Marshall Student Center Ballroom<br />

Chair John Ramil convened the regular meeting <strong>of</strong> the University Of South Florida <strong>Board</strong> Of<br />

<strong>Trustees</strong> in the <strong>USF</strong> Marshall Student Center at 9:30 a.m.<br />

Chair John Ramil introduced Athletic Director Doug Woolard.<br />

Director Woolard recognized the <strong>USF</strong> Women’s Basketball team for qualifying for the NCAA<br />

Tournaments. Director Woolard congratulated Coach Jose Fernandez on his leadership and<br />

accomplishment.<br />

Coach Fernandez commented on the incredible 13 years coaching the <strong>USF</strong> Women’s Basketball<br />

team. He introduced three senior players, Caitlin Rowe from Australia, Tiffany Conner from<br />

New Jersey and Aleshia Flowers from Texas.<br />

<strong>USF</strong> Football Head Coach Willie Taggert introduced his coaching staff: Eric Mathies, Assistant<br />

Coach- Defensive Line, Ron Cooper, Assistant Head Coach- Defensive Backs, Nick Sheridan,<br />

Assistant Coach-Quarterbacks, Raymond Woodie, Assistant Coach-Linebackers, Stu Holt,<br />

Assistant Coach-Special Teams Coordinator, Chuck Bresnahan- Defensive Coordinator, Walt<br />

Wells, Offensive Coordinator – Offensive Line, David Reaves, Assistant Coach-Wide Receivers<br />

and Telly Lockette, Assistant Coach- Running Backs.<br />

Chair Ramil commented on great strides the <strong>USF</strong> Athletes have made in their academics.<br />

Coach Taggert is a firm believer that <strong>USF</strong> can have a great football team while maintaining high<br />

academics.<br />

Doug Woolard announced that earlier, the <strong>USF</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> received an award from Apple.<br />

Four years ago <strong>USF</strong> entered into a partnership with Apple creating the program called Anytime<br />

Anywhere Learning. The goal <strong>of</strong> the program is to create a learning environment for the <strong>USF</strong><br />

student athletes. Apple provided all <strong>USF</strong> student athletes with Apple MacBook Pro 13-inch<br />

notebook. The MacBook Pro notebooks give student athletes the opportunity to work on course<br />

assignments and view academic materials at anytime and anywhere. Last year <strong>USF</strong> student<br />

athletes had the highest GPA in the history <strong>of</strong> <strong>USF</strong> Athletics.<br />

Athletic Director Doug Woolard introduced the Apple representatives who were in attendance:<br />

David Lockwood- Account Executive, Dr. James Kelley- Sr. Development Executive for South<br />

Higher Education and Lem Byers- Area Director <strong>of</strong> Higher Education-East. The representatives


presented President Genshaft, Provost Wilcox and Athletic Director Doug Woolard with a<br />

plaque. <strong>USF</strong> was selected over thousands <strong>of</strong> qualified programs.<br />

President Genshaft thanked Apple for providing laptop notebooks to 500 student athletes.<br />

<strong>USF</strong> women’s basketball player Aleshia Flower expressed the gratitude <strong>of</strong> having the Apple<br />

notebook during times when the team is traveling for weeks at a time; they are still able to Skype<br />

and communicate with tutors and pr<strong>of</strong>essors as well as complete assignments. She thanked<br />

Apple for their partnership.<br />

The President presented the award received from Apple.<br />

Chair Ramil welcomed new Trustee member Stan Levy.<br />

Trustee Levy is a <strong>USF</strong> graduate and is looking forward to serving <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong>.<br />

Chair Ramil announced that there are two Trustee appointments to be filled by the Governor and<br />

by the <strong>Board</strong> <strong>of</strong> Governors.<br />

Chair Ramil reported that the legislative session has begun. He encouraged the <strong>Board</strong> members<br />

to visit legislators, deliver the <strong>USF</strong> message and stay in tuned with what’s happening.<br />

Trustee Brian Lamb also expressed the importance <strong>of</strong> supporting <strong>USF</strong>, by having a presence in<br />

Tallahassee. Trustee Lamb reported that in a recent visit with Speaker <strong>of</strong> the House Will<br />

Weatherford, he complimented the innovation and leadership at <strong>USF</strong>.<br />

Chair Ramil expressed the importance <strong>of</strong> accountability and holding the local elected <strong>of</strong>ficials<br />

responsible for helping <strong>USF</strong> get the most appropriate budget funds available.<br />

Chair Ramil announced the upcoming commencements on May 3 rd and 4 th with eight ceremonies<br />

system wide and encouraged the <strong>Board</strong> members to participate. He stated that former Trustee<br />

and Chair Rhea Law will be presented with an honorary degree at the College <strong>of</strong> Medicine<br />

ceremony on May 10, <strong>2013</strong>.<br />

Chair Ramil commented on a letter received from the State Auditor General’s <strong>of</strong>fice on repeat<br />

findings. Those findings will be immediately addressed. Trustee Stephanie G<strong>of</strong>orth has been<br />

asked to head a committee on this issue. <strong>Trustees</strong> Byron Shinn, Stan Levy and Chief Operating<br />

Officer John Long have also been asked to participate on the committee.


