Background: 

This item went to the March 12, 2012 Committee of the Whole meeting and was recommended that it be 

placed on the March 21, 2012 City Council meeting agenda as an action item. 

The Department initially had budgeted $16,800 for the lease of the Cook County Radio System and 

$4000 to narrow band existing equipment. Due to a delay on the part of Cook County, the radio 

equipment has not yet been installed. This means that $20,800 is available in this budget item. The 

department recently experienced a catastrophic failure with regards to the requisite homicide video 

equipment. After reviewing potential solutions, the determination has been made to expand our current incar 

video system, The Arbitrator. Our current system will interface with a stationary camera for the 

purposes of satisfying the state statute requiring police departments to record all homicide investigation 

interviews. 

The department also has investigated purchasing and deploying a license plate recognition (ALPR) 

application. This equipment can be added to the existing in-car computer system. The system consists of 

three cameras which record and run checks on each license plate that comes into the field of view. The 

system then runs the plates through various databases to determine whether or not action on behalf of 

the officer is required. These databases include the Secretary of State database and any in-house 

information such as a boot list. The department would like to purchase one, complete system and deploy 

it on the parking enforcement vehicle. ALPR proves to be highly effective at recovering fees and fines 

associated with parking lot permitting and the boot process. Local information, such as the boot list, city 

sticker information and approved permit holders, can be entered into the database and checked by the 

system as officers are on patrol. 

Recommendation: 

Approve the purchase of the Arbitrator 360 Interview Room Application at a cost of $5,207.00 and the 

JetMobile Law Enforcement LPR Software at a cost of $13,545.00 from CDS Office Technologies, 780 

Belden Avenue, Suite A Addison, IL 60101.

Today an increasing number of entities, including departments of transportation (DOTs), 

tolling agencies, and law enforcement agencies, are looking to advanced electronic 

technology to meet their increased needs. 

Automated License Plate Recognition (ALPR) technology features state-of-the-art imageprocessing 

technology to find, “read” and identify standard automobile license plates in real-time. Current 

systems use infra-red illumination and a digital camera to take the image of the front or rear of the vehicle 

using what is termed a “frame grabber.” A powerful on-board computer running dedicated and 

proprietary software then processes the resulting digital image, with the license plate being extracted or 

isolated from the image. This plate image is further processed to extract the characters using Optical 

Character Recognition (OCR) software. The resulting plate identification can be used in many ways to 

support public safety including: 

 

 

 

 

 

Compared against a database of stolen cars 

Compared to current DMV records to insure currency of registration 

Compared against a database of scofflaws or unpaid vehicle taxes (boot list) 

Compared against a database of wanted felons, Amber Alerts or terrorism 

suspects 

Stored for use by detectives in future crime prevention or investigations 

Today’s ALPR systems work autonomously with little assistance after initial set-up and 

calibration. Current systems are capable of scanning, processing and evaluating thousands of license 

plates per hour. 

Recent advances in technology have taken automatic number plate recognition (ANPR) systems 

from fixed applications to mobile ones. Scaled-down components at more cost-effective price points have 

led to a record number of deployments by law enforcement agencies around the world. Smaller cameras 

with the ability to read license plates at high speeds, along with smaller, more durable processors that fit 

in the trunks of police vehicles, allow law enforcement officers to patrol daily with the benefit of license 

plate reading in real time, when they can interdict immediately.

Given the aforementioned information, I researched current ALPR offerings and the benefits 

they may have for our City. As implementation of this system would involve various departments, I 

consulted with Diane Nelson, department head for Information Technology and Allison Stutts, Finance 

Director. 

The system seems to have a number of benefits for law enforcement. First, the system allows an 

officer to be much more efficient in their enforcement. For example, parking enforcement officers can 

use “virtual chalking” to identify those vehicles which have exceeded the posted time limit in regulated 

areas. As the officer drives through the area, the system captures the license plates for the given time. 

