MINUTES OF THE 102 nd MEETING OF THE<br />

REVIEW COMMITTEE ON GENETIC MANIPULATION (<str<strong>on</strong>g>RCGM</str<strong>on</strong>g>)<br />

HELD ON 28.06.<strong>2011</strong> IN THE DEPARTMENT OF BIOTECHNIOLOGY<br />

Dr. V. P. Kamboj, Chairman, <str<strong>on</strong>g>RCGM</str<strong>on</strong>g> extended a formal welcome to the members <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>RCGM</str<strong>on</strong>g> for the 102 nd <str<strong>on</strong>g>meeting</str<strong>on</strong>g> and initiated the process <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>meeting</str<strong>on</strong>g>.<br />

The list <str<strong>on</strong>g>of</str<strong>on</strong>g> participants is given at Annexure-I.<br />

2. The Committee adopted the minutes and recommendati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the 101 st <str<strong>on</strong>g>meeting</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

<str<strong>on</strong>g>RCGM</str<strong>on</strong>g> with certain modificati<strong>on</strong> <strong>on</strong> the applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>e applicant to be communicated to<br />

GEAC,<br />

3. On acti<strong>on</strong> taken report, the Member Secretary informed that during the 101 st <str<strong>on</strong>g>RCGM</str<strong>on</strong>g><br />

<str<strong>on</strong>g>meeting</str<strong>on</strong>g> <str<strong>on</strong>g>held</str<strong>on</strong>g> <strong>on</strong> 15.05.<strong>2011</strong>, a total <str<strong>on</strong>g>of</str<strong>on</strong>g> 91 applicati<strong>on</strong>s including informati<strong>on</strong> items were<br />

c<strong>on</strong>sidered and the Secretariat is in the process <str<strong>on</strong>g>of</str<strong>on</strong>g> issuing the requisite permit letters based <strong>on</strong><br />

the recommendati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>RCGM</str<strong>on</strong>g> and GEAC.<br />

4. Proposals c<strong>on</strong>sidered:<br />

4.1 Applicati<strong>on</strong>s in the area <str<strong>on</strong>g>of</str<strong>on</strong>g> Pharmaceuticals<br />

The committee c<strong>on</strong>sidered applicati<strong>on</strong>s in the area <str<strong>on</strong>g>of</str<strong>on</strong>g> pharmaceuticals to import<br />

immortalized human PBMCs; MOP8 cells; CHO cl<strong>on</strong>es producing humanized m<strong>on</strong>ocl<strong>on</strong>al<br />

antibody Bevacizumab; genetically modified CHO and Sp2/0 cells expressing Cetuximab<br />

(Recombinant Chimeric Anti-EGFR M<strong>on</strong>ocl<strong>on</strong>al Antibody); recombinant dengue viruses; E.<br />

coli carrying recombinant genes and plasmid DNA expressing siRNA targeting uPAR, MMP-<br />

9; to receive genetically modified Escherichia coli (DE3) pLysS strain expressing recombinant<br />

Plasmodium vivax Duffy binding protein regi<strong>on</strong> II (PvDBPII); TNFR:Fc fusi<strong>on</strong> protein<br />

(Etanercept); to transfer recombinant E. coli strain BL21 DE3+ producing human PTH protein;<br />

recombinant CHO cell lines transformed with coding sequences <str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>on</strong>ocl<strong>on</strong>al antibody<br />

Rituximab and E. coli (Rosseta) strain producing Calreticulin protein were c<strong>on</strong>sidered.<br />

Applicati<strong>on</strong>s for validity extensi<strong>on</strong> for c<strong>on</strong>ducting preclinical toxicity studies <strong>on</strong> recombinant<br />

anti-staphylococcal protein P128; to c<strong>on</strong>duct preclinical toxicity studies <strong>on</strong> recombinant<br />

products viz. Insulin Lispro R, Insulin Lispro 25/75 & Insulin Lispro 50/50, Interfer<strong>on</strong> beta-1b,<br />

human Exendin-4, rhG-CSF and HPV vaccine; to carry out intravenous comparative safety<br />

study <strong>on</strong> Streptokinase (SK) and Clot Specific Streptokinase (CSSK) were c<strong>on</strong>sidered. Pre-<br />

