BETTER GOVERNMENT<br />
The development of effective<br />
collaborations between the public and<br />
private sectors is critical to the<br />
achievement of the Council's strategic<br />
vision and goals. The Council has<br />
established three objectives for<br />
achieving the collaborations.<br />
1) Promote inter-governmental<br />
collaboration with representatives<br />
from all levels of government.<br />
2) Establish stronger and more<br />
productive collaborative relationships<br />
between the leadership in the<br />
Federal sector and that in other<br />
sectors.<br />
3) Significantly raise the level of<br />
awareness and acceptance among<br />
key stakeholders and decisionmakers<br />
of the CIO Council's efforts<br />
and accomplishments.<br />
COLLABORATION AND<br />
AWARENESS<br />
Background<br />
Outreach is an important component of<br />
the Council's activities. The focus of<br />
external outreach activities is on building<br />
partnerships and promoting<br />
collaboration with a large diverse<br />
community to include Congress, State<br />
and local governments, industry,<br />
academia, and the media. The internal<br />
focus is on transmitting the Council's<br />
positions and ideas to the CIO<br />
community and key technical staff in the<br />
agencies.<br />
The Council will continue to undertake<br />
actions to reach its external and internal<br />
stakeholders. These activities represent<br />
a follow on to those outreach programs<br />
that the Council has already initiated.<br />
Accomplishments<br />
Best Practices -The Council enhanced<br />
the understanding of national security<br />
issues with the release of “Best<br />
Practices in the Federal Government,<br />
Volume II” at the Executive Leadership<br />
Conference ’99. Six thousand copies of<br />
this document, which focuses on<br />
national security and emergency<br />
preparedness success stories, were<br />
distributed to public and private sector<br />
organizations.<br />

Council messages in the form of<br />
numerous news commentaries and<br />
articles by CIOs were distributed.<br />
