Workforce <strong>Plan</strong>ning<br />
Objective 4.3 Track key workforce data and institutionalize<br />
workforce planning.<br />
<strong>FEMA</strong> will institutionalize workforce planning,<br />
ensuring that it is an integrated, iterative, long-term,<br />
and continuous business management practice within<br />
<strong>FEMA</strong>. The intent of workforce planning is to produce<br />
a seamless alignment of mission, goals, budget,<br />
employees, and results. The agency will develop and<br />
implement systems to track key workforce data and<br />
develop a process that examines workforce trends.<br />
Information about trends will help <strong>FEMA</strong> develop<br />
workforce plans that identify and address gaps<br />
between the current workforce and the needs of the<br />
agency’s future workforce. <strong>FEMA</strong> also will develop a<br />
process to evaluate the effects of workforce planning.<br />
A. Strategy<br />
Design and implement a tracking and delivery system<br />
that provides decision makers with better insight into<br />
key workforce parameters such as diversity, longevity,<br />
turnover, education, training, and development.<br />
B. Strategy<br />
Develop a process that identifies new or emerging<br />
organizational workforce trends in hiring, retention,<br />
professional development, and other key indicators of<br />
morale and competency.<br />
C. Strategy<br />
Develop workforce plans, including succession plans,<br />
that promote diversity and help link hiring and career<br />
advancement to ensure that <strong>FEMA</strong>’s future workforce<br />
needs are met and that diversity is maintained.<br />
D. Strategy<br />
Establish an assessment and evaluation process for<br />
examining the effects of workforce planning.<br />
