About 30% of cancer deaths can be prevented if diagnosed and treated accurately. Radiation therapy, one of the effective treatments available, depends on the application of accurate doses, determined for each patient through careful evaluation and calculations. This relies on accurate measurements and a trusted calibration system. Measurement underpins everything that humans do and considered in the broadest sense, contributes to the general quality of life. NMISA projects are in support of: • Monitoring greenhouse gasses towards clean air; • Protecting people against heavy metals in maize; • Assist with accurate blood alcohol measurements; • Ensure accurate measurement of amino acids in food and biopharmaceuticals; • Determine contaminants in food and beverages to which people may be allergic; • Monitoring dioxins and pesticides in sediment, soil and water; • Assessing the purity of raw chemical substances to prevent harmful substances entering products; • Classification of biodegradable plastics to ensure correct labelling, recycling, etc. 9.2 Contribution to Manufacturing and Industrial Development (IPAP and SMMEs) Without a measurement infrastructure it is difficult to manufacture to international specifications and tolerances, to ensure the integrity of export commodities. The national measurement standards kept and maintained by NMISA underpin the Trade Metrology Act (Act 77 of 1973) as amended, which regulated trade and the quantitative measurement units allowed in trade dealings. By maintaining internationally accepted measurement standards for mass, volume, length and area NMISA not only ensures fair trade in South Africa, but also ensures the South African trade goods are accepted internationally with regards to quantitative requirements. The automotive Original Equipment Manufacturers (OEMs) rely on validated master moulds and prototypes to ensure local manufactured components comply with mother company specifications and tolerances. NMISA’s dimensional services provide the necessary traceability, and upgrades and developments to the national measurement standards to meet the stringent industry requirements. NMISA impacts a number of sectors directly while in many cases the impact is indirect. There are areas where the organisation can have an impact, but potential impact is limited due to there being no national measurement standard for some parameters. Many manufactured products are covered with a special treatment or with paint to protect it from detrimental effects such as corrosion, and/or to add aesthetic value to it. New standards will be developed for gloss and refractive indexes of paints used in the automotive industry, while the Materials Characterisation group aims at expanding the suite of characterisations for surfaces, up to the nano-meter level. 42 NMISA-12-0064 Annual Performance Plan 2013 – 2015 42 NMISA-12-0064 Annual Performance Plan 2013 - 2015
The pharmaceutical industry is the fifth largest contributor to the country’s trade deficit. In an attempt to alleviate this stress, the Department of Science and Technology as well as the Department of Trade and Industry have invested significantly into innovation for the production of biopharmaceuticals. The growth and success of the biopharmaceutical industry is dependent on methods capable of accurately identifying and absolutely quantifying proteins. Since the NMISA organic chemistry laboratory was largely equipped to begin addressing this measurement need, the laboratory is expanding into the realm bio-metrology through establishing a capability to perform amino acid analysis for the absolute quantification of proteins. Physical parameters such as air flow and air velocity are also critical in the pharmaceutical manufacturing industry and measurement standards will be developed to meet these needs. SMMEs find it increasingly difficult to stay abreast of TI requirements and developments and in many cases it is the major factor preventing their success. It is within this context that NMISA has identified a need to assist especially the SMMEs in the IPAP priority sectors with an intervention in respect of measurements impacting compliance to industry specifications, standards and legal requirements for enhanced competitiveness. A. NMISA has developed a Measurement Practice Improvement Guide targeted at the SMMEs in the manufacturing sector and the objectives are to: • Evaluate the current measurement practice in the SMME sector • Improve measurement awareness amongst SMMEs in the provinces • Empower SMMEs to instil good measurement practice with the aim to improve their competiveness in industry and to contribute to local and international trade, thereby creating jobs for the economy • Improve the quality of the products being manufactured to increase customer confidence in the SMMEs and their products. B. Strategic partnerships will be formed with SMMEs to qualify the need for fit-for-purpose measurement equipment for developing country/rural conditions. If the scoping indicates an opportunity in the market for the development of such equipment or the adaptation of commercially available equipment, NMISA will seek international donor funding to start such a project with a group of manufacturing SMMEs. 9.2.1 Roll-out mechanism: A. NMISA is in discussion with Small Enterprise Development Agency (SEDA) to review an existing MoU and agree on a work plan to ensure collaboration and provision of Metrology related expertise to SMMEs. In principle, the mechanism to deliver Measurement traceability expertise to SMMEs will be through the SEDA Service Delivery Network in all the 9 provinces. SEDA Business Advisors will be trained in accurate measurement on the train the trainer programme which will be presented by NMISA staff in the various provinces. B.
