Dear Friends:<br />

<strong>2007</strong> was especially gratifying <strong>for</strong> <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH, as some <strong>of</strong> <strong>the</strong> largest and<br />

most complex programs we’ve ever undertaken have begun to bear fruit. As <strong>the</strong> congressionally<br />

chartered non-pr<strong>of</strong>it organization that supports <strong>the</strong> life-saving research<br />

mission <strong>of</strong> <strong>the</strong> <strong>National</strong> <strong>Institutes</strong> <strong>of</strong> <strong>Health</strong>, our promise has been not only to create<br />

public-private partnerships that advance scientific discovery, but to do so efficiently<br />

and effectively.<br />

In a little over a year, The Biomarkers Consortium, a ground-breaking partnership<br />

focused on developing new biomarkers, involved over 75 organizations across<br />

<strong>the</strong> public, private, academic, and non-pr<strong>of</strong>it sectors. Currently, it has two projects<br />

underway and several more in development. The Alzheimer’s Disease Neuroimaging<br />

Initiative, ano<strong>the</strong>r ambitious program, was able to expand its scope significantly,<br />

thanks to additional support secured by <strong>the</strong> foundation.<br />

Data are emerging from two o<strong>the</strong>r major programs: within 18 months <strong>of</strong> its establishment,<br />

<strong>the</strong> Genetic Association In<strong>for</strong>mation Network (GAIN) completed six major<br />

genotyping studies, depositing <strong>the</strong> results <strong>for</strong> use by genetic researchers in a <strong>National</strong><br />

Library <strong>of</strong> Medicine database; while <strong>the</strong> Osteoarthritis Initiative began posting data<br />

and images on its secure web site. These steps help fulfill <strong>the</strong> foundation’s commitment<br />

to making data available to <strong>the</strong> broadest research audience possible, spurring fur<strong>the</strong>r<br />

work to speed our understanding <strong>of</strong> disease and <strong>the</strong> <strong>the</strong>rapies to prevent or treat it.<br />

Hundreds <strong>of</strong> researchers from dozens <strong>of</strong> countries are already using <strong>the</strong>se data.<br />

In <strong>2007</strong>, <strong>the</strong> foundation also expanded its unique ability to convene disparate stakeholders<br />

to address significant common goals. It initiated important summits focused<br />

on breast cancer, age-related brain changes, and global emergency preparedness. As<br />

a non-commercial organization whose sole agenda is advancing human health and<br />

which is uniquely authorized by Congress to support NIH, <strong>the</strong> foundation is <strong>of</strong>ten<br />

<strong>the</strong> only entity that can make such collaboration possible.<br />

Finally, <strong>the</strong> foundation is proud <strong>of</strong> its role in supporting programs whose innovative<br />

methods, tools, and procedures are setting <strong>the</strong> standard in research and training, and<br />

serving as a model <strong>for</strong> o<strong>the</strong>rs to follow.<br />

<strong>2007</strong> saw <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH deliver abundant evidence <strong>of</strong> its commitment<br />

and ability to create and manage public-private partnerships to advance human<br />

health. By judiciously leveraging <strong>the</strong> expertise, resources, and funding <strong>of</strong> NIH and<br />

many o<strong>the</strong>r individuals and institutions, we continue to earn <strong>the</strong> trust and confidence<br />

<strong>of</strong> our partners, donors, and <strong>the</strong> public as a whole.<br />

YEAR IN REVIEW<br />

Initiatives funded and facilitated by <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH in <strong>2007</strong> addressed a broad range <strong>of</strong> public health challenges<br />

through both traditional and innovative approaches. Whe<strong>the</strong>r employing practiced scientific methods in new<br />

fields <strong>of</strong> study, applying <strong>the</strong> latest technological tools to intractable problems, or focusing experts <strong>of</strong> varying perspectives<br />

around a common goal, <strong>the</strong>se partnerships represent new paradigms on <strong>the</strong> path to discovery. While each program is<br />

unique in its structure and strategies, a feature common to all is unprecedented collaboration—collaboration that will<br />

stretch resources fur<strong>the</strong>r and, ultimately, advance human health. Some highlights from <strong>2007</strong>:<br />

The biomarkers consortium<br />

Grand Challenges<br />

in Global <strong>Health</strong><br />

This unprecedented research initiative, which aims to overcome<br />

scientific obstacles to solving major health challenges <strong>of</strong> <strong>the</strong><br />

developing world, registered fur<strong>the</strong>r progress on several fronts,<br />

including: severe malaria in children, chronic infection, nutritional<br />

value <strong>of</strong> crops, insect control, and o<strong>the</strong>rs. The partnership funds 43<br />

promising projects drawing on resources <strong>of</strong> more than $436 million.<br />

The consortium launched its first two projects—studying<br />

whe<strong>the</strong>r FDG-PET imaging can measure <strong>the</strong> effectiveness <strong>of</strong><br />

certain drugs against two types <strong>of</strong> tumors: lymphoma and lung<br />

cancer. So far, <strong>the</strong> foundation has raised $6.43 million from nine<br />

private-sector donors <strong>for</strong> <strong>the</strong>se projects; augmenting <strong>the</strong> $3.75<br />

million in public funds and in kind contributions committed by<br />

<strong>the</strong> <strong>National</strong> Cancer Institute.<br />

Discovery Society<br />

The Discovery Society is <strong>the</strong> foundation’s principal way <strong>of</strong> involving many supportive individuals in <strong>the</strong><br />

work <strong>of</strong> <strong>the</strong> <strong>National</strong> <strong>Institutes</strong> <strong>of</strong> <strong>Health</strong>. Funds raised from generous individuals provide <strong>the</strong> necessary<br />

plat<strong>for</strong>m <strong>for</strong> <strong>the</strong> support <strong>of</strong> <strong>the</strong> programs on <strong>the</strong>se pages: major collaborative and multidisciplinary projects<br />

that would be too complex or risky <strong>for</strong> any one organization to undertake alone. In this age <strong>of</strong> declining<br />

government resources, gifts <strong>of</strong> every size play an especially important role in advancing <strong>the</strong> life-saving<br />

work <strong>of</strong> NIH. Members <strong>of</strong> <strong>the</strong> Discovery Society are listed on page 26.<br />

