<strong>Town</strong> <strong>News</strong>continued from page 1Seniors have ‘got it good’ in <strong>Cicero</strong>municipalities provide extra services for <strong>the</strong>m. But in <strong>Cicero</strong>,courting seniors is on a whole o<strong>the</strong>r level.<strong>Cicero</strong> seniors, most people say, have had it good at least asfar back as <strong>the</strong> Betty Loren-Maltese administration, whichbegan in 1993. <strong>The</strong> former <strong>to</strong>wn president started a seniorhousing program and a senior services department. Loren-Maltese, who is serving an 8-year prison sentence for stealingmillions from <strong>the</strong> <strong>to</strong>wn, is still popular with seniors.<strong>The</strong> <strong>Cicero</strong> Senior Center gets rave re<strong>view</strong>s from seniorswho take part in exercise classes, cooking classes and o<strong>the</strong>ractivities. Located in a ground-level brick building on West35th Street, <strong>the</strong> center has four buses and three mini-vansthat provide free transportation for seniors seven days aweek.Stepping away reluctantly from her bunco game at <strong>the</strong>center recently, lifelong resident Helen Antczak, 89, saidprograms like <strong>the</strong>se keep residents content with staying in<strong>to</strong>wn. “I could never leave this place,” she said. “You couldnever find a better place <strong>to</strong> live, especially if you are a senior.”<strong>Cicero</strong>, a <strong>to</strong>wn <strong>of</strong> about 82,000 that was once home formany Eastern Europeans but now has a majority Hispanicpopulation, <strong>of</strong>fers people 62 and older free lunches, daylongjaunts <strong>to</strong> casinos and o<strong>the</strong>r entertainment venues, free grasscutting, snow shoveling and even home repairs.While Loren-Maltese gets credit for spearheading <strong>the</strong>programs, o<strong>the</strong>rs said <strong>the</strong>y’ve flourished since LarryDominick became <strong>to</strong>wn president in 2005.“<strong>The</strong>y spent all <strong>the</strong>ir lives paying taxes and <strong>the</strong>y deserve this,”Dominick said. “Many seniors are on a fixed income. Somemight have a lot <strong>of</strong> money, but we treat <strong>the</strong>m all <strong>the</strong> same.Let <strong>the</strong>m keep <strong>the</strong>ir money for something else.”Dominick, who’s up for re-election next year, concedes thatsenior citizens in <strong>Cicero</strong> are avid voters who come out indroves on Election Day.“Voting is one thing <strong>the</strong>y cherish in life, like bingo and <strong>the</strong>[casinos]. <strong>The</strong> senior program is separate from politics,” hesaid.<strong>Cicero</strong> resident Alma Marble, 72, said she believes Dominickand o<strong>the</strong>r elected <strong>of</strong>ficials.“<strong>The</strong>y don’t come <strong>to</strong> <strong>the</strong> senior center and tell us who <strong>to</strong> votefor,” Marble said. “One lady who comes <strong>to</strong> <strong>the</strong> senior centerhasn’t voted in 60 years. Never have <strong>the</strong>y talked <strong>to</strong> us aboutvoting.”For services, seniors simply call <strong>the</strong> Senior ServicesDepartment, which has 14 full-time staffers and a budget <strong>of</strong>$1.6 million (out <strong>of</strong> a <strong>to</strong>tal <strong>to</strong>wn budget <strong>of</strong> $225.8 million).For seniors, <strong>the</strong> <strong>to</strong>wn last year spent $240,000 for lawn care,$190,000 for snow removal and $120,000 for a program thatprovides free home improvements and repairs, according <strong>to</strong><strong>to</strong>wn records.And now <strong>Cicero</strong> will soon have a new department <strong>to</strong> assistseniors who suffer from Alzheimer’s disease and <strong>to</strong> protectseniors from abuse or o<strong>the</strong>r crimes. <strong>The</strong> new program, called<strong>the</strong> Department <strong>of</strong> <strong>the</strong> President’s Ambassadors for SeniorCitizens, was approved by trustees in January and will havetwo full-time employees.Berwyn <strong>of</strong>ficials said seniors in <strong>the</strong>ir city are jealous <strong>of</strong> <strong>the</strong>irneighbors <strong>to</strong> <strong>the</strong> east.