• Many of the positive macro c<strong>on</strong>tributi<strong>on</strong>s of mining will arise naturally provided that the<br />

regulatory and taxati<strong>on</strong> c<strong>on</strong>diti<strong>on</strong>s are reas<strong>on</strong>ably attractive<br />

• But mining’s FULL POTENTIAL c<strong>on</strong>tributi<strong>on</strong> to development requires a str<strong>on</strong>g<br />

governance framework – not just at the nati<strong>on</strong>al level, but regi<strong>on</strong>ally and locally<br />

partnerships can enhance development<br />

• Companies al<strong>on</strong>e cannot unlock the full development benefits of mining<br />

• Multi-stakeholder partnerships are needed – these require companies, host governments,<br />

d<strong>on</strong>ors & NGOs to work closely together, with distinct roles and resp’s<br />

• Partnerships can help to ‘expand the pie’ rather than focussing <strong>on</strong> ‘dividing the pie’<br />

Key learning: ‘resource curse’ is not inevitable<br />

• In some countries, mineral wealth has driven broader ec<strong>on</strong>omic and social<br />

development. In others it has not<br />

• Good governance is a major factor, but is NOT a prec<strong>on</strong>diti<strong>on</strong> of mininginduced<br />

development<br />

• Payment of substantial revenues to government by companies is <strong>on</strong>ly ONE<br />

element that c<strong>on</strong>tributes to ec<strong>on</strong>omic and social development of a country<br />

• <strong>Mining</strong> can make many other significant c<strong>on</strong>tributi<strong>on</strong>s… but most call for<br />

partnership arrangements involving miners and other key stakeholders, such as<br />

governments and d<strong>on</strong>or agencies<br />

<strong>Mining</strong> Partnerships for Development Toolkit<br />

• <str<strong>on</strong>g>The</str<strong>on</strong>g> toolkit can be used by:<br />

mining companies and mine managers<br />

host-country governments<br />

development agencies<br />

development oriented n<strong>on</strong>-governmental<br />

organizati<strong>on</strong>s (NGOs)<br />

Experience has shown that applicati<strong>on</strong>s of the toolkit:<br />

• are more effective if organized in collaborati<strong>on</strong> between mining companies<br />

and other stakeholders<br />

• are most effective where there has been str<strong>on</strong>g government support from<br />

Research methods and findings critiqued by two multi-stakeholder<br />

workshops held in L<strong>on</strong>d<strong>on</strong> in 2004 and 2005. Representatives from<br />

NGOs, governments, companies, investors, d<strong>on</strong>or agencies and<br />

academic instituti<strong>on</strong>s – north and south<br />
