state’s hard-hit farmers.<br />
“AFT made a<br />
tremendous contribution<br />
in getting the legislation<br />
passed,” Lyon says. “Some<br />
people would say this<br />
proposal moved along<br />
faster than most policies<br />
in state government. We<br />
started at the grassroots<br />
and we brought in AFT<br />
as an external force. The<br />
result serves as a model for<br />
how state policy can work.”<br />
