Welcome Remarks by <str<strong>on</strong>g>the</str<strong>on</strong>g> Chairman<br />

Dr. N. Gopalakrishnan, Chairman, <str<strong>on</strong>g>Standing</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> extended a formal welcome to all<br />

members <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Standing</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> for <str<strong>on</strong>g>the</str<strong>on</strong>g> 9 th meeting and initiated <str<strong>on</strong>g>the</str<strong>on</strong>g> process <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

meeting.<br />

Acti<strong>on</strong> taken report by <str<strong>on</strong>g>the</str<strong>on</strong>g> Member- Secretary<br />

Member Secretary informed in brief about <str<strong>on</strong>g>the</str<strong>on</strong>g> acti<strong>on</strong> taken <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> minutes <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> previous<br />

meeting <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Standing</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <str<strong>on</strong>g>held</str<strong>on</strong>g> <strong>on</strong> 14.02.2012. It was also informed that<br />

necessary follow up acti<strong>on</strong> was taken <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> recommendati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Standing</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g><br />

in its 8th meeting and recommendati<strong>on</strong> letters were issued to State Agriculture<br />

Departments/applicants under intimati<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> GEAC.<br />

Remarks/Views by <str<strong>on</strong>g>the</str<strong>on</strong>g> Members<br />

The Chairman observed that with <str<strong>on</strong>g>the</str<strong>on</strong>g> inducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GEAC representative in <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Standing</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Committee</str<strong>on</strong>g>, DBT-MoEF-ICAR are jointly involved in <str<strong>on</strong>g>the</str<strong>on</strong>g> review <str<strong>on</strong>g>of</str<strong>on</strong>g> applicati<strong>on</strong>s for<br />

commercial release <str<strong>on</strong>g>of</str<strong>on</strong>g> Bt cott<strong>on</strong> hybrids <str<strong>on</strong>g>of</str<strong>on</strong>g> approved events and this gives strength to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Committee</str<strong>on</strong>g> in taking appropriate decisi<strong>on</strong>s. The members raised <str<strong>on</strong>g>the</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> huge<br />

number <str<strong>on</strong>g>of</str<strong>on</strong>g> applicati<strong>on</strong>s being submitted by <str<strong>on</strong>g>the</str<strong>on</strong>g> applicants and also <str<strong>on</strong>g>the</str<strong>on</strong>g> same company<br />

submitting multiple numbers <str<strong>on</strong>g>of</str<strong>on</strong>g> applicati<strong>on</strong>s. The members were also <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> view that<br />

since a large number <str<strong>on</strong>g>of</str<strong>on</strong>g> hybrids have already been recommended for release, <str<strong>on</strong>g>the</str<strong>on</strong>g> farmers<br />

are c<strong>on</strong>fused and misguided as <str<strong>on</strong>g>the</str<strong>on</strong>g>y are not getting adequate informati<strong>on</strong> <strong>on</strong> hybrids with<br />

better yield and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r beneficial characteristics. The committee stressed <str<strong>on</strong>g>the</str<strong>on</strong>g> need for<br />

restricting <str<strong>on</strong>g>the</str<strong>on</strong>g> number <str<strong>on</strong>g>of</str<strong>on</strong>g> applicati<strong>on</strong>s and number <str<strong>on</strong>g>of</str<strong>on</strong>g> hybrids recommended per seed<br />

1

company for commercializati<strong>on</strong> based <strong>on</strong> strict criteria such as agr<strong>on</strong>omic parameters,<br />

yield, pest and disease resistance and better adaptability with desirable fibre quality<br />

attributes. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> reiterated its request to GEAC to develop a mechanism<br />

through <str<strong>on</strong>g>the</str<strong>on</strong>g> Sub-<str<strong>on</strong>g>Committee</str<strong>on</strong>g> c<strong>on</strong>stituted by GEAC to filter out/withdrawal <str<strong>on</strong>g>of</str<strong>on</strong>g> permissi<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>on</strong>-performing hybrids and to make sure that <str<strong>on</strong>g>the</str<strong>on</strong>g> farmers get best performing hybrids<br />

for cultivati<strong>on</strong>.<br />

It was noted that bollworm complex damage is a serious problem in Rajasthan. Since <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

