Dear Readers, 

I welcome you all to the fourth issue of the DES 

Quarterly Newsletter for the year 2011-12 that aims to 

update its readers on activities of the Directorate of 

Economics & Statistics, Rajasthan. The newsletter 

covers highlights, activities, publications and releases 

at the Directorate for the quarter, January to March , 

2012. 

In this quarter, it gives me immense pleasure to inform 

you that for the first time, the 19th Conference of 

Central and State Statistical Organization (COCSSO) 

was organized by the DES in Jaipur during January 30- 

31,2012. 

In this quarter, the Directorate has released the “Budget 

Study 2012-13”, “Budget at a Glance 2012-13”, 

“Economic Review 2011-12,” and other important 

publications. During the Quarter, the Directorate has 

also prepared an E-publication namely Economic 

Review 2011-12. 

These publications cater to data requirements of a wide 

range of professionals including policy planners, 

researchers, civil society organizations and the 

general public. 

I hope that you will find this newsletter useful and 

informative. I request readers to send in their feedback 

for the next issue.

HIGHLIGHTS 

1.Price Index of Rajasthan: 

A.Wholesale Price Index (WPI) of 

Rajasthan: 

The wholesale prices of selected 

commodities viz; agricultural, minerals, 

fuel, power, light & lubricants and 

manufactured products are collected 

on every friday from 76 selected centers 

for 154 items and 384 quotations. 29 

District Statistical Offices and 47 

Krishi Upaj Mandies, provide 

information on prices in respect of their 

commodities from corresponding 

market / centers. The Directorate uses 

these prices for compiling monthly 

index series of wholesale prices for 

Rajasthan on the basis of weights 

assigned to all commodities on existing 

Base year 1999-2000=100. 

The weighted index is broadly classified 

for all commodities in the following 

three groups: - 

i) Primary Articles, 

ii) Fuel, power, light & lubricants, and 

iii) Manufactured Products. 

All Commodities: - 

The Index of All Commodities of 

Wholesale Prices during February, 

2012 stood at 232.63 against 211.15 in 

February, 2011 showing an annual 

increase of 10.17 percent over the last 

year. 

● Index of Primary Articles group 

increased by 11.93 percent, due to 

Price increase in Pulses, Milk, ’Eggs, 

meat & fish’, other Food Articles, Oil- 

Seed and Others Non-Food Articles. 

Similarly, in Minerals sub group, price 

increase in Gypsum, Lime Stone, 

Phosphorite, Silver, Steatite (Soap 

Stone), Building Stone, Lime Stone 

(burn) and Brick Earth (Bricks) over 

corresponding month of last year. 

While Index of Cereals, Fruit & 

vegetables, ‘Condiments & Spices’, 

Fibers, Lead concentrate and Zinc 

concentrate decreased in Primary 

Articles Groups over corresponding 

month of last year. 

● Index of ‘Fuel, Power, Light & 

Lubricants’ group increased by 8.92 

percent due to Price increase in ‘Petrol, 

Diesel & L. P. Gas & Lubricants’ and 

Electricity Sub-Groups over 


● Index of manufactured products 

group increased by 9.42 percent due to 

Price increase in Food Products, 

‘Beverage & Tobacco’, ‘Spinning, 

Weaving & Finishing’, ‘Wood & Wood 

Products’, 

Chemical, Non 

metallic Minerals Products, ‘Basic 

Precious & Ferrous Metals’, General 

Purpose Machinery and Motor Vehicles 

over corresponding month of last year. 

While Index of Publishing decreased 

over corresponding month of last year. 

The percentage Variation of Wholesale 

Price Index in December 2011 over 

March 2010 increased by 11.47 

percent and in January 2012 over 

January 2011 by 10.43 percent and in 

the month February 2012 over 

February 2011 by 10.17 percent.

