Dear <strong>Riviera</strong> <strong>Beach</strong> Residents and Business Owners:<br />

As we close out the 2011/<strong>2012</strong> Fiscal Year, It is my pleasure to<br />

present The <strong>Riviera</strong> <strong>Beach</strong> Police Department’s <strong>Annual</strong> <strong>Report</strong>. The<br />

report outlines the Department’s duties, objectives, and statistics,<br />

including the numbers reflecting a reduction in crime rates, and the<br />

many various accomplishments for the 2011/<strong>2012</strong> fiscal year. The<br />

compilation and production <strong>of</strong> this report is <strong>of</strong> prime importance in order to keep you, the<br />

“stakeholder,” fully informed regarding your local Police Department and its current and<br />

ongoing progress.<br />

Over the past ten years, we have worked diligently to build a more diverse Police<br />

force, implement the latest in new technologies, work at becoming more customer-oriented,<br />

introduce and enact ways <strong>of</strong> reducing operating costs, and most importantly, reducing<br />

crime. Focusing on these areas has contributed to enhancing our delivery <strong>of</strong> Law Enforcement<br />

services as a whole to the community.<br />

As you read through this report, you will be provided with an in-depth, exclusive look into the<br />

general operations <strong>of</strong> the Department and how our attention and prioritization <strong>of</strong> services has<br />

resulted in the reduction <strong>of</strong> crime. You will also see statistics that reflect how <strong>Riviera</strong> <strong>Beach</strong><br />

compares in various areas to other cities. In addition, I hope that this report will provide<br />

answers to many <strong>of</strong> the questions that you may have pertaining to our Law Enforcement<br />

operations.<br />

In our continuous efforts to reduce operating costs, this report will be made available both<br />

online and in print (upon request). In closing, these past ten years as your Chief <strong>of</strong> Police has<br />

served as the highlight <strong>of</strong> my pr<strong>of</strong>essional career. We will continue to provide the highest level<br />

The RBPD Advisory Board, made up <strong>of</strong> citizens<br />

from various segments <strong>of</strong> the city, is a key<br />

component <strong>of</strong> the Department’s on-going efforts<br />

to provide the best possible service to<br />

the community.<br />

“The Advisory Board provides a perspective that<br />

has enriched the Department’s decision making<br />

process. This is a group that loves <strong>Riviera</strong> <strong>Beach</strong><br />

and is committed to being change agents,” says<br />

VOLUNTEERS IN POLICE SERVICE (VIPS)<br />

The <strong>Riviera</strong> <strong>Beach</strong> Police Department has had<br />

volunteers in its Citizens Offering Police Services<br />

(COPS) program for many years. Following the<br />

events <strong>of</strong> 9/11, when President George W. Bush<br />

created the USA Freedom Corps (USAFC) to build<br />

on the countless acts <strong>of</strong> service, sacrifice, and<br />

generosity <strong>of</strong> so many Americans, RBPD had a<br />

group <strong>of</strong> volunteers in place to meet this challenge.<br />

President Bush’s creation <strong>of</strong> the USAFC was a call<br />

to all Americans to serve a cause greater than<br />

themselves – a theme echoed by the<br />

Obama Administration.<br />

Volunteers in Police Service (VIPS) is an<br />

outgrowth <strong>of</strong> USAFC. The citizens <strong>of</strong> <strong>Riviera</strong><br />

<strong>Beach</strong> answered the call, volunteering help<br />

ranging from a variety <strong>of</strong> indoor services to<br />

various on-the-street and waterway services.<br />

VIPS not only enable RBPD to expand its level<br />

<strong>of</strong> service, they also helped free up time for the<br />

clerical staff to focus on higher-level functions<br />

<strong>of</strong> the job, and police <strong>of</strong>ficers to focus more<br />

aggressively on crimereduction<br />

tactics.<br />

Community Relations<br />

Chief Williams points out that in the days <strong>of</strong><br />

neighborhood foot patrols (park walk and talk),<br />

police <strong>of</strong>ficers had daily face-to-face contact with<br />

people in the community. “Today, we move through<br />

communities in our “boxes” (polices cars), making it<br />

difficult to establish those invaluable relationships<br />

with people in the community.<br />

RBPD has been successful in reestablishing strong<br />

community relations by becoming an active<br />

member <strong>of</strong> the community, participating in 36<br />

community events and 110 community meeting in<br />

fiscal year <strong>2012</strong>.<br />

Chief Williams, personally, makes himself available<br />

to members <strong>of</strong> the community by participating in<br />

Community Events<br />

as many community activities as<br />

possible. In addition, Chief Williams,<br />

through his Chief’s Night In program,<br />

is available, along with his executive<br />

team, every Tuesday from 5:00 to<br />

7:00 pm, to anyone who would like<br />

to meet. In <strong>2012</strong>, the program<br />

enabled the chief and his executive<br />

team to meet with many residents<br />

and local business owners.<br />

In preannounced visits, the chief<br />

also reaches out to residents<br />

by taking the Mobile Command<br />

Center to many <strong>of</strong> the <strong>City</strong>’s<br />

communities during the year.<br />

And, no pre-arranged<br />

appointments are necessary.<br />

fear, and to enforce law while protecting each<br />

individual's freedom as guaranteed by the U.S.<br />

Constitution; maintain a balanced approach between<br />

the needs <strong>of</strong> residential neighborhoods and the<br />

needs <strong>of</strong> commercial businesses.<br />

Field Operations<br />

The Reverend Dr. Tony Drayton is RBPD’s Chaplain. His scope <strong>of</strong> work for the Department includes<br />

counseling, crisis response, visiting the sick / injured and death notifications for police <strong>of</strong>ficers and<br />

their families, as well as the community-at-large as it relates to law enforcement matters.<br />