applicants have submitted nearly similar DUS descriptors for different hybrids, it was<br />

suggested that submissi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> DNA fingerprinting details <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed Bt cott<strong>on</strong><br />

hybrids should also be a part <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> TOR. It was menti<strong>on</strong>ed that estimati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> gossypol<br />

c<strong>on</strong>tent can also be included. It was fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r suggested that m<strong>on</strong>itoring teams can be<br />

c<strong>on</strong>stituted which should c<strong>on</strong>duct site inspecti<strong>on</strong> to verify <str<strong>on</strong>g>the</str<strong>on</strong>g> claims <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> applicants.<br />

The members also raised <str<strong>on</strong>g>the</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> using low yielding Bt cott<strong>on</strong> hybrids as checks, and<br />

opined that best performing hybrids should be used as checks for comparis<strong>on</strong> in SAU<br />

trials. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> suggested that Sub-<str<strong>on</strong>g>Committee</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> GEAC should look into this<br />

issue and recommend standard checks z<strong>on</strong>e wise for usage in SAU trials. The c<strong>on</strong>sidered<br />

opini<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> crop experts from CICR / AICRP <strong>on</strong> cott<strong>on</strong> besides o<str<strong>on</strong>g>the</str<strong>on</strong>g>r stakeholders for a<br />

comprehensive evaluati<strong>on</strong> procedure is suggested so that cott<strong>on</strong> farmers stand to gain<br />

through better productivity by way <str<strong>on</strong>g>of</str<strong>on</strong>g> cultivating high yielding hybrids.<br />

It was suggested that <str<strong>on</strong>g>the</str<strong>on</strong>g> various recommendati<strong>on</strong>s made by <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Standing</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> in<br />

earlier meetings and in <str<strong>on</strong>g>the</str<strong>on</strong>g> IXth meeting for inclusi<strong>on</strong> in Terms <str<strong>on</strong>g>of</str<strong>on</strong>g> Reference (TOR) may<br />

be c<strong>on</strong>solidated and <str<strong>on</strong>g>the</str<strong>on</strong>g> compiled list may be communicated to Member Secretary, GEAC<br />

for expediting <str<strong>on</strong>g>the</str<strong>on</strong>g> matter with <str<strong>on</strong>g>the</str<strong>on</strong>g> Sub-<str<strong>on</strong>g>Committee</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> GEAC. Accordingly, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g><br />

listed <str<strong>on</strong>g>the</str<strong>on</strong>g> following recommendati<strong>on</strong>s for inclusi<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> revised TOR:<br />

1. Performance trial report including pest and disease reacti<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed Bt<br />

cott<strong>on</strong> hybrids, at least for <strong>on</strong>e year, for both rainfed and irrigated situati<strong>on</strong>s as<br />

evidenced by at least <strong>on</strong>e SAU trial / AICCIP (ICAR) trial from respective SAU<br />

centre from each State for that particular state ( rainfed/irrigated situati<strong>on</strong> as<br />

applicable). SAU/ ICAR-AICCP trial reports should include data <strong>on</strong> yield (with<br />

CD and CV), irrigated/ rainfed, and pest & disease reacti<strong>on</strong>s. The yield,<br />

agr<strong>on</strong>omic parameters, pest disease comparis<strong>on</strong>, fibre quality attributes and<br />

performing checks in <str<strong>on</strong>g>the</str<strong>on</strong>g> respective states.<br />

2. The SAU/ICAR report should be certified/signed by <str<strong>on</strong>g>the</str<strong>on</strong>g> competent authority,<br />

page-wise with seal and date.<br />

3. Data <strong>on</strong> tolerance <str<strong>on</strong>g>of</str<strong>on</strong>g> Bt cott<strong>on</strong> hybrids to CLCuV in North z<strong>on</strong>e (<strong>on</strong>ly for hybrids<br />

to be c<strong>on</strong>sidered for North z<strong>on</strong>e) as evaluated by SAU centre in North<br />