B. Consumer Price Index for 

Industrial Workers (Base Year 

2001=100) 

Labour Bureau, Shimla is compiling 

and releasing the Consumer Price 

Index for Industrial Workers at Jaipur, 

Ajmer and Bhilwara centres of the 

State. At Jaipur, Ajmer and Bhilwara 

centres, the respective index for the 

month of January, 2012 stood at 200, 

202 and 203 against 190, 185 and 188 

in January, 2011, showing increase 10, 

17 and 15 points respectively over 


C. Collection of Prices through Web 

Portal 

An online data transmission Software 

has been prepared for the data entry of 

the Prices of Wholesale, Retail, 

‘Building Material & Labour rate’, ‘Live 

Stock products & Fodders’ on the basic 

of weekly/ monthly/quarterly from 

District Statistical Office and various 

• Under the Timely Reporting 

Scheme, the estimates of area of 

principal crops viz. Wheat, Barley, 

Gram, Rape & Mustard, Taramira and 

Linseed etc. in the State for Rabi 

season for the year 2011-12 have been 

prepared on the basis of 98.92 percent 

(8,845 out of 8,942 selected villages) 

filled schedules received from 

Patwaries. These schedules were 

scrutinized, coded and tabulated at the 

Directorate level. Under this, estimates 

are worked out by both the ratio and 

unbiased methods of estimation. The 

prepared estimates are sent to various 

departments of State / Central 

Government. 

• The preliminary Report on 

estimating area under Principal Crops 

for Kharif Season 2011-12 is under 

progress. 

• Under the Improvement of crops 

Statistics scheme, the work of 

preparation of Tables A1 to A20 and Y1 

to Y13 of Kharif crops viz. Rice, Jowar, 

Bajra, Maize, Cotton, Groundnut etc. 

for the year 2011-12 is under progress. 

3. National Sample Survey: 

• For the State Sample of 62-68th 

round tabulation software has been 


provided by NSSO, DPD Kolkata. 

• Data Entry and Validation of 62- 

65th round has been completed. 

• Pre Data Entry scrutiny work of 

66th round of 520 samples has been 

completed. 

• The data entry of 66th round 

has been started and out of 520 

samples, data entry of 289 samples 

and validation of 249 samples have 

been completed. 

• Pre data entry scrutiny work of 

67th round is under progress out of 

696 samples, 541 samples has been 

completed. 

• NSS 68th round survey is under 

progress out of 520 samples 350 

samples has been completed. 

4. Right to Information Act, 2005: 

Eleven applications under RTI Act, 2005 

were received and information to Seven 

applicants has been provided. 

5. Plan: 

• Quarterly plan progress review 

meeting information for the quarter 

ending December 2011 has been sent 

on 13.01.2012. 

• Annual Plan 2012-13 and Five 

year draft plan 2012-17 has been sent 

on 20.12.2011. 

6. Progress of ISSP and TFC in Q4 of 

2011-12 

Background and Progress of ISSP till 

date 

The Central Statistical Organization 

(CSO), Govt. of India, the nodal agency in 

the Ministry of Statistics & Programme 

Implementation (MoS&PI) is implementing 

the India Statistical Strengthening Project 

(ISSP), (now a centrally sponsored scheme) 

formulated with the assistance from the 

World Bank for strengthening of Indian 

Statistical System as follow up of the some 

of the measures suggested by the National 

Statistical Commission for improving the 

statistical system with primary focus on 

strengthening of State Statistical System. 

The Govt. of Rajasthan is participating in 

this strengthening exercise and as per the 

letter of participation signed by the Govt. of 

Rajasthan, the Rajasthan State Strategic 

Statistical Plan has been prepared and 

approved on January 10, 2011. The 1st 

installment under ISSP for 9.2460 crore 

has been released on May 24, 2011 from 

Govt. of India (GoI). The financial sanction 

from the Govt. of Rajasthan was accorded 

for ISSP Project for the year 2011-12 on 

August 16, 2011. 

The following activities have been 

undertaken under ISSP during the 

quarter: 

1. NIC has accepted the proposal 

for implementation of the IT component 

of the project and the approval for 

release of sanction order is underway. 

2. Construction of DSO buildings 

and renovation of training hall, 

renovation of office cabins, different 


sections and the space for physical data 

and record storage is in progress. 

Under ISSP, an amount of Rs. 177.91 

lakh has been utilized against a grant of 

Rs. 924.60 lakh during 2011-12. 

Background and Progress of 13th 

Finance 

Commission 

Recommendations till date 

For strengthening of Statistical System 

at State as well as the district level, the 

thirteenth Finance Commission (TFC) 

has recommended a grant of Rs. 1 crore 

to each district. The State of Rajasthan 

has been granted a sum of Rs. 33 crore 

for the period of 2010-15. The detailed 

expenditure plan according to the 

guidelines of CSO, MoS&PI and Ministry 

of Finance (expenditure department) 

has been approved on July 25, 2011 by 

CSO and the first installment of Rs. 

