Other Industry Participants<br />

In the last 25 or so years, additional wholesale industry participants that specialize<br />

primarily in one function have come on the scene. For example, independent power<br />

producers (IPPs) are for-profit entities that develop and operate electric generation<br />

projects, and sell the output <strong>to</strong> utilities and large end-users. This industry segment was<br />

jump-started by provisions in the <strong>Public</strong> Utility Regula<strong>to</strong>ry Policies Act of 1978<br />

(PURPA), a federal statute that required traditional utilities in certain situations <strong>to</strong> buy<br />

power from IPP generation projects. Their national trade association is the Electric<br />

<strong>Power</strong> Supply Association (EPSA). Some marketers do not own generation, transmission<br />

or distribution facilities, but buy and resell electric power and transmission/<br />

distribution services <strong>to</strong> both utilities and end-users. To make things even more complicated,<br />

many of these major IPPs and marketers are separate subsidiaries in the same<br />

corporate family as one or more traditional IOUs. Financial services companies (for<br />

example, investment banks and hedge funds) have also gotten in<strong>to</strong> the act, buying<br />

financially distressed generation assets from IPPs and buying and selling both electric<br />

power and financial instruments related <strong>to</strong> electric power (futures, hedges, virtual<br />

power transactions, congestion rights, etc.).<br />