Global <strong>Health</strong> Security Initiative<br />

The United States <strong>for</strong> <strong>the</strong> first time hosted this annual meeting, and <strong>the</strong><br />

foundation was a lead sponsor. Formed in 2001, <strong>the</strong> GHSI aims to protect<br />

public health and security by improving preparedness <strong>for</strong> and response to<br />

terrorist and health threats. U.S. <strong>Health</strong> and Human Services Secretary<br />

Michael O. Leavitt and seven European, Asian, and North American<br />

counterparts addressed potential threats, risk management, and network<br />

and communications issues.<br />

GAIN<br />

Genetic Association<br />

In<strong>for</strong>mation Network<br />

This project completed genotyping <strong>of</strong> more<br />

than 18,000 samples <strong>for</strong> six major common<br />

disease studies already underway and granted<br />

funds to researchers to analyze <strong>the</strong> results. The<br />

work focused on attention deficit hyperactivity<br />

disorder, type I diabetes, major depression,<br />

psoriasis, schizophrenia, and bi-polar disorder.<br />

The foundation raised $26 million in cash and<br />

resources <strong>for</strong> <strong>the</strong> network.<br />

ADNI<br />

Alzheimer’s Disease<br />

Neuroimaging Initiative<br />

The study completed enrollment and is monitoring 823 participants<br />

<strong>for</strong> normal, mildly impaired, and Alzheimer’s disease-related<br />

brain changes. Test results and images are being cataloged in<br />

a comprehensive database that will spur fur<strong>the</strong>r research. The<br />

foundation has raised nearly $25 million <strong>for</strong> this ef<strong>for</strong>t.<br />

The <strong>Foundation</strong> <strong>for</strong> NIH: A Unique Catalyst <strong>for</strong><br />

Public-Private Partnerships<br />

The <strong>Foundation</strong> <strong>for</strong> NIH was established by <strong>the</strong> U.S. Congress and began operations in 1996 to serve as a<br />

non-pr<strong>of</strong>it catalyst <strong>for</strong> public-private partnering in support <strong>of</strong> research <strong>of</strong> <strong>the</strong> <strong>National</strong> <strong>Institutes</strong> <strong>of</strong> <strong>Health</strong>.<br />

That unique role af<strong>for</strong>ds <strong>the</strong> foundation unparalleled interaction with key personnel at NIH and at <strong>the</strong> same<br />

time <strong>the</strong> entrepreneurial mandate to involve a broad range <strong>of</strong> public and private entities, including <strong>for</strong>eign<br />

partners and <strong>for</strong>-pr<strong>of</strong>it institutions.<br />

To date, <strong>the</strong> foundation has raised more than $410 million and facilitated over 50 projects. A flexible<br />

infrastructure, combined with disciplined scientific, administrative, and program-management capabilities,<br />

allows <strong>the</strong> foundation to create innovative, successful partnerships that benefit all parties.<br />

The Biomarkers Consortium<br />

Established in late 2006, The Biomarkers Consortium last year<br />

solidified its membership base and launched its first two projects.<br />

This groundbreaking public-private partnership works to find and<br />

validate biological markers (biomarkers)—<strong>the</strong> critical first step in<br />

understanding disease processes and ultimately preventing, detecting,<br />

and treating <strong>the</strong>m.<br />

A biomarker is a biological measurement or set <strong>of</strong> measurements<br />

that describes a physiological state. Blood pressure, <strong>for</strong> example, is a<br />

widely accepted biomarker <strong>for</strong> cardiovascular health. Lab tests and<br />

x-rays look <strong>for</strong> biomarkers to diagnose specific medical conditions<br />

or injuries. Biomarkers are also important in assessing <strong>the</strong> safety and<br />

effectiveness <strong>of</strong> drugs and <strong>the</strong>rapies.<br />

Identifying, evaluating, and utilizing biomarkers can be a complex,<br />

time-consuming, and costly process—making a collaborative,<br />

multi-disciplinary approach imperative. The <strong>Foundation</strong> <strong>for</strong> NIH is<br />

uniquely positioned within <strong>the</strong> biomedical community to create and<br />

manage such a partnership. Four steering committees focused on<br />

distinct disease areas—cancer, inflammation and immunity, metabolic<br />

disorders, and neuroscience—guide <strong>the</strong> group’s work. Each<br />

comprises dozens <strong>of</strong> experts from <strong>the</strong> public, private, and non-pr<strong>of</strong>it<br />

sectors, academia, and advocacy groups.<br />

The consortium’s first two projects are designed to determine<br />

whe<strong>the</strong>r a promising imaging technology, FDG-PET, can measure<br />

<strong>the</strong> effectiveness <strong>of</strong> conventional cytotoxic drugs against two types<br />

<strong>of</strong> tumors—lymphoma and lung cancer. Conducted by <strong>the</strong> <strong>National</strong><br />

Cancer Institute (NCI), <strong>the</strong> studies could have enormous impact on<br />

patients’ case management and accelerate drug development.<br />

The foundation so far has raised $6.43 million from nine privatesector<br />

donors <strong>for</strong> <strong>the</strong>se projects, while NCI has committed public<br />

funds and in-kind contributions totaling $3.75 million. Upcoming<br />

projects will address biomarkers associated with type II diabetes<br />

and a<strong>the</strong>rothrombosis. O<strong>the</strong>r studies under consideration focus on<br />