6.60 crore has been released. As per the 

approved plan, proposals for utilization 

of grant have been approved by Finance 

department and financial sanction has 

been issued on October 18, 2011. The 

following activities have been 

undertaken in under TFC till date and 

during the quarter with regards to the 

following two milestones, which has to 

be achieved to be eligible for the 2nd 

installment . 

Preparation and maintenance of 

Business Register at District Level 

The Business Register is meant to keep 

accounts of all business establishments. 

The creation and maintenance of a 

business register and directory are 

expected to be an economic data 

framework for various needed statistical 

surveys including Annual Survey of 

Industries and other rounds of surveys 

by the National Sample Survey 

Organizations (NSSO). At present, such 

type of business registers is not being 

maintained in the State. Only a 

directory of business enterprise is 

available which is based on the fifth 

economic census conducted during the 

year, 2005. DES Rajasthan has not 

received detailed guidelines for 

preparation of Business register from 

CSO. However, the lists of registering 

authorities along with other required 

information are being collected through 

district agencies. The following activities 

are in progress: 

1. Listing of the State/district levels 

authorities meant for registration of 

legal entities with the complete official 

addresses and designation of the officer 

responsible for providing information. 

2. Listing of the items of statutory 

information at the time of registration 

separately for each type of institution. 

3. Development of database in 

electronic form for consolidation of all 

such information available.

1. Directions have been given to the 

District Statistical Offices to collect the 

information pertaining to Listing of 

States/District levels authorities meant 

for registration of legal entities with the 

complete official addresses and 

designation of officer responsible for 

providing information. All the districts 

in the state have collected and 

transmitted the above relevant 

information and identified the agencies 


separately for each authorities and it 

has already been compiled. 

2. The Directory of establishments 

compiled during fifth Economic 

Census, 2005 has also been uploaded 

on the website of DES and provided to 

all the districts. Sikar district has been 

identified for pilot study of Business 

register. The study will be conducted as 

per CSO guidelines in due course of 

time. 

Providing network connectivity among 

districts and with State Headquarters 

The following activities are in progress: 

i. Assessment of the software and 

hardware requirements of the districts 

for connectivity with the State 

headquarters in a Wide Area Network. 

ii. Identification of existing hardware 

and software available in the Districts, 

integrating their use for the purposes 

specified under this grant. Purchase of 

any additional hardware items (to be 

kept to a minimum), only if explicitly 

approved by HLMC and the GoI group.

7. Finance: 

Advance Estimates of State 

Domestic Product (SDP) for the year 

2011-12 

The Directorate of Economics and 

Statistics has released the advance 

estimates of Gross and Net State 

Domestic Product (GSDP / NSDP) at 

current and constant (2004-05) prices, 

for the financial year 2011-12. 

The GSDP at factor cost at constant 

(2004-05) prices for the year 2011-12 is 

likely to attain a level of Rs. 2,15,454 

crore as against the quick estimates of 

GSDP for the year 2010-11 of Rs.2,04, 

398. The growth in GSDP during 2011- 

12 is estimated at 5.41 per cent as 

compared to the growth rate of 10.97 

per cent in 2010-11.

Survey /Study of Non Profit 

Institutions 

The National Accounts Division (NAD) 

of Central Statistics Office (CSO) in the 

Ministry of Statistics & Programme 

Implementation is the apex agency for 

compiling and releasing the National 

Accounts Statistics. Keeping in view the 

necessity to have separate national 

accounts aggregates for the NPI sector 

in totality in the national accounts 

statistics, the CSO has launched a 

survey on Non-Profit Institutions (NPIs) 

to collect data on output, employment 

and other financial parameters. 

The survey launched in April, 2008 was 

conducted in two phases. In the first 

phase, District wise computerized list 

from the records of societies available 

with registering authorities has been 

prepared for 1,00,272 societies which 

is available at department’s website 

http://statistics.rajasthan.gov.in . 

In second phase, the employment and 

financial data was collected from the 

listed and traced societies of eight 

selected districts namely; Jaipur, 

Ajmer, Kota, Bharatpur, Alwar, 

Jhunjhunu, Hanumangarh and 

Dungarpur. Coverage of societies vis-àvis 

registered societies is given in the 

following table:

During the quarter ending March, 

2012 the Report on Non Profit 

Institutions in Rajasthan was 

prepared by Secretary, Jan Kalyan 

Evam Paryavaran Sudhar Samiti. 

