which brought with it new EMS<br />

equipment and enhanced training<br />

for paramedics, <strong>Cicero</strong> residents<br />

are receiving better quality health<br />

care and lives are being saved.<br />

For example, <strong>the</strong> ability <strong>to</strong> obtain<br />

and transmit 12 lead EKG’s has<br />

enabled local hospitals <strong>to</strong> alert<br />

<strong>the</strong>ir cardiac teams <strong>to</strong> be standing by<br />

for patients who are actively having<br />

a heart attack prior <strong>to</strong> <strong>the</strong>ir arrival at<br />

<strong>the</strong> hospital. <strong>The</strong> ability <strong>of</strong> paramedics<br />

<strong>to</strong> notice and report potentially lethal<br />

heart blockages means patients<br />

get <strong>the</strong> needed treatment from<br />

cardiologists in minutes ra<strong>the</strong>r than<br />

hours.<br />

Dear <strong>Cicero</strong> residents,<br />

Oc<strong>to</strong>ber is going <strong>to</strong> be a big<br />

month for <strong>Cicero</strong>.<br />

On Oc<strong>to</strong>ber 8, we will be <strong>of</strong>ficially<br />

opening <strong>the</strong> new municipal<br />

complex—<strong>the</strong> new <strong>Town</strong> Hall<br />

and <strong>the</strong> new Police Station. Look<br />

for important details regarding<br />

<strong>the</strong> announcement celebration<br />

in next month’s <strong>Town</strong> <strong>News</strong> as<br />

well as in advertisements and<br />

o<strong>the</strong>r communications we use<br />

<strong>to</strong> get <strong>the</strong> word out <strong>to</strong> all <strong>Cicero</strong><br />

families.<br />

Oc<strong>to</strong>ber will also be a big month<br />

because we have <strong>the</strong> Houby<br />

Day Parade put <strong>to</strong>ge<strong>the</strong>r by <strong>the</strong><br />

<strong>Cicero</strong> Chamber <strong>of</strong> Commerce.<br />

And Oc<strong>to</strong>ber will be a big month<br />

because <strong>of</strong> my high hopes for<br />

<strong>the</strong> Chicago Cubs in <strong>the</strong> play<strong>of</strong>fs.<br />

On August 29, we <strong>of</strong>ficially<br />

opened <strong>the</strong> <strong>Cicero</strong> Community<br />

Park, a beautiful, 11-acre, familyfriendly<br />

park on Laramie between<br />

34th & 35th. Look for pictures<br />

from <strong>the</strong> opening weekend<br />

celebration in next month’s <strong>Town</strong><br />

<strong>News</strong>.<br />

<strong>The</strong> <strong>Cicero</strong> Community Park is<br />

part <strong>of</strong> <strong>the</strong> Sportsman’s Park<br />

redevelopment, <strong>the</strong> first phase <strong>of</strong><br />

it, in fact.<br />

As we did with <strong>the</strong> new municipal<br />

complex w<strong>here</strong> we built a<br />

park at 1808 S. Laramie and,<br />

<strong>of</strong> course, <strong>the</strong> new community<br />

center, it was important <strong>to</strong> me<br />

that redeveloping Sportsman’s<br />

included community green space<br />

for our children and our seniors <strong>to</strong><br />

enjoy during <strong>the</strong> warm wea<strong>the</strong>r<br />

months.<br />

I think you’ll agree that <strong>the</strong> park<br />

is a great space for outdoor<br />

activities, for our various ethnic<br />

festivals, for family movie nights,<br />

and activities <strong>of</strong> those sorts.<br />

Dominick Meets with Puer<strong>to</strong> Rican Official<br />

Lourdes Ramos-Rivera is <strong>the</strong><br />

Majority Whip <strong>of</strong> <strong>the</strong> Puer<strong>to</strong> Rican<br />

House <strong>of</strong> Representatives and <strong>the</strong><br />

Chair <strong>of</strong> <strong>the</strong> Ethics Committee.<br />

Ramos-Rivera met with <strong>Town</strong><br />

President Larry Dominick during a<br />

recent visit <strong>to</strong> <strong>the</strong> United States.<br />

I am very thankful for <strong>the</strong> support<br />

<strong>of</strong> all <strong>the</strong> <strong>Cicero</strong> residents who<br />

believed in me and believed in<br />

our collective vision for <strong>the</strong> “New<br />

<strong>Cicero</strong>”. We get closer <strong>to</strong> realizing<br />

that dream every day. <strong>The</strong> <strong>Cicero</strong><br />

Community Park is ano<strong>the</strong>r<br />

important step in that direction.<br />

Finally, I want <strong>to</strong> recognize all <strong>of</strong><br />

our <strong>to</strong>wn employees this month.<br />

From clean-up weekend <strong>to</strong> <strong>the</strong><br />

construction <strong>of</strong> new parks <strong>to</strong> new<br />

constituent service programs <strong>to</strong><br />

preparing <strong>to</strong> move in<strong>to</strong> our state<strong>of</strong>-<strong>the</strong>-art<br />

community center, I have<br />

raised <strong>the</strong> level <strong>of</strong> expectations for<br />

<strong>to</strong>wn employees’ performance.<br />

I have done so because <strong>Cicero</strong><br />

taxpayers deserve a <strong>to</strong>wn<br />

government that is always seeking<br />

<strong>to</strong> improve <strong>the</strong> quality <strong>of</strong> its service.<br />