The officer can move on to another area and when they ultimately return, the system identifies those 

vehicles which are in violation. What took an officer 20 or more minutes to do, on foot, in the past, can 

be done in a few minutes, from the car with this technology. 

The system also captures license plate information as the officer drives through town. These 

records can prove valuable should an investigation present itself at a later date. For example, officers 

frequently pass offending vehicles when responding to a call prior to them being aware that a specific 

vehicle was involved. This system will capture all plates and allow for officers to go back later and 

match a description of a vehicle with a license plate and registered owner information. 

ALPR also checks license plates against the state’s database and can quickly identify stolen cars, 

expired registration and/or warrants. This allows officers to take enforcement action in a much more 

efficient way. Currently, officers are limited in the number of plates they check as they drive because 

they are operating the motor vehicle. This system does all of that work for the officer on a consistent 

basis. 

Director Nelson feels that the systems we researched would integrate nicely into our current 

squad car hardware/software configuration. 

ALPR also proves to be highly effective at recovering fees and fines associated with parking lot 

permitting and the boot process. Local information, such as the boot list, city sticker information and 

approved permit holders, can be entered into the database and checked by the system as officers are on 

patrol. Director Stutts supports the idea of enhancing our ability to identify and act on those vehicles 

which are in violation of City ordinances. 

Simply put, ALPR offers our agency a way in which to increase efficiency with regards to 

enforcement of state laws and local ordinances. It also enhances our ability to identify and collect fines 

from those motorists who are on our boot list or who are in violation of parking restrictions. 

We currently have an opportunity to implement this system which was previously unfunded. As 

you are aware, we budgeted $16,800 for the lease of the Cook County radios in the 2011-12 budget. Due 

to delays on the part of Cook County, the system is just now being installed. This means that we have 

not, yet, incurred any costs associated with the radio system. The money is available and I recommend 

that we utilize it to fund the ALPR program.

what value and benefits Law Enforcement might derive from this technology. 

I have also included brochures which describe the basic components of the PIPS LPR technology. 

1. Slate Camera‐ This is a camera utilized for mobile and portable deployments. Each camera enclosure 

contains (2) cameras. A color camera for context images of the car for the officer, and an IR camera for 

capturing the license plate image with/without any ambient light (day or night).

Homicide Investigation Recording System 

As you are aware, 725 ILCS 5/103-2.1 of the State of Illinois complied statutes requires police 

agencies to electronically record and preserve custodial interrogations which arise out of a homicide 

investigation. The department was in compliance with this statute, however, during the recent homicide 

investigation, we learned that the equipment was defective and inoperable. This discovery forced us to 

conduct the interviews and house the suspect at another police agency. Clearly, this was not the preferred 

method of conducting an interview. 

That being said, we took this opportunity to review the strengths and weaknesses of our current 

system prior to making any repairs and/or purchasing new equipment. This review identified several areas 

of concern. The system was designed to record the data directly from the monitor to a disc. This method 

presented two challenges. First, there is no way for operators to know if the data is being written to the 

disc as it is being captured. This means that the first opportunity to confirm that the system is operating as 

intended is after the disc is full. If it is determined that it was not working properly, there is no way to go 

back and recapture the interview. Secondly, operators are required to change discs during the interview as 

they become full. The Cook County State’s Attorney’s Office has advised us that this method could have 

serious ramifications when presented in court. The fact that there would be breaks or pauses in the 

recording could lead to their inadmissibility. 

Given this information, I solicited the assistance of our Information Technology staff. They 

advised me that when the department first sought to meet the requirements of the state statute, they 

researched the options available and made a recommendation that the department utilize the Arbitrator 

(In-car) software. At that time, the department elected to go with an alternate solution. After being 

presented with the most recent issue, IT staff strongly recommends that the department purchase and 

implement the Arbitrator software solution. This solution has several distinct advantages. The first is that 

we already have the requisite software. This camera would integrate with the existing in-car camera

I am recommending that we purchase the necessary equipment from CDS Office Technologies 

and that we expand our current in-car video system for use as the department’s homicide investigation 

recording system.