Basic Statistics for Local Level 

Development (BSLLD) 

The constitutional 73 rd and 74 th 

amendments envisage a major reform 

of governance, which gives greater 

responsibilities and powers to the 

Panchayats and Urban local bodies, 

and offer opportunity for local 

planning, effective implementation, 

and monitoring of various social and 

economic development programme. 

This has necessitated the availability 

of data and information on vital 

indicators at local level. The National 

Statistical Commission under the 

chairmanship of Dr. C. Rangarajan, in 

2001 recommended for developing a 

system of regular collection of data, on 

a set of variables to be compiled at 

local level for micro level planning. 

Central Statistical Office (CSO) in the 

year 2002 constituted a high power 

Expert Committee on Basic Statistics 

for Local Level Development with a 

member of Planning Commission as its 

Chairman to finalize indicators, 

examine the availability of data and 

suggest improvements in the existing 


statistical system and infrastructure at 

all levels. 

Following the recommendations of the 

High Powered Committee, the village 

level schedule and Instruction Manual 

for compilation of data have been 

prepared. 

This Pilot scheme was introduced in 

Tonk and Sikar Districts of the State 

during 2008-09 for the three months in 

which village level data was collected in 

Schedule A and B. This pilot project 

was successfully implemented in the 

State, and MoS&PI has decided to 

conduct a repeat survey in the above 

two districts for the twelve months for 

the year 2009-10 by adopting the same 

previously used methodology. 

In this regard, State, District and Block 

level Trainings have been organized 

and field survey has been completed. 

During the quarter ending March, 2012 

the schedules received from Blocks 

have been scrutinize and data entry 

work at District level have been 

completed. Post entry data cleaning 

and preliminary report writing work is 

in progress at district level. During the 

year 2011-12, for this purpose, a sum 

of Rs. 100.34 lakh was released by the 

GoI and GoR and an amount of Rs 

76.84 lakh has been utilized upto 

31.3.2012. 

8. Vital 

2 district and 100 block level trainings 

and review meeting were organized 

during the quarter with the financial 

support of Registrar General of India. 

Under 13th finance commission 

remaining 148 block level trainings and 

review meeting were organized 

Up to this quarter, in all, 33 district 

level and 248 block level trainings and 

review meetings were convened. 

To sensitize the medical officers and 

coders for Medically Certified Cause of 

Deaths, 12 trainings were held during 

this quarter and a total of 22 trainings 

were organized at 7 divisional head 

quarters. 

9.Celebrations/ events/Workshops 

Conference of Central and State 

Statistical Organization (COCSSO) 

The 19 th Conference of Central and 

State Statistical Organization 

(COCSSO) was organized by the DES in 

Jaipur during January 30 to 31,2012. 

In this conference, 125 participants 

from Central and State Statistical 

Organizations participated. 


Workshop on the state level 

dissemination on counting the girl 

child- 

A one day workshop of the state level 

dissemination on counting the girl 

child was held in collaboration with 

Plan India, IIHMR and Directorate of 

Economics and Statistics to promote 

the girl child birth registration at yojna 

Bhawan on February 24,2012. 

Workshop on Result Based 

Management- 

A workshop was organized from 

January 19-21,2012 at State Institute 

of Health and Family welfare. In this 

workshop, Chief Planning Officers of 

Barmer, Sirohi, Udaipur, Chittorgarh 

and Sawai Madhopur; UN Staff at 

district and State level and officials of 

Planning department participated. The 

main objective of the workshop was to 

promote outcome oriented planning at 

district level 

Media Management Workshop- 

A two day workshop to orient media 

personnel on the CDDP project and 

importance of decentralized planning 

was organized in Jaipur from Feburary 

28-29, 2012. This workshop was 

inaugurated by honourable Chief 

Minister of Rajasthan. Deputy Country 

Director of UNDP and representatives 

of various media houses and officials 

of planning department participated in 

this workshop. 

Workshop Attended- 

One two day workshop on BSLLD was 

organized by MoS&PI to finalize the 

Annual (Single) Rural schedule and 

draft urban schedule was attended by 

Dy. Director, Finance during March, 

29-30, 2012 at New Delhi.