I have seen a lot <strong>of</strong> people<br />

really step up and show <strong>the</strong>ir<br />

commitment <strong>to</strong> <strong>Cicero</strong> and <strong>to</strong><br />

<strong>Cicero</strong> residents. It has been very<br />

encouraging.<br />

Dominick sponsors successful “National Night Out” at Mor<strong>to</strong>n College<br />

<strong>Cicero</strong> <strong>Town</strong> President Larry Dominick and <strong>the</strong> <strong>Cicero</strong> <strong>Town</strong> Board <strong>of</strong> Trustees<br />

sponsored a greatly successful “National Night Out” outdoor picnic on Tuesday,<br />

August 5th, at Mor<strong>to</strong>n College in <strong>Cicero</strong>. This free event featured a barbecue,<br />

music, raffles clowns, children’s entertainment and much, much more.<br />

<strong>The</strong> National Night Out is a community-wide crime and drug prevention<br />

event held <strong>to</strong> promote neighborhood spirit and police partnerships for crime<br />

prevention in effort <strong>to</strong> bring about a safer community. <strong>The</strong> National Night Out<br />

campaign involves citizens, law enforcement agencies, civic groups, businesses,<br />

neighborhood organizations and local <strong>of</strong>ficials from over 10,000 communities<br />

from all 50 states. Over 34 million people participated in this event in <strong>the</strong>ir<br />

communities nation-wide.<br />

National Night Out is designed <strong>to</strong>:<br />

• Heighten crime and drug prevention awareness<br />

• Generate support for local anti-crime programs<br />

• Streng<strong>the</strong>n neighborhood spirit and police-community partnerships<br />

• Send a message <strong>to</strong> criminals letting <strong>the</strong>m know our <strong>Cicero</strong> neighborhoods are organized and fighting back <strong>to</strong>ge<strong>the</strong>r with<br />

our police, <strong>to</strong>wn <strong>of</strong>ficials, community members, residents and <strong>the</strong>ir families.<br />

New Indoor Soccer Field Under Consideration by <strong>Town</strong><br />

At <strong>the</strong> August 26 <strong>Town</strong> Board meeting, Andy Schcolnik (pictured) from ANSCO<br />

Real Estate Investments presented plans for a joint venture between his company<br />

and Vida Abundante Church <strong>to</strong> redevelop eight acres <strong>of</strong> property owned by Mr.<br />

Schcolnik across from Unity Jr. High on south 54th street.<br />

<strong>The</strong> joint venture at 2100 S. 54th Street (between <strong>the</strong> Mor<strong>to</strong>n 201 Freshman Center<br />

and <strong>the</strong> Mor<strong>to</strong>n 201 Alternative School) calls for a two-acre indoor soccer field<br />

(which would provide four (4) adjacent indoor soccer fields), <strong>the</strong> requisite parking,<br />

and a multi-phase development <strong>of</strong> a new church for <strong>the</strong> parishioners <strong>of</strong> Vida<br />

Abundante, who’ve outgrown <strong>the</strong>ir current location at 13th & Austin.<br />

<strong>The</strong> project would be privately financed. Mr. Schcolnik made clear he seeks no<br />

financial assistance from <strong>the</strong> <strong>to</strong>wn.<br />

<strong>The</strong> facility would be family-friendly, no alcohol will be served.<br />

In response <strong>to</strong> questions from <strong>Town</strong> board members, Mr. Schcolnik said that<br />

during <strong>the</strong> warm wea<strong>the</strong>r months when children are likely <strong>to</strong> be more interested<br />

in playing soccer outside, he would be open <strong>to</strong> working with Clyde Park District <strong>to</strong><br />

accommodate some <strong>of</strong> <strong>the</strong>ir summer soccer league teams. Schcolnik also said he<br />

is considering adding batting cages and o<strong>the</strong>r athletic features during down times<br />

for indoor soccer.<br />

“I am all for developments aimed at giving <strong>Cicero</strong> kids more space and more places<br />

<strong>to</strong> enjoy athletics,” said <strong>Cicero</strong> <strong>Town</strong> President Larry Dominick. “It’s an exciting project that could compliment our new parks at<br />

1808 S. Laramie and 35th & Laramie very well. We’re hopeful that it moves forward with all due speed.”<br />

<strong>The</strong> church development would proceed in phases, according <strong>to</strong> Mr. Schcolnik. Vida Abundante has a vibrant youth ministry<br />

headed up by Ismael Vargas, a key leader for <strong>the</strong> anti-gang Operation Ceasefire-<strong>Cicero</strong> program as well.<br />

Dominick’s Restructuring <strong>of</strong> Paramedic Services Improving<br />

<strong>the</strong> Quality <strong>of</strong> Emergency Care for <strong>Cicero</strong> Residents<br />

are now using Continuous Positive Airway Pressure (CPAP) devices for patients with potentially life-threatening<br />

respira<strong>to</strong>ry diseases.<br />

Prior <strong>to</strong> <strong>the</strong> use <strong>of</strong> <strong>the</strong> CPAP devices, patients would have <strong>to</strong> be intubated (have a tube put down <strong>the</strong>ir throat) in<br />

some instances. Patients who are intubated need <strong>to</strong> be hospitalized in intensive care for days after <strong>the</strong> procedure.<br />

With successful CPAP usage and o<strong>the</strong>r treatments, patient hospital stays are shorter.<br />