Chief Operating Officer John Long commented that the committee has started an analysis and<br />

put together an aggressive action plan to correct the issue permanently.<br />

Trustee Shinn added that the letter from the Auditor General Office deals with issues that<br />

occurred during a previous fiscal year. Prior to this, the issues had not been reviewed for some<br />

time.<br />

FL 101 – Approval <strong>of</strong> December 13, <strong>2013</strong> <strong>Minutes</strong><br />

After having no changes to the minutes, Chair Ramil asked for a motion, it was seconded and the<br />

December 13, 2012 minutes were approved.<br />

Consent Agenda (FL 102 – 115)<br />

Trustee Lamb reported on behalf <strong>of</strong> the ACE workgroup committee. After a thorough review <strong>of</strong><br />

the consent agenda items, the ACE committee recommended approval.<br />

Trustee Shinn reported on behalf <strong>of</strong> the Research, Innovation Engagement and Job Creation<br />

workgroup. An item regarding security clearances and a policy change was approved<br />

unanimously by the workgroup.<br />

Chair Ramil reported on behalf <strong>of</strong> the Finance and Audit workgroup. After a thorough review <strong>of</strong><br />

the consent agenda items including several fees that were listed, Chair Ramil recommended<br />

approval.<br />

UFF Representative Paul Terry was not in attendance but communicated to staff that he had no<br />

comments pertaining to the consent agenda.<br />

New Business – Action Item<br />

FL 116 – Approve implementation <strong>of</strong> Master’s Degree in Physician Assistant Studies, CIP<br />

51.0912, at <strong>USF</strong> Health Morsani College <strong>of</strong> Medicine<br />

Sr. Vice President and Dean <strong>of</strong> <strong>USF</strong> Health, Dr. Steve Klasko presented.


Sr. Vice President Klasko commented that Physician Assistant Studies program will take 24<br />

months to complete a clinical master’s degree with 90 credit hours. The entire cost <strong>of</strong> the<br />

program is $58.088 which is less than all private programs in the state.<br />

Sr. Vice President Klasko acknowledge Dr. Alicia Monroe, Joann Strobbe and Dr. Gretchen<br />

Koehler, for their assistance in helping to implement a new, innovative Physician Assistant<br />

Program at <strong>USF</strong> Health.<br />

Vice President Steve Klasko introduced Dr. Larry Collins, a former <strong>USF</strong> graduate who is now a<br />

faculty member in the <strong>USF</strong> Orthopedic Department. Pr<strong>of</strong>essor Collins has also been a major<br />

drive in working to get the proposed Physician Assistant Program at <strong>USF</strong>.<br />

Pr<strong>of</strong>essor Collins expressed the growing need for the Physician Assistant Program in the Tampa<br />

Bay region. The program will attract new students to the University <strong>of</strong> South Florida as well as<br />

give our current health care students options.<br />

Vice Chair Hal Mullis had questions concerning the number <strong>of</strong> students the Physician Assistant<br />

Program will attract.<br />

Pr<strong>of</strong>essor Collins predicts that there will be approximately 60 students at the maximum,<br />

considering the accreditation and clinical rotation sites such as the James Haley Veterans’<br />

Hospital, Tampa General Hospital and the H. Lee M<strong>of</strong>fitt Cancer Center.<br />

Chair Ramil questioned the necessity <strong>of</strong> the program and if it would help gear <strong>USF</strong> towards its<br />

original goal.<br />

Sr. Vice President Klasko confirmed in relation to the advancement <strong>of</strong> future healthcare and<br />

creating a new model for the State <strong>of</strong> Florida, that the Physician Assistant Program is very<br />

important. A Physician Assistant’s job is a necessity as it is unique and differs from that <strong>of</strong> the<br />

Nurse Practitioner and the Physician.<br />

Trustee Brian G<strong>of</strong>f questioned the concern <strong>of</strong> the Physician Assistant Program getting<br />

accreditation.<br />

Sr. Vice President Klasko taking all things into consideration such as recruitment, excellent staff<br />

members and other resources at <strong>USF</strong> Health is confident that there will be a positive and<br />

successful accreditation site visit and that the program will become one <strong>of</strong> the best in the<br />

country.<br />

Trustee Christopher Davis commented that after having positive discussions with the ACE work<br />

group and with Dr. Alicia Monroe articulating the strengths <strong>of</strong> the program in the state, he<br />

predicts that the accreditation site visit will be significantly improved.<br />

Trustee Stan Levy commented on how impressed he was with Sr. Vice President Klasko’s team<br />

on how they responded while being questioned by the ACE workgroup.


