<strong>Plan</strong>ning<br />

Objective 1.5 Ensure the Nation’s jurisdictions have adequate plans<br />

and programs to effectively address all hazards and minimize loss<br />

of life and property.<br />

<strong>FEMA</strong> will work with public and private sector<br />

partners to develop plans and programs that<br />

integrate national efforts to effectively address<br />

all-hazard events. This unified effort will establish<br />

plans and programs that integrate and leverage<br />

resources from the public and private sectors, use<br />

incentives in existing grant programs, and promote<br />

regional and state mutual aid planning. <strong>FEMA</strong>’s<br />

strengthened regional offices, with newly assigned<br />

<strong>Federal</strong> Preparedness Coordinators and operational<br />

planners, will be integral to this effort as they work<br />

closely with the agency’s partners to provide<br />

frameworks and guidance. This will lead to<br />

enhanced planning capabilities at the federal, state,<br />

and local levels and across jurisdictions, resulting in<br />

coordinated and integrated plans and programs.<br />

Identification of interdependencies is a key<br />

component of this planning because catastrophic<br />

risks are shared and transcend jurisdictional<br />

boundaries. The completed plans will include hazard<br />

mitigation plans, evacuation plans, mutual aid plans,<br />

catastrophic event plans, and continuity of<br />

operations plans, among others. These jointly<br />

developed plans will form the basis for conducting<br />

joint federal-state training and exercises that lead to<br />

an improved national capability to quickly respond<br />

to notice or no-notice events.<br />

A. Strategy<br />

Coordinate planning efforts and systems within<br />

<strong>FEMA</strong> and collaborate closely with external partners,<br />

federal agencies, states, territories, tribal nations,<br />

local governments, first responders, business and<br />

industry, and individuals to develop unified plans<br />

that provide for an integrated national response to<br />

all hazards.<br />

B. Strategy<br />

Enhance the integration of resources from all<br />

government and non-governmental sectors in<br />

recovery efforts through pre-disaster planning and<br />

by mitigating against potential future losses, which<br />

includes providing incentives in grant programs to<br />

strengthen state, tribal, and local capabilities.<br />
