 samples, 541 samples has been<br />

completed.<br />

• NSS 68th round survey is under<br />

progress out <strong>of</strong> 520 samples 350<br />

samples has been completed.<br />

4. Right to Information Act, 2005:<br />

Eleven applications under RTI Act, 2005<br />

were received and information to Seven<br />

applicants has been provided.<br />

5. Plan:<br />

• Quarterly plan progress review<br />

meeting information for the quarter<br />

ending December 2011 has been sent<br />

on 13.01.2012.<br />

• Annual Plan 2012-13 and Five<br />

year draft plan 2012-17 has been sent<br />

on 20.12.2011.<br />

6. Progress <strong>of</strong> ISSP and TFC in Q4 <strong>of</strong><br />

2011-12<br />

Background and Progress <strong>of</strong> ISSP till<br />

date<br />

The Central Statistical Organization<br />

(CSO), Govt. <strong>of</strong> India, the nodal agency in<br />

the Ministry <strong>of</strong> Statistics & Programme<br />

Implementation (MoS&PI) is implementing<br />

the India Statistical Strengthening Project<br />

(ISSP), (now a centrally sponsored scheme)<br />

formulated with the assistance from the<br />

World Bank for strengthening <strong>of</strong> Indian<br />

Statistical System as follow up <strong>of</strong> the some<br />

<strong>of</strong> the measures suggested by the National<br />

Statistical Commission for improving the<br />

<strong>statistical</strong> system with primary focus on<br />

strengthening <strong>of</strong> State Statistical System.<br />

The Govt. <strong>of</strong> Rajasthan is participating in<br />

this strengthening exercise and as per the<br />

letter <strong>of</strong> participation signed by the Govt. <strong>of</strong><br />

