Background:<br />

This item went to the March 12, 2012 Committee <strong>of</strong> the Whole meeting <strong>and</strong> was recommended that it be<br />

placed on the March 21, 2012 <strong>City</strong> Council meeting agenda as an action item.<br />

The Department initially had budgeted $16,800 for the lease <strong>of</strong> the Cook County Radio System <strong>and</strong><br />

$4000 to narrow b<strong>and</strong> existing equipment. Due to a delay on the part <strong>of</strong> Cook County, the radio<br />

equipment has not yet been installed. This means that $20,800 is available in this budget item. The<br />

department recently experienced a catastrophic failure with regards to the requisite homicide video<br />

equipment. After reviewing potential solutions, the determination has been made to exp<strong>and</strong> our current incar<br />

video system, The Arbitrator. Our current system will interface with a stationary camera for the<br />

purposes <strong>of</strong> satisfying the state statute requiring police departments to record all homicide investigation<br />

interviews.<br />

The department also has investigated purchasing <strong>and</strong> deploying a license plate recognition (ALPR)<br />

application. This equipment can be added to the existing in-car computer system. The system consists <strong>of</strong><br />

three cameras which record <strong>and</strong> run checks on each license plate that comes into the field <strong>of</strong> view. The<br />

system then runs the plates through various databases to determine whether or not action on behalf <strong>of</strong><br />

the <strong>of</strong>ficer is required. These databases include the Secretary <strong>of</strong> State database <strong>and</strong> any in-house<br />

information such as a boot list. The department would like to purchase one, complete system <strong>and</strong> deploy<br />

it on the parking enforcement vehicle. ALPR proves to be highly effective at recovering fees <strong>and</strong> fines<br />

associated with parking lot permitting <strong>and</strong> the boot process. Local information, such as the boot list, city<br />

sticker information <strong>and</strong> approved permit holders, can be entered into the database <strong>and</strong> checked by the<br />

system as <strong>of</strong>ficers are on patrol.<br />

Recommendation:<br />

Approve the purchase <strong>of</strong> the Arbitrator 360 Interview Room Application at a cost <strong>of</strong> $5,207.00 <strong>and</strong> the<br />

JetMobile Law Enforcement LPR S<strong>of</strong>tware at a cost <strong>of</strong> $13,545.00 from CDS Office Technologies, 780<br />

Belden Avenue, Suite A Addison, IL 60101.<br />

Today an increasing number <strong>of</strong> entities, including departments <strong>of</strong> transportation (DOTs),<br />

tolling agencies, <strong>and</strong> law enforcement agencies, are looking to advanced electronic<br />

technology to meet their increased needs.<br />

Automated <strong>License</strong> <strong>Plate</strong> <strong>Recognition</strong> (ALPR) technology features state-<strong>of</strong>-the-art imageprocessing<br />

technology to find, “read” <strong>and</strong> identify st<strong>and</strong>ard automobile license plates in real-time. Current<br />

systems use infra-red illumination <strong>and</strong> a digital camera to take the image <strong>of</strong> the front or rear <strong>of</strong> the vehicle<br />

using what is termed a “frame grabber.” A powerful on-board computer running dedicated <strong>and</strong><br />

proprietary s<strong>of</strong>tware then processes the resulting digital image, with the license plate being extracted or<br />

isolated from the image. This plate image is further processed to extract the characters using Optical<br />

Character <strong>Recognition</strong> (OCR) s<strong>of</strong>tware. The resulting plate identification can be used in many ways to<br />

support public safety including:<br />

Compared against a database <strong>of</strong> stolen cars<br />

Compared to current DMV records to insure currency <strong>of</strong> registration<br />

Compared against a database <strong>of</strong> sc<strong>of</strong>flaws or unpaid vehicle taxes (boot list)<br />

Compared against a database <strong>of</strong> wanted felons, Amber Alerts or terrorism<br />

suspects<br />

Stored for use by detectives in future crime prevention or investigations<br />

Today’s ALPR systems work autonomously with little assistance after initial set-up <strong>and</strong><br />

calibration. Current systems are capable <strong>of</strong> scanning, processing <strong>and</strong> evaluating thous<strong>and</strong>s <strong>of</strong> license<br />

plates per hour.<br />

Recent advances in technology have taken automatic number plate recognition (ANPR) systems<br />

from fixed applications to mobile ones. Scaled-down components at more cost-effective price points have<br />

led to a record number <strong>of</strong> deployments by law enforcement agencies around the world. Smaller cameras<br />

with the ability to read license plates at high speeds, along with smaller, more durable processors that fit<br />

in the trunks <strong>of</strong> police vehicles, allow law enforcement <strong>of</strong>ficers to patrol daily with the benefit <strong>of</strong> license<br />

plate reading in real time, when they can interdict immediately.<br />

Given the aforementioned information, I researched current ALPR <strong>of</strong>ferings <strong>and</strong> the benefits<br />

they may have for our <strong>City</strong>. As implementation <strong>of</strong> this system would involve various departments, I<br />

consulted with Diane Nelson, department head for Information Technology <strong>and</strong> Allison Stutts, Finance<br />

Director.<br />

The system seems to have a number <strong>of</strong> benefits for law enforcement. First, the system allows an<br />

<strong>of</strong>ficer to be much more efficient in their enforcement. For example, parking enforcement <strong>of</strong>ficers can<br />

use “virtual chalking” to identify those vehicles which have exceeded the posted time limit in regulated<br />

areas. As the <strong>of</strong>ficer drives through the area, the system captures the license plates for the given time.<br />

