Priority
Setting.
The Consultant shall work under the overall
guidance of Director, PIU-BARC.
The Consultant shall develop good prioritysetting
approaches taking into consideration
location specific priorities and quantitative
knowledge of field-level constraints and
opportunities to systematically compile
information and then organize it to rank
research priorities under short, medium and
long term basis.
The Consultant shall develop participatory
approach in priority-setting process involving
scientist as well as major beneficiaries and
other stakeholders.
The Consultant shall develop a conceptual
framework for prioritization, taking into
consideration the requirement of the prevailing
situation. The methods must be flexible enough
to adapt to the prevailing scenario and must be
able to entertain new opportunities and
challenges that may emerge.
The Consultant shall undertake research
prioritization process within the framework of
the national agricultural policies and goals.
Academic Qualification:
• The consultant shall have Postgraduate
degree or equivalent in
Economics/Agricultural Economics/
Agricultural Sciences/Rural
Development/Social Sciences or
related field. Preference will be
given to candidates having Ph.D. in
relevant subject.
1. Required Experience :
• The consultant shall have at least
15 years of experience with
minimum 10 years in the related
arena with 3/5 years exposure in
developing countries, in large
reputed government organization
or in donor funded
programs/projects. Experience with
agri-development projects is
preferred.
• He/She will have to be familiar

Criteria for priority setting should be logically
related to the stated policy, objective or mission
statement of the research organization or
institute.
The Consultant shall develop structured and
transparent methods for macro-level prioritysetting
and micro-level priority setting.
Rationale, different schools of thought put
forward, justification for selecting a particular
method shall be reflected in the process.
The Consultant shall develop priority setting
process from the perspective of problem
oriented/ demand driven.
Priority-setting process must be exploratory
and creative, and not only analytical in a
narrow sense to give priority-setting a strong
strategic characteristics.
The Consultant is required to develop training
module based on the techniques/methods of
priority setting process for TOT.
Evaluation criteria:

and report-writing skill.
• The position requires an excellent
communication & writing skill in
English language.
• He/She will have to be computer
literate with command on MS

the office of the undersigned.
The consultant will be selected using the selection process of individual consultant (SIC) as per provision of
IDA Consultants Guideline – May 2004, Revised in October - 2006. It is expected that the services will
commence in September 2012.
Persons who are already in employment of government or autonomous body should submit application through
proper channel. Only short listed consultants will be invited for interview.
The procuring entity reserves the right to accept or reject all EOI(s).