Rajasthan, the Rajasthan State Strategic<br />

Statistical Plan has been prepared and<br />

approved on January 10, 2011. The 1st<br />

installment under ISSP for 9.2460 crore<br />

has been released on May 24, 2011 from<br />

Govt. <strong>of</strong> India (GoI). The financial sanction<br />

from the Govt. <strong>of</strong> Rajasthan was accorded<br />

for ISSP Project for the year 2011-12 on<br />

August 16, 2011.<br />

The following activities have been<br />

undertaken under ISSP during the<br />

quarter:<br />

1. NIC has accepted the proposal<br />

for implementation <strong>of</strong> the IT component<br />

<strong>of</strong> the project and the approval for<br />

release <strong>of</strong> sanction order is underway.<br />

2. Construction <strong>of</strong> DSO buildings<br />

and renovation <strong>of</strong> training hall,<br />

renovation <strong>of</strong> <strong>of</strong>fice cabins, different<br />

sections and the space for physical data<br />

and record storage is in progress.<br />

Under ISSP, an amount <strong>of</strong> Rs. 177.91<br />

lakh has been utilized against a grant <strong>of</strong><br />

Rs. 924.60 lakh during 2011-12.<br />

Background and Progress <strong>of</strong> 13th<br />

Finance<br />

Commission<br />

Recommendations till date<br />

For strengthening <strong>of</strong> Statistical System<br />

at State as well as the district level, the<br />

thirteenth Finance Commission (TFC)<br />

has recommended a grant <strong>of</strong> Rs. 1 crore<br />

to each district. The State <strong>of</strong> Rajasthan<br />

has been granted a sum <strong>of</strong> Rs. 33 crore<br />

for the period <strong>of</strong> 2010-15. The detailed<br />

expenditure plan according to the<br />

guidelines <strong>of</strong> CSO, MoS&PI and Ministry<br />

<strong>of</strong> Finance (expenditure department)<br />

has been approved on July 25, 2011 by<br />

CSO and the first installment <strong>of</strong> Rs.<br />

6.60 crore has been released. As per the<br />

approved plan, proposals for utilization<br />

<strong>of</strong> grant have been approved by Finance<br />

department and financial sanction has<br />

been issued on October 18, 2011. The<br />

following activities have been<br />

undertaken in under TFC till date and<br />

during the quarter with regards to the<br />

following two milestones, which has to<br />

be achieved to be eligible for the 2nd<br />

installment .<br />

Preparation and maintenance <strong>of</strong><br />

Business Register at District Level<br />

The Business Register is meant to keep<br />

accounts <strong>of</strong> all business establishments.<br />

The creation and maintenance <strong>of</strong> a<br />

business register and directory are<br />

expected to be an economic data<br />

framework for various needed <strong>statistical</strong><br />

surveys including Annual Survey <strong>of</strong><br />

Industries and other rounds <strong>of</strong> surveys<br />

by the National Sample Survey<br />

Organizations (NSSO). At present, such<br />

type <strong>of</strong> business registers is not being<br />

maintained in the State. Only a<br />

directory <strong>of</strong> business enterprise is<br />

available which is based on the fifth<br />

economic census conducted during the<br />

year, 2005. DES Rajasthan has not<br />

received detailed guidelines for<br />

preparation <strong>of</strong> Business register from<br />

CSO. However, the lists <strong>of</strong> registering<br />

authorities along with other required<br />

information are being collected through<br />

district agencies. The following activities<br />

are in progress:<br />

1. Listing <strong>of</strong> the State/district levels<br />

authorities meant for registration <strong>of</strong><br />

legal entities with the complete <strong>of</strong>ficial<br />

addresses and designation <strong>of</strong> the <strong>of</strong>ficer<br />

responsible for providing information.<br />

2. Listing <strong>of</strong> the items <strong>of</strong> statutory<br />

information at the time <strong>of</strong> registration<br />

separately for each type <strong>of</strong> institution.<br />

3. Development <strong>of</strong> database in<br />

electronic form for consolidation <strong>of</strong> all<br />

such information available.<br />

The following activities have been<br />

undertaken under ISSP during the<br />

quarter:<br />

1. Directions have been given to the<br />

District Statistical Offices to collect the<br />

information pertaining to Listing <strong>of</strong><br />

States/District levels authorities meant<br />

for registration <strong>of</strong> legal entities with the<br />

complete <strong>of</strong>ficial addresses and<br />

designation <strong>of</strong> <strong>of</strong>ficer responsible for<br />

providing information. All the districts<br />

in the state have collected and<br />

transmitted the above relevant<br />

information and identified the agencies<br />

separately for each authorities and it<br />

has already been compiled.<br />

2. The Directory <strong>of</strong> establishments<br />

compiled during fifth Economic<br />

Census, 2005 has also been uploaded<br />

on the website <strong>of</strong> DES and provided to<br />

all the districts. Sikar district has been<br />

identified for pilot study <strong>of</strong> Business<br />

register. The study will be conducted as<br />

per CSO guidelines in due course <strong>of</strong><br />

time.<br />

Providing network connectivity among<br />

districts and with State Headquarters<br />

The following activities are in progress:<br />

i. Assessment <strong>of</strong> the s<strong>of</strong>tware and<br />

hardware requirements <strong>of</strong> the districts<br />

for connectivity with the State<br />

headquarters in a Wide Area Network.<br />

ii. Identification <strong>of</strong> existing hardware<br />

and s<strong>of</strong>tware available in the Districts,<br />

integrating their use for the purposes<br />

specified under this grant. Purchase <strong>of</strong><br />

any additional hardware items (to be<br />

kept to a minimum), only if explicitly<br />

approved by HLMC and the GoI group.<br />

The following activities have been<br />

undertaken under TFC during the<br />

quarter:<br />

1. NIC has accepted the proposal<br />

for implementation <strong>of</strong> the IT component<br />

<strong>of</strong> the project and the approval for<br />

release <strong>of</strong> sanction is underway.<br />

2. To enable continuous<br />

connectivity, District Statistical Offices<br />

have been provided sanction and<br />

administrative order for purchase <strong>of</strong><br />

high speed broadband internet data<br />

card with sim.<br />

Under TFC, an amount <strong>of</strong> Rs. 48.16<br />

lakh has been utilized against a grant<br />

<strong>of</strong> Rs. 660.00 lakh during 2011-12.<br />

7. Finance:<br />

Advance Estimates <strong>of</strong> State<br />

Domestic Product (SDP) for the year<br />

2011-12<br />

The <strong>Directorate</strong> <strong>of</strong> <strong>Economics</strong> and<br />

