• Life Skills;<br />

• Skills to build healthy relationships with their peers <strong>and</strong><br />

family; <strong>and</strong><br />

• Positive values <strong>and</strong> attitudes towards family, relationships<br />

<strong>and</strong> life in general

<strong>of</strong> FLE programmes to facilitate schools in<br />

programme planning <strong>and</strong> selection<br />

.Role <strong>of</strong> Schools <strong>and</strong> School Coordinators.<br />

Schools appoint <strong>and</strong> work with appointed coordinator to:<br />

● Conduct needs assessment to identify family life education<br />

(FLE) needs <strong>of</strong> their parents <strong>and</strong> students<br />

● Design <strong>and</strong> develop a year-long FLE plan <strong>of</strong> at least 100 hours<br />

programmes<br />

● Set up <strong>and</strong> manage family resource area<br />

● Build a pool <strong>of</strong> trained parent facilitators who can conduct<br />

FLE programmes in the school;<br />

● Implement FLE programmes (including coordination with<br />

service providers to ensure smooth programme delivery,<br />

publicity to engage parents etc.)<br />

● Gather participant feedback <strong>and</strong> assess programme<br />

effectiveness<br />

● Submit monthly programme evaluation <strong>and</strong> reimbursements<br />

– Counseling or remedial programmes<br />

– School orientation programme, graduation ceremony<br />

or any academic-oriented programmes<br />

– equip parents with skills to enrich <strong>and</strong> strengthen their<br />

– open to all parents in the schools<br />

– a minimum attendance <strong>of</strong> 10 parents<br />

• No clocking in <strong>of</strong> multiple sessions<br />

.Staff Programmes.<br />

Workplaces • For Families: 80-20 co-funding <strong>of</strong> family life education (FLE)<br />

programmes up to $600/hour (capped at 4hours /programme).<br />

• For Singles:<br />

- Enrichment programmes: 80-20 co-funding up to<br />

$600/hour (capped at 4 hours/ programme)<br />

- <strong>Social</strong> interaction opportunities: 80-20 co-funding up to<br />

$50/pax (capped at $5,000/company/year)<br />

• Applicable only for companies committing to fulfill 16 hours <strong>of</strong><br />

FLE programmes /year:<br />

- Funding <strong>of</strong> $5,000 / year to cover the cost <strong>of</strong> engaging a<br />

service provider to conduct needs assessment, plan <strong>and</strong><br />

implement programmes.<br />

Administration


.April – May 2013 programmes & reimbursements.<br />

• Briefing to service providers was held on 25 March<br />

• Although the new funding quantum is effective from 1 April<br />

2013, there will be a 2-month period for schools to adjust to<br />

the changes, which means:<br />

– Programmes that have been agreed upon <strong>and</strong> scheduled<br />

with the schools for months <strong>of</strong> April <strong>and</strong> May 2013, they<br />

can still be implemented based on the old SFE guidelines.<br />

– Schools can continue to submit April <strong>and</strong> May<br />

reimbursement through service providers.<br />

.From June 2013.<br />

• For programmes planned for June 2013 onwards, schools can<br />

conduct the programmes proposed <strong>and</strong> planned by the<br />

service providers, but the programmes:<br />

– Must be submitted to MSF at least 30 days before the<br />

commencement <strong>of</strong> the programme, for MSF’s<br />

consideration to be included into the programme menu<br />

– Abide by the new <strong>Family</strong>Matters@School guidelines<br />

• Cover Letter for funding reimbursement has to be on school<br />

letterhead.<br />

• While teachers-in-charge may certify reimbursement claims<br />

<strong>and</strong> supporting documents, we need Principals or Vice-<br />

Principals to endorse <strong>and</strong> sign on the cover letter.<br />