SUPPORT SERVICES<br />

The Support Services Bureau divisions and<br />

sections are located within the RBPD’s main<br />

facility, as well as two other <strong>of</strong>f-site locations.<br />

Through continual growth and proactive<br />

reorganization, the Bureau strives to meet the<br />

needs <strong>of</strong> the Police Department, <strong>City</strong><br />

Administration, and the community we serve.<br />

The Support Services bureau consists <strong>of</strong> eight<br />

sections - Communications, Administration, Code<br />

Enforcement, Records, Property and Equipment,<br />

Evidence, Asset Management, and<br />

Training sections.<br />

FIELD OPERATIONS<br />

Two <strong>of</strong> the biggest changes in RBPD field<br />

operations are the increased use <strong>of</strong> new<br />

technology and monthly intelligence meetings<br />

with other police agencies in the area - a<br />

program initiated by <strong>Riviera</strong> <strong>Beach</strong>, Palm <strong>Beach</strong><br />

Gardens and Jupiter Police Departments.<br />

“Criminals today are mobile, moving from city to<br />

city to city. Law enforcement is now on the same<br />

page by becoming mobile, having intelligence<br />

outlined daily, and passing it on,” said Assistant<br />

Chief (AC) David Harris.<br />

RBPD has had great success with two new types<br />

<strong>of</strong> technology – Shotspotter (gunfire locating<br />

system) and a real-time camera system deployed<br />

throughout the <strong>City</strong>. RBPD leads the region in the<br />

use <strong>of</strong> these crime-fighting tools, and is the only<br />

agency in Palm <strong>Beach</strong> County with a real-time,<br />

crime intelligence unit.<br />

The system uses both city-owned and privatelyowned<br />

cameras in its network. This approach has<br />

proven to be cost effective and very successful in<br />

helping solve crimes. Originally manned by lightduty<br />

(injured) <strong>of</strong>ficers, <strong>of</strong>ficers now operate the<br />

cameras on regular rotation. “Soon it will become<br />

a four-<strong>of</strong>ficer unit, with a sergeant,” said AC Harris.<br />

Technology, agency collaboration and well trained<br />

personnel have all contributed to the increased<br />

number <strong>of</strong> arrests and a significant drop in crime.<br />

RECORDS DIVISION<br />

The Records section is established within the<br />

<strong>Riviera</strong> <strong>Beach</strong> Police Department and is the<br />

central component for all the Department's<br />

<strong>of</strong>fense and incident reports and criminal<br />

history files.<br />

The Records Section is responsible for the control<br />

The Communications section / 911 Center is<br />

responsible for all public safety communications<br />

within the <strong>City</strong> <strong>of</strong> <strong>Riviera</strong> <strong>Beach</strong>. An essential<br />

function <strong>of</strong> this section is to satisfy the<br />

immediate public safety and police service needs<br />

<strong>of</strong> the community, both during routine<br />

operations and emergencies.<br />

capability to respond to the needs <strong>of</strong> the<br />

community. To the dispatchers and 911<br />

MARINE PATROL<br />

The Marine Patrol unit is an extension and<br />

supplement to the patrol section <strong>of</strong> the Police<br />

Department.<br />

The function <strong>of</strong> the unit is to respond to water<br />

related emergencies, conduct search and<br />

rescues, and recoveries <strong>of</strong> persons, property,<br />

and evidence from the water.<br />

The RBPD Marine Patrol unit works closely with<br />

the Coast Guard and Sheriff's Department in a<br />

coordinated effort to keep our waterways safe.<br />

neighborhoods, conduct commercial vehicle<br />

inspections, and traffic saturation details. The<br />

unit consists <strong>of</strong> Motorcycle Officers, DUI/Drug<br />

There are 19 School Crossing Guards assigned<br />

to the Traffic Unit and on-duty at crossing guard<br />

K-9 UNIT<br />

The Canine (K9) Unit <strong>of</strong> the Police Department is<br />

trained in basic K-9 functions which include<br />

apprehension, area searches to detect scents<br />

from a fleeing suspect, article searches for<br />

evidence that might be connected to a crime and<br />

basic obedience to handler.<br />

Additionally, several <strong>of</strong> the K-9's are crossed<br />

trained in narcotics detection, explosives<br />

detection, and criminal apprehension.<br />

weeds, smoking, graffiti, residential property<br />

maintenance codes, and administers the Rental<br />

Residential Licensing program.<br />

The Code Enforcement team consists <strong>of</strong> the<br />

Code Enforcement Administrator, one Code<br />

Supervisor, two Code Technicians, and four<br />

In 2006, RBPD made several changes, introduced its district plan (dividing the <strong>City</strong> into police districts),<br />

implemented new technology and developed a marketing-oriented focus to strengthen community<br />

relations. These efforts played a key role in the <strong>City</strong>’s significant drop in crime. Since 2006, crime in<br />

<strong>Riviera</strong> <strong>Beach</strong> dropped 40%, at an average rate <strong>of</strong> 9.28% per year.<br />