On <strong>the</strong> training side, <strong>Cicero</strong> paramedics are doing monthly Spanish language training in order <strong>to</strong> try <strong>to</strong><br />

communicate better with any <strong>Cicero</strong> resident in need. Fur<strong>the</strong>r, <strong>the</strong>y have scheduled ongoing training in life-saving<br />

procedures and life-saving equipment so that <strong>the</strong> paramedics who serve <strong>Cicero</strong> residents stay current with medical<br />

advances.<br />

senior citizens <strong>to</strong> U.S. Cellular Field <strong>to</strong> watch <strong>the</strong> Chicago White Sox take on <strong>the</strong> Seattle Mariners. While enjoying a<br />

beautiful day at <strong>the</strong> ballpark, <strong>Cicero</strong> seniors cheered <strong>the</strong> White Sox on <strong>to</strong> a<br />

Univision hosts Digital Television Forum at Mor<strong>to</strong>n College<br />

On Saturday, July 26th, Univison hosted a free <strong>to</strong>wn hall meeting at Mor<strong>to</strong>n College on <strong>the</strong> upcoming February<br />

2009 transition <strong>of</strong> all television broadcasts from analog <strong>to</strong> digital TV. Jennifer Elena <strong>of</strong> <strong>the</strong> National Association <strong>of</strong><br />

Broadcasters, Keyla Hernanez Ulloa <strong>of</strong> <strong>the</strong> FCC, Elena Chavez <strong>of</strong> <strong>the</strong> Consumers Union and Carlos Morales from<br />

Comcast Cable were on hand <strong>to</strong> answer questions and explain <strong>the</strong> impending transition <strong>to</strong> digital TV and what<br />

will need <strong>to</strong> be done in conjunction with cable or satellite providers <strong>to</strong> ensure everyone continues <strong>to</strong> receive a<br />

Dominick Unveils His<strong>to</strong>ric Marker at Site <strong>of</strong> <strong>the</strong><br />

former <strong>Cicero</strong> Flying Field<br />

On August 20th, <strong>Cicero</strong> <strong>Town</strong> President Larry Dominick unveiled a his<strong>to</strong>ric<br />

marker at <strong>the</strong> site <strong>of</strong> <strong>the</strong> former <strong>Cicero</strong> Flying Field. <strong>The</strong> <strong>Cicero</strong> Flying Field,<br />

which spanned from Laramie Avenue <strong>to</strong> <strong>Cicero</strong> Avenue and from 16th<br />

Street <strong>to</strong> 21st Place, was dubbed “<strong>the</strong> most complete flying field in <strong>the</strong><br />

world” during its time <strong>of</strong> operation from 1910 <strong>to</strong> 1915.<br />

<strong>The</strong> inscription on <strong>the</strong> marker reads:<br />

“One <strong>of</strong> <strong>the</strong> first, largest urban airfields in <strong>the</strong> Midwest. <strong>The</strong> <strong>Cicero</strong> Flying<br />

Field was used for air shows, mail service, business trips and recreation<br />

flights. Rising property values caused <strong>the</strong> field <strong>to</strong> be closed and subdivided<br />

for residential and commercial development. It became <strong>the</strong> Parkholme Neighborhood.”<br />

<strong>Cicero</strong> Police Secure Approval <strong>to</strong> Charge Juvenile as Adult in Shooting<br />

Thanks <strong>to</strong> <strong>the</strong> diligence <strong>of</strong> <strong>Cicero</strong> police investiga<strong>to</strong>rs, a 16-year-old juvenile male will be<br />

charged as an adult for allegedly shooting two individuals on <strong>the</strong> 1900 block <strong>of</strong> South 51st<br />

Avenue on Tuesday night (August 19) in what police believe was a gang-related incident.<br />

<strong>The</strong> <strong>of</strong>fender has been charged with <strong>the</strong> following felonies:<br />

• Aggravated Battery with a Firearm, 2 counts<br />

• Aggravated Battery in a Public Way, 2 counts<br />

<strong>The</strong> two victims survived <strong>the</strong> shooting. One was shot in <strong>the</strong> leg and has been treated and<br />

released. <strong>The</strong> o<strong>the</strong>r victim, a juvenile, was shot in <strong>the</strong> back and remains hospitalized in<br />

stable condition.<br />

“Incidents like this remind us <strong>of</strong> two things,” said <strong>Cicero</strong> <strong>Town</strong> President Larry Dominick. “First, we have <strong>to</strong>p quality <strong>Cicero</strong><br />

detectives who do a great job putting <strong>to</strong>ge<strong>the</strong>r <strong>the</strong> cases that bring gang-bangers like this juvenile <strong>to</strong> justice. Second, despite<br />

a relatively quiet summer and <strong>the</strong> significant decrease in gang-related violence we have achieved in <strong>Cicero</strong>, <strong>the</strong> challenge <strong>to</strong><br />

combat street gangs is an ever-present one that requires our continued vigilance.”<br />

<strong>Town</strong> Trustee Punzo-Arias and Kathy Ordman bring <strong>the</strong> good will <strong>of</strong><br />

<strong>Cicero</strong> <strong>to</strong> Naranjal, Ecuador<br />

Tuesday, June 23rd, 2008, <strong>Cicero</strong> <strong>Town</strong> Trustee Maria<br />

