068 WEM 6-Feb 2200 WEM EOC participated in a c<strong>on</strong>ference call with Rock,<br />

Dane Counties and State Patrol. Learned there was a<br />

shortage of gas cans.<br />

069 WEM 6-Feb 2210 Ph<strong>on</strong>e call from Mike Diekoff (DNR) he is at 155<br />

southbound and reports;<br />

• One lane open south bound<br />

• Northbound lane not moving<br />

• Two snow plows and three tow trucks are operating<br />

• Tow trucks are pushing semi’s up the hill allowing plows<br />

to plow behind them<br />

• A snowmobile is in the area and it appears to be “tough<br />

driving even for snowmobiles”<br />

• Approximately 8 semi’s are heading up the hill “maybe”<br />

• WSP officers are attempting to wake up semi drivers to<br />

get their trucks moved posted by Jerry Haberl<br />

PIO c<strong>on</strong>tacted all 6 truck<br />

stops between Madis<strong>on</strong><br />

and Rockford, IL and<br />

asked them to tell<br />

motorists and truck<br />

drivers not to go <strong>on</strong> I-90<br />

towards Madis<strong>on</strong>.<br />

There were all going to<br />

do that and put signs <strong>on</strong><br />

their doors. In additi<strong>on</strong>, I<br />

got info <strong>on</strong> gas cans and<br />

c<strong>on</strong>tacted Shirley<br />

C<strong>on</strong>nors, Rock County.<br />

070 WEM 6-Feb 2225 Press release with Governor's State of <strong>Emergency</strong><br />

released.<br />

071 WEM 6-Feb 2230 Briefing: OIC: Became aware of the situati<strong>on</strong> <strong>on</strong> I-90 at<br />

5:45 p.m. First estimates were around 1000 cars and the<br />

blockage 19 miles l<strong>on</strong>g. Now the estimate is closer to 500<br />

vehicles.<br />

Issued to media.<br />

EOC briefing c<strong>on</strong>ducted.<br />

State Patrol: Noted that mostly semis involved. Problem<br />

is getting vehicles up the hill. Only <strong>on</strong>e semi can get up<br />

the hill at a time. Must keep reapplying salt and sand.<br />

State Patrol feels that there are enough tow and salt<br />

trucks to do the job at this time. State Patrol partnered up<br />

with DNR Warden Service during the day assessing road<br />

situati<strong>on</strong>s. State Patrol OIC is Lindgren. The PIO is Lee.<br />

DNR: There are 4x4s at Janesville service center. Nine<br />

snowmobiles are deployed--out of Janesville service<br />

center. Two snowmobiles are in the incident command<br />

post. The start of the line of vehicles mile marker 145, tail<br />

of line at mile marker 171. DNR was asked to work from<br />

south to north.<br />

Nati<strong>on</strong>al Guard: 12 Hummers with water and MREs <strong>on</strong><br />

their way to Coachman's Inn. Aircraft ready to take off for<br />

observati<strong>on</strong>. Food will be switched to DNR wardens and<br />

their snowmobiles and taken out.<br />

PIO: Press c<strong>on</strong>ference was held at 9:40 p.m with Dane<br />

County, State Patrol, Governor's Office, Nati<strong>on</strong>al Guard,<br />

and all local media. State of <strong>Emergency</strong> declared for<br />

Rock and Dane counties.<br />

072 WEM 6-Feb 2230 Kathy Krusic called and reported that county staff at the<br />

North Divisi<strong>on</strong> ICP (Coachman's Inn) had no visuals so far<br />

of the Humvees that were sent out.<br />

073 WEM 6-Feb 2245 I spoke to Sgt Gary Bauer who is at the Snowmobile<br />

Command<br />

Post at the Coachman, MP 156. Traffic is moving NB at<br />

15-20 mph. <str<strong>on</strong>g>Report</str<strong>on</strong>g> was that SB was also stalled. A UPS<br />

truck had crashed but has since been cleared out of the<br />

way so traffic is<br />

flowing.<br />
