The NMISA is guided overall by eight strategic objectives; namely: 1. Keep and maintain the equipment necessary for bringing national measurement standards and certify reference materials into being. 2. Upgrade the existing measurement standards, develop new measurement standards and reference materials in line with the requirements of commerce and industry. 3. Establish confidence in the accuracy of the national measurement standards by suitable and documented verification processes. 4. Disseminate traceability, measurement expertise and services to South African commerce and industry by means of calibration, measurement or analysis, certified reference materials, appropriate technology and skills transfer, especially to SMMEs. 5. Establish and maintain the necessary expertise and competence according to internationally acceptable standards. 6. Recapitalise and modernise the NMISA to ensure the NMS supports international trade, health, environmental and safety requirements. 7. Participate and represent South Africa regionally and internationally with reference to traceability and measurement issues and maintain close links with the CIPM and associated activities of the Metre Convention. 8. Adhere to sound corporate governance. 5 Products and Services As the custodian of the national measurement units and NMS, NMISA maintains and ensures the appropriate application of the International System of Units (SI) and other measurement units for the country (Appendix A). NMISA also keeps, maintains and disseminates the gazetted NMS (Appendix C). This role is performed through various products and services: 5.1 Products National Measurement Standards (NMS): NMISA maintains 42 gazetted national measurement standards (Government Gazette 27269 of 18 February 2005). These standards underpin the South African measurement system and facilitate national traceability of measurements to the SI, or to other international agreed references. During the APP period, the number of gazetted NMS is anticipated to increase to 50. Reference Measurements: NMISA maintains a number of reference measurements in a number of parameters through which the NMS is disseminated. These methods are verified and validated, and most are underpinned by internationally published Calibration and Measurement Capabilities (CMCs). Method development is on-going for expansion of existing scope. Certified Reference Materials (CRMs): CRMs are ‘controls’ or standards used during the analysis and/or quality assurance process (mostly calibration of analytical equipment). Accredited laboratories performing analysis are required to use CRMs to ensure traceability of their results. These CRMs typically are produced under stringent manufacturing procedures that are part of an accredited quality system with traceability of the data provided (to the NMS and ultimately the SI). metrology body. The full list of Chemistry CRMs is detailed in the Chemistry Reference Materials and Measurements Register, attached in Appendix C. 5.2 Services Calibrations: Delivering direct traceability to the national measurement standards, the NMISA serves the accredited calibration laboratories by performing calibrations to the highest accuracy (smallest uncertainty). NMISA holds accreditation to ISO/IEC 17025 for most of the parameters and ranges that it offers calibration services for. Calibration is also provided directly to industry in cases where there are no accredited calibration laboratories, or the desired accuracy can only be provided by NMISA. Certification of Reference Materials: NMISA has built capability to value assign chemical samples and gas mixtures for customers, including purity. Purity assignment is a core competency requirement for all NMIs involved in metrology in chemistry. This capability allows NMISA to produce pure standard CRMs or calibration solutions that are internationally recognised and accepted. Measurements, testing and analysis: NMISA offers advanced measurement services to industry. This includes method development for customers, assistance with problem solving and analysis in support of research projects. Training: The expertise residing in the staff of NMISA is an important contribution to the development of a skilled and capable workforce through training in measurement science. Where and when required, NMISA assists especially SANAS and the NLA with training courses. Special development projects aim to assist SMMEs have been created and are being rolled out. NMISA staff is also involved as invited lecturers in graduate and post-graduate academic courses. 5.3 Research Research that underpins the NMS involves collaborative associations and projects with Government, Science Institutes and Academia and sources external revenue through these collaborative associations and projects. Acknowledging that there is a wealth of analytical need, NMISA prioritised activities and focuses on three or four thrusts, aligned with IPAP, that include environmental monitoring (persistent organic pollutants and air pollution monitoring), food safety (nutritional content and contaminants), photonics (ICT, etc.), nanotechnology, measurements related to biofuels and the development of measurement equipment and solutions fit-for-purpose for developing or rural areas. 6 Legislation, Policy and Functional Mandates 6.1 Legislative Mandate NMISA was established under the Measurement Units and Measurement Standards Act, No 18 of 2006 (The Measurement Act).