The <strong>of</strong>ficer can move on to another area <strong>and</strong> when they ultimately return, the system identifies those<br />

vehicles which are in violation. What took an <strong>of</strong>ficer 20 or more minutes to do, on foot, in the past, can<br />

be done in a few minutes, from the car with this technology.<br />

The system also captures license plate information as the <strong>of</strong>ficer drives through town. These<br />

records can prove valuable should an investigation present itself at a later date. For example, <strong>of</strong>ficers<br />

frequently pass <strong>of</strong>fending vehicles when responding to a call prior to them being aware that a specific<br />

vehicle was involved. This system will capture all plates <strong>and</strong> allow for <strong>of</strong>ficers to go back later <strong>and</strong><br />

match a description <strong>of</strong> a vehicle with a license plate <strong>and</strong> registered owner information.<br />

ALPR also checks license plates against the state’s database <strong>and</strong> can quickly identify stolen cars,<br />

expired registration <strong>and</strong>/or warrants. This allows <strong>of</strong>ficers to take enforcement action in a much more<br />

efficient way. Currently, <strong>of</strong>ficers are limited in the number <strong>of</strong> plates they check as they drive because<br />

they are operating the motor vehicle. This system does all <strong>of</strong> that work for the <strong>of</strong>ficer on a consistent<br />

basis.<br />

Director Nelson feels that the systems we researched would integrate nicely into our current<br />

squad car hardware/s<strong>of</strong>tware configuration.<br />

ALPR also proves to be highly effective at recovering fees <strong>and</strong> fines associated with parking lot<br />

permitting <strong>and</strong> the boot process. Local information, such as the boot list, city sticker information <strong>and</strong><br />

approved permit holders, can be entered into the database <strong>and</strong> checked by the system as <strong>of</strong>ficers are on<br />

patrol. Director Stutts supports the idea <strong>of</strong> enhancing our ability to identify <strong>and</strong> act on those vehicles<br />

which are in violation <strong>of</strong> <strong>City</strong> ordinances.<br />

Simply put, ALPR <strong>of</strong>fers our agency a way in which to increase efficiency with regards to<br />

enforcement <strong>of</strong> state laws <strong>and</strong> local ordinances. It also enhances our ability to identify <strong>and</strong> collect fines<br />

from those motorists who are on our boot list or who are in violation <strong>of</strong> parking restrictions.<br />

We currently have an opportunity to implement this system which was previously unfunded. As<br />

you are aware, we budgeted $16,800 for the lease <strong>of</strong> the Cook County radios in the 2011-12 budget. Due<br />

to delays on the part <strong>of</strong> Cook County, the system is just now being installed. This means that we have<br />

not, yet, incurred any costs associated with the radio system. The money is available <strong>and</strong> I recommend<br />

that we utilize it to fund the ALPR program.

1. Slate Camera‐ This is a camera utilized for mobile <strong>and</strong> portable deployments. Each camera enclosure<br />

Detectives/Investigators searching the LPR database <strong>of</strong> images.<br />

<strong>Homicide</strong> Investigation Recording System<br />

As you are aware, 725 ILCS 5/103-2.1 <strong>of</strong> the State <strong>of</strong> Illinois complied statutes requires police<br />

agencies to electronically record <strong>and</strong> preserve custodial interrogations which arise out <strong>of</strong> a homicide<br />

investigation. The department was in compliance with this statute, however, during the recent homicide<br />

investigation, we learned that the equipment was defective <strong>and</strong> inoperable. This discovery forced us to<br />

conduct the interviews <strong>and</strong> house the suspect at another police agency. Clearly, this was not the preferred<br />

method <strong>of</strong> conducting an interview.<br />

That being said, we took this opportunity to review the strengths <strong>and</strong> weaknesses <strong>of</strong> our current<br />

system prior to making any repairs <strong>and</strong>/or purchasing new equipment. This review identified several areas<br />

<strong>of</strong> concern. The system was designed to record the data directly from the monitor to a disc. This method<br />

presented two challenges. First, there is no way for operators to know if the data is being written to the<br />

disc as it is being captured. This means that the first opportunity to confirm that the system is operating as<br />

intended is after the disc is full. If it is determined that it was not working properly, there is no way to go<br />

back <strong>and</strong> recapture the interview. Secondly, operators are required to change discs during the interview as<br />

they become full. The Cook County State’s Attorney’s Office has advised us that this method could have<br />

serious ramifications when presented in court. The fact that there would be breaks or pauses in the<br />

recording could lead to their inadmissibility.<br />

Given this information, I solicited the assistance <strong>of</strong> our Information Technology staff. They<br />

advised me that when the department first sought to meet the requirements <strong>of</strong> the state statute, they<br />

researched the options available <strong>and</strong> made a recommendation that the department utilize the Arbitrator<br />

(In-car) s<strong>of</strong>tware. At that time, the department elected to go with an alternate solution. After being<br />

presented with the most recent issue, IT staff strongly recommends that the department purchase <strong>and</strong><br />

implement the Arbitrator s<strong>of</strong>tware solution. This solution has several distinct advantages. The first is that<br />

we already have the requisite s<strong>of</strong>tware. This camera would integrate with the existing in-car camera<br />

system. Second, the data is written to a hard drive on the <strong>City</strong>’s network. It, then, becomes available<br />

immediately for review <strong>and</strong> the operator can ensure that the system is operating as intended. Furthermore,<br />

this method addresses the issue <strong>of</strong> breaks or pauses. This system has worked well with our in-car video<br />

evidence. Finally, the information captured from the interview is stored on the <strong>City</strong> network <strong>and</strong> is backed<br />

up.<br />

I am recommending that we purchase the necessary equipment from CDS Office Technologies<br />

<strong>and</strong> that we exp<strong>and</strong> our current in-car video system for use as the department’s homicide investigation<br />

recording system.<br />