Chair Ramil is very proud <strong>of</strong> the high number <strong>of</strong> <strong>USF</strong> medical school graduates that remain in<br />

the state and wanted to know if graduates <strong>of</strong> the Physical Assistant program were predicted to<br />

stay in Florida.<br />

Sr. Vice President Klasko confirmed that as a result <strong>of</strong> the Physical Assistant Program, new<br />

positions and new jobs will be created.<br />

Trustee Lamb commented that after having thorough discussions about this strategic initiative,<br />

the ACE workgroup intentionally pulled this Physical Assistant Program item from the consent<br />

agenda for the full <strong>Board</strong> to discuss before making a decision.<br />

Chair Ramil asked for a motion to approve. Trustee Brian Lamb seconded that motion and FL<br />

116 was approved.<br />

Trustee Debbie Sembler commended Dr. Klasko and his staff on their dedication and hard work<br />

on <strong>USF</strong> Health in The Villages partnership.<br />

Vice Chair Mullis reported on the <strong>USF</strong>/Villages groundbreaking. It was very exciting to see the<br />

enthusiasm that The Villages has for the <strong>USF</strong> partnership. The Villages are financing and are<br />

putting in place five primary care facilities. <strong>USF</strong> will have a specialty practice <strong>of</strong>fice building on<br />

the premises.<br />

Sr. Vice President Steve Klasko reported that <strong>USF</strong> will be providing higher quality care at lower<br />

cost.<br />

Trustee Mullis and Trustee Debbie Sembler attended Match Day at Skipper’s Smoke House on<br />

<strong>March</strong> 15, <strong>2013</strong>, where College <strong>of</strong> Medicine graduates find out their residence assignment.<br />

Trustee Mullis reported that 24% <strong>of</strong> the class will stay at <strong>USF</strong> and 42% are staying in Florida.<br />

For the first time in 25 years <strong>USF</strong> matched 100% on the first round.<br />

Information Items<br />

President Genshaft provided an update and congratulated Chair Ramil on becoming a<br />

grandfather.<br />

The President reported on the <strong>USF</strong> Foundation $600,000,000 Fundraising Campaign. She was<br />

proud to announce that we will finish at over 100% by July 1, <strong>2013</strong>.<br />

The President announced that she is very pleased with the <strong>Board</strong> members on their efforts in<br />

being extremely active with <strong>USF</strong>. The <strong>Board</strong> helps to shape the direction and future <strong>of</strong> the<br />

university. The President commented that the Audit Committee workgroup will be very<br />

important in making sure the university meets all the requirements with the state, federally and<br />

nationally.


<strong>USF</strong> alone has approximately a $30,000,000 operation budget that takes care <strong>of</strong> grants,<br />

compliance and research. If research production goes down, it will be a large consequence. <strong>USF</strong><br />

has to continue being aggressive in writing grants.<br />

The President reiterated the importance <strong>of</strong> <strong>Board</strong> members presence in Tallahassee during the<br />

legislative session.<br />

The President acknowledged the students who were in attendance from <strong>USF</strong> in Lakeland. She<br />

announced that the teach-out was going well.<br />

President Genshaft announced that Dr. Sophia Wisniewska was hired as the new Regional<br />

Chancellor for <strong>USF</strong> St. Petersburg. Dr. Wisniewska was the chancellor <strong>of</strong> Penn State<br />

Brandywine since 2005. She is a scholar <strong>of</strong> Russian language and literature with extensive<br />

experience in key leadership positions in the Penn State System. Additionally, Dr. Wisniewska<br />

served six years as dean and chief executive <strong>of</strong>ficer at Temple University Ambler. She will start<br />

at <strong>USF</strong> St. Petersburg on July 1, <strong>2013</strong>.<br />

The President thanked Dr. Bill Hogarth for his amazing leadership while serving as Interim<br />

Regional Chancellor <strong>of</strong> <strong>USF</strong> St. Petersburg while also serving as the Director at the Florida<br />

Institute for Oceanography. Dr. Hogarth has added a bull statue in front <strong>of</strong> the Student Center at<br />