Z<strong>on</strong>e/CICR, Sirsa<br />

4. Morphological characters using DUS descriptors as per PPVF&RA guidelines for<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> hybrids as well as parental lines besides DNA fingerprint details <str<strong>on</strong>g>of</str<strong>on</strong>g> proposed<br />

hybrids and parental lines.<br />

5. C<strong>on</strong>firmati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> gene/ event through molecular characterizati<strong>on</strong> by <str<strong>on</strong>g>the</str<strong>on</strong>g> licensor<br />

that <str<strong>on</strong>g>the</str<strong>on</strong>g> gene/s which is being used is <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> approved events (LOC in<br />

original)<br />

8. Authorizati<strong>on</strong> certificate/ No Objecti<strong>on</strong> Certificate (NOC) in original from<br />

technology provider in case <str<strong>on</strong>g>of</str<strong>on</strong>g> sub-licensee.<br />

9. Affidavits duly signed by <str<strong>on</strong>g>the</str<strong>on</strong>g> Notary <strong>on</strong> Stamp Paper.<br />

10. Submissi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> event specific primer details to CICR, Nagpur and prescribed fee<br />

by <str<strong>on</strong>g>the</str<strong>on</strong>g> technology provider.<br />

11. Individual applicati<strong>on</strong> with data pertaining to a single hybrid <strong>on</strong>ly should be<br />

submitted for each Z<strong>on</strong>e.<br />

12. Number and names <str<strong>on</strong>g>of</str<strong>on</strong>g> hybrids approved under EBAM so far for each State, names<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> hybrids available in <str<strong>on</strong>g>the</str<strong>on</strong>g> market, and how <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed hybrids are better than<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> approved hybrids<br />

Recommendati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Bt cott<strong>on</strong> hybrids to referral laboratories<br />

The <str<strong>on</strong>g>Standing</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> scrutinized <str<strong>on</strong>g>the</str<strong>on</strong>g> applicati<strong>on</strong>s for North, Central and South Z<strong>on</strong>es<br />

taking into c<strong>on</strong>siderati<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> TOR <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> stipulated by GEAC and also <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

additi<strong>on</strong>al parameters menti<strong>on</strong>ed in <str<strong>on</strong>g>the</str<strong>on</strong>g> Call for Applicati<strong>on</strong>s published <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> DBT<br />

Biosafety Website. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> c<strong>on</strong>sidered <str<strong>on</strong>g>the</str<strong>on</strong>g> following parameters for evaluating<br />

and recommending <str<strong>on</strong>g>the</str<strong>on</strong>g> commercial release <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Bt. Cott<strong>on</strong> hybrids expressing four<br />

approved events under EBAM while making recommendati<strong>on</strong>s for <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>siderati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> different State Agriculture Departments under intimati<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> GEAC:<br />

2. Level <str<strong>on</strong>g>of</str<strong>on</strong>g> protein expressi<strong>on</strong> in green house and field trials<br />

3. Morphological characters using DUS descriptors as per PPVF&RA guidelines<br />

4. Bio-efficacy data generated in laboratory c<strong>on</strong>diti<strong>on</strong>s<br />

5. Authorizati<strong>on</strong> certificate/ No Objecti<strong>on</strong> Certificate (NOC) in original from<br />

technology provider in case <str<strong>on</strong>g>of</str<strong>on</strong>g> sub-licensee<br />

6. Affidavits duly signed by <str<strong>on</strong>g>the</str<strong>on</strong>g> Notary <strong>on</strong> Stamp Paper<br />

7. Field trial data <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> particular hybrid at least for <strong>on</strong>e year from <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>cerned<br />

SAU<br />

8. Data <strong>on</strong> tolerance <str<strong>on</strong>g>of</str<strong>on</strong>g> Bt cott<strong>on</strong> hybrids to CLCuV in North Z<strong>on</strong>e (<strong>on</strong>ly for hybrids<br />

to be released in North Z<strong>on</strong>e) as evaluated by SAU Centre in North Z<strong>on</strong>e/CICR,<br />

Sirsa<br />

The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> observed that some applicants have given <strong>on</strong>ly <strong>on</strong>e SAU report<br />

for each Z<strong>on</strong>e and <str<strong>on</strong>g>the</str<strong>on</strong>g>refore <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> unanimously decided that based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

performance <str<strong>on</strong>g>of</str<strong>on</strong>g> hybrid reported in <str<strong>on</strong>g>the</str<strong>on</strong>g> SAU/ICAR trial report, <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed Bt<br />

cott<strong>on</strong> hybrid should be recommended to <str<strong>on</strong>g>the</str<strong>on</strong>g> respective State Agriculture<br />