Alzheimer’s disease, metastatic tumors, and rheumatoid arthritis.<br />

The consortium’s founding members include NIH, Food and<br />

Drug Administration (FDA), and Pharmaceutical Research and<br />

Manufacturers <strong>of</strong> America (PhRMA); o<strong>the</strong>r significant partners<br />

include Centers <strong>for</strong> Medicare and Medicaid Services (CMS),<br />

Biotechnology Industry Organization (BIO), and a dozen major<br />

pharmaceutical companies.<br />

Osteorarthritis Initiative<br />

In <strong>2007</strong>, <strong>the</strong> Osteoarthritis Initiative (OAI) began to<br />

generate findings in journals and presentations, while it<br />

continued to release new data and images from its fiveyear<br />

study on knee health.<br />

The study, which tracks nearly 5,000 subjects over time,<br />

aims to increase understanding, and ultimately improve<br />

treatment <strong>of</strong> a major cause <strong>of</strong> disability among Americans.<br />

The most common type <strong>of</strong> arthritis, osteoarthritis affects<br />

more than 15 million people in <strong>the</strong> United States. By<br />

2030, 70 million Americans will be 65 years old or older<br />

and at risk <strong>for</strong> this progressive disease.<br />

So far, <strong>the</strong> initiative has released baseline clinical<br />

data on all participants, as well as 12- and 18-month<br />

follow-up data and images on many. When <strong>the</strong> study<br />

is complete, <strong>the</strong> in<strong>for</strong>mation will document <strong>the</strong> natural<br />

progression <strong>of</strong> <strong>the</strong> disease and help identify biomarkers<br />

associated with it, ideally hastening research and <strong>the</strong>rapies.<br />

The <strong>Foundation</strong> <strong>for</strong> NIH facilitated <strong>for</strong>mation <strong>of</strong> <strong>the</strong><br />

initiative, bringing toge<strong>the</strong>r seven components <strong>of</strong> NIH<br />

and four private-funding partners who have toge<strong>the</strong>r<br />

contributed more than $18.5 million.<br />

All OAI data and images are available to researchers<br />

worldwide, through <strong>the</strong> initiative’s web site at<br />

www.oai.ucsf.edu, along with tools to interpret <strong>the</strong>m.<br />

So far, almost 750 researchers from 40 different countries<br />

have registered with <strong>the</strong> site. Research abstracts<br />

and findings based on <strong>the</strong> data have appeared in several<br />

publications and in presentations be<strong>for</strong>e <strong>the</strong> American<br />

College <strong>of</strong> Rheumatology and <strong>the</strong> Osteoarthritis Research<br />

Society International.<br />

ADNI: Alzheimer’s Disease<br />

Neuroimaging Initiative<br />

First described more than 100 years ago, Alzheimer’s<br />

disease has no cure or lasting, effective treatment. More<br />

than 4 million people in <strong>the</strong> United States suffer from it<br />

and its incidence is projected to increase dramatically over<br />

<strong>the</strong> next 20 years.<br />

The goal <strong>of</strong> <strong>the</strong> Alzheimer’s Disease Neuroimaging<br />

Initiative (ADNI) is to alter that prognosis. The NIH’s<br />

largest public-private partnership on brain research, this<br />

five-year study tracks normal, mildly cognitively impaired,<br />

and Alzheimer’s disease brain changes to measure progression<br />

<strong>of</strong> <strong>the</strong> condition.<br />

The initiative completed enrollment in August <strong>2007</strong>.<br />

Using MRI and PET imaging and laboratory and cognitive<br />

tests, <strong>the</strong> study monitors 823 participants over two to<br />

three years, building a comprehensive database as it goes.<br />

This catalog will serve as an important public resource<br />

to spur fur<strong>the</strong>r research. Already, many <strong>of</strong> <strong>the</strong> tools and<br />

methods developed by <strong>the</strong> study are fueling ef<strong>for</strong>ts in<br />

Japan, <strong>the</strong> European Union, and Australia.<br />

Conducted by <strong>the</strong> <strong>National</strong> Institute on Aging (NIA) in<br />

conjunction with more than a dozen o<strong>the</strong>r federal agencies<br />

and private-sector companies and organizations, this<br />

$60 million ef<strong>for</strong>t has relied on <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH<br />

to raise nearly $25 million.<br />

In <strong>2007</strong>, additional funds were secured to conduct a<br />

genome-wide association study and analysis <strong>of</strong> ADNI<br />

participants. This ef<strong>for</strong>t will provide <strong>the</strong> most extensive<br />

and robust dataset <strong>of</strong> its kind in <strong>the</strong> Alzheimer’s disease<br />

field. A second supplement to <strong>the</strong> study allows <strong>for</strong> <strong>the</strong><br />

collection <strong>of</strong> cerebrospinal fluid from participants, while a<br />

third explores <strong>the</strong> use <strong>of</strong> PET and Pittsburg Compound B<br />

(PIB) as a tool <strong>for</strong> developing biochemical markers.<br />

GAIN: Genetic Association<br />

In<strong>for</strong>mation Network<br />

In <strong>2007</strong>, <strong>the</strong> Genetic Association In<strong>for</strong>mation Network<br />

(GAIN) completed an ambitious program to genotype<br />

existing research studies in six major common diseases,<br />

and combine <strong>the</strong> results with clinical data to create a<br />

significant new resource <strong>for</strong> genetic researchers.<br />

The network’s goal is to help find genetic causes <strong>for</strong> common<br />

diseases, and its initial ef<strong>for</strong>ts focused on Attention<br />

Deficit Hyperactivity Disorder, diabetic nepropathy in<br />

type I diabetes, major depression, psoriasis, schizophrenia,<br />

and bipolar disorder.<br />

The resulting data are being deposited in a database<br />

within <strong>the</strong> <strong>National</strong> Library <strong>of</strong> Medicine at NIH, funded<br />

by GAIN, <strong>for</strong> <strong>the</strong> broad use <strong>of</strong> <strong>the</strong> research community.<br />

By comparing <strong>the</strong> genetic makeup <strong>of</strong> healthy people<br />

with that <strong>of</strong> people with <strong>the</strong> disease, scientists should be<br />

better able to target diagnosis, treatment, and prevention<br />

strategies. Originators <strong>of</strong> <strong>the</strong> initial studies have received<br />

additional grants to make <strong>the</strong>ir own analyses.<br />

Managed by <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH, GAIN combines<br />