Punzo-Arias, and Office for People with Disabilities<br />

Direc<strong>to</strong>r Kathy Ordman joined a team <strong>of</strong> 31 volunteers<br />

on a seven day excursion <strong>to</strong> Naranjal, Ecuador, <strong>to</strong> assist in<br />

providing health and dental care, as well as training and<br />

education <strong>the</strong> disabled citizens <strong>of</strong> Ecuador. <strong>The</strong> project<br />

was organized by volunteers <strong>of</strong> Causes for Change<br />

International, a non-pr<strong>of</strong>it organization headquartered in<br />

Chicago.<br />

Naranjal, and sister city <strong>of</strong> <strong>Cicero</strong>, <strong>to</strong>ge<strong>the</strong>r are looking<br />

<strong>to</strong> create opportunities for cultural, educational exchanges, and <strong>to</strong> sharetraining and technical<br />

expertise. <strong>The</strong> visit <strong>of</strong> Trustee Punzo-Arias and Kathy Ordman was a follow up <strong>to</strong> an invitation made<br />

by Naranjal Mayor Ruper<strong>to</strong> Espinoza <strong>to</strong> <strong>Cicero</strong> <strong>Town</strong> President Larry Dominick during a visit last<br />

Oc<strong>to</strong>ber.<br />

To date, through its project in Ecuador, more than twenty thousand children and adults have<br />

received medical and dental care in <strong>the</strong> coastal areas <strong>of</strong> Ecuador.<br />

IMPORTANT INFORMATION FOR CICERO RESIDENTS: Rules and<br />

Regulations Governing <strong>the</strong> Use <strong>of</strong> Public Parks in <strong>Cicero</strong><br />

Per <strong>the</strong> leadership <strong>of</strong> <strong>Cicero</strong> <strong>Town</strong> President Larry Dominick, <strong>the</strong> <strong>Town</strong> Board passed <strong>the</strong> ordinance detailed below at <strong>the</strong><br />

regularly scheduled <strong>Cicero</strong> <strong>Town</strong> Board meeting on Tuesday, August 26. <strong>The</strong>se codified rules are intended <strong>to</strong> ensure that <strong>the</strong><br />

new parks in <strong>Cicero</strong>—e.g. 1808 S. Laramie, 35th& Laramie—and all <strong>the</strong> parks in <strong>to</strong>wn remain family-friendly spaces w<strong>here</strong><br />

children are safe <strong>to</strong> play and families may enjoy quality time <strong>to</strong>ge<strong>the</strong>r.<br />

GENERAL REGULATIONS GOVERNING THE USE OF PUBLIC PARKS<br />

General Rules.<br />

No person shall commit a violation <strong>of</strong> this Code or <strong>of</strong> any local, state or federal law,<br />

statute, order, rule or regulation while on Public Park property. <strong>The</strong> <strong>Town</strong> President<br />

or his or her designee may adopt and enforce additional rules and regulations for <strong>the</strong><br />

health, safety and protection <strong>of</strong> <strong>the</strong> Public Parks and <strong>the</strong> visi<strong>to</strong>rs t<strong>here</strong><strong>to</strong>, which may<br />

include, without limitation, prohibiting or regulating activities that may unreasonably<br />

disrupt pedestrian traffic flow or <strong>the</strong> quiet enjoyment <strong>of</strong> Public Park resources. <strong>The</strong><br />

<strong>Town</strong> President or his or her designee may establish and enforce rules, regulations<br />

and procedures regarding <strong>the</strong> issuance <strong>of</strong> permits for, without limitation, conducting<br />

events, selling or <strong>of</strong>fering goods or services and conducting exhibits or performances<br />

at Public Parks. <strong>The</strong> <strong>Town</strong> President or his or her designee may post signs in Public<br />

Parks setting forth directions and/or <strong>the</strong> rules and regulations <strong>of</strong> <strong>the</strong> Public Parks.<br />

Hours.<br />

No person shall be or remain in any Public Park between sunset and sunrise on <strong>the</strong><br />

following day. This Section shall not apply <strong>to</strong> individuals who are attending events<br />

hosted or sponsored by <strong>the</strong> <strong>Town</strong>. This Section shall not apply <strong>to</strong> authorized <strong>Town</strong><br />

personnel or police <strong>of</strong>ficers or patrolmen acting within <strong>the</strong> scope <strong>of</strong> <strong>the</strong>ir lawful<br />

duties.<br />

Entrance and Egress; Restricted Areas.<br />

(a) Entrance and Egress. W<strong>here</strong>ver any Public Park is enclosed, no person shall<br />

enter or leave <strong>the</strong> same except by <strong>the</strong> gateway provided. No person shall climb or<br />

walk upon <strong>the</strong> walls or fences t<strong>here</strong><strong>of</strong>. Any <strong>of</strong> <strong>the</strong> entrances <strong>to</strong> Public Parks may be<br />

closed at any time by <strong>the</strong> direction <strong>of</strong> an <strong>of</strong>ficer, employee or designee <strong>of</strong> <strong>the</strong> <strong>Town</strong>.<br />

(b) Restricted Areas.<br />

(1) No person shall enter or climb upon any portion <strong>of</strong> a Public Park w<strong>here</strong> persons<br />

are prohibited from entering as indicated by a sign or notice including, without<br />

limitation, any fountain, monument, sculpture or structure.<br />

(2) No person shall enter any part <strong>of</strong> a Public Park that is in an unfinished state or<br />

under construction.<br />

(3) No person shall enter or attempt <strong>to</strong> enter any building or area <strong>of</strong> a Public<br />