Department <strong>on</strong>ly, and not for <str<strong>on</strong>g>the</str<strong>on</strong>g> entire z<strong>on</strong>e, for commercial release under<br />

EBAM. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> also noted that SAU report from Rajasthan has indicated<br />

bollworm complex damage in Bt cott<strong>on</strong> hybrids tested <str<strong>on</strong>g>the</str<strong>on</strong>g>re. As decided in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

previous meeting, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> took <str<strong>on</strong>g>the</str<strong>on</strong>g> decisi<strong>on</strong> that <str<strong>on</strong>g>the</str<strong>on</strong>g> test hybrids which<br />

showed bollworm complex damage should not be recommended for commercial<br />

release in Rajasthan.<br />

Based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> SAU/ICAR trial report, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> categorized <str<strong>on</strong>g>the</str<strong>on</strong>g> applicati<strong>on</strong>s for<br />

commercial release <str<strong>on</strong>g>of</str<strong>on</strong>g> Bt cott<strong>on</strong> hybrids in respective States <str<strong>on</strong>g>of</str<strong>on</strong>g> North Z<strong>on</strong>e under two<br />

Sets as under:<br />

Set 1- Recommended cases: SAU/ICAR trial data is available, yield <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> hybrid is at<br />

par or better than <str<strong>on</strong>g>the</str<strong>on</strong>g> check, and it is CLCuV disease tolerant (<strong>on</strong>ly in case <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

North Z<strong>on</strong>e States)<br />

Set 2- Deferred till <str<strong>on</strong>g>the</str<strong>on</strong>g> decisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GEAC is received: SAU/ICAR data is partially<br />

available or n<strong>on</strong>-available, yield <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> hybrid is lower than <str<strong>on</strong>g>the</str<strong>on</strong>g> check, susceptible<br />

to CLCuV disease, and hybrid showed bollworm complex damage.<br />

Based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> SAU/ICAR reports, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> recommended <str<strong>on</strong>g>the</str<strong>on</strong>g> Bt cott<strong>on</strong> hybrids for<br />

commercial release in respective States in North Z<strong>on</strong>e as per Annexure-I. The decisi<strong>on</strong><br />

<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> applicati<strong>on</strong>s which come under Set-2 was deferred till <str<strong>on</strong>g>the</str<strong>on</strong>g> decisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GEAC <strong>on</strong><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> revisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> TOR is received. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> directed <str<strong>on</strong>g>the</str<strong>on</strong>g> Member Secretary to issue<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> recommendati<strong>on</strong> letters to different State Agriculture Departments in North Z<strong>on</strong>e,<br />

State-wise, for recommended Bt cott<strong>on</strong> hybrids under intimati<strong>on</strong> to GEAC, <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> same<br />

lines in <str<strong>on</strong>g>the</str<strong>on</strong>g> previous meeting.<br />

In respect <str<strong>on</strong>g>of</str<strong>on</strong>g> Central and South Z<strong>on</strong>es, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> observed that more than 250<br />

applicati<strong>on</strong>s have been received for c<strong>on</strong>siderati<strong>on</strong>. In many <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>se applicati<strong>on</strong>s, SAU<br />

data was incomplete for scrutiny/ evaluati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> performance <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> test hybrids. The<br />

following discrepancies were observed in <str<strong>on</strong>g>the</str<strong>on</strong>g> SAU reports:<br />

1. Seed cott<strong>on</strong> yield with CD and CV <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed hybrid and <str<strong>on</strong>g>the</str<strong>on</strong>g> checks not<br />

submitted.<br />

2. Pest and disease reacti<strong>on</strong>s especially for bollworm complex not reported.<br />

3. Bollworm incidence reported as ‘below ETL’. The percentage <str<strong>on</strong>g>of</str<strong>on</strong>g> bollworm<br />

incidence not given.<br />

4. The performance comparis<strong>on</strong> d<strong>on</strong>e with n<strong>on</strong>-Bt check or with low yielding check.<br />