<strong>the</strong> resources and expertise <strong>of</strong> several public and private<br />

entities to streamline <strong>the</strong> genetic research process. The<br />

program’s protocols <strong>for</strong> protecting participant privacy<br />

and confidentiality have served as a model <strong>for</strong> similar<br />

studies across <strong>the</strong> scientific community.<br />

The <strong>Foundation</strong> <strong>for</strong> NIH has raised $26 million <strong>for</strong> <strong>the</strong><br />

network in cash and in-kind resources, primarily from<br />

GCGH:<br />

Grand Challenges<br />

in Global <strong>Health</strong><br />

The Grand Challenges in Global <strong>Health</strong> (GCGH) initiative was established in 2003<br />

to address and overcome scientific obstacles to solving <strong>the</strong> major health challenges<br />

<strong>of</strong> <strong>the</strong> developing world and to create “deliverable technologies”—health tools—that<br />

are not only effective, but also inexpensive to produce, easy to distribute, and simple<br />

to use in developing countries.<br />

A partnership between <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH, <strong>the</strong> Bill & Melinda Gates<br />

<strong>Foundation</strong>, The Wellcome Trust, and <strong>the</strong> Canadian <strong>Institutes</strong> <strong>of</strong> <strong>Health</strong><br />

Research, this $436.6 million initiative funds over 40 projects that variously<br />

seek to tackle one <strong>of</strong> 14 major scientific challenges that, if solved, could lead<br />

to important advances in preventing, treating, and curing diseases <strong>of</strong> <strong>the</strong><br />

developing world.<br />

Each year, over 300 scientists meet to review progress, share ideas and <strong>for</strong>ge new<br />

partnerships to ultimately reduce <strong>the</strong> technical barriers to improved health in <strong>the</strong><br />

developing world.<br />

Five years into its work, <strong>the</strong> initiative is seeing promising progress in understanding<br />

<strong>the</strong> basis <strong>for</strong> severe malaria in children, <strong>the</strong> development <strong>of</strong> new insect-control<br />

measures, <strong>the</strong> development <strong>of</strong> new approaches to drug development, <strong>the</strong> treatment<br />

<strong>of</strong> chronic infectious diseases, <strong>the</strong> improvement <strong>of</strong> <strong>the</strong> nutritional value <strong>of</strong> crops<br />

and more.<br />

The <strong>2007</strong> GCGH annual meeting was held<br />

in Capetown, South Africa in conjunction<br />

with <strong>the</strong> Keystone Symposium. The Most<br />

CTC-VIMC:<br />

Comprehensive T Cell Vaccine<br />

Immune Monitoring Consortium<br />

Part <strong>of</strong> a major international ef<strong>for</strong>t to find an AIDS<br />

vaccine, <strong>the</strong> Comprehensive T Cell Vaccine Immune<br />

Monitoring Consortium (CTC-VIMC) works to standardize<br />

certain laboratory testing practices across clinical<br />

trials. This is a key step in speeding and simplifying <strong>the</strong><br />

testing <strong>of</strong> new vaccine candidates. Substantial progress<br />

was made in <strong>2007</strong>.<br />

The CTC-VIMC is funded by a $33 million, five-year<br />

grant from <strong>the</strong> Bill & Melinda Gates <strong>Foundation</strong> as part<br />

<strong>of</strong> <strong>the</strong> Collaboration <strong>for</strong> AIDS Vaccine Discovery. It is<br />

directed by <strong>the</strong> Vaccine Research Center <strong>of</strong> <strong>the</strong> <strong>National</strong><br />

Institute <strong>of</strong> Allergy and Infectious Diseases (NIAID), and<br />

is administered by <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH.<br />

The ability to reliably and consistently measure T Cell<br />

responses to vaccine candidates is critical to AIDS vaccine<br />

development. The consortium is creating two procedures<br />

to do this—initially in four laboratories and <strong>the</strong>n<br />

expanding to seven o<strong>the</strong>rs in key international locations.<br />

This will enable <strong>the</strong> comparison <strong>of</strong> results <strong>of</strong> different<br />

vaccines from different clinical trials and accelerate <strong>the</strong><br />

development <strong>of</strong> effective vaccines against HIV.<br />

GHSI: Global <strong>Health</strong><br />

Security Initiative<br />

The <strong>Foundation</strong> <strong>for</strong> NIH was a lead sponsor <strong>of</strong> <strong>the</strong><br />

Eighth Ministerial Summit <strong>of</strong> <strong>the</strong> Global <strong>Health</strong> Security<br />

Initiative (GHSI), held <strong>for</strong> <strong>the</strong> first time in <strong>the</strong> United States<br />

last fall.<br />

Formed in 2001, <strong>the</strong> GHSI works to protect public<br />

health and security on a global scale by streng<strong>the</strong>ning<br />

preparedness and response to terrorist and health<br />

threats such as biological, chemical, radiological, and<br />

nuclear attack and pandemic influenza or o<strong>the</strong>r infectious<br />

disease outbreaks.<br />

U.S. <strong>Health</strong> and Human Services Secretary Michael<br />

O. Leavitt hosted his counterparts from Canada, France,<br />

Germany, Italy, Japan, Mexico, and <strong>the</strong> United Kingdom,<br />

as well as from <strong>the</strong> European Union and <strong>the</strong> World <strong>Health</strong><br />

Organization at <strong>the</strong> Be<strong>the</strong>sda campus <strong>of</strong> <strong>the</strong> NIH.<br />