Park if or when it is closed <strong>to</strong> <strong>the</strong> public, if a permit has been issued for use <strong>of</strong> it by<br />

an individual or group, unless invited by said individual or group, or if a permit is<br />

required for use.<br />

(4) No person shall fail <strong>to</strong> cooperate in maintaining restrooms and washrooms in<br />

a neat and sanitary condition. No person over <strong>the</strong> age <strong>of</strong> four (4) years shall use any<br />

washroom designated for <strong>the</strong> opposite sex and no person under <strong>the</strong> age <strong>of</strong> four (4)<br />

years shall use any restroom unless accompanied by a person over <strong>the</strong> age <strong>of</strong> eighteen<br />

(18) years.<br />

Animals.<br />

No person shall bring or lead any dog or any o<strong>the</strong>r animal in<strong>to</strong> any Public Park.<br />

Nothing in this Section shall prohibit dogs or animals utilized by police, for<br />

patrol purposes or as service animals from entering or remaining at any location<br />

in a Public Park. In addition, a person may bring a domestic animal <strong>to</strong> a dog<br />

obedience or charitable event if said event is o<strong>the</strong>rwise authorized by <strong>the</strong> <strong>Town</strong><br />

and so long as <strong>the</strong> animal is being supervised, controlled and/or restrained.<br />

No person shall, within any Public Park, molest, kill, wound, trap, snare, hunt,<br />

chase, shoot, throw missiles at, remove, tease, frighten or injure any animal or<br />

animal habitat.<br />

This Section shall not apply <strong>to</strong> authorized <strong>Town</strong> personnel, police <strong>of</strong>ficers,<br />

patrolmen or animal control personnel acting within <strong>the</strong> scope <strong>of</strong> <strong>the</strong>ir lawful<br />

duties.<br />

Explosives, Firearms and Stink Bombs.<br />

(a) Explosives. No person shall fire, discharge or set <strong>of</strong>f any rocket, cracker,<br />

<strong>to</strong>rpedo or o<strong>the</strong>r fireworks or any substance <strong>of</strong> an explosive nature within any<br />

Public Park.<br />

(b) Firearms and Missiles. Persons are forbidden from carrying firearms, unless<br />

o<strong>the</strong>rwise authorized by law, and from throwing s<strong>to</strong>nes and missiles within any<br />

Public Park.<br />

(c) Stink Bombs and Similar Devices. It shall be unlawful for any person<br />

<strong>to</strong> cast, throw, deposit or place any stink ball, fireball or bomb, ball, tube, vial<br />

or bottle made <strong>of</strong> thin glass or o<strong>the</strong>r easily breakable material containing<br />

any solution <strong>of</strong> corrosive or caustic acid, phosphorus or o<strong>the</strong>r explosive or<br />

inflammable fluid or substance or any hydrogen sulphide, valerianic acid,<br />

ammonium valerianate, valerianate <strong>of</strong> zinc, or any solution or mixture t<strong>here</strong><strong>of</strong><br />

or any o<strong>the</strong>r stinking, nauseous, <strong>of</strong>fensive or filthy substance, except upon <strong>the</strong><br />

written prescription <strong>of</strong> a licensed physician, at, upon or within any Public Park.<br />

Breach <strong>of</strong> <strong>the</strong> Peace.<br />

No threatening, abusive, insulting or indecent language shall be allowed in any<br />

part <strong>of</strong> a Public Park. No conduct shall be permitted w<strong>here</strong>by a breach <strong>of</strong> <strong>the</strong><br />

peace may occur in any part <strong>of</strong> a Public Park. No person shall tell fortunes or play<br />

any game <strong>of</strong> chance at or with any table or instrument <strong>of</strong> gambling in any part <strong>of</strong><br />

a Public Park. No person shall commit any obscene or indecent act in any part <strong>of</strong><br />

a Public Park.<br />

Littering and Polluting.<br />

(a) Littering. No person shall bring in<strong>to</strong>, leave behind or dump any material<br />

<strong>of</strong> any kind, whe<strong>the</strong>r waste or o<strong>the</strong>rwise, in any Public Park, except for refuse,<br />

garbage or o<strong>the</strong>r material arising from <strong>the</strong> normal use and enjoyment <strong>of</strong> a<br />

picnic or o<strong>the</strong>r permitted activity, provided that such material is deposited in<br />

receptacles provided for such purpose.<br />

(b) Polluting. No material <strong>of</strong> any kind shall be left or deposited in any Public Park<br />

so as <strong>to</strong> pollute <strong>the</strong> land, water or air coursing through or over such Public Park or so<br />

as <strong>to</strong> o<strong>the</strong>rwise interfere with <strong>the</strong> proper use and enjoyment <strong>of</strong> any Public Park.<br />

Bill Posting.<br />

No person shall post or o<strong>the</strong>rwise affix any bills, notices or o<strong>the</strong>r paper upon<br />

any structure or thing within any Public Park, including upon any <strong>of</strong> <strong>the</strong> gates or<br />

enclosures t<strong>here</strong><strong>of</strong>, without first obtaining a license or permit from <strong>the</strong> <strong>Town</strong>.<br />