The comparis<strong>on</strong> with statistical analysis should be d<strong>on</strong>e with best performing Bt<br />

check.<br />

5. Some hybrids as well as checks have shown very low yield.<br />

6. Proposed hybrids are not menti<strong>on</strong>ed in <str<strong>on</strong>g>the</str<strong>on</strong>g> SAU report; or <str<strong>on</strong>g>the</str<strong>on</strong>g> hybrid names are<br />

written wr<strong>on</strong>gly.<br />

7. The SAU reports are not certified by <str<strong>on</strong>g>the</str<strong>on</strong>g> competent authority. The SAU report<br />

should be signed by <str<strong>on</strong>g>the</str<strong>on</strong>g> signing authority page-wise, affixing stamp/seal and date.<br />

In view <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> large number <str<strong>on</strong>g>of</str<strong>on</strong>g> applicati<strong>on</strong>s and incomplete SAU reports, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Committee</str<strong>on</strong>g> found it very difficult to evaluate and recommend <str<strong>on</strong>g>the</str<strong>on</strong>g> Bt cott<strong>on</strong><br />

hybrids for commercial release. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> directed <str<strong>on</strong>g>the</str<strong>on</strong>g> Member Secretary to<br />

write a comm<strong>on</strong> letter to all applicants to recheck <str<strong>on</strong>g>the</str<strong>on</strong>g>ir applicati<strong>on</strong>s and SAU<br />

reports and resubmit <str<strong>on</strong>g>the</str<strong>on</strong>g> same with requisite informati<strong>on</strong> by 30th April, 2012 for<br />

fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r c<strong>on</strong>siderati<strong>on</strong>.<br />

O<str<strong>on</strong>g>the</str<strong>on</strong>g>r items with <str<strong>on</strong>g>the</str<strong>on</strong>g> permissi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Chair:<br />

1. Communicati<strong>on</strong> received from GEAC regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> letter from Karnataka State<br />

Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Agriculture in respect <str<strong>on</strong>g>of</str<strong>on</strong>g> R&D trials and BRL trials in Karnataka<br />

State<br />

The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> noted that GEAC has informed that KSBB communicati<strong>on</strong> dated<br />

21.01.2012 does not refer to commercial cultivati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> approved Bt cott<strong>on</strong> hybrids<br />

but refers to <str<strong>on</strong>g>the</str<strong>on</strong>g> requirement <str<strong>on</strong>g>of</str<strong>on</strong>g> KSBB approval for field trials <str<strong>on</strong>g>of</str<strong>on</strong>g> Bt crops under<br />

BDA 2002. Therefore, <str<strong>on</strong>g>the</str<strong>on</strong>g> matter does not pertain to EBAM.<br />

2. Communicati<strong>on</strong> received from GEAC; Director, CICR; DOR, PAU; CCS, HAU<br />

and DOR, SKRAU regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> pige<strong>on</strong> pea as refugia crop in place <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>on</strong><br />

Bt cott<strong>on</strong> seed in North Z<strong>on</strong>e<br />

The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> noted <str<strong>on</strong>g>the</str<strong>on</strong>g> communicati<strong>on</strong>s received from Member Secretary,<br />

GEAC; CICR, Nagpur and SAUs viz., PAU; HAU and SKRAU communicating<br />

that pige<strong>on</strong> pea is not a preferred refugia crop in North Z<strong>on</strong>e and <strong>on</strong>ly n<strong>on</strong>-Bt<br />

cott<strong>on</strong> seeds may be used as refugia in North Z<strong>on</strong>e. It was also noted that spotted<br />

boll worm and pink boll worm which are <str<strong>on</strong>g>the</str<strong>on</strong>g> major pests <strong>on</strong> cott<strong>on</strong>, are not <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

pests <str<strong>on</strong>g>of</str<strong>on</strong>g> pige<strong>on</strong> pea and <str<strong>on</strong>g>the</str<strong>on</strong>g>refore pige<strong>on</strong> pea cannot be used as alternate<br />

host/refugia in place <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>on</strong>-Bt cott<strong>on</strong> seed. In additi<strong>on</strong>, pige<strong>on</strong> pea is not grown in<br />