The summit featured three days <strong>of</strong> policy and technical<br />

meetings, focused especially around laboratory networks,<br />

radiological and nuclear threats, chemical events, risk<br />

management and communications, and pandemic influenza.<br />

The foundation organized several high-level panel<br />

discussions, which included speakers such as Chairman<br />

Actions taken at <strong>the</strong> <strong>2007</strong> Collaborative Summit on Breast Cancer Research<br />

are resulting in greater levels <strong>of</strong> collaboration and<br />

cooperation among non-pr<strong>of</strong>it groups and<br />

advocacy organizations working in <strong>the</strong> field;<br />

not only altering <strong>the</strong> ways in which non-pr<strong>of</strong>its interact with one ano<strong>the</strong>r,<br />

but also sparking new and necessary conversations with government and<br />

industry. The <strong>Foundation</strong> <strong>for</strong> NIH played a critical role, providing both<br />

intellect and ef<strong>for</strong>t in organizing a successful summit, but most importantly<br />

serving as an impartial, ‘neutral’ convener, and sometimes arbiter, to pull<br />

Collaborative Summit on<br />

Breast Cancer Research<br />

Surveying <strong>the</strong> array <strong>of</strong> funders, researchers, advocates, pharmaceutical industry<br />

representatives, regulators, and policymakers engaged in <strong>the</strong> fight against breast cancer,<br />

<strong>the</strong> Avon <strong>Foundation</strong> turned to <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH to convene a summit to<br />

foster collaboration among <strong>the</strong>se entities.<br />

The <strong>Foundation</strong> <strong>for</strong> NIH brought toge<strong>the</strong>r leaders from 27 funding organizations<br />

and advocacy groups and a host <strong>of</strong> o<strong>the</strong>r experts at a productive meeting in November<br />

with special keynote speaker Paula Zahn. Despite <strong>the</strong>ir varying approaches, philosophies,<br />

and programs, participants engaged in frank and open dialogue about<br />

how best to advance toward <strong>the</strong>ir ultimate common goal <strong>of</strong> eradicating breast<br />

cancer. There was consensus on <strong>the</strong> need to better utilize resources—by identifying<br />

funding gaps and opportunities, and eliminating barriers and redundancies.<br />

Outcomes included <strong>the</strong> <strong>for</strong>mation <strong>of</strong> a “<strong>National</strong> Breast Cancer Planning<br />

Committee” to periodically review <strong>the</strong> breast cancer landscape and national<br />

agenda, a common database on grant awards, and a public report about how<br />

donations are used.<br />

AVON-NCI Progress <strong>for</strong><br />

Patients Awards Program<br />

Now in its sixth year, <strong>the</strong> Avon-NCI Progress <strong>for</strong> Patients Awards Program has<br />

made a significant impact on breast cancer research, accelerating <strong>the</strong> movement<br />

<strong>of</strong> pre-clinical discoveries to application in patients, and fostering collaborative<br />

ef<strong>for</strong>ts that optimize resources and efficiencies.<br />

A $33 million partnership between <strong>the</strong> Avon <strong>Foundation</strong>, <strong>the</strong> <strong>National</strong><br />

Cancer Institute, and <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH, <strong>the</strong> program has funded<br />

59 projects that span <strong>the</strong> full spectrum <strong>of</strong> interventions in <strong>the</strong> prevention,<br />

risk assessment, diagnosis, and treatment <strong>of</strong> breast cancer, including imaging,<br />

pathology, radiation oncology, drug development, and biomarker analysis.<br />

Since its inception, <strong>the</strong> partnership has focused on attracting young scientists<br />

to breast cancer research and supporting studies that include minority<br />

and under-served populations. To build on <strong>the</strong> collaborative momentum <strong>the</strong><br />

program has engendered and carry it <strong>for</strong>ward, <strong>the</strong> participating scientists and<br />

doctors <strong>for</strong>med a Translational Breast Cancer Consortium to provide a <strong>for</strong>malized<br />

structure <strong>for</strong> future cooperation.<br />

Even though <strong>the</strong> rate <strong>of</strong> cancer mortality<br />

continues to drop, cancer still remains a leading<br />

cause <strong>of</strong> death, second only to heart disease.<br />

Targeted Cancer<br />

Therapies Tutorials<br />

Targeted <strong>the</strong>rapies have been<br />

developed <strong>for</strong> a number <strong>of</strong><br />

cancers, and new <strong>the</strong>rapies are<br />

in testing. The hope is that <strong>the</strong>se<br />

targeted <strong>the</strong>rapies will eventually<br />

allow certain cancers to be<br />

treated as chronic conditions and<br />

that, based on a patient’s specific<br />

genetic make-up, physicians will<br />

know which patients will respond<br />

best to which targeted treatment.<br />

With <strong>the</strong> help <strong>of</strong> Genentech, <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH is funding creation <strong>of</strong><br />

four tutorials on targeted cancer <strong>the</strong>rapies. The animated tools, designed <strong>for</strong> use<br />

by oncologists, oncology nurses, and o<strong>the</strong>r health pr<strong>of</strong>essionals, will be posted<br />

on <strong>the</strong> <strong>National</strong> Cancer Institute’s web site at www.cancer.gov.<br />

Targeted <strong>the</strong>rapies are drugs that block <strong>the</strong> growth and spread <strong>of</strong> cancer by<br />

interfering with specific molecules within a cancer cell. Most targeted <strong>the</strong>rapies<br />

are still in <strong>the</strong> testing stages, but some are already in use. Because <strong>the</strong>y focus<br />

only on cancerous cell changes, <strong>the</strong>y have <strong>the</strong> potential to be more effective and<br />

produce fewer side effects than existing treatments.<br />

Physicians will use <strong>the</strong> tutorials to explain and review treatment options with<br />

<strong>the</strong>ir patients. The tutorials will explain what targeted <strong>the</strong>rapies are, provide<br />

in<strong>for</strong>mation on clinical trials, encourage participation in <strong>the</strong> trials, and establish<br />

targeted <strong>the</strong>rapies as a standard <strong>of</strong> care.<br />