Fires.<br />

No person shall light, make or use any fire or bonfire, whe<strong>the</strong>r for cooking purposes or<br />

o<strong>the</strong>rwise, in any Public Park.<br />

Any person who violates this Section shall, upon conviction, be subject <strong>to</strong> a fine <strong>of</strong> not<br />

less than seven hundred fifty and no/100 U.S. dollars ($750.00) for each violation and<br />

<strong>the</strong> grilling equipment and/or equipment used <strong>to</strong> light, make or use said fire shall be<br />

subject <strong>to</strong> confiscation.<br />

Alcoholic Liquor.<br />

No in<strong>to</strong>xicated person shall enter, be or remain in any Public Park nor shall any<br />

person bring in<strong>to</strong>, sell, give away, <strong>of</strong>fer <strong>to</strong> sell, deliver or drink any Alcoholic Liquor<br />

in any Public Park, except pursuant <strong>to</strong> permits or concessions issued by <strong>the</strong> <strong>Town</strong>.<br />

Any person who violates this Section shall be subject <strong>to</strong> a fine not <strong>to</strong> exceed seven<br />

hundred fifty and no/100 U.S. dollars ($750.00).<br />

Glass Prohibited.<br />

No person shall be allowed <strong>to</strong> carry, bring, possess or o<strong>the</strong>rwise control any glass<br />

container or receptacle in any Public Park.<br />

Mo<strong>to</strong>rized Vehicles, Toy Vehicles, Skateboards and Similar Devices.<br />

It shall be unlawful for any person <strong>to</strong> operate or use a Mo<strong>to</strong>r Vehicle, a mo<strong>to</strong>rized<br />

skateboard, a Mo<strong>to</strong>r Driven Scooter, a Snowmobile, skis, a skateboard, rollerblades,<br />

roller skates, a sled, a bicycle, a mo<strong>to</strong>rized dirt bike or o<strong>the</strong>r similar devices within<br />

any Public Park. <strong>The</strong> following prohibition shall not apply <strong>to</strong> Mo<strong>to</strong>rized Wheelchairs<br />

or municipal, police, fire, special district or emergency vehicles.<br />

Smoking.<br />

No person shall smoke cigarettes, cigars, pipes or o<strong>the</strong>r <strong>to</strong>bacco products in any Public<br />

Park, which includes <strong>the</strong> buildings and structures located within any Public Park.<br />

Protection <strong>of</strong> Public Park Property.<br />

(a) No person in any Public Park shall be allowed <strong>to</strong> play ball or o<strong>the</strong>r games likely<br />

<strong>to</strong> injure <strong>the</strong> grass, lawn, turf or shrubbery, except in such places as may be provided<br />

for that purpose.<br />

(b) No person shall destroy, cut, break, graffiti, deface, mutilate, injure, sever from<br />

<strong>the</strong> ground or remove any sod, tree, shrub, plant, turf or growing thing located within<br />

any Public Park or bring in<strong>to</strong> or have in his or her possession any <strong>to</strong>ol or instrument<br />

intended <strong>to</strong> be used in connection with <strong>the</strong> foregoing.<br />

(c) No person shall set fire <strong>to</strong> any sod, tree, shrub, plant, turf or growing thing<br />

located within any Public Park.<br />

(d) No person shall destroy, cut, break, mark, graffiti, deface, mutilate, injure,<br />

remove or alter any <strong>of</strong> <strong>the</strong> buildings, fences, bridges, fountains, monuments,<br />

sculptures or structures contained on any Public Park or any construction or property<br />

contained t<strong>here</strong>in.<br />

(e) No person shall mar, injure, graffiti, deface, cover, destroy or o<strong>the</strong>rwise make<br />

unreadable any warning, sign, notice or symbol located on Public Park property.<br />

(f) No person shall allow any animal <strong>to</strong> injure or deface any property or growing<br />

thing located within any Public Park.<br />

No person shall be allowed <strong>to</strong> carry, bring, possess or o<strong>the</strong>rwise control any<br />

spray paint, aerosol propelled paint, devices designed <strong>to</strong> expel paint by means <strong>of</strong><br />

compressed gas or markers containing fluid that is not water soluble and that have<br />

a point, brush, applica<strong>to</strong>r or o<strong>the</strong>r writing surface <strong>of</strong> three-eighths <strong>of</strong> an inch (3/8”)<br />

or greater in any Public Park. No person shall be allowed <strong>to</strong> carry, bring, possess<br />

or o<strong>the</strong>rwise control any etching material, acid or like substance used <strong>to</strong> cut, bite,<br />

corrode or engrave on metal, glass, plastic, concrete or s<strong>to</strong>ne in any Public Park.<br />

This Section shall not apply <strong>to</strong> authorized <strong>Town</strong> personnel acting within <strong>the</strong> scope <strong>of</strong><br />

<strong>the</strong>ir lawful duties.<br />

Loitering and Hindering.<br />

(a) Loitering. It shall be unlawful for any person <strong>to</strong> loiter, loaf, wander, stand or<br />

remain idle ei<strong>the</strong>r alone and/or in consort with o<strong>the</strong>rs on Public Park property in<br />

such a manner as <strong>to</strong> obstruct, hinder or impede <strong>the</strong> passage <strong>of</strong> pedestrians or traffic<br />

or ingress and egress.<br />

(b) Prohibition <strong>of</strong> Sex Offenders from Loitering Near Public Parks. It is unlawful<br />

for any Child Sex Offender <strong>to</strong> knowingly be within five hundred feet (500′) <strong>of</strong> any<br />