“<strong>The</strong>y want us <strong>to</strong> provide <strong>the</strong> same services as <strong>Cicero</strong>,” saidJeanmarie Hajer, Berwyn’s community outreach direc<strong>to</strong>r. “Iwish we could, but we don’t have that kind <strong>of</strong> money. <strong>The</strong>ygenerate more taxes than us.”<strong>The</strong> <strong>to</strong>tal budget for seniors in Berwyn -- a city <strong>of</strong> about54,000 -- is $150,000 per year, a fraction <strong>of</strong> <strong>the</strong> amount <strong>Cicero</strong>spends.Hajer said that Berwyn provides free grass-cutting and snowremovalservices for low-income seniors, but that <strong>the</strong> city canset aside only about $8,000 yearly.<strong>The</strong> Oak Park <strong>Town</strong>ship Senior Services Department, whichserves neighboring Oak Park and River Forest, has a budge<strong>to</strong>f $1.5 million that’s used mostly for seniors who are lowincomeor have a hardship. In those cases, <strong>the</strong> departmen<strong>to</strong>ffers meal programs, chore services, transportation <strong>to</strong>doc<strong>to</strong>rs and grocery s<strong>to</strong>res and occasional excursions, saiddirec<strong>to</strong>r Desiree Scully.Oak Park is testing a snow shoveling program for peoplewho need physical help or are low-income.Dominick said some senior residents who’ve moved out <strong>of</strong><strong>Cicero</strong> have come <strong>to</strong> regret it. “<strong>The</strong>y don’t get <strong>the</strong>se servicesw<strong>here</strong> <strong>the</strong>y live,” he said.He said he would like people <strong>to</strong> think <strong>of</strong> <strong>Cicero</strong> as somethingmore than a <strong>to</strong>wn known for its mob influences and hardnosedpolitics.“I want <strong>Cicero</strong> <strong>to</strong> be known as a <strong>to</strong>wn that cares aboutpeople, not [Al] Capone,” he said. “<strong>The</strong> <strong>to</strong>wn has put up with alot <strong>of</strong> baloney in <strong>the</strong> past.”4


<strong>Cicero</strong> Police Makes Arrests in Christmas SeniorHome Invasion CaseOn January 3rd, <strong>Cicero</strong> police charged 21-year-old Sherie Barnes (Naperville) and 20-year-old Kenisha Jennings(Chicago) with a number <strong>of</strong> felonies in connection with <strong>the</strong>ir alleged home invasion and robbery <strong>of</strong> an 86-year old<strong>Cicero</strong> senior citizen on December 22, 2007.Barnes and Jennings allegedly forced <strong>the</strong>ir way in<strong>to</strong> <strong>the</strong> victim’s home at which point <strong>the</strong>y pepper-sprayed her ands<strong>to</strong>le approximately $400 in cash from <strong>the</strong> victim’s purse before fleeing <strong>the</strong> scene. <strong>The</strong> victim was taken <strong>to</strong> MacNealHospital in Berwyn, treated and released that day.Barnes and Jennings are each charged with <strong>the</strong> following felonies: one count <strong>of</strong> Home Invasion; one count <strong>of</strong>Residential Burglary; and two counts <strong>of</strong> Aggravated Battery <strong>to</strong> a Senior Citizen.Barnes had previously cleaned <strong>the</strong> victim’s home while working for a cleaning agency that had been referred <strong>to</strong> <strong>the</strong>victim by <strong>the</strong> Berwyn/<strong>Cicero</strong> Council on Aging.“<strong>Cicero</strong> police detectives did a great job identifying <strong>the</strong> persons believed <strong>to</strong> be responsible for <strong>the</strong>se vicious criminalacts against a <strong>Cicero</strong> senior,” said <strong>Town</strong> President Larry Dominick. “It is terrible thing <strong>to</strong> see young people prey onour seniors, and around <strong>the</strong> holidays no less. If proven responsible, I hope those young women receive punishmentscommensurate with <strong>the</strong> depravity <strong>of</strong> <strong>the</strong>ir crimes.”Barnes and Jennings turned <strong>the</strong>mselves in <strong>to</strong> <strong>Cicero</strong> police.