INVITATION FOR INVESTORS<br />

<strong>Construction</strong> <strong>of</strong> <strong>Permanent</strong> <strong>Tented</strong> <strong>Camps</strong> <strong>and</strong> <strong>Lodges</strong> <strong>in</strong> <strong>Ruaha</strong>, Kitulo, Mkomazi,<br />

Mikumi <strong>and</strong> Saadani National Parks<br />

1. Tanzania National Parks (TANAPA), which has the m<strong>and</strong>ate to manage <strong>and</strong><br />

regulate the use <strong>of</strong> areas designated as National Parks, is look<strong>in</strong>g for eligible,<br />

reputable <strong>and</strong> competent <strong>in</strong>vestors to <strong>in</strong>vest <strong>in</strong> the construction <strong>of</strong> new <strong>Permanent</strong><br />

<strong>Tented</strong> <strong>Camps</strong> (PTCs) <strong>and</strong> lodges <strong>in</strong> the <strong>Ruaha</strong>, Kitulo, Mkomazi <strong>and</strong> Saadani<br />

National Parks.<br />

2. Size <strong>and</strong> Geographical Location:<br />

• <strong>Ruaha</strong> National Park covers an area <strong>of</strong> 20,300 km 2 . It is now the<br />

largest park <strong>in</strong> Tanzania after extension <strong>of</strong> the Park boundary <strong>in</strong> the<br />

year 2007. It is located <strong>in</strong> central Tanzania, 128 km (80 miles) west <strong>of</strong><br />

Ir<strong>in</strong>ga. It can be accessed by road or air.<br />

• Kitulo National Park covers an area <strong>of</strong> 465 km 2 . The park is located<br />

<strong>in</strong> the southern part <strong>of</strong> Tanzania about 100 km 2 from Mbeya town. 4x4<br />

vehicles are encouraged to get there.<br />

• Mkomazi National Park covers an area <strong>of</strong> 3,245 km 2 . The park was<br />

gazzetted <strong>in</strong> 2008 <strong>and</strong> can be accessed by road along Arusha – Moshi<br />

– Dar es Salaam road. The park is 6km from Same town.<br />

• Saadani National Park is located on the North Coast roughly 100km<br />

(60miles) northwest <strong>of</strong> Dar es Salaam <strong>and</strong> similar distance southwest<br />

<strong>of</strong> the port <strong>of</strong> Tanga. The park covers an area <strong>of</strong> 1,062 km 2 (415 sq<br />

miles). The park can be accessed by road <strong>and</strong> air.<br />

• Mikumi National Park is located on the ma<strong>in</strong> road from Dar es Salaam<br />

to Ir<strong>in</strong>ga. Mikumi was <strong>in</strong>itially established <strong>in</strong> 1964 but the boundaries<br />

were extended <strong>in</strong> 1975 to its current size <strong>of</strong> 3,326 km 2 .<br />

3. Investment Opportunities:<br />

The General Management Plan <strong>of</strong> these Parks, which were developed recently,<br />

provide opportunities for construction <strong>of</strong> new <strong>Permanent</strong> <strong>Tented</strong> <strong>Camps</strong> (PTCs)<br />

<strong>and</strong> <strong>Lodges</strong> as follows:-

4. Interested parties (Investors) will be required to provide TANAPA with written<br />

letters <strong>of</strong> <strong>in</strong>terest <strong>and</strong> company pr<strong>of</strong>ile specify<strong>in</strong>g sites <strong>of</strong> <strong>in</strong>terest. Each <strong>in</strong>vestor<br />

is allowed to apply for one site at a park. Once the letters <strong>of</strong> <strong>in</strong>terest have been<br />

received, the potential <strong>in</strong>vestors will be given more details that will enable them<br />

to prepare project proposals (Development Prospectus DP’s).<br />

5. Selection <strong>of</strong> Suitable Investors


Competent <strong>in</strong>vestors will be selected us<strong>in</strong>g a multiple selection criteria as<br />

specified <strong>in</strong> the TANAPA Development Action License Procedures (DALP). The<br />

selection will be based on an evaluation <strong>of</strong> the project proposals (DP) that will be<br />

submitted by potential <strong>in</strong>vestors.<br />

6. Seal<strong>in</strong>g <strong>and</strong> Mark<strong>in</strong>g <strong>of</strong> DP’s<br />

The Investor shall seal the orig<strong>in</strong>al <strong>of</strong> the DP <strong>in</strong> one <strong>in</strong>ner envelope <strong>and</strong> an outer<br />

envelope, duly mark<strong>in</strong>g the <strong>in</strong>ner envelope as “Orig<strong>in</strong>al”<br />

The <strong>in</strong>ner <strong>and</strong> outer envelopes shall:<br />

a) Be addressed to TANAPA at the address given.<br />

b) Bear (the Project Name, the area earmarked) Parks <strong>and</strong><br />

c) Provide a warn<strong>in</strong>g “Not to Open Before” the time & date <strong>and</strong> time for<br />

proposal open<strong>in</strong>g as specified <strong>in</strong> the Invitation.<br />

In addition, the <strong>in</strong>ner envelope shall <strong>in</strong>dicate the name <strong>and</strong> address <strong>of</strong> the Investor<br />

to enable the Proposal to be returned unopened <strong>in</strong> case it is declared “late/not to<br />

conform to any <strong>of</strong> the submission conditions”.<br />

If the outer envelope is not sealed <strong>and</strong> marked as required, TANAPA will assume<br />

no responsibility for the Proposal’s misplacement or premature open<strong>in</strong>g.<br />

7. Deadl<strong>in</strong>e <strong>of</strong> Submission <strong>of</strong> DP’s<br />

The deadl<strong>in</strong>e for the submission <strong>of</strong> the DPs is 14:00 hrs local time on 16 Th<br />

August 2011. DPs will be opened immediately thereafter on the same day <strong>in</strong> the<br />

presence <strong>of</strong> <strong>in</strong>terested Investors or their representatives who choose to attend the<br />

event at TANAPA HQ Board Room at the Mwalimu J. K. Nyerere<br />

Conservation Centre, Dodoma Road, Arusha.<br />

8. All <strong>in</strong>terested <strong>in</strong>vestors are encouraged to apply <strong>and</strong> contact TANAPA HQ by<br />

us<strong>in</strong>g the address given below.<br />