Public Park in accordance with Section 62-421 <strong>of</strong> this Code and it is unlawful for<br />

any Child Sex Offender <strong>to</strong> knowingly loiter on a public way within five hundred feet<br />

(500′) <strong>of</strong> any Public Park in accordance with Section 62-422 <strong>of</strong> this Code.<br />

(c) Hindering Employees or Contrac<strong>to</strong>rs. No person shall interfere with or in<br />

any manner hinder any employee or contrac<strong>to</strong>r <strong>of</strong> <strong>the</strong> <strong>Town</strong> while said employee or<br />

contrac<strong>to</strong>r is engaged in constructing, repairing or caring for any Public Park.<br />

Enforcement.<br />

(a) <strong>The</strong> members <strong>of</strong> <strong>the</strong> <strong>Cicero</strong> Police Department, including auxiliary police<br />

<strong>of</strong>ficers, shall have <strong>the</strong> authority <strong>to</strong> enforce <strong>the</strong> provisions <strong>of</strong> this Article.<br />

(b) Except w<strong>here</strong> a specific fine has been provided for violations <strong>of</strong> sections <strong>of</strong><br />

this Article, any person who violates a provision <strong>of</strong> this Article shall be subject <strong>to</strong><br />

a fine <strong>of</strong> not less than two hundred fifty and no/100 U.S. dollars ($250.00) and<br />

no more than seven hundred fifty and no/100 U.S. dollars ($750.00) and may be<br />

subject <strong>to</strong> an order requiring <strong>the</strong> viola<strong>to</strong>r <strong>to</strong> pay restitution when <strong>the</strong> violation<br />

involves damage <strong>to</strong> property. In addition <strong>to</strong> <strong>the</strong> foregoing, <strong>the</strong> <strong>Town</strong>, in its sole and<br />

absolute discretion, may ban a viola<strong>to</strong>r from future use <strong>of</strong> any or all Public Parks.<br />

Each day that a violation continues shall be deemed a separate violation.<br />

(c) Any person who commits, attempts <strong>to</strong> commit, conspires <strong>to</strong> commit or aids<br />

or abets in a violation <strong>of</strong> this Article shall be guilty <strong>of</strong> such <strong>of</strong>fense. <strong>The</strong> parent or<br />

legal guardian <strong>of</strong> a minor defendant who resides with such parent or legal guardian<br />

shall be jointly and severally liable for any fine or condition <strong>of</strong> restitution or<br />

reparation imposed by a court or hearing <strong>of</strong>ficer for a violation <strong>of</strong> this Article.<br />

Notice from <strong>the</strong> <strong>Cicero</strong> Fire Department<br />

<strong>The</strong> <strong>Cicero</strong> Fire Department will be conducting hydrant tests for all hydrants in <strong>the</strong> <strong>Town</strong><br />

<strong>of</strong> <strong>Cicero</strong>. Hydrant testing will begin on September 08, 2008 with a target completion date<br />

<strong>of</strong> Oc<strong>to</strong>ber 10, 2008.<br />

Please be advised that this testing may cause some temporary discoloration <strong>of</strong> <strong>the</strong> water in<br />

your homes. This is normal and in no way harmful. We do however recommend running<br />

water till clear before doing laundry should you note any discoloration in your home water.<br />

Invited <strong>to</strong> WSSRA Programs<br />

This fall, <strong>the</strong> Clyde and Hawthorne Park Districts through WSSRA will <strong>of</strong>fer over 65 recreation programs for <strong>Cicero</strong><br />

residents <strong>of</strong> any age with special education needs, physical impairments, vision or hearing loss or any o<strong>the</strong>r<br />

disability. <strong>The</strong> WSSRA Fall season runs for nine weeks.<br />

If a member <strong>of</strong> your family has a special need or impairment, call WSSRA at 847-455-2100 <strong>to</strong> find out which fall<br />

programs may be helpful <strong>to</strong> your family. A WSSRA staff person fluent in Spanish is available <strong>to</strong> answer your call.<br />

5. Annual College Scholarship Partnership<br />

This partnership is formed between <strong>the</strong> <strong>Cicero</strong> Youth<br />

Commission and <strong>Cicero</strong> Banks and Savings and Loans.<br />

<strong>The</strong> partnership has already been able <strong>to</strong> assist over seventy-five<br />

students with <strong>the</strong>ir college tuition since 1994.<br />

<strong>The</strong> scholarships will be available <strong>to</strong> <strong>Cicero</strong> residents that<br />

are seniors in high school planning <strong>to</strong> attend any accredited<br />

college or university full time for <strong>the</strong> Fall Semester <strong>of</strong><br />

2006. Applications may be obtained by visiting <strong>the</strong><br />

Guidance Counseling Office at Mor<strong>to</strong>n East High School<br />

Spring is <strong>here</strong>! It’s<br />

that time <strong>of</strong> year that<br />

our kids and pets are<br />

outside playing. We<br />

love <strong>to</strong> see our kids<br />

having fun with<br />

<strong>the</strong>ir pets but we<br />

also want <strong>to</strong> make sure <strong>the</strong>y are all safe!<br />

First, I would like <strong>to</strong> introduce you <strong>to</strong> “Yuppie<br />