<strong>Town</strong> <strong>News</strong><strong>Cicero</strong> Police Break Up Unruly Street Gang PartyOn Friday, January 8, <strong>Cicero</strong> police arrested 48 persons after responding <strong>to</strong> a call <strong>of</strong> a loud, unruly party at5729 W. 23rd Street.After ga<strong>the</strong>ring <strong>the</strong> facts, <strong>Cicero</strong> police and gang tactical <strong>of</strong>ficers later determined that <strong>the</strong> party was formembers <strong>of</strong> a known street gang with a presence in <strong>Cicero</strong>.Those arrested were charged with crimes ranging from underage drinking, curfew violations, and criminaltrespass.“Combating street gangs is a daily battle in <strong>to</strong>wn,” said <strong>Town</strong> President Larry Dominick. “But, as highlightedby <strong>the</strong> significant number <strong>of</strong> arrests in this instance, our police are on <strong>the</strong> job, t<strong>here</strong> <strong>to</strong> be responsive <strong>to</strong>residents who step up and let us know what’s going in <strong>the</strong>ir neighborhood, and serious about comingdown hard on gang-bangers in <strong>to</strong>wn.”Dominick went on <strong>to</strong> recognize Sgt. <strong>Town</strong> <strong>News</strong>Deteriorating <strong>Cicero</strong> Streets <strong>to</strong> Get $2.6 Million FaceliftAt <strong>the</strong>ir bi-weekly meeting on Tuesday, January 22, <strong>Cicero</strong><strong>Town</strong> President Larry Dominick and <strong>the</strong> <strong>Town</strong> Boardunanimously approved <strong>the</strong> <strong>to</strong>wn’s 2008 Street RehabilitationProgram—a $2.6 million program funded by state mo<strong>to</strong>r fueltax (MFT) funds allocated <strong>to</strong> <strong>the</strong> <strong>Town</strong> <strong>of</strong> <strong>Cicero</strong> <strong>to</strong> remediatestreets throughout <strong>to</strong>wn that are in significant disrepair.<strong>The</strong> money will be used <strong>to</strong> rehabilitate and/or resurface <strong>the</strong>streets listed below including: hot-mix asphalt surface removal;curb and gutter removal and replacement; s<strong>to</strong>rm sewer lateralreconstruction; frame and grate adjustments; hot-mix asphalt leveling; binder and surface coursepaving; pavement markings and parkway res<strong>to</strong>ration.<strong>The</strong> 2008 program will rehabilitate <strong>the</strong> following streets:• 59th Court, from 16th-18th Sts.• 18th Street, from 59th Court <strong>to</strong> Central Ave.• 59th Court, from 23rd-24th Sts.• 58th Court, from 23-24th Sts.• 22nd Place, from 58th Ave. <strong>to</strong> Central Ave.• 23rd Place, from Laramie <strong>to</strong> 50th Ave.• 24th Street, from Austin Blvd. <strong>to</strong> 58th Ave.• 51st Avenue, from 29th-31st Sts.• 55th Court, from 34th-35th Sts.• 37th Street, from Austin Blvd. <strong>to</strong> Central Ave.• 57th Court, from 21st-19th Sts.Additionally, <strong>the</strong> project will fund <strong>the</strong> placement <strong>of</strong> speed humps around both Warren Park andSouth Clyde Park (Kolar Field) in order <strong>to</strong> enhance <strong>the</strong> safety for children and families who enjoysthose parks by getting mo<strong>to</strong>rists <strong>to</strong> slow down.Dominick noted that each year <strong>the</strong> <strong>to</strong>wn does what it can with <strong>the</strong> MFT monies it receives from<strong>the</strong> State <strong>of</strong> Illinois <strong>to</strong> improve <strong>the</strong> <strong>to</strong>wn’s infrastructure on a piecemeal basis.“I wish I could just snap my fingers and have <strong>the</strong> money and manpower <strong>to</strong> fund all <strong>of</strong> our neededinfrastructure improvements at one time,” said Dominick. “It doesn’t work that way, <strong>of</strong> course, butwe are methodically addressing <strong>the</strong> need <strong>to</strong> improve streets and infrastructure in <strong>Cicero</strong>. <strong>Town</strong> <strong>News</strong>New on-line GED preparation program for MC studentsMor<strong>to</strong>n College is <strong>of</strong>fering a program designed for those interested in preparing for <strong>the</strong>ir GED online.Called GED-i, it’s a web-based instructional program with individualized instruction. Participantsmust be able <strong>to</strong> read at a 10th-grade level and have basic computer skills.Mor<strong>to</strong>n College’s traditional GED program requires students <strong>to</strong> take a placement test, attend anorientation/advising session and meet class attendance requirements. <strong>The</strong> GED-i program allowsstudents <strong>to</strong> do most <strong>of</strong> <strong>the</strong>ir work on-line. Students still must attend <strong>the</strong> orientation session andcome on campus <strong>to</strong> fulfill some course requirements.