<strong>USF</strong> St. Petersburg.<br />

The President reported on the Foundation <strong>Board</strong> <strong>of</strong> Directors luncheon at <strong>USF</strong> Sarasota-Manatee<br />

on <strong>March</strong> 8, <strong>2013</strong>. The food was prepared and served by the <strong>USF</strong> Hotel and Hospitality<br />

Management students. The President requested that the Program Director and Dean make a<br />

presentation to the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> at the next meeting.<br />

The President announced that <strong>USF</strong> will host the June <strong>2013</strong> <strong>Board</strong> <strong>of</strong> Governors meeting on the<br />

Tampa campus.<br />

Chair Ramil had questions concerning the sequestration on financial aid for students.<br />

Provost Wilcox reported that Pell Grant is protected and will reoccur. There is a great concern<br />

for the Federal Students Loans. The interest rate is set to double from 3.4% to 6.8% on July 1,<br />

<strong>2013</strong>, which will have a devastating impact on students.<br />

The Chair stated that <strong>USF</strong> is one <strong>of</strong> the top 50 research universities yet, 42% <strong>of</strong> the <strong>USF</strong> student<br />

population is Pell Grant eligible.<br />

Chair Ramil acknowledged the <strong>USF</strong> students who are part <strong>of</strong> the Teach Out at the <strong>USF</strong> in<br />

Lakeland. On behalf <strong>of</strong> the <strong>Board</strong>, he thanked them for pursuing their degrees with <strong>USF</strong>.<br />

The President reported that <strong>USF</strong> Lakeland Student Government decorated a bus in <strong>USF</strong><br />

paraphernalia.<br />

Interim Regional Chancellor Bill Hogarth provided an update on <strong>USF</strong> St. Petersburg.


The <strong>USF</strong>SP Entrepreneurship Program was recently named the Outstanding Emerging<br />

Entrepreneurship Program in the country. On April 10, <strong>2013</strong> there will be an<br />

Entrepreneurship Day along Harborwalk in St. Petersburg to bring attention to the<br />

program.<br />

The Honors program will present the first conference on International Affairs at Harbor<br />

Hall, cosponsored by a group named St. Petersburg in the World.<br />

Alpha Mu Gamma, a foreign language honor society has been established through the<br />

<strong>USF</strong>SP World Languages Program.<br />

Two <strong>USF</strong>SP students have won both Leland M. Hawes awards in Florida history, one for<br />

undergraduate research and the other for graduate research. The awards are given each<br />

year by the <strong>USF</strong> Florida Studies Center and the Tampa Bay History Center. Leland M.<br />

Hawes was a historical writer for the Tampa Tribune.<br />

The <strong>USF</strong>SP Family Study Center led by Dr. James McHale, continues its great work with<br />

African American families in South Pinellas County.<br />

The Third Annual Baby Talk workshop held in February drew a record <strong>of</strong> 300 people.<br />

More than 100 childcare pr<strong>of</strong>essionals attended.<br />

The College <strong>of</strong> Business construction and additional residence halls are both ongoing<br />

priorities at <strong>USF</strong>SP. Dr. Hogarth hopes to break ground for the College <strong>of</strong> Business<br />

before July 1 st . A housing consultant was hired to advise <strong>USF</strong>SP new Residence Halls.<br />

Two consultants have been hired, one to work on <strong>USF</strong>SP enrollment planning and the<br />

other to address campus security.<br />

From May 20 – <strong>21</strong>, <strong>2013</strong> the <strong>USF</strong>SP Sailing Team is hosting the national championships.<br />

On May 4, <strong>2013</strong>, the Florida Institute for Oceanography will have an exhibit and will be<br />

participating in Ocean Day in Tallahassee.<br />

On April 19, <strong>2013</strong> <strong>USF</strong>SP will host the first Locker Room Lunch with <strong>USF</strong> Football<br />

Coach Willie Taggert.<br />

Dr. Hogarth reported that he was honored to serve as Interim Regional Chancellor for the <strong>USF</strong><br />

St. Petersburg campus and thanked President Genshaft for the opportunity.<br />

Trustee Sembler thanked Interim Regional Chancellor Bill Hogarth for all he has accomplished<br />

at <strong>USF</strong> St. Petersburg in a short time.<br />

Regional Chancellor Arthur Guilford provided an update on the <strong>USF</strong> Sarasota Manatee campus.<br />

<strong>USF</strong>SM recently received two gifts <strong>of</strong> $650,000.00; one <strong>of</strong> which is deferred.<br />

A major contribution is expected to name the Hospitality Program.<br />

The Student Government Association recently purchased three boats for the Crew Club.<br />

There is an upcoming competition at Benderson Lake in Sarasota.<br />

In a recent study by an external consultant and taking in to consideration the enrollment<br />

growth and projections, it is anticipated that <strong>USF</strong>SM will be able to fill a 200 bed<br />

Residence Hall by fall 2016. The <strong>USF</strong>SM Campus Life Coordinator predicts that a<br />

Residence Hall will be needed before that time.