Statistics has released the advance<br />

estimates <strong>of</strong> Gross and Net State<br />

Domestic Product (GSDP / NSDP) at<br />

current and constant (2004-05) prices,<br />

for the financial year 2011-12.<br />

The GSDP at factor cost at constant<br />

(2004-05) prices for the year 2011-12 is<br />

likely to attain a level <strong>of</strong> Rs. 2,15,454<br />

crore as against the quick estimates <strong>of</strong><br />

GSDP for the year 2010-11 <strong>of</strong> Rs.2,04,<br />

398. The growth in GSDP during 2011-<br />

12 is estimated at 5.41 per cent as<br />

compared to the growth rate <strong>of</strong> 10.97<br />

per cent in 2010-11.<br />

Survey /Study <strong>of</strong> Non Pr<strong>of</strong>it<br />

Institutions<br />

The National Accounts Division (NAD)<br />

<strong>of</strong> Central Statistics Office (CSO) in the<br />

Ministry <strong>of</strong> Statistics & Programme<br />

Implementation is the apex agency for<br />

compiling and releasing the National<br />

Accounts Statistics. Keeping in view the<br />

necessity to have separate national<br />

accounts aggregates for the NPI sector<br />

in totality in the national accounts<br />

statistics, the CSO has launched a<br />

survey on Non-Pr<strong>of</strong>it Institutions (NPIs)<br />

to collect data on output, employment<br />

and other financial parameters.<br />

The survey launched in April, 2008 was<br />

conducted in two phases. In the first<br />

phase, District wise computerized list<br />

from the records <strong>of</strong> societies available<br />

with registering authorities has been<br />

prepared for 1,00,272 societies which<br />

is available at department’s website<br />

http://statistics.rajasthan.gov.in .<br />

In second phase, the employment and<br />

financial data was collected from the<br />

listed and traced societies <strong>of</strong> eight<br />

selected districts namely; Jaipur,<br />

Ajmer, Kota, Bharatpur, Alwar,<br />

Jhunjhunu, Hanumangarh and<br />

Dungarpur. Coverage <strong>of</strong> societies vis-àvis<br />

registered societies is given in the<br />

following table:<br />

During the quarter ending March,<br />

2012 the Report on Non Pr<strong>of</strong>it<br />

Institutions in Rajasthan was<br />

prepared by Secretary, Jan Kalyan<br />

Evam Paryavaran Sudhar Samiti.<br />

Basic Statistics for Local Level<br />

Development (BSLLD)<br />

The constitutional 73 rd and 74 th<br />

amendments envisage a major reform<br />

<strong>of</strong> governance, which gives greater<br />

responsibilities and powers to the<br />

Panchayats and Urban local bodies,<br />

and <strong>of</strong>fer opportunity for local<br />

planning, effective implementation,<br />

and monitoring <strong>of</strong> various social and<br />

economic development programme.<br />

This has necessitated the availability<br />

<strong>of</strong> data and information on vital<br />

indicators at local level. The National<br />

Statistical Commission under the<br />

chairmanship <strong>of</strong> Dr. C. Rangarajan, in<br />

2001 recommended for developing a<br />

system <strong>of</strong> regular collection <strong>of</strong> data, on<br />

a set <strong>of</strong> variables to be compiled at<br />

local level for micro level planning.<br />

Central Statistical Office (CSO) in the<br />

year 2002 constituted a high power<br />

Expert Committee on Basic Statistics<br />

for Local Level Development with a<br />

member <strong>of</strong> Planning Commission as its<br />

Chairman to finalize indicators,<br />

examine the availability <strong>of</strong> data and<br />

suggest improvements in the existing<br />

<strong>statistical</strong> system and infrastructure at<br />

all levels.<br />

Following the recommendations <strong>of</strong> the<br />

High Powered Committee, the village<br />

level schedule and Instruction Manual<br />

for compilation <strong>of</strong> data have been<br />