“We’re trying <strong>to</strong> provide some different options for our GED students, especially those whoseschedules do not let <strong>the</strong>m attend a traditional class setting,” said Jim Young, Mor<strong>to</strong>n College’sDean <strong>of</strong> Adult Education, Community Programming and Outreach. “This program is good forstudents with children or those who have varying work schedules. Anyone enrolled in thisprogram can access coursework on any computer with an internet connection.”GED-i also allows students <strong>to</strong> focus on <strong>the</strong> components <strong>of</strong> GED test preparation w<strong>here</strong> <strong>the</strong>y need<strong>the</strong> most help, according <strong>to</strong> Young.“We have such high hopes for this program,” Young said. “We want <strong>to</strong> expand <strong>to</strong> those studentswho really need it. We could serve ano<strong>the</strong>r 300 students <strong>of</strong>f-campus with this approach.”<strong>The</strong> GED-i program is part <strong>of</strong> <strong>the</strong> Adult Education, Community Programming and Outreach atMor<strong>to</strong>n College. She came <strong>to</strong> our shelter in earlyJanuary, thin and pregnant. A week later, sheand her four new pups are in good health.Ano<strong>the</strong>r birth at <strong>the</strong> Waggin’ TailsShelter last month--and ano<strong>the</strong>rfour (4) puppies saved because<strong>Town</strong> President Larry Dominickand our administration care aboutanimals.Please remember when children take <strong>the</strong>ir dogs outfor a walk that sometimes <strong>the</strong> dog is <strong>the</strong> one walking<strong>the</strong> child! This has become a big problem. Kidsare walking larger dogs that pull away from <strong>the</strong>m,and <strong>the</strong>n <strong>the</strong> dog ei<strong>the</strong>r gets lost or ends up running<strong>of</strong>f and biting someone or someone’s pet.Because <strong>of</strong> <strong>the</strong> rough delivery, however, Muffinwon’t be ready <strong>to</strong> nurse her pups for severalweeks so <strong>the</strong> shelter’s staff will bottle feed<strong>the</strong>m until mom is ready. We want <strong>to</strong> make sure<strong>the</strong>y are healthy and strong so that <strong>the</strong>y can beadopted in<strong>to</strong> loving homes.+++I have seen little ones fall when <strong>the</strong>ir dog pulls<strong>the</strong>m, or when <strong>the</strong> dog gets loose <strong>the</strong> child gets soupset <strong>the</strong>y run after <strong>the</strong> dog and <strong>the</strong>y don’t payattention <strong>to</strong> anything else around <strong>the</strong>m. <strong>The</strong>y runafter <strong>the</strong>ir dog in<strong>to</strong> <strong>the</strong> street, between cars and inalleys.Muffin’s s<strong>to</strong>ry highlights why we encourage pet owners <strong>to</strong> have <strong>the</strong>ir petsspayed or neutered. We have a lot <strong>of</strong> animals running loose, without homes orowners looking after <strong>the</strong>m. This leads <strong>to</strong> an increase in <strong>the</strong> homeless dog andcat populations.We need <strong>to</strong> supervise our kids when <strong>the</strong>y are walkingour family pet! ALWAYS keep your dog on aleash and please make sure that you carry a bag <strong>to</strong>pick up after your pet <strong>to</strong> avoid any violations andfines! We have also had a problem with residentsbringing <strong>the</strong>ir pets <strong>to</strong> our parks <strong>to</strong> walk <strong>the</strong>m. T<strong>here</strong>are signs posted. “No Dogs Allowed”DOGS ARE NOT ALLOWED IN THE PARKS!We have had many situations <strong>of</strong> dogs attacking peopleand o<strong>the</strong>r dogs in <strong>the</strong> parks and also <strong>the</strong> problem<strong>of</strong> owners not picking up after <strong>the</strong>ir pets when in <strong>the</strong>park.If you are considering getting a pet, that’s great. But please consider adoptionas a possible option.