The <strong>USF</strong> Sarasota-Manatee Master Plan has been vetted and approved by both Sarasota<br />

and Manatee Counties.<br />

There are plans underway to build a bay walk from <strong>USF</strong>SM to the state owned land <strong>of</strong><br />

Uplands Community.<br />

A great deal <strong>of</strong> outreach is done in the community. <strong>USF</strong>SM has partnered with both the<br />

Greater Manatee and the Sarasota Chambers <strong>of</strong> Commerce. An event named Bulls Blues<br />

and Barbeque was held and drew approximately 600 people to campus.<br />

On <strong>March</strong> 22, <strong>2013</strong> <strong>USF</strong>SM will host a ballet gala where approximately 1000 people are<br />

expected to attend.<br />

The 20 th Annual Brunch on the Bay will be held on November 10, <strong>2013</strong>. This will be<br />

20 th year for this event.<br />

The Dean <strong>of</strong> the Hospitality program and Regional Chancellor Guilford would like to<br />

develop a culinary institute <strong>of</strong> Sarasota. They are currently searching for a location.<br />

Beginning in fall <strong>2013</strong> <strong>USF</strong> Tampa will co- host the Hospitality Program with <strong>USF</strong>SM.<br />

<strong>USF</strong>SM has received 282 freshman applications and 84 students were <strong>of</strong>fered admission<br />

with the average high school GPA <strong>of</strong> 3.67. The average SAT test scores averaged over<br />

1000.<br />

Trustee Shinn announced a recent event held in the Sarasota County Civic Center called<br />

Welcome Home Coach Taggert. The event was well attended by the community, who <strong>of</strong>fered<br />

great support to Coach Taggert and his family as well as his coaching staff.<br />

President Genshaft reminded everyone that the proposal for <strong>USF</strong>SM freshman and sophomores<br />

requires the <strong>Board</strong> <strong>of</strong> Governors approval.<br />

Trustee G<strong>of</strong>f thanked Trustee Zimmerman’s for participating in a recent “TED Talks” held at<br />

<strong>USF</strong>. He commended him on an excellent job well done. TED Talks is a nonpr<strong>of</strong>it devoted to<br />

ideas worth spreading. It started out (in 1984) as a conference ringing together people from three<br />

worlds: Technology, Entertainment, Design (TED).<br />

Trustee G<strong>of</strong>f announced that this will be his last full <strong>Board</strong> meeting as a Trustee member. On<br />

April 18, <strong>2013</strong>, Trustee G<strong>of</strong>f will introduce the new <strong>USF</strong> System Student Government President<br />

and Trustee elect. He thanked the <strong>Board</strong> members for their leadership; he was honored to serve<br />

as a <strong>Board</strong> <strong>of</strong> Trustee member.<br />

Chair Ramil thanked Trustee G<strong>of</strong>f for his service on behalf <strong>of</strong> the <strong>Board</strong> members and asked that<br />

he attends the next full <strong>Board</strong> meeting to be recognized.<br />

President Genshaft commended Trustee G<strong>of</strong>f on his phenomenal representation in Tallahassee<br />

on <strong>USF</strong> Day.<br />

Trustee Mitchell congratulated the President and thanked her for creating a wonderful<br />

environment at <strong>USF</strong> and for her encouragement to others.


Chair Ramil reported on an education process, with the Finance and Audit Workgroup, to learn<br />

more about public private partnerships, in order to meet needs in the future.<br />

Trustee Lamb thanked Trustee Levy for jumping right in and participating with input and ideas<br />

during his first ACE Workgroup meeting.<br />

Chair Ramil reminded the <strong>Board</strong> members that the BOG budget information and the Senate<br />

Appropriations Report were included in the board books.<br />

The Chair commented on item FL104 - M.S. in Sport and Entertainment Management and the<br />

great partnership with the Tampa Bay Lightning.<br />

Chair Ramil announced that the next BOT Meeting will be held on June 6, <strong>2013</strong> at <strong>USF</strong> St.<br />

Petersburg, in the Student Center Ballroom.<br />

Having no further business Chair Ramil adjourned the meeting <strong>of</strong> the <strong>USF</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong>.<br />