The first tutorial will provide an overview <strong>of</strong> targeted <strong>the</strong>rapies; <strong>the</strong> o<strong>the</strong>rs<br />

will each focus on a specific type <strong>of</strong> cancer and its targeted <strong>the</strong>rapy: breast, lung,<br />

or colon cancer.<br />

Fluorodeoxyglucose-Positron Emission Tomography (FDG-PET)<br />

measures efficient glucose utilization and can provide an early indication <strong>of</strong><br />

response to <strong>the</strong>rapy. The FDG-PET lung and lymphoma projects being implemented<br />

by The Biomarkers Consortium are anticipated to be <strong>the</strong> first in a series <strong>of</strong> initiatives to<br />

improve <strong>the</strong> development <strong>of</strong> cancer <strong>the</strong>rapies and <strong>the</strong> outcomes <strong>for</strong> cancer patients using<br />

FDG-PET as a surrogate endpoint in <strong>the</strong> progression <strong>of</strong> cancer.<br />

The <strong>National</strong> Institute <strong>of</strong> Aging (NIA) continues its close and<br />

productive collaboration with our partners at <strong>the</strong> McKnight<br />

Brain Research <strong>Foundation</strong> (MBRF) and <strong>the</strong> <strong>Foundation</strong> <strong>for</strong><br />

NIH. In October, <strong>the</strong> MBRF helped bring toge<strong>the</strong>r <strong>the</strong> nation’s<br />

top scientists <strong>for</strong> a ground-breaking summit on cognitiveaging<br />

research. They identified critical areas<br />

<strong>for</strong> future investigation, and <strong>the</strong> MBRF<br />

is committed to collaborating with NIA<br />

in supporting such research. We anticipate that<br />

this ongoing partnership will lead to important advances and<br />

improvements in cognition in older Americans.<br />

Measures <strong>for</strong> Clinical Trials <strong>of</strong><br />

Treatment <strong>of</strong> Cognition<br />

In <strong>2007</strong>, <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH secured $1.6 million<br />

in funding from eight industry partners to launch <strong>the</strong><br />

Measures <strong>for</strong> Clinical Trials <strong>of</strong> Treatment <strong>of</strong> Cognition<br />

project. This partnership supports a <strong>National</strong> Institute<br />

<strong>of</strong> Mental <strong>Health</strong> (NIMH) initiative to develop a set <strong>of</strong><br />

tools that can assess <strong>the</strong> effectiveness <strong>of</strong> drugs used to<br />

treat schizophrenia.<br />

The initiative will also translate and adapt a series <strong>of</strong><br />

tests to measure cognitive per<strong>for</strong>mance. This Matrix<br />

Consensus Cognitive Battery will be standardized <strong>for</strong> use<br />

in international clinical trials.<br />

Schizophrenia is a chronic, severe brain disorder that<br />

affects over one percent <strong>of</strong> <strong>the</strong> U.S. population. Because<br />

many sufferers have difficulty holding a job or caring<br />

<strong>for</strong> <strong>the</strong>mselves, <strong>the</strong> burden on <strong>the</strong>ir families and society<br />

is significant. Current treatments fall short <strong>of</strong> relieving<br />

many symptoms.<br />

NIMH manages <strong>the</strong> partnership, while <strong>the</strong> foundation<br />

coordinates a Scientific Board comprising representatives<br />

from NIH, FDA, industry, academia, and <strong>the</strong><br />

advocacy community.<br />

Cognitive Aging Summit<br />

In a partnership with <strong>the</strong> McKnight Brain Research <strong>Foundation</strong> (MBRF), <strong>the</strong> <strong>National</strong> Institute<br />

on Aging (NIA) convened a Cognitive Aging Summit in October to fur<strong>the</strong>r <strong>the</strong> understanding <strong>of</strong><br />

cognitive and behavioral changes associated with normal aging. Facilitated by <strong>the</strong> <strong>Foundation</strong><br />

<strong>for</strong> NIH, <strong>the</strong> summit assembled experts from a variety <strong>of</strong> scientific disciplines to discuss <strong>the</strong><br />

latest advances, explore new avenues <strong>for</strong> potential research, and raise awareness about <strong>the</strong><br />

importance and value <strong>of</strong> research in <strong>the</strong> process <strong>of</strong> learning and in <strong>the</strong> maintenance <strong>of</strong> cognitive<br />

health with age.<br />

Summit participants identified research opportunities that could be pursued through future<br />

partnerships, and a program <strong>of</strong> research grants to be jointly funded by NIA and MBRF was<br />

approved and is scheduled to begin in 2009. Each organization has committed at least $1 million<br />

per year <strong>for</strong> a period <strong>of</strong> five years in support <strong>of</strong> this important research partnership.<br />

CRTP: Clinical Research<br />

Training Program<br />

After a decade in action, <strong>the</strong> Clinical Research Training Program (CRTP) <strong>for</strong><br />

medical and dental students has become a highly successful, widely recognized<br />

model <strong>for</strong> fellowship programs around <strong>the</strong> country. As many as 30 students<br />

a year come to <strong>the</strong> NIH campus <strong>for</strong> an intensive 12-month clinical or translational<br />

research project. The participants, known as fellows, are paired with<br />

senior NIH physician-scientist mentors on projects matched to <strong>the</strong>ir interests.<br />

Fellows attend clinics, see patients in wards, and participate in interactive<br />

group <strong>for</strong>ums with leading NIH researchers and one ano<strong>the</strong>r. They work<br />

with a principal investigator in both <strong>the</strong> laboratory and at <strong>the</strong> bedside to<br />

learn about translational research, <strong>the</strong> trans<strong>for</strong>mation <strong>of</strong> basic research into<br />

patient <strong>the</strong>rapies.<br />

The fellowships, equally funded by Pfizer Inc and NIH, may be<br />

extended <strong>for</strong> a second 12 months, depending on <strong>the</strong> support <strong>of</strong> <strong>the</strong> sponsoring<br />

NIH institute, availability <strong>of</strong> funds, and <strong>the</strong> student’s home institution.<br />

