14. The goal of the UNFPA Country Programme is to contribute to poverty eradication by<br />

strengthening reproductive health services and enhancing Government’s capacity to implement a<br />

multi-sectoral population programme. The programme will be implemented using a rights-based<br />

approach with a focus on mobilising policy makers and communities, and strengthening capacities to<br />

address the population and reproductive health challenges in the country. Participation and<br />

accountability will be at the fore and efforts will be made to ensure that programme activities<br />

strengthen the links between individual rights and the responsibilities of duty bearers. All efforts will<br />

be taken to use lessons learnt from the evaluation of the just completed CP to improve the design and<br />

implementation of the 7CP and AWPs.<br />

15. Within the principle of 'Delivering as One', the UNCT has agreed that the areas for joint<br />

programming with other United Nations agencies will include maternal health, HIV/AIDS interventions,<br />

Gender Based Violence, interventions for in-school and out-of school youth and disaster management. In<br />

line with UNFPA’s new Cluster Approach, efforts will also be made to ensure that women, girls and<br />

young people (including adolescents) are not only the primary beneficiaries of the programme but also<br />

become empowered actors in national development.<br />

16. The programme will have both a national and provincial level focus. At national level, the programme<br />

will focus on policy support, data collection, capacity strengthening and advocacy. At district level, the<br />

programme will support integrated reproductive health and population integration interventions in<br />

selected districts in North Western, Luapula and Western Provinces. Districts will be selected on the basis<br />

of poor maternal outcomes and HIV prevalence using information from the Baseline Survey and national<br />

data.<br />

17. The 7CP is aligned with the priorities of the United Nations Development Assistance Framework<br />

(UNDAF) 2011-2015, the Government’s Sixth National Development Plan, (SNDP) the National<br />

Population Policy, the National Health Strategic Plan, the National AIDS Strategic Framework (NASF)<br />

2011-2015, the MDGs and the UNFPA Strategic Plan as outlined in Table 1 below. The country<br />

programme has eight outputs that will contribute to various outcomes in the UNDAF and UNFPA<br />

strategic framework.<br />
