Alberta’s Caregiver Support<br />
Under Alberta’s Cont<strong>in</strong>u<strong>in</strong>g Care Strategy, Ag<strong>in</strong>g<br />
<strong>in</strong> the Right Place, a demonstration project aim<strong>in</strong>g<br />
to <strong>in</strong>crease support for <strong>caregivers</strong> was carried<br />
out <strong>in</strong> Edmonton. The demonstration project strived<br />
to address caregiver burden through a systematic<br />
approach by us<strong>in</strong>g validated assessment tools<br />
to p<strong>in</strong>po<strong>in</strong>t areas of <strong>need</strong>, and offer<strong>in</strong>g both<br />
publicly funded respite services and referrals to<br />
community support services to meet those <strong>need</strong>s.<br />
Participants <strong>in</strong> the program were <strong>caregivers</strong> who<br />
provided more than four hours of care a day and<br />
who <strong>in</strong>dicated they <strong>need</strong>ed additional support.<br />
The participants were <strong>in</strong>terviewed and assessed<br />
us<strong>in</strong>g the CARE assessment tool (short version). 54<br />
Prior to participat<strong>in</strong>g <strong>in</strong> the project, <strong>caregivers</strong><br />
were receiv<strong>in</strong>g, on average, five hours per week of<br />
respite services. Under the program, ten<br />
additional hours were added for <strong>caregivers</strong>’<br />
respite based on assessed <strong>need</strong>.<br />
IN SUMMARY<br />
As seniors’ <strong>need</strong>s <strong>in</strong>crease, the average hours of care<br />
provided by family <strong>caregivers</strong> also <strong>in</strong>creases significantly.<br />
Yet there is no correspond<strong>in</strong>g <strong>in</strong>crease <strong>in</strong> the levels of<br />
publicly funded home care support. The data <strong>in</strong> this<br />
section clearly show that many <strong>caregivers</strong> are considerably<br />
stressed from car<strong>in</strong>g for people with significant<br />
impairments, particularly when home care support does<br />
not <strong>in</strong>crease to match the <strong>need</strong>s.<br />
A burned-out caregiver cannot help anyone. He or she<br />
may become another patient for the system to support,<br />
and without the extensive <strong>in</strong>volvement of a primary<br />
caregiver, the home care recipient will <strong>need</strong> to move <strong>in</strong>to<br />
a long-term care facility sooner. Whether it is more rapid<br />
placement for their loved ones <strong>in</strong>to a long-term care<br />
facility, or extra hours and resources for home care, family<br />
<strong>caregivers</strong> who cannot cope <strong>need</strong> more support.<br />
Prelim<strong>in</strong>ary results are show<strong>in</strong>g that this enhanced<br />
service successfully reduces the feel<strong>in</strong>gs of<br />
caregiver burden typically associated with<br />
caregiv<strong>in</strong>g. Benefits to project <strong>caregivers</strong> have<br />
<strong>in</strong>cluded improvements to their emotional and<br />
physical health and to the quality of personal<br />
relationships, as well as an <strong>in</strong>creased knowledge<br />
of formal and <strong>in</strong>formal supports available to them.<br />
Project <strong>caregivers</strong> reported they used their<br />
additional respite time to participate <strong>in</strong> or complete<br />
activities that they had difficulty with before, such<br />
as go<strong>in</strong>g to the gym, buy<strong>in</strong>g groceries, and<br />
socializ<strong>in</strong>g. Interviews with <strong>caregivers</strong> <strong>in</strong>dicated a<br />
<strong>need</strong> for additional support, such as emergency<br />
respite, extra days <strong>in</strong> a day program, easier<br />
access to facility respite, match<strong>in</strong>g the age and<br />
language of respite providers with care recipients /<br />
<strong>caregivers</strong>, hav<strong>in</strong>g a consistent care provider,<br />
and receiv<strong>in</strong>g more support <strong>in</strong> mak<strong>in</strong>g health<br />
decisions. 55<br />