CRTP 10-YeaR Reunion—<br />

March <strong>2007</strong><br />

With <strong>the</strong> aim <strong>of</strong> cementing <strong>the</strong> long-term<br />

relationship between NIH and CRTP fellows, <strong>the</strong><br />

<strong>Foundation</strong> <strong>for</strong> NIH organized a reunion <strong>for</strong> all<br />

program alumni. The fellows represent some <strong>of</strong><br />

<strong>the</strong> nation’s best and brightest young physicians<br />

and scientists whose careers have been shaped<br />

significantly by <strong>the</strong>ir experience at NIH.<br />

The reunion <strong>of</strong>fered rich opportunities <strong>for</strong><br />

interaction amongst all fellows, <strong>the</strong>ir mentors,<br />

and advisers. Panels led by distinguished NIH<br />

scientists and a day-long seminar highlighted<br />

recent developments in clinical research at NIH<br />

and throughout <strong>the</strong> nation.<br />

Bernard Osher <strong>Foundation</strong>/NCCAM Practitioner Research<br />

Career Development Award<br />

In September <strong>2007</strong>, Weidong Lu, MB, MPH, LicAc, was named <strong>the</strong> first recipient <strong>of</strong> <strong>the</strong> Bernard Osher <strong>Foundation</strong>/NCCAM<br />

Practitioner Research Career Development Award. Dr. Lu is a licensed acupuncturist who also holds a clinical degree from<br />

Zhejiang College <strong>of</strong> Traditional Chinese Medicine in China, equivalent to a U.S. clinical doctorate.<br />

The award represents a seven-year partnership between <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH, The Bernard Osher <strong>Foundation</strong>, and <strong>the</strong><br />

<strong>National</strong> Center <strong>for</strong> Complementary and Alternative Medicine. Up to three awardees may be selected each year.<br />

This award will give Dr. Lu time to focus his research skills through course work, tutorials with his mentors, and execution <strong>of</strong><br />

two <strong>of</strong> his own pilot research projects to test <strong>the</strong> effectiveness <strong>of</strong> acupuncture <strong>for</strong> head and neck cancer patients who develop<br />

dysphagia (trouble swallowing) after chemoradiation <strong>the</strong>rapy. His long-term goal is to become an established independent<br />

research investigator in complementary and alternative medicine.<br />

In an ef<strong>for</strong>t to encourage young women and minority students to pursue careers in nursing and<br />

science, last year <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH awarded <strong>the</strong> first three Clinique Women’s <strong>Health</strong> Summer<br />

Research Internships. The eight- to 10-week intensive biomedical internships, funded by cosmetic firm<br />

Clinique, were <strong>of</strong>fered to undergraduate students interested in skin cancer research or dermatology.<br />

The awardees were: Neha Agarwal, Jean Suh, and Laurel Cummings.<br />

At <strong>the</strong> start <strong>of</strong> <strong>the</strong> program, <strong>the</strong> interns visited Clinique headquarters in New York City where each was<br />

presented with a personalized lab coat. At <strong>the</strong> conclusion <strong>of</strong> <strong>the</strong> summer, <strong>the</strong>y presented <strong>the</strong>ir research<br />

Since it opened in 2005, <strong>the</strong> Edmond J. Safra Family<br />

Lodge has been a welcoming refuge, free <strong>of</strong> charge,<br />

<strong>for</strong> more than 38,000 family caregivers from around<br />

<strong>the</strong> world. Located on <strong>the</strong> NIH campus, just steps<br />

away from <strong>the</strong> Clinical Center, <strong>the</strong> Edmond J. Safra<br />

Family Lodge <strong>of</strong>fers a home <strong>for</strong> families and loved<br />

ones <strong>of</strong> adult patients who are participating in<br />

clinical trials and receiving care. Gifts <strong>of</strong> all sizes<br />

play an essential role in this vital endeavor on behalf<br />

<strong>of</strong> those with serious illness and disease.<br />

Hamlisch returned <strong>for</strong> his third annual per<strong>for</strong>mance at<br />

<strong>the</strong> Edmond J. Safra Family Lodge Holiday Concert in<br />

December. Hamlisch’s connection to <strong>the</strong> Edmond J.<br />

Safra Family Lodge stems from his long friendship with<br />

Mrs. Lily Safra, who, along with <strong>the</strong> Edmond J. Safra<br />

Philanthropic <strong>Foundation</strong>, provided <strong>the</strong> principal<br />

private funding <strong>for</strong> its construction.<br />

fund covers program expenses, while <strong>the</strong> principal remains intact to ensure future funding.<br />

Edna Williams Curl and Myron R. Curl<br />

Endowment<br />

The Edna Williams Curl and Myron R. Curl Endowment,<br />

established in <strong>2007</strong>, supports multiple sclerosis research at <strong>the</strong><br />

<strong>National</strong> <strong>Institutes</strong> <strong>of</strong> <strong>Health</strong>.<br />

John Laws Decker Memorial Fund<br />

During his lifetime, Dr. John Laws Decker strived to connect<br />

research communities around <strong>the</strong> world to exchange in<strong>for</strong>mation<br />

and promote <strong>the</strong> acceleration <strong>of</strong> important scientific research.<br />

Mrs. Lucille Decker and <strong>the</strong> Decker family created <strong>the</strong> John Laws<br />

Decker Memorial Fund in 2003 to establish an annual lecture<br />

memorializing his dedication to education and communication<br />

about science. The endowment and <strong>the</strong> lecture it supports stand<br />

as a permanent and fitting tribute to Dr. Decker’s memory.<br />

John I. and Elaine K. Gallin Endowment<br />

The Gallin Endowment provides amenities at <strong>the</strong> Edmond J. Safra<br />

Family Lodge <strong>for</strong> family members who accompany loved ones<br />

participating in clinical trials at <strong>the</strong> NIH campus in Be<strong>the</strong>sda,<br />

MD. The endowment was established in 1999 in anticipation <strong>of</strong><br />

<strong>the</strong> opening <strong>of</strong> <strong>the</strong> Edmond J. Safra Family Lodge in 2005.<br />

GlaxoSmithKline Endowment Fund<br />

The GlaxoSmithKline Endowment supports programs and<br />

activities <strong>for</strong> families staying at <strong>the</strong> Edmond J. Safra Family<br />