Clinical toxicity study reports <str<strong>on</strong>g>of</str<strong>on</strong>g> recombinant m<strong>on</strong>ocl<strong>on</strong>al antibodies viz. Trastuzumab and<br />

Bevacizumab were also c<strong>on</strong>sidered. After deliberati<strong>on</strong> <strong>on</strong> each applicati<strong>on</strong>, appropriate<br />

decisi<strong>on</strong> was taken by the Committee. Informati<strong>on</strong> <strong>on</strong> R&D work was also noted by the<br />

<str<strong>on</strong>g>RCGM</str<strong>on</strong>g>.<br />

4.2 Applicati<strong>on</strong>s in the area <str<strong>on</strong>g>of</str<strong>on</strong>g> Agriculture<br />

The Committee c<strong>on</strong>sidered applicati<strong>on</strong>s in the area <str<strong>on</strong>g>of</str<strong>on</strong>g> agriculture to import insecticidal protein<br />

Cry1Ac <str<strong>on</strong>g>of</str<strong>on</strong>g> Bacillus thuringiensis origin, transgenic rice events, devitalized plant material; to<br />

transfer opened leaves each <str<strong>on</strong>g>of</str<strong>on</strong>g> three cott<strong>on</strong> transgenic events; to export <str<strong>on</strong>g>of</str<strong>on</strong>g> ground meal and<br />

dried leaf tissues <str<strong>on</strong>g>of</str<strong>on</strong>g> transgenic rice lines, desiccated samples <str<strong>on</strong>g>of</str<strong>on</strong>g> leaves, flower, bolls, fibers,


oots etc. <str<strong>on</strong>g>of</str<strong>on</strong>g> transgenic cott<strong>on</strong>; to transfer seeds <str<strong>on</strong>g>of</str<strong>on</strong>g> transgenic Coker 310 and to receive<br />

extracted oil and agro-infecti<strong>on</strong> kit.<br />

Applicati<strong>on</strong>s to c<strong>on</strong>duct c<strong>on</strong>fined field trial for event selecti<strong>on</strong> <strong>on</strong> transgenic cott<strong>on</strong><br />

(Gossypium hirsutum); pige<strong>on</strong> pea, red gram (Cajanus cajan (L.) Millsp), transgenic rice; to<br />

c<strong>on</strong>duct Biosafety Research Level-1 Trials (BRL-1) <strong>on</strong> cott<strong>on</strong> and rice (Oryza sativa); to<br />

c<strong>on</strong>duct F1 Hybrid seed producti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> transgenic rice events under c<strong>on</strong>fined open field<br />

c<strong>on</strong>diti<strong>on</strong> were also c<strong>on</strong>sidered. After deliberati<strong>on</strong> <strong>on</strong> each applicati<strong>on</strong>, appropriate decisi<strong>on</strong><br />

was taken. Informati<strong>on</strong> <strong>on</strong> R&D work submitted by IBSCs was also noted by the <str<strong>on</strong>g>RCGM</str<strong>on</strong>g>.<br />

5. Any other point with the permissi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Chairman.<br />

The next <str<strong>on</strong>g>meeting</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>RCGM</str<strong>on</strong>g> was scheduled <strong>on</strong> 26.07.<strong>2011</strong>. No other transacti<strong>on</strong> took place<br />

and the <str<strong>on</strong>g>meeting</str<strong>on</strong>g> ended with vote <str<strong>on</strong>g>of</str<strong>on</strong>g> thanks to the Chair.<br />

The minutes are approved.<br />
