INVITATION FOR INVESTORS
Construction of Permanent Tented Camps and Lodges in Ruaha, Kitulo, Mkomazi,
Mikumi and Saadani National Parks
1. Tanzania National Parks (TANAPA), which has the mandate to manage and
regulate the use of areas designated as National Parks, is looking for eligible,
reputable and competent investors to invest in the construction of new Permanent
Tented Camps (PTCs) and lodges in the Ruaha, Kitulo, Mkomazi and Saadani
National Parks.
2. Size and Geographical Location:
• Ruaha National Park covers an area of 20,300 km 2 . It is now the
largest park in Tanzania after extension of the Park boundary in the
year 2007. It is located in central Tanzania, 128 km (80 miles) west of
Iringa. It can be accessed by road or air.
• Kitulo National Park covers an area of 465 km 2 . The park is located
in the southern part of Tanzania about 100 km 2 from Mbeya town. 4x4
vehicles are encouraged to get there.
• Mkomazi National Park covers an area of 3,245 km 2 . The park was
gazzetted in 2008 and can be accessed by road along Arusha – Moshi
– Dar es Salaam road. The park is 6km from Same town.
• Saadani National Park is located on the North Coast roughly 100km
(60miles) northwest of Dar es Salaam and similar distance southwest
of the port of Tanga. The park covers an area of 1,062 km 2 (415 sq
miles). The park can be accessed by road and air.
• Mikumi National Park is located on the main road from Dar es Salaam
to Iringa. Mikumi was initially established in 1964 but the boundaries
were extended in 1975 to its current size of 3,326 km 2 .
3. Investment Opportunities:
The General Management Plan of these Parks, which were developed recently,
provide opportunities for construction of new Permanent Tented Camps (PTCs)
and Lodges as follows:-

4. Interested parties (Investors) will be required to provide TANAPA with written
letters of interest and company profile specifying sites of interest. Each investor
is allowed to apply for one site at a park. Once the letters of interest have been
received, the potential investors will be given more details that will enable them
to prepare project proposals (Development Prospectus DP’s).
5. Selection of Suitable Investors

Competent investors will be selected using a multiple selection criteria as
specified in the TANAPA Development Action License Procedures (DALP). The
selection will be based on an evaluation of the project proposals (DP) that will be
submitted by potential investors.
6. Sealing and Marking of DP’s
The Investor shall seal the original of the DP in one inner envelope and an outer
envelope, duly marking the inner envelope as “Original”
The inner and outer envelopes shall:
a) Be addressed to TANAPA at the address given.
b) Bear (the Project Name, the area earmarked) Parks and
c) Provide a warning “Not to Open Before” the time & date and time for
proposal opening as specified in the Invitation.
In addition, the inner envelope shall indicate the name and address of the Investor
to enable the Proposal to be returned unopened in case it is declared “late/not to
conform to any of the submission conditions”.
If the outer envelope is not sealed and marked as required, TANAPA will assume
no responsibility for the Proposal’s misplacement or premature opening.
7. Deadline of Submission of DP’s
The deadline for the submission of the DPs is 14:00 hrs local time on 16 Th
August 2011. DPs will be opened immediately thereafter on the same day in the
presence of interested Investors or their representatives who choose to attend the
event at TANAPA HQ Board Room at the Mwalimu J. K. Nyerere
Conservation Centre, Dodoma Road, Arusha.
8. All interested investors are encouraged to apply and contact TANAPA HQ by
