050 WEM 6-Feb 1740 C<strong>on</strong>ducted a c<strong>on</strong>ference call with Dane Co, WEM and<br />

WSP Rep Dave Pabst, and MAJ Czarnecki .Also <strong>on</strong> the<br />

call in the Dane County EOC was the Sheriff’s OIC, the<br />

Cor<strong>on</strong>er, and the 911 operati<strong>on</strong>s supervisor. Kathy<br />

informed us that they had reports of 1000 cars stuck <strong>on</strong> I-<br />

30 at mile marker 154 and that motorists were running low<br />

<strong>on</strong> fuel. The blockage was estimated to be 4-5 miles in<br />

length. The 911 supervisor indicated that stranded<br />

motorist calls had been coming in throughout the<br />

afterno<strong>on</strong> and that since they were not medical calls,<br />

accidents or other emergencies they were forwarded to<br />

WSP dispatch. Agreed to gather additi<strong>on</strong>al informati<strong>on</strong><br />

and c<strong>on</strong>ference again with WSP Dist 1. Posted by Jerry<br />

051 WEM 6-Feb 1800 All three TV stati<strong>on</strong>s c<strong>on</strong>tinue leading the newscasts with<br />

backup with eyewitnesses <strong>on</strong> cell ph<strong>on</strong>es providing<br />

accounts.<br />

052 WEM 6-Feb 1810 PIO called EOC told them about newscasts Distributed to EOC staff.<br />

053 WEM 6-Feb 1830 Sec<strong>on</strong>d c<strong>on</strong>ference call. WSP reports the blockage<br />

extends to Rock Co, cars are moving but very slowly due<br />

to tracti<strong>on</strong> problems, the WSP is calling tow trucks but will<br />

need heavy wreckers due to the large number of semi’s<br />

involved. WSP requested Dane Co to provide snowplows<br />

with salt and sand to provide needed tracti<strong>on</strong> for the<br />

wreckers. WSP has two wreckers <strong>on</strong> scene who were<br />

attempting to pull vehicles away from the blockage but<br />

were forced to pull them to the nearest exit due to road<br />

c<strong>on</strong>diti<strong>on</strong>s. Wreckers carry spare fuel for stranded<br />

054 WEM 6-Feb 1830 Dane County HWY commissi<strong>on</strong>er was brought into the<br />

c<strong>on</strong>ference call and c<strong>on</strong>sulted c<strong>on</strong>cerning availability of<br />

snow plows. He indicated there were 2 plows at mile<br />

marker 154.Ensuing discussi<strong>on</strong> <strong>on</strong> the degree of difficulty<br />

in moving the semis due to tracti<strong>on</strong> problems. Since the<br />

motorists apparently have been stranded for several hours<br />

there was discussi<strong>on</strong> <strong>on</strong> providing food and water to the<br />

occupants of these vehicles. If NG could be activated they<br />

have the ability to deliver food and water to a staging area<br />

but do not have the vehicles necessary to deliver to the<br />

stranded motorists. It was decided that Dane county would<br />

activate three snowmobiles to begin an assessment and<br />

to check <strong>on</strong> welfare and that if the guard could be<br />

activated would set up a staging area to deliver the food<br />

and water for transfer to a snowmobile or ATV. Posted by<br />

059 WEM 6-Feb 2000 Attempted to call both Linda Palmer at SP-D1 (tried 3<br />

different numbers, all busy) and J. McLellan at Dane<br />

County. First call to Dane County was transferred to J's<br />

desk; sec<strong>on</strong>d call was answered by some<strong>on</strong>e else saying<br />

J was <strong>on</strong> the ph<strong>on</strong>e, so left a message that WEM was<br />

trying to coordinate a press briefing between WEM, SP<br />

and Dane County and that he needed to call either Lori<br />

Getter or Linda Palmer immediately.<br />