Puppy Peggy” (pictured).<br />

What a wonderful month at <strong>Cicero</strong><br />

Waggin’ Tails Shelter!<br />

Please remember when children take <strong>the</strong>ir dogs out<br />

for a walk that sometimes <strong>the</strong> dog is <strong>the</strong> one walking<br />

<strong>the</strong> child! This has become a big problem. Kids<br />

are walking larger dogs that pull away from <strong>the</strong>m,<br />

and <strong>the</strong>n <strong>the</strong> dog ei<strong>the</strong>r gets lost or ends up running<br />

<strong>of</strong>f and biting someone or someone’s pet.<br />

Peggy, a pr<strong>of</strong>essional pet groomer at Yuppie<br />

Puppy Salon in Oak Park, contacted me<br />

<strong>of</strong>fering <strong>to</strong> donate her personal time by<br />

grooming all <strong>the</strong> animals at our shelter that<br />

are available for adoption, wanting <strong>the</strong>m <strong>to</strong><br />

look <strong>the</strong>ir best when <strong>the</strong>y go <strong>to</strong> <strong>the</strong>ir new<br />

home with <strong>the</strong>ir new family. Of course, I<br />

thought what an amazing, wonderful lady<br />

she is!<br />

I have seen little ones fall when <strong>the</strong>ir dog pulls<br />

<strong>the</strong>m, or when <strong>the</strong> dog gets loose <strong>the</strong> child gets so<br />

upset <strong>the</strong>y run after <strong>the</strong> dog and <strong>the</strong>y don’t pay<br />

attention <strong>to</strong> anything else around <strong>the</strong>m. <strong>The</strong>y run<br />

after <strong>the</strong>ir dog in<strong>to</strong> <strong>the</strong> street, between cars and in<br />

alleys.<br />

<strong>The</strong>n she amazed me even more! She<br />

volunteered <strong>to</strong> come in every 1st and<br />

3rd Sunday <strong>of</strong> <strong>the</strong> month, <strong>to</strong> provide her<br />

pr<strong>of</strong>essional grooming services <strong>to</strong> our <strong>to</strong>wn’s<br />

furry family members—that’s right, a full<br />

service grooming session—at a discounted<br />

price for <strong>Cicero</strong> residents.<br />

<strong>The</strong> puppy pictured in <strong>the</strong><br />

pho<strong>to</strong> below with Peggy came<br />

<strong>to</strong> our shelter matted <strong>to</strong> <strong>the</strong><br />

skin. I didn’t think t<strong>here</strong> would<br />

be any hope but <strong>to</strong> shave <strong>the</strong><br />

poor thing down <strong>to</strong> <strong>the</strong> skin,<br />

but look at <strong>the</strong> miracle Peggy<br />

preformed on this little girl!<br />

We need <strong>to</strong> supervise our kids when <strong>the</strong>y are walking<br />

our family pet! ALWAYS keep your dog on a<br />

leash and please make sure that you carry a bag <strong>to</strong><br />

pick up after your pet <strong>to</strong> avoid any violations and<br />

fines! We have also had a problem with residents<br />

DOGS ARE NOT ALLOWED IN THE PARKS!<br />

We have had many situations <strong>of</strong> dogs attacking people<br />

and o<strong>the</strong>r dogs in <strong>the</strong> parks and also <strong>the</strong> problem<br />

<strong>of</strong> owners not picking up after <strong>the</strong>ir pets when in <strong>the</strong><br />

park.<br />

That’s not all. Peggy volunteered <strong>to</strong> donate <strong>the</strong> proceeds <strong>of</strong> her discounted<br />

grooming services back <strong>to</strong> our <strong>to</strong>wn’s Waggin’ Tails Shelter!!<br />

Peggy is donating her limited personal time out <strong>of</strong> love for all animals,<br />

wanting <strong>to</strong> make sure <strong>the</strong>y are comfortable and <strong>to</strong> look <strong>the</strong>ir best when<br />

families come in <strong>to</strong> <strong>view</strong> <strong>the</strong>m. <strong>The</strong>y now have bows and bandanas and<br />

smell <strong>of</strong> fragranced shampoo and cologne.<br />

Like our o<strong>the</strong>r shelter volunteers and our thousands <strong>of</strong> <strong>Cicero</strong> pet owners,<br />

Peggy wants <strong>to</strong> see animals placed in loving homes and she’s contributing<br />

greatly <strong>to</strong> ensuring this happens. Peggy is not only an amazing groomer,<br />

she is an amazing person. Thank you, Peggy.<br />

If you have <strong>the</strong> misfortune <strong>of</strong> losing your pet and<br />

you have contacted us <strong>to</strong> assist you in finding your<br />

<strong>The</strong> price for a bath or groom begins at $25.00, but Peggy will consult with<br />

you regarding any special needs your pet may have.<br />

relocated <strong>to</strong> <strong>the</strong> new facility and we are in <strong>the</strong><br />

process <strong>of</strong> setting <strong>the</strong> shelter up for adoptions.<br />

We are hoping <strong>to</strong> begin adopting out animals <strong>to</strong><br />

good homes by <strong>the</strong> end <strong>of</strong> May!<br />

In closing. I would like <strong>to</strong> say “you are always in<br />

our hearts” <strong>to</strong> a wonderful, loving and loyal pet and<br />

It’s hard <strong>to</strong> believe summer is over and fall is on <strong>the</strong> way!<br />

Mr. del Valle, <strong>the</strong> City Clerk for <strong>the</strong> city <strong>of</strong> Chicago,<br />