prepared.<br />

This Pilot scheme was introduced in<br />

Tonk and Sikar Districts <strong>of</strong> the State<br />

during 2008-09 for the three months in<br />

which village level data was collected in<br />

Schedule A and B. This pilot project<br />

was successfully implemented in the<br />

State, and MoS&PI has decided to<br />

conduct a repeat survey in the above<br />

two districts for the twelve months for<br />

the year 2009-10 by adopting the same<br />

previously used methodology.<br />

In this regard, State, District and Block<br />

level Trainings have been organized<br />

and field survey has been completed.<br />

During the quarter ending March, 2012<br />

the schedules received from Blocks<br />

have been scrutinize and data entry<br />

work at District level have been<br />

completed. Post entry data cleaning<br />

and preliminary report writing work is<br />

in progress at district level. During the<br />

year 2011-12, for this purpose, a sum<br />

<strong>of</strong> Rs. 100.34 lakh was released by the<br />

GoI and GoR and an amount <strong>of</strong> Rs<br />

76.84 lakh has been utilized upto<br />

31.3.2012.<br />

Under 13th finance commission<br />

remaining 148 block level trainings and<br />

review meeting were organized<br />

Up to this quarter, in all, 33 district<br />

level and 248 block level trainings and<br />

review meetings were convened.<br />

To sensitize the medical <strong>of</strong>ficers and<br />

coders for Medically Certified Cause <strong>of</strong><br />

Deaths, 12 trainings were held during<br />

this quarter and a total <strong>of</strong> 22 trainings<br />

were organized at 7 divisional head<br />

Conference <strong>of</strong> Central and State<br />

Statistical Organization (COCSSO)<br />

The 19 th Conference <strong>of</strong> Central and<br />

State Statistical Organization<br />

(COCSSO) was organized by the DES in<br />

Jaipur during January 30 to 31,2012.<br />

In this conference, 125 participants<br />

from Central and State Statistical<br />

Organizations participated.<br />

Workshop on the state level<br />

dissemination on counting the girl<br />

child-<br />

A one day workshop <strong>of</strong> the state level<br />

dissemination on counting the girl<br />

child was held in collaboration with<br />

Plan India, IIHMR and <strong>Directorate</strong> <strong>of</strong><br />

<strong>Economics</strong> and Statistics to promote<br />

the girl child birth registration at yojna<br />

Bhawan on February 24,2012.<br />

Workshop on Result Based<br />

Management-<br />

A workshop was organized from<br />

January 19-21,2012 at State Institute<br />

<strong>of</strong> Health and Family welfare. In this<br />

workshop, Chief Planning Officers <strong>of</strong><br />

Barmer, Sirohi, Udaipur, Chittorgarh<br />

and Sawai Madhopur; UN Staff at<br />

district and State level and <strong>of</strong>ficials <strong>of</strong><br />

Planning department participated. The<br />

main objective <strong>of</strong> the workshop was to<br />

promote outcome oriented planning at<br />

district level<br />

Media Management Workshop-<br />

A two day workshop to orient media<br />

personnel on the CDDP project and<br />

importance <strong>of</strong> decentralized planning<br />

was organized in Jaipur from Feburary<br />

28-29, 2012. This workshop was<br />

inaugurated by honourable Chief<br />

Minister <strong>of</strong> Rajasthan. Deputy Country<br />

Director <strong>of</strong> UNDP and representatives<br />

<strong>of</strong> various media houses and <strong>of</strong>ficials<br />

<strong>of</strong> planning department participated in<br />

this workshop.<br />

Workshop Attended-<br />

One two day workshop on BSLLD was<br />

organized by MoS&PI to finalize the<br />

Annual (Single) Rural schedule and<br />

draft urban schedule was attended by<br />

Dy. Director, Finance during March,<br />

29-30, 2012 at New Delhi.<br />
