Outline <strong>of</strong> the assignment and required qualifications & experience are given below [details provided in the<br />

<strong>Request</strong> <strong>for</strong> Application (RFA)].<br />

The Consultant shall work under the overall<br />

guidance <strong>of</strong> Director, PIU-BARC.<br />

The Consultant shall develop good prioritysetting<br />

approaches taking into consideration<br />

location specific priorities and quantitative<br />

knowledge <strong>of</strong> field-level constraints and<br />

opportunities to systemati<strong>call</strong>y compile<br />

in<strong>for</strong>mation and then organize it to rank<br />

research priorities under short, medium and<br />

long term basis.<br />

The Consultant shall develop participatory<br />

approach in priority-setting process involving<br />

scientist as well as major beneficiaries and<br />

other stakeholders.<br />

The Consultant shall develop a conceptual<br />

framework <strong>for</strong> prioritization, taking into<br />

consideration the requirement <strong>of</strong> the prevailing<br />

situation. The methods must be flexible enough<br />

to adapt to the prevailing scenario and must be<br />

able to entertain new opportunities and<br />

challenges that may emerge.<br />

The Consultant shall undertake research<br />

prioritization process within the framework <strong>of</strong><br />

the national agricultural policies and goals.<br />

Academic Qualification:<br />

• The consultant shall have Postgraduate<br />

degree or equivalent in<br />

Economics/<strong>Agricultural</strong> Economics/<br />

<strong>Agricultural</strong> Sciences/Rural<br />

Development/Social Sciences or<br />

related field. Preference will be<br />

given to candidates having Ph.D. in<br />

relevant subject.<br />

1. Required Experience :<br />

• The consultant shall have at least<br />

15 years <strong>of</strong> experience with<br />

minimum 10 years in the related<br />

arena with 3/5 years exposure in<br />

developing countries, in large<br />

reputed government organization<br />

or in donor funded<br />

programs/projects. Experience with<br />

agri-development projects is<br />

preferred.<br />

• He/She will have to be familiar


Criteria <strong>for</strong> priority setting should be logi<strong>call</strong>y<br />

related to the stated policy, objective or mission<br />

statement <strong>of</strong> the research organization or<br />

institute.<br />

The Consultant shall develop structured and<br />

transparent methods <strong>for</strong> macro-level prioritysetting<br />

and micro-level priority setting.<br />

Rationale, different schools <strong>of</strong> thought put<br />

<strong>for</strong>ward, justification <strong>for</strong> selecting a particular<br />

method shall be reflected in the process.<br />

The Consultant shall develop priority setting<br />

process from the perspective <strong>of</strong> problem<br />

oriented/ demand driven.<br />

Priority-setting process must be exploratory<br />

and creative, and not only analytical in a<br />

narrow sense to give priority-setting a strong<br />

strategic characteristics.<br />

The Consultant is required to develop training<br />

module based on the techniques/methods <strong>of</strong><br />

priority setting process <strong>for</strong> TOT.<br />

The consultant will be selected using the selection process <strong>of</strong> individual consultant (SIC) as per provision <strong>of</strong><br />

IDA Consultants Guideline – May 2004, Revised in October - 2006. It is expected that the services will<br />

commence in September 2012.<br />

Persons who are already in employment <strong>of</strong> government or autonomous body should submit application through<br />

proper channel. Only short listed consultants will be invited <strong>for</strong> interview.<br />

The procuring entity reserves the right to accept or reject all EOI(s).<br />