Lodge, including services that help residents stay in touch with<br />

employers and loved ones.<br />

Sallie Rosen Kaplan Fund <strong>for</strong> Women<br />

Scientists in Cancer Research<br />

The Kaplan Fund, established in 2000, provides annual support<br />

<strong>for</strong> <strong>the</strong> Sallie Rosen Kaplan Fellowships <strong>for</strong> Women Scientists in<br />

Cancer Research. These post-doctoral fellowship awards are given<br />

annually to one or more outstanding woman scientists at <strong>the</strong><br />

<strong>National</strong> Cancer Institute.<br />

Robert Whitney Newcomb Memorial Fund<br />

This permanent fund was established in 2000 by <strong>the</strong> Newcomb<br />

family. Through a charitable remainder trust, <strong>the</strong> Newcomb<br />

Memorial Fund endows an annual lecture in neuroscience as well<br />

as internships <strong>for</strong> high school students at <strong>the</strong> <strong>National</strong> Institute <strong>of</strong><br />

Neurological Disorders and Stroke (NINDS).<br />

Norman P. Salzman Memorial Fund<br />

Dr. Norman Salzman’s family, colleagues, and friends remember<br />

<strong>the</strong> legacy <strong>of</strong> this noted pioneer in molecular biology through<br />

contributions to <strong>the</strong> Salzman Memorial Fund, which supports<br />

an annual symposium and award in virology. The half-day<br />

symposium addresses key topics in virology and immunology<br />

and is attended each year by researchers, medical students, and<br />

health pr<strong>of</strong>essionals.<br />

Stephen E. Straus Endowment<br />

Established by Bernard and Barbro Osher in 2006 in honor <strong>of</strong><br />

Dr. Straus, this endowment funds <strong>the</strong> Stephen E. Straus Award,<br />

recognizing <strong>the</strong> outstanding research accomplishments <strong>of</strong> a<br />

young scientist in <strong>the</strong> field <strong>of</strong> complementary and alternative or<br />

integrative medicine.<br />

Harry and Jeanette Weinberg Endowment at<br />

<strong>the</strong> Edmond J. Safra Family Lodge<br />

The Weinberg Endowment was created in 2002 and supports<br />

<strong>the</strong> operation and maintenance <strong>of</strong> <strong>the</strong> Edmond J. Safra Family<br />

Lodge—ensuring that guests are provided a com<strong>for</strong>table home<br />

away from home <strong>for</strong> years to come.<br />

NormaN P. Salzman Memorial Award<br />

Two researchers were honored with <strong>the</strong> <strong>2007</strong> Norman P. Salzman Memorial Award. Adriano Boasso (mentored by Gene M. Shearer)<br />

was <strong>the</strong> first awardee. Audray Harris, <strong>the</strong> second awardee (mentored by Dr. Alasdair C. Steven) received a special recognition.<br />

The memorial serves as a living legacy <strong>for</strong> Norman P. Salzman, who was a mentor to many young scientists. It is awarded to an<br />

outstanding post-doctoral fellow and his or her mentor <strong>for</strong> innovative and creative research, and it is a model <strong>for</strong> encouraging and<br />

recognizing scientific discovery.<br />

More than 150 researchers, post-doctoral fellows, medical students, and health pr<strong>of</strong>essionals attended <strong>the</strong> presentation and related<br />

symposium. The <strong>Foundation</strong> <strong>for</strong> NIH deeply appreciates Mrs. Lenore Salzman’s vision and leadership and thanks her <strong>for</strong> <strong>the</strong> role she<br />

has played in <strong>the</strong> program’s outstanding growth.<br />

Donors by Recognition Group<br />

The <strong>Foundation</strong> <strong>for</strong> NIH enables <strong>the</strong> private sector to support research<br />

and scientific discovery at NIH in many ways. Corporations, private<br />

foundations, associations, individual philanthropists, and <strong>the</strong> general<br />

public — everyone interested in improving human health — can<br />

become a partner in particular initiatives by making a restricted gift or<br />

by contributing to support NIH’s work in general. As outlined in <strong>the</strong><br />

preceding pages, restricted gifts support many and varied initiatives,<br />

including complex biomedical research programs; educational ef<strong>for</strong>ts<br />

such as fellowships, lectures, and symposia, that train scientists and help<br />

<strong>the</strong>m build <strong>the</strong>ir careers; and specific laboratories or areas <strong>of</strong> scientific<br />

research at NIH. Unrestricted gifts support core operations and enable <strong>the</strong><br />

foundation to develop emerging program areas and new partnerships.<br />

The foundation is very efficient in managing <strong>the</strong> private sector’s<br />

investment. Of every dollar spent by <strong>the</strong> foundation, 97 cents is used to<br />

support programs, and just 3 cents <strong>for</strong> administration and fund-raising.<br />

Indeed, in 1997, <strong>the</strong> foundation was <strong>the</strong> top-rated charity among<br />

<strong>the</strong> 593 health charities rated by Charity Navigator, which evaluates<br />

organizational efficiency, capacity, and overall financial health, and <strong>the</strong><br />

third highest rated among all 5,327 non-pr<strong>of</strong>its evaluated.<br />

Realizing <strong>the</strong> aims <strong>of</strong> foundation<br />

initiatives is <strong>of</strong>ten beyond <strong>the</strong><br />

capacity <strong>of</strong> any single sector <strong>of</strong><br />

America’s health-research enterprise.<br />

Often <strong>the</strong>y are large-scale and<br />

complex. They must leverage <strong>the</strong> resources and insights<br />

special to all stakeholders—government, industry, patient<br />

groups, academia, and o<strong>the</strong>r private groups. <strong>Foundation</strong> publicprivate<br />

partnerships epitomize <strong>the</strong> aim Congress had in mind<br />

when it established <strong>the</strong> <strong>Foundation</strong> <strong>for</strong> NIH to support <strong>the</strong><br />